In this article, I make the case for an explicit extension of environmental justice research to the rural-urban interface or fringe. A more systematic exploration and synthesis of the blurred boundaries and transitional character of the interface might advance the empirical scope of environmental justice research while contributing to the environmental justice literature’s evolving treatment of space, ecology, and oppression. I subsequently synthesize previous research to outline some fringe characteristics, which signal the interface as a distinct geographical space deserving of closer attention in environmental justice studies, before proposing a few unique dimensions of injustice on the interface. In light of these new facets of rural-urban injustice, I finally outline some preliminary empirical and conceptual questions the interface might pose to environmental justice studies more broadly.  相似文献

Research has established that many socially deprived, low income and ethnic minority communities are exposed to disproportionately high levels of outdoor air pollution. Whilst there is a burgeoning literature documenting these environmental disparities, most previous studies have taken place in North America and few researchers have examined local scale variations across an entire country. Further, there has been little work systematically evaluating disparities in the local exposure to air pollution from different sources. In this New Zealand research we use mean annual estimates of outdoor particulate air pollution for different sources for neighbourhoods across urban New Zealand to evaluate whether air pollution varies between local areas of differing socioeconomic circumstances. We find that outdoor pollution levels are higher in socially deprived areas (using a neighbourhood measure of disadvantage) and neighbourhoods with a high proportion of low income households. However, although ethnicity was also related to mean total pollution, levels were elevated in areas where the proportion European was higher and other ethnic groups (including Māori) were lower. We also find that the disparities in pollution levels are specific to the pollution source. The results are discussed in the context of the policy framework in New Zealand, including the tensions fashioned by the Resource Management Act 1991, which have effectively ‘desocialised’ environmental concerns. We argue that the regulatory framework is fixated on ‘environmental bottom lines’ rather than social concerns that are integral to the environmental justice framework. Some priorities for future research into environmental justice in New Zealand are also considered.  相似文献

New explorations of justice are arising in the wake of post-structuralist and feminist critiques of abstract, generalized notions of justice in Western liberal democracies. These interventions are opening new avenues of study on discursive practices and performances that contest social and environmental injustices in everyday life. Feminist scholars argue for greater attention to the local and the particular, the embodied, gendered, emotion-based, ethnic subject of justice and injustice. Yet, limited research has been conducted on performative and performance-based relationships to justice, despite its potential to inform matters related the use and conservation of public goods and common spaces in everyday life. This critical review examines the notion of performativity and its application to justice, aiming to clarify and advance understanding and theorizing of a potentially valuable direction in environmental and social justice at the local level. We draw on Hobson’s articulation of performative justice, as it offers some useful insights into how injustices related to the appropriation of public green spaces agendas are being identified and new meanings are being constituted through local-level citizen practices. We argue, however, that such attempts appear to be identifying injustices and demonstrating the ‘what is’ of environmental and social justice, but not ‘what ought to be’. Directions for future research are offered, which include clarifying the application of performative theories to the study and practice of justice at the local level.  相似文献

The practical application of environmental justice in natural resource management depends upon moving beyond generic principles to situated understanding. This understanding in turn requires knowledge of both historical and geographical contexts, including how decision-making frameworks develop and the nature of the biophysical environment itself. This paper examines these requirements based on case material from the Hunter Valley, New South Wales. In the Hunter Valley, the colonial history of river management was one of the creation, and subsequent inclusion and exclusion, of particular ‘stakes’ from the decision-making process, resulting in a narrowly defined ‘community of justice’ that became institutionalised at the catchment scale. However, even within this restricted community, distributive injustices occurred due to a failure of policy to engage with environmental variability at both spatial and temporal scales. This combination of procedural injustice and environmental variability also resulted in ecological injustice - that is a disconnected or even antagonistic human-nature relationship that restricted the opportunity to redress the severe degradation of riverine ecosystems that had occurred since European settlement. In the light of these examples, broader challenges in the application of environmental justice to river management are explored in terms of ecological complexity and contested perceptions of environmental health. Based on this material, a historically and geographically situated, ecologically informed vision of environmental justice is proposed as an essential part of sustainable river management.  相似文献

