地矿系统人力资源开发管理运行机制初探

摘    要:当今世界,是一个充满激烈竞争的世界,而所有的竞争归根到底是人才的竞争。谁掌握了人才,谁就把握了自己的未来。随着改革开放的进一步深入,社会主义市场经济体制的逐步建立和完善,无论是宏观经济还是微观经济的运行都发生了巨大的变化,处于这一大环境中的地矿系统,为了适应新的形势,同样也进行着深刻的改革。但是在计划经济条件下建立起来的人事管理制度,由于贯性,有的仍延伸至今,其种种蔽端已经显示不能适应当前的形势。因此,转变旧的劳动人事管理运行机制,建立新的人力资源开发管理运行机制是地矿部门经济发展、推进“两个基本转变”、实现地矿部提出的“二次创业”和2010年远景目标的前提条件之一。

DISCUSSION ON THE RUNNING MECHANISM OF HUMAN RESOURCES EXPLOITATION AND MANAGEMENT IN GEOLOGY AND MINERAL RESOURCES DEPARTMENTS

Abstract:Nowaday, the world is a society filled with keen competitions, and finally, all competitions are talents' competitions, who have talents in his hands, who will own his fucture. In pace with the nation's further reformation and opening to the world, and with the socialist economic system's progressive establishment and improvement, either the macroeconomy's or microeconomy's running has got a great change, the geology and mineral resources departments, in the economic environment like this, in order to adapt this new situation, are also taking a profound reformation. But the personnel administration system, established under planned economy, due to its inertia, partly has been carried on till present, its various shortcomings have shown that it couldn't be able to fit in with present situation. Therefore, changing the running mechanism of old personnel administration system to create a new one is an essential prerequisite for the geology and mineral resources departments to develop their economy, to carry the"two basic changes" forward, to achieve "the second undertaking's starting " and the long-range objective of 2010.
