Mass migration to major USA cities is reworking patterns of ethnic jobholding and labor market segmentation. Employers in a variety of industries have turned to recent migrants, many of whom are not authorized to work in the USA, as a stable labor supply for low-wage jobs. As a result, many migrant workers enter urban economies through precarious jobs in low-wage industries and the informal economy where they often endure routine violations of labor and employment laws. This paper examines the activities of a “migrant worker center” in improving wages and working conditions in migrant labor markets. Through a case study of a worker center located in a port-of-entry immigrant neighborhood on Chicago’s Southwest Side, we examine the geographies of the low-wage labor market and the problems that have arisen for workers who hold jobs that effectively exist beyond the reach of government regulation. We argue that migrant worker centers will likely emerge as a key resource for workers who are drawn to global cities by the promise of economic opportunity yet confront harsh conditions in the local labor markets in which they are employed.  相似文献

Hirschman’s (1970) concepts of exit, voice and loyalty can be reworked to add further nuances to the understanding of labour agency. Agency by exit is of interest in demonstrating how agency is conditioned by structures and context that constrain and enable successful action. It may start as individual acts of coping and then enable and empower more collective actions of reworking and resistance. Agency by exit thereby expands our understanding of what strategies of coping, reworking and resistance entail. We base our arguments on a case study of the “Not below 24,000” movement among nurse students and newly graduated nurses for acceptable entry wages in Sweden. The movement has succeeded in raising the entry wage for a number of newly graduated nurses by turning individual and collective agency by exit into structural power. While the movement has managed to shake power relations, it has not fully changed the rules of the game.  相似文献

The cruise industry enjoys arguably the most flexible and globalized of all labor markets. Yet, in an apparent paradox, cruise lines face a potential labor shortage, despite the fact that the bulk of their labor is sourced from the Global South where a large labor surplus would seemingly make recruitment a simple process. This paper examines this paradox in greater detail with a focus on the tension that exists between the industry’s demand for a flexible labor force, and the need for workers who maintain the skills required of a cruise ship job. It is argued that the contemporary geography of global labor recruitment is constrained by the particular political, economic and cultural circumstances of individual source countries that make certain cohorts less attractive or available as a workforce. In practice the need for skill and flexibility are not always reconcilable and cruise lines have found that there is a geographic limit to labor market flexibility. The article is based on interviews with various stakeholders involved in either working on cruise ships or in recruiting workers. Special emphasis is placed on Filipino cruise ship workers and labor recruiters as a means to discuss labor recruitment for the entire industry.  相似文献

Geographers and oral historians continue to have much to learn from each other. The subfield of labour geography in particular can enrich its understanding of workers’ lived experiences, both in employment and beyond the workplace, through greater use of interpretative, collaborative oral history methodologies. Attentive to the temporal specificity and inter-subjectivity of people’s narratives, oral history reveals how workers’ moral geographies emerge and change. This article documents the spatio-temporalities and institutions of food sector employment in Peterborough, England, a city-region from which urban-based workers are bussed out daily to rural jobs. The analysis draws on four extended case studies of people who migrated to the UK and worked in the sector in the 2000s, building on recent research that has highlighted harsh employment conditions in the food production, packing and processing sector. It complements this work by viewing narrative itself as an agentic act and listening to how research participants crafted their life stories. These stories revealed diverse, complex and context-specific moral geographies, with participants variously placing value on small acts of rebellion or refusal, dignity and the time to speak with others at work. The article advocates greater engagement by labour geographers with the subjective experiences of workers, and with individual as well as collective agency.  相似文献