The themes of immigration and mobility have not been adequately examined by environmental justice (EJ) scholars. This study addresses that gap by clarifying factors shaping Hispanic people’s residential decision-making and their associated exposures to cancer risks from Hazardous Air Pollutants (HAPs) in Greater Houston, Texas. In-depth semi-structured interviews were conducted with 29 Hispanic householders who had previously completed a structured survey, which was representative of Greater Houston’s population. Our research design enabled data collection from immigrant and United States (US)-born Hispanics living at high and low risk to HAPs. By using a comparative qualitative analysis approach to examine divergent experiences of Hispanic subgroups, we advance from the monolithic treatment of the US Hispanic population reflected in the extant EJ literature. Our findings reveal that key determinants of high HAP risks included economic constraint on residential locational options for both US-born and immigrant Hispanics, and attraction to sociocultural benefits in co-ethnic enclaves among immigrants in particular. In contrast, protective factors differed entirely between US-born and immigrant Hispanics. For US-born participants, the experience of upward-and-outward sociospatial mobility – coupled with detachment from the Hispanic community – generated lower HAP risks, while the experience of living in social isolation within a less-than-ideal rental unit was protective for immigrants. The pernicious, multiscalar nature of environmental injustice experienced by Greater Houston’s Hispanic immigrants is encapsulated by the fact that their pursuit of affordable and comfortable residential settings at the household level contributes to the reproduction of their collectively disproportionate HAP exposures.  相似文献

The ever-increasing awareness of the population regarding environmental issues, and especially pollution, is a relatively recent phenomenon. Several authors have considered these relationships within a phenomenological framework. As a preliminary consideration, we have attempted in this study to isolate geographical sectors with variable exposure to air pollution. We have taken readings from seven stations for the period of January 1977 to December 1980; with the help of the difference of means test, we have singled out the significant variants. Based on these findings, we have used the gravity model to determine the strong, average, and weak sectors of exposure to total dust concentration in the air.During the summer of 1980, we submitted a stratified sampling embracing 229 persons, compiled by a telephone questionnaire, with a view to assessing to what extent the population was concerned by pollution in the surrounding air, evaluating public opinion on alternate solutions to resolve this problem, and generally investigating whether the public conscience was sufficiently crystallized to embark upon local environmental protection measures. The Quebec mining town of Thetford Mines, an important centre for asbestos extraction, was used for this investigation.The findings indicate that the population has a generally well-perceived notion of pollution even if water pollution was stressed more than air pollution. However, the perception of air pollution is dependent on distance from the mine and consequently, on exposure sectors to total dust concentration in the air. We assembled, into three groups, some 14 alternate means to attack pollution. The most exposed sector favoured indirect actions, while in other sectors direct measures were accented. Socioeconomic standing and especially education level help explain perceived differences between types of pollution, whereas sex and age are statistically significant for the choice of alternate means. Length of residence has very little influence. Generally, it does not seem that the respondents' opinion are clearly and coherently crystallized. This is understandable if we accept that the respondents appear to dissociate water from air pollution. There therefore exists a lack of apparent agreement between attitudes concerning means and attitudes concerning ends.This research has been subsidized by the Department of Education of Quebec (FCAC programme, 1980–1981)  相似文献

In this paper we outline the limitations of Environmental Justice theory when it comes to explaining and theorising the politics of contemporary environmental movements. Justice, we argue, needs to be understood not as a formalised and preconceived ‘thing’ to be delivered or applied but as an open egalitarian ideal that movements across the world continuously redefine in embodied and performed ways which are historically and geographically distinct. Drawing upon the fifteen year long anti-mining struggles of Rosia Montana, Romania, we explore the tension between seeking ‘traditional’ forms of justice (i.e. dialogic consensual politics) and putting forward more radical demands for socio-ecological change, in which representation and recognition are seen as insufficient practices for distributing justice. Visibility (rather than recognition) and egalitarian politics (rather than distribution) become the quilting points of struggles of many contemporary environmental movements, equality can only be enacted (or staged) through praxis that disrupts the distribution of the sensible experience and exposes the arbitrariness and incompleteness of power. We argue that in order to analyse and theorise the praxis of contemporary environmental movements, it is imperative for geographical literature to engage with post-foundational theory, and ‘un-do’ pre-conceived ideas and theorisations of (environmental) justice.  相似文献

