| 摘 要： | 标准已经成为目前国际信息资源竞争的重要领域。随着北斗系统正式提供区域服务，北斗进入国际民航、国际海事、国际移动通信等标准化工作正在稳步推进。同时，北斗在其他国际组织或重要应用领域内的标准化工作也逐步提上议事日程。针对北斗进入海事无线电技术委员会（RTCM ）标准化工作的总体需求，对RTCM 标准开展背景与现状研究，具体包括标准现状、标准化程序、现有资源及竞争态势等，并对北斗加入RTCM 标准的必要性和迫切性进行了分析，提出了开展相关标准化工作的一些建议，旨在为北斗进入RTCM 标准化工作提供总体支撑。

| Abstract: | The standardization work has become an important field of current interna-tional information resource competition .With the Beidou Navigation Satellite System （BDS） officially provides regional service ,the standardization work of BDS accepted by ICAO ,IMO and 3GPP has been steadily carried out ,also ,the standardization work of BDS accepted by other international organizations or important application fields has been gradually put on the agenda .Based on the the overall demand for BDS entering the Radio Technical Commission for Maritime （RTCM ） ,this paper studys the background and present situation of RTCM standards ,including present situation , standardization procedures , the existing resources and competitive situation and so on ,and analyzes the necessity and urgency of BDS entering the RTCM standards .At the end ,some suggestions for the development of BDS standardi-zation work put forward ,which aims to provide overall support for BDS entering the RTCM standardization . |