This paper investigates the time–space practices of young people caring for their siblings in youth-headed households affected by AIDS in Tanzania and Uganda. Based on qualitative exploratory research with young people heading households, their siblings, NGO workers and community members, the article develops the notion of sibling ‘caringscapes’ to analyse young people’s everyday practices and caring pathways through time and space. Participatory time-use data reveals that older siblings of both genders regularly undertake substantial caring tasks at the very high end of the caregiving continuum. Drawing on rhythmanalysis, the paper explores how young people negotiate emotional geographies and temporalities of caring. The competing rhythms of bodies, schooling, work and seasonal agricultural production can result in ‘arrhythmia’ and time scarcity, which has detrimental effects on young people’s health, education, future employment prospects and mobility. Young people’s lifecourse transitions are shaped to a large extent by their caring responsibilities, resulting in some young people remaining in a liminal position for considerable periods, unable to make ‘successful’ transitions to adulthood. Despite structural constraints, however, young people are able to exercise some autonomy over their caring pathways and lifecourse transitions. The research sheds light on the ways that individuals embody the practices, routines and rhythms of everyday life and exercise agency within highly restricted broader landscapes of care.  相似文献

Volunteered geographic information (VGI) has fundamentally changed the way in which geoinformation is generated, distributed and handled. It entails manifold practices and discourses which are currently investigated from both affirmative and critical perspectives. Expanding on the range of theoretical approaches to VGI, this article explores the condition and the limits of VGI from a social theory perspective to explore the following questions: what is the basic structure of VGI both as a form of practice and a form of knowledge? What are aspects of integration and aspects of divergence with regard to VGI practices? Are there inherent limitations to VGI practices especially with regard to its emancipatory and educational potential? To approach these issues several established analytical frameworks are discussed, and a specific categorization of VGI’s symbolic geographies as interaction content will be introduced. Based on this categorization two opposed types of interaction practice can be distinguished: While information on VGI gathering and processing as a part of interaction content is vital to a competent use and deeper understanding of the system (“self-explanatory”) many interface designs have a very limited output in order to promote user-friendliness (“easy-to-use”). While the latter may increase the popularity of VGI it also limits interaction language to everyday language, to familiar spatial vocabularies of place, city, region, landscape or nation—instead of mediating technology’s spatialities or exploring more innovative ways of spatial representation.  相似文献

Bringing together concepts from the global production networks and evolutionary economic geography literature, this article empirically examines the trajectory of the electrical and electronics industry in Johor (Malaysia). Based on trends in firm entries and exit as well as interviews with companies, we find limited robustness in the industry’s trajectory. While there is evidence of the role of ‘structure’ in this outcome, we argue that human agency – particularly the actions of subnational policy-makers – is key. This is manifest in a preference for fostering regional ‘adaptiveness’ through the often uncritical promotion of a diversity of economic sectors. This compromises the meaningful pursuit of regional ‘adaptation’ in the form of new and more complex branches emerging from existing industries. This arrested development, in turn, hinders an effective strategic coupling between the regional economy and multinational corporations, thus undermining regional resilience.  相似文献

This paper engages with contemporary debates in labour geography through its focus on: migrant workers as active agents of change; precarious employment, its complexities and consequences; and the importance of material spaces in migrant labour struggles. Since the early 2000s the South Korean government has been strengthening the institutionalised regulation of low-wage migrant workers. A key tool in this process is the Employment Permit System (EPS), in force since 2004. Under this policy migrant workers are temporary sojourners and effectively socio-politically, culturally and spatially excluded from Korean society. EPS restricts migrants’ freedom to choose or change workplaces, which renders them vulnerable to economic and social precarity. Employers use these restrictions to segregate migrant workers from co-nationals, and low-waged migrant workers often find themselves in exploitative working conditions in isolated places. This paper is based on deep ethnographic fieldwork in “Nepal Town” in Seoul and remote Nepalese workers’ accommodation. We examine how such precarious working conditions and isolation impact on workers’ active involvement in the formation and transformation of Nepal Town in Seoul. We examine the ways in which Nepal Town is a site of spatial agency and praxis for Nepalese workers and explore the potentialities of ‘reactive ethnicity’. The empirical insights provided, suggest that the regulatory migration regime for low-wage migrant workers is strongly linked with new formations of material landscapes of connection, mobility, freedom and safe space. Such space production enables migrant workers to perform agency and employ tactics of resistance in order to create spaces of possibility.  相似文献