Concerns with the politics and practices of resource rights and access are integral to contemporary debates over environmental justice. Struggles over identity politics, especially the strategic articulation and deployment of particular identities at diverse geographical scales, have recently emerged as important mediators of justice claims in respect of resources rights, but also of recognition and procedural justice. To date, critical, multi-scalar analyses of identity-based claims for environmental justice have focused largely on the indigenous peoples’ movement. In doing so, they have failed to embrace an emergent dimension of identity-based, trans-scalar justice, namely the fledgling global pastoralists’ movement, the empirical focus for this paper. In the early years of the 21st century mobile pastoralists have begun to carve out new global spaces, through which diverse groups have attempted to negotiate common ground and forge common identities in their struggles for justice. In particular, mobile pastoralists have become increasingly visible in conservation politics and contests over land rights as they lay claim to both discursive and material ground as ‘custodians of the commons’ in an era of global climatic change. This paper draws on empirical work amongst pastoralists, NGOs and activists from Kenya, Mongolia and Spain to explore these identities, their implications for resource rights and access and the multi-scalar chains of accountability and legitimacy between global activists and their local constituents.  相似文献

This exploratory study examines how migrants’ lifestyles are associated with subjective assessment of their health status in a relatively poor urban neighborhood in Accra. For more than half a century, urban centers have been on the receiving end of internal migrants in Ghana with Accra, Kumasi, and Sekondi-Takoradi receiving the lion’s share. However, a lot of migrants end up in poor neighborhoods due to inability to afford relatively costly rents in the better residential areas in the cities. Migrants who live on the margins of society are adversely impacted by poor environmental conditions that make them susceptible to environmentally-induced diseases such as malaria, cholera, and typhoid. While the poverty, health, and place research in Accra, Ghana, have focused on spatial distribution of inequalities in health, burden of sexual ill health, double burden of diseases, environment, wealth and health relationship, as well as income and health connections, there is paucity of research on association between the daily lifestyles of migrants in poor urban neighborhoods and their health status. Specifically on lifestyle and contextual factors, we examine (1) eating and drinking behavior, (2) perception of environmental factors, (3) attitudes and practices during illnesses, and (4) physical activities. Results from Ordinal Logit Regression models suggest that the key predictors of self-rated health status are: (1) socio-demographic elements like length of stay, job type, and religiosity; and (2) eating and drinking behavior—frequency of buying food from food vendors, and (3) social capital.  相似文献

Third World countries have been involved in the last three decades in a style of development which has not only given rise to serious economic difficulties and high foreign indebtedness but has also resulted in significant deterioration in environmental quality. This deterioration has been due to three main causes: the rapid growth of population and their concentration in large metropolitan centres; the technologies applied to agricultural and industrial production; and social inequalities, especially as these relate to consumption patterns. The various components involved in ensuring improvement in environmental quality are discussed, including an assessment of the relevance of the concept of ‘additionality’. The paper concludes on the note that real development in Third World Countries is bound to be one that is also concerned with upgrading environmental quality.  相似文献

This paper is part of a larger community health study aimed at delineating the determinants of health in Sarnia. The paper specifically investigates Sarnia residents’ daily lived experiences, perceptions of and responses to living within the St. Clair River “Area of Concern” (AOC) as designated by the federal government based on the hypothesis that relatively high levels of environmental pollution in the region are negatively influencing human health. Results from in-depth interviews (N = 27) show that residents of Sarnia are conflicted by the elevation of awareness about environmental health threats by being labelled within an AOC. Residents use their emotional and sensual experiences to adopt appropriate coping strategies to live within a contaminated community. In contextualizing their everyday lived realities, residents argued that living in an AOC demands personal acceptance of the conditions in Sarnia and awareness of “bad air days” to cope with pollution exposure. Yet, residents were not willing to abandon Sarnia because of their cultural, social, and economical attachments to the place they call home. These findings suggest the need for local health policies that incorporate local concerns and perceptions of how environmental pollution affects people’s experiences and well-being. There is a necessity to involve community members as central participants in the process of policy making.  相似文献

