| 摘 要： | 信访是民众维护自身权利的正常合法行为,虽然它不是解决民众诉求的根本路径,但在当前的体制下,仍是维护社会正义的重要防线。至于"信访不信法"现象的产生主要是官员不作为或乱作为的结果,应该是政府官员而不是民众对它负主要责任;司法过程本身存在的诸多不足也是民众信"访"超过信"法"的重要原因。当前要缓解"信访不信法"现象最根本的出路在于党依法执政、政府依法行政,司法机关公正司法,共同建设法治国家。
