| 摘 要： | 2016年12月,中共中央办公厅、国务院办公厅印发了《关于全面推行河长制的意见》,要求全国各地区各部门全面落实河长制.贯彻落实"河长制"相关文件精神,结合"河长制"管理工作的实际需要,使得河长制能够顺利推行和执行,需要利用信息化的手段作为支撑.本文系统分析了河长制信息化建设的需求,提出了基于"一张图"的河长制技术体系,涵盖了数据、服务、应用、规范等多层次的技术范畴,有利于实现河长系统数据的科学高效管理,可为河长管理信息资源的交换共享与分析挖掘提供必要条件.

| Abstract: | Information system is the key point of the implementation of Leader Responsible System in governance of rivers and lakes. The requirement analysis Leader Responsible System in governance of rivers and lakes is elaborated, and an architecture based on"one map" is constructed. The architecture system covers multi-level technical categories of data, service, application, specification and the others. It is good for the scientific and efficient data management of the Leader Responsible System in governance of rivers and lakes, and provides necessary conditions for the exchange, sharing and analysis of the management information resources of the sys-tem." |