This research addresses recent environmental governance in Bolivia through its relations to indigeneity and respatializations. It introduces and develops the concept of “speaking like an indigenous state” to examine the Bolivian state’s recent use of a pair of indigenous linguistic concepts, Living Well and Earth Mother, representing the identities of citizens and their rights to resources and livelihoods. State relations to indigenous social movements highlight the use of Living Well and Earth Mother concepts through accommodation, resistance, and protaganism. Six active issues of environmental governance are examined: (1) climate change and justice movement; (2) agrarian reform, agrobiodiversity, and food justice; (3) water resources; (4) indigenous territories; (5) Protected Areas; and (6) extractive industries (mining, hydrocarbons). The usages of Living Well and Earth Mother show versatility as they have been mobilized in the respatializing of the politics and social-power dynamics of environmental issues at scales of the state, global and international institutions, and community and local levels. Analysis also reveals deployment of Living Well and Earth Mother that is discursively influential and yet conceptually reduced and unevenly applied, thus suggesting a characteristic of verisimilitude. My analysis determines that respatialization at various levels, including territorial transitions of sub-national regional spaces, are associated with the heightened articulation of environmental governance through indigeneity and “speaking like an indigenous state” amid resource nationalism. Linkages and logics operating within this conjuncture differ from the prevailing interpretation of the Bolivian state’s use of Living Well and Earth Mother as solely an unwitting contradiction or instrumentalist camouflage.  相似文献

The incineration of waste is a controversial issue marked by a history of opposition from community groups and environmentalists around the globe. Opponents, particularly in the USA, have frequently adopted a discourse of environmental justice to challenge the legitimacy of incineration. In line with these broad geographies of resistance recent proposals to introduce municipal solid waste incinerators in Ireland have sparked a series of opposition campaigns. However an examination of the discourses of resistance adopted by campaigners in one specific site of resistance, the Galway region on the west coast of Ireland, indicates that the vocabulary of environmental justice has not been publicly articulated. This paper investigates this absence of environmental justice in the language of opposition. The research reveals an interwoven set of contingent conditions that conspire to inhibit the adoption of environmental justice discourses in Ireland. However these conditions are not static and a combination of pressures, both within and beyond Ireland, are creating a dynamic context that could promote the emergence of environmental justice discourses in the future.  相似文献

Research into exposure to, and experience of, environmental risk that has an explicitly spatial focus can be broadly differentiated into two strands. The first strand focuses on the responses of communities of exposure (or the threat of exposure) to some form of environmental hazard and to the policies put in place by institutional actors to manage the hazard. The second strand addresses social inequalities in exposure to environmental hazards and seeks to correlate uneven spatial distributions of risk across different social groups. It is argued that both strands are limited by their respective understandings of space - and that the way in which vulnerable communities experience environmental risk and its management will be shaped significantly by the complex interactions of different spatialisations or constructions of space. We explore this process by examining accounts of local experience of the UK’s 2001 foot and mouth disease crisis and its management in terms of the interplay of two different spatialisations: socio-cultural marginality and political-economic peripherality. We trace the relationship between these cultural and political-economic spatialisations through an analysis of the discursive mobilisation of contrasting place rhetorics. We conclude that focusing on these rhetorics can enhance our understanding of the spatial processes which are constitutive of place identity and in turn mediate the experience of environmental risk and its management.  相似文献

The Kathmandu valley urban area is growing as a metropolis. Bishnumati corridor in Kathmandu valley is is a target of increased pollution. The unabated solid waste land-filling on either side of the river-bank and animal slaughter houses and biological waste arising from these activities, busy commercial and high residential density characterize the corridor. Six areas, namely Teku Dovan, Kalimati Bridge, Kankeswori, Shova Bhagwati, Balaju and New Bus Park areas, all areas falling within the Bishnumati corridor were selected to measure air quality representing corridor. The pollutants quantified were respirable particulate matter — PM10, sulphur dioxide and oxides of nitrogen. The air-borne microbial flora and fungi load quantification were also carried out. Teku Dovan (918.92 μg/m3) and Shovabhagavati areas (847.45 μg/m3) showed higher levels of particulates. Kankeswori area showed highest levels of aerial bacterial (3.7×107 cfu/m3) and fungal load (4.8×108 cfu/m3). The PM10 levels at all the sites are substantial and fall in the categories of ’Harmful’ and ’Hazardous’ quality of air suggesting that the corridor needing intervention to minimize the risk from air pollution. Non-judicious open-air combustion of the solid waste contributes to air pollution. Heavy traffic and few roads not clad with asphalt; perceivable mal-odor and persistent stench emanating from the indiscriminate disposal and consequent putrefaction processes, dense population and increased commercial activities are other principal contributing sources to the resulting pollution of the corridor. In view of this status, mitigating measures to minimize exposure to the toxicants in the corridor is a necessity.  相似文献