An enduring focus of scholarly work on global production networks (GPNs) is the process of insertion into production networks and the capacity of places to shape their manner of inclusion. Sometimes overlooked are ways in which these insertions are based on an evolving set of exclusions. A disarticulations perspective trains our attention on the mutual interplay between moments of inclusion and exclusion that produce uneven geographies and histories of development, foregrounding place-specific factors and offering a framework for understanding local experimentation. Firms continue to restructure under relentless pressure to improve performance and the concomitant need to experiment, causing firm strategy to shape-shift and re-making relations of inclusion and exclusion. In the distribution function of global supply chains, the prevailing value-creation strategy is downward pressure on the cost of labor, but this perhaps suggests a false sense of stability. Using data gathered in the distribution hub just outside of Chicago, I examine the role of labor market intermediaries in re-negotiating the boundaries of inclusion. This article explores processes of linking and delinking subsets of workers and the differential implications for worker segments and their attachment to the supply chain. Inscribed in the absorption of places and workers into GPNs are ongoing processes of disarticulation, evident in this case through the labor market strategies pursued by local firms and temporary staffing agencies. These processes lay bare the mechanisms that reproduce capital-labor relationships in global supply chains.  相似文献

Accelerated by economic reforms, a large scale migration of younger workers from rural to urban China has taken place since the 1990s. This has separated many adult children from their ageing parents and imposed significant challenges on traditional patterns of familial support for rural older people. These challenges are augmented by the fact that in rural China the elderly have been deprived a state pension and other welfare provisions available to urban residents.Drawing upon qualitative data from a project on ageing in rural China, this article examines the agency of older people and their families in responding to geographical separation resulting from the migration of the economically active to the cities. Through 32 life history interviews with multiple generations of nine households in one rural village, this article sheds light on the resilience and flexibility of rural households which have experienced migration and highlights the webs of interdependence that feature in the daily strategies of householding. It shows how members of the household across different geographical locations worked together to build and maintain the collective welfare of the family. In particular, this article argues that it would be over simplistic to suggest that migration is always detrimental to the older generation who stay behind. Contrary to assumptions in some migration studies and ageing literature in China, it shows that it is the breakdown of the webs of interdependence and reciprocity rather than the event of migration that will have inevitable negative effects upon old age care for the seniors in the household. Further, while highlighting the significance of householding, this article reveals the internal dynamics within a household. It identifies the role of gender in daily householding and suggests that the caring, supportive and kin-keeping roles performed mainly by women played a critical role in ensuring social and physical reproduction across generations. The article finds that while daughters took over some responsibilities which were traditionally expected from their brothers and sisters-in-law in old age support, the persistence of gendered practices and traditions in rural villages allowed sons more symbolic status and material benefits.  相似文献

Households’ links with local Government provide important support for disaster resilience and recovery on the Bangladeshi coast. Few previous studies of disaster resilience and recovery have explored how linking social networks—and in particular local government—contribute. Using household surveys, focus groups, and key informant interviews, we examine strengths and weaknesses of local government’s contribution, using two cyclone-affected coastal villages as case studies. The findings show that local government provides important support, for example relief distribution, livelihood assistance, and reconstruction of major community services. However, patronage relationships (notably favouring political supporters) and bribery play a substantial role in how those responsibilities are discharged. The equity and efficiency of these contributions to recovery are markedly diminished by corruption. Reducing corruption in UP’s contributions to disaster recovery could significantly improve resilience; however, general reform of governance in Bangladesh would needed to bring this about.  相似文献

