| 摘 要： | 随着我国经济社会的快速发展,各种社会风险问题不断凸显,农村问题尤为突出,因此,农村社会治理模式亟待创新.西安市十三次党代会明确提出了"建设民情大数据地图,打造为民服务'升级版'"的具体目标.本文从建设民情大数据地图系统的实践出发,结合已建成的西安市地理时空信息云平台,实现对空间大数据、民情大数据等的管理、分析、决策,从而形成"为数据说话、用数据管理、用数据决策"的基层社会治理新机制.

| Abstract: | With the rapid development of China's economy and society, a variety of social risk problems will be highlighted, especially in rural areas. Therefore, the rural social management model should be innovated. The thirteen Party Congress of Xi'an clearly put for-ward the specific target of "building up the public sentiment big data map, creating the upgraded version of the service for the peo-ple". Considering the practice of the construction of public data map system of Xi'an City, the geographic spatial big data cloud plat-form has been built. Based on the realization of the data, people, such as spatial big data management, analysis and decision-mak-ing, formed "as the data speak new grassroots social governance mechanism of data management, data decision". |