The high-growth, resource- and pollution-intensive industrialization model that China has pursued has caused severe environmental pollution and deterioration, particularly in a number of clusters in the coastal regions of East and Southeast China, where the Reform and Opening-up policies first started. The lack of uptake of environmental norms/values, deficit of regulatory enforcement of environmental policies, and insufficient institutional capacity have been compounding factors. As environmental standards were raised by China’s central government, the enforcement of environmental regulation has been compromised more in inland China than in coastal regions, due to China’s “decentralized governance structure” and regional disparity in terms of both economic development and environmental pollution. This paper therefore argues that rising environmental regulations, as well as firm characteristics, regional hub effect and political environment, have all been particularly important in forcing China’s pollution-intensive enterprises to restructure their production, through innovation, upgrading, geographical relocation, outsourcing and plant closure, especially in China’s coastal regions. It contributes to recent studies by developing a heuristic analytical framework that aims to be sensitive to the impacts of environmental regulation, political environment and regional hub effect over firm restructuring, but which does so by stressing these impacts are simultaneously inflected by the nature and attributes of firms. The empirical analysis suggests a roughly inverted “U”-shaped relationship between firm relocation tendency and firm size (or firm capability), resulting from complex interactions between political environment, regional hub effect and environmental regulation.  相似文献

环境重金属污染的人体健康效应是当今社会最为关注的重大环境问题。某金矿区矿业活动导致土壤、地下水、农作物中重金属元素存在不同程度的累积或超标。通过土壤、地下水、蔬菜及粮食作物的样品采集,人群暴露问卷调查,获得了暴露人群的膳食结构参数。以农田土壤中7种重金属元素的综合污染分区内的土壤、地下水、蔬菜、小麦玉米等样品中的重金属元素的平均含量为依据,采用USEPA推荐的人体健康风险评价模型,计算了经口食入、皮肤接触等暴露途径对成年人的健康风险概率。研究表明,研究区存在因重金属导致的不可接受的人体健康高非致癌风险和致癌风险。总体而言,土壤重金属污染愈重地区,区内人体健康风险愈高。地下水中的Cr元素、土壤综合污染区内的Hg元素、污染区内的蔬菜及粮食是危害人体健康的重要因素。因此,禁饮Cr含量高的地下水、禁食污染区内的农作物、修复土壤重金属污染、调整农作物种植结构是保护研究区人群健康的重要环境管理工作。  相似文献

Transition and heavy metals within the calcified otoliths of estuarine fishes may represent valuable tracers of environmental exposures, allowing inferences on natality, habitat use, and exposure to pollution. Accurate measurement of very low concentrations of these metals in otoliths by inductively coupled plasma mass spectrometry (ICP-MS) is often precluded by the interferences of predominant calcium matrix. We coupled a solid phase extraction procedure to an ICP-MS instrument to overcome the matrix problems and improve the limits of detection. To test this novel application and the utility of otolith transition and heavy metals as tracers of habitat use, otoliths of American eel (Anguilla rostrata) captured from 6 locations (George Washington Bridge, Haverstraw, Newburgh, Kingston, Athens, and Albany) throughout the Hudson River estuary were analyzed for site specific differences expected due to varying environmental exposure. Several trace elements, including Al, Bi, Cd, Co, Cu, Ga, Mn, Ni, Pb, V, and Zn, were selectively extracted from otolith solutions and preconcentrated on a microcolumn of chelating resin. The concentrations of all elements inA. rostrata otoliths were above the limits of detection that ranged from 0.2 ng g?1 for Co to 7 ng g?1 for Zn. Differences in the elemental composition of the otoliths among the groups were significant indicating different levels of exposure to environmental conditions. Discriminant analysis yielded an overall location classification rate of 78%. Al, Bi, Cd, Mn, Ni, and V contributed most to the discriminant function. Samples collected at George Washington Bridge showed 100% discrimination from other locations, and higher levels of many transition and heavy metals, consistent with higher exposure to these metals in the most polluted region of the Hudson River estuary.  相似文献