Natural disasters are one of the main channels through which ecological and socio-economic systems interact. In particular, the severe impacts of earthquakes could disrupt activities in the labour market. However, the literature barely researched the long-term effects of such events. To investigate this issue, this article is concentrated in Chile that is subject to recurring seismic movements. The 27 February 2010 Bío-Bío Chile earthquake (Mw 8.8) was the second strongest in the history of the country. This natural disaster can be used to evaluate the response of the labour market to an exogenous shock. Besides, the capacity for resilience in the labour market is crucial for people who rely on their job. This document analyses the impacts of the 2010 Bío-Bío earthquake and tsunami on Chilean labour market outcomes, in particular, the quality of employment. With this objective, different data are combined for analysing the effect in the short and long term. Also, distinct econometric techniques and exogenous measurements of seismic acceleration are used. The evidence shows that these catastrophes harmed the labour market in the short term. However, in the long term, the government’s reconstruction efforts and other factors could have attenuated the adverse effects over some variables in the most affected zones.

The paper presents contributions to the widespread resilience paradigm from a social science perspective. Certain aspects of social systems, especially their symbolic dimension of meaning, need to be taken into account in the endeavor to research coupled social–ecological systems. Due to the symbolic dimension, disasters are defined as the failure of future expectations, and social resilience is defined as the social system property of avoiding or withstanding disasters. In relation to this, three capacities of social systems (adaptive, coping, and participative) that constitute resilience are presented. The adaptive capacity is the property of a system in which structures are modified to prevent future disasters, whereas the coping capacity is the system’s property of coping with calamitous processes that occurred in the past. The participative capacity is a measure of the system’s ability to change its own structures with regard to interventions by other systems, decreasing the system’s resilience. The concept of resilience provides important epistemological and political insights and can help overcome an orientation tied together with the concept of vulnerability that blocks social capacities for the mitigation of disasters.  相似文献

This article follows the industry employment histories of all individuals who at some point have been affiliated with the declining German or the dismantling Swedish shipbuilding industry during 1970–2000. We analyse the situation of the individual workers leaving shipbuilding, investigating the extent to which they were employed at all, tended to move to related sectors within or outside the region, and whether such moves were beneficial for the individuals. Combining insights from labour geography and redundancy studies with evolutionary economic geography, we find remarkably similar results for the West German and Swedish cases. Our findings indicate a notable impact of the regional industry structure on the labour market outcomes for workers leaving shipbuilding. This suggests that more attention should be devoted to the specific structures of the absorptive capacity of regional labour markets. The findings are discussed within the context of a mature industry.  相似文献

The article addresses international campaigning for labour rights and global labour networking against illegitimate labour practices of global corporations. Theoretically, the article offers an analytical framework to explain and strategise labour empowerment and disempowerment in Global Production Networks. The problem is approached by reviewing how the issue of labour agency is addressed in literature about Global Value Chains, Global Production Networks and Labour Geography. Given the limited progress in theorising cross-border labour agency, two new approaches within the industrial relations research tradition – Strategic Union Corporate Analysis and Strategic Choice Framework – are linked to economic geography perspectives, with a view to offering a more integrated Global Labour Network (GLN) approach. The framework is then applied to analyse and explain the outcome and impact of a Danish–Malaysian campaign in support of a worker collective in a Danish controlled joint venture in Malaysia struggling for union recognition and collective bargaining agreement. The article concludes that the GLN approach integrates the achievements of the labour agency literatures by focusing on explaining changes in strategic labour power from the dynamic interface of strategic opportunities and labour capacity. Moreover, it is argued that semi-comprehensive international campaigns of labour NGOs may add critical but insufficient support to labour agency in developing countries with highly legalistic and politically infused industrial relations systems. Finally, international labour NGO networks will not be sustainable if they are not integrated with and supported by national and global union networks that match the power of global corporate networks.  相似文献

This paper examines the application of private governance through certification labels and industry initiatives in the tourism industry. These efforts are sold as a way to achieve decent working conditions for tourism workers who participate in global value chains in the global South. The question at hand is, are these mechanisms an effective way to support tourism labor? Specifically, this research documents two main findings. First, I evaluate the programs through a tourism global value chain approach and demonstrate how tour operators use language about sustainability and the certification of accommodation suppliers for brand product differentiation and marketing. My findings demonstrate that these programs do not support tourism workers. Second, even with certification and recommendations, the standards are limited and do not include measures to protect against precarious employment, gendered divisions of labor, and emotional labor demands. Thus, these initiatives do not fully protect tourism workers. Finally, I argue a new governance research approach focused on workers’ rights and empowerment provides insights into achieving a more equitable international tourism landscape. This has implications for a governance analysis focused on rights and ‘synergistic’ governance strategies.  相似文献

