土地管理三维思维与土地空间资源认知 总被引：1，自引：0，他引：1
基于城市发展的三维理念轨迹及土地立体化利用趋势,采用文献检索与综合分析法,剖析土地管理重视三维思维的原因,辨析土地的空间特质,提出土地空间资源的概念内涵,初探土地空间资源管理制度和技术,以促进土地领域实践问题解决。结果显示：① 土地管理三维思维符合社会发展和土地利用趋势,是基于土地管理实践而衍生的创新需求。② 土地作为资源的本质属性之一是空间性,具备三维空间特质;土地空间资源是土地资源概念的外延,是以土地表层为基底或脱离土地表层的可利用的三维空间存在。③ 土地空间资源的提出,能引发土地管理领域在理念、制度和技术上进行三维思维化的重构与创新,具有科学意义和实践价值。 相似文献

运用文献研究法、理论分析法分析学界就排他性城市土地规划问题的研究现状和动态,介绍该问题背后的动机、产生的原因及解决该问题的思路。研究表明城市土地规划是一项对"公共池资源"的城市土地的集体产权安排;排他性城市土地规划问题长期广泛存在,带来了巨大的社会成本;这一问题来源于城市的垄断地位和房产所有者无法对房价投保。国内外学者从实践和理论研究上提供了一些克服排他性城市土地规划问题的措施。对这些问题的分析可以为当前中国农村人口的城市化问题提供分析思路。 相似文献

以"外部利润——产权界定——资源优化配置"为研究主线,对成都市农村土地股份合作制改革进行了制度经济学解析。研究发现,制度创新空间的形成、土地的增值收益、土地规模利用效应和土地集约利用效应构成了成都市农村土地股份合作制改革的外部利润。成都市农村土地股份合作制改革,一方面可以提高土地规模和集约利用效应,促进土地资源优化配置;另一方面可以明晰集体土地产权主体,健全基层组织治理机制。要采取诸如放松法律限制、加强理论研究、规范机制建设等措施,从而推动土地股份合作制的生成和发展。 相似文献

文章采用资料分析,理论分析的方法,归纳总结了国内外土地征收补偿中都存在着生态补偿缺失的问题,尤其是中国的征收补偿制度存在明显缺陷,如补偿理论支持不足、补偿范围小、补偿额度低、补偿不到位等。这种制度缺陷不仅造成了大量的耕地流失,同时也造成了农业生态环境的破坏,直接影响了土地使用权人——农民的相关利益,如土地被征收导致土地分割,形成不经济的土地规模,造成土地利用效率的损失,降低了相邻土地的生产力,影响了农民的相邻权;土地又是农民世代生存、繁衍、发展之所在,是农民的基本生活保障和基本生活来源,农民失去土地就意味着失去了生存和发展的基础,影响了生存权和发展权;土地的资源属性表明,土地征收必然涉及到土地利用的变化和生态环境因素的改变,涉及到农民的环境权的保障。为此,必须完善土地征收制度,建立有效的市场化运作手段,通过对农地生态价值的正确评估,公平、合理的补偿失地农民的损失,以实现社会公平、和谐。 相似文献

土地利用总体规划是为贯彻落实国家土地利用政策而制定的土地利用分配和调整的规划,是国家对土地利用实行控制,协调,组织,监督的基本措施。这是现阶段土地管理的核心任务之一,合理利用区域土地资源,确保区域社会经济发展、促进农业生产发展具有重要的作用。首先,对研究区土地利用现状进行了实地查看并采集了相关数据;其次,对研究区的土地利用状况进行了具体分析,分析的基础上提出了研究区土地利用中存在的问题;最后,《规划》的编制还与研究区交通发展"十一五"规划、生态功能区划、矿产资源总体规划、地质灾害防治规划、水利发展"十一五"规划、环境保护和生态建设规划、农牧林业发展规划等各部门相关规划及其研究成果进行了协调。在此基础上对兴和县大库联乡做了土地利用总体规划研究,构建了土地利用总体规划目标体系。本规划可以有效地处理研究区土地利用中的重大问题,可以通过规划的引导、调控,实现土地资源集约合理利用,并保障社会经济的可持续发展。 相似文献

基于PSR模型的农区土地利用冲突强度的诊断 总被引：6，自引：0，他引：6
随着工业化、城镇化进程的加快,农村土地利用冲突越来越多,分析不同农区土地利用冲突的形式,评估土地利用冲突的强度,对农村发展具有重要意义.本文采用相关分析、主成分分析的方法,从引起鄢陵县耕地利用变化的32 个因子中,提取了6 个主要压力因子,根据鄢陵土地利用结构变化情况和区域政策、制度及其社会响应状况,建立特色农区土地利用冲突强度的评价指标体系,用加权函数法进行冲突强度的评价.研究表明,土地利用冲突强度呈波动增加趋势;土地利用冲突的原因主要是：①经济发展及经济结构调整因素;②农业种植结构的调整;③科技进步以及政策等因素的影响.因此,政府可通过市场手段、规划制度等进行调控,提高区域土地资源的配置效率,引导土地利用方式的规范转化,以减缓或化解土地利用冲突. 相似文献

中国北方农牧交错带,生态背景脆弱,在自然因素和人为活动的严重干扰下,生态系统遭到了严重破坏,草地面临严重沙化的威胁。而土壤动物是沙质草地生态系统物质循环和能量流动的不可或缺的一环,对保护和改善土地资源,控制由于各种原因而导致的土地退化、土地沙漠化有着重要意义。从沙质草地土壤动物的物种组成、研究方法、时空动态变化及其对生态系统的作用等方面进行了总结,分析了当前沙地土壤动物研究中存在的问题,并为未来沙地土壤动物研究提出了一些建议,从而为沙质草地生态系统恢复和重建及沙漠化逆转等提供了基础资料。 相似文献

Desertification is a global phenomenon that affects about two billion people. It occurs in arid zones where the annual precipitation is below 400 mm, partic- ularly in the marginal areas of the world＇s largest deserts. It is a result of water and wind erosion, over- grazing, global warm-ing, improper soil cultivation, and increased pressure ot population growth, and it causes degradation of soil and natural and agricultural vegetation. The direct result is less food for people and livestock, which influences pop- ulation and animal husbandry fluctuations.