After a worldwide financial crisis in the early 1980s, many states decided to implement new public management strategies. These strategies consist of private sector management practices that aim to reduce the cost of public services. The US and the UK first adopted the new public management model and other states soon followed. The Norwegian state was initially reluctant to adopt private management practices, but it eventually implemented modified reforms that suited the Norwegian socio-political context. This article investigates the ways in which the Norwegian state and Norwegian employers shape the labor force in Norwegian nursing homes through new public management strategies, and the tools that foreign-born nurses use to challenge these structures. The Norwegian state shapes the labor force through labor market policies and the rescaling of public services to local governments, and Norwegian employers reinforce the neoliberal values of the state in their hiring practices and daily operations in the workplace. In particular, this article analyzes the interweaving neoliberal institutional and personal factors that influence the working experiences of Polish nurses in a semi-private nursing home in Oslo. The city of Oslo created a unique public–private partnership with a city-owned company that manages three nursing homes in Oslo. The findings of this study indicate that Polish nurses in one of these nursing homes were negatively affected by the new public management strategies. They improved some of their working conditions over time but structural barriers still persist despite high demand for their skills.  相似文献

Agricultural land use in much of Brong-Ahafo region, Ghana has been shifting from the production of food crops towards increased cashew nut cultivation in recent years. This article explores everyday, less visible, gendered and generational struggles over family farms in West Africa, based on qualitative, participatory research in a rural community that is becoming increasingly integrated into the global capitalist system. As a tree crop, cashew was regarded as an individual man’s property to be passed on to his wife and children rather than to extended family members, which differed from the communal land tenure arrangements governing food crop cultivation. The tendency for land, cash crops and income to be controlled by men, despite women’s and young people’s significant labour contributions to family farms, and for women to rely on food crop production for their main source of income and for household food security, means that women and girls are more likely to lose out when cashew plantations are expanded to the detriment of land for food crops. Intergenerational tensions emerged when young people felt that their parents and elders were neglecting their views and concerns. The research provides important insights into gendered and generational power relations regarding land access, property rights and intra-household decision-making processes. Greater dialogue between genders and generations may help to tackle unequal power relations and lead to shared decision-making processes that build the resilience of rural communities.  相似文献

Mexico’s national payments for ecosystem services (PES) programs pay rural landholders for hydrological services, carbon sequestration, biodiversity conservation, and improvement of agroforestry systems. The intention of the programs’ initial funders and designers was to create a PES program that would introduce market efficiency into environmental policy and “green” the market by creating and recognizing the economic value of healthy ecosystems. This article traces the complex processes through which this ideal type conceptualization of market-efficient environmental policy was subverted and the practice altered to more closely fit national interests, rural realities and alternative conceptions of the ‘value’ of socio-nature. This article examines how the market-based notions of the programs’ designers were hybridized at four distinct sites of articulation: (1) the federal politics of poverty alleviation in Mexico; (2) rural social movements with distinct conceptualizations of ‘conservation’ and ‘development’; (3) the institutional and cultural context of the ecosystem services being commodified; and (4) the socio-natural knowledges and grounded practices of rural Mexico. This analysis is based on a multi-sited ethnography conducted with program participants, intermediary organizations, and designers. The article draws on a growing critical literature on market-based mechanisms and minutely examines the process through which the Mexican national PES program was altered at multiple scales and in multiple forms, from the rhetoric of political speeches to the specific elements of the policy’s design and from the theoretical tinkering of neoclassical economists to the quotidian practices of rural environmental managers.  相似文献
