Sweden's high economic and social standard has been gained through a hard past and present structural rationalization process in the economy. This process has had the regional consequence that Norrland and especially its northernmost parts have met with considerable difficulties in maintaining services and full employment. A large number of farmers and forest workers migrated southward. Swedish location policy after 1965 aims at creating one or two growth poles in northern Norrland; Luleå and its neighbouring towns of Piteå and Boden appear to have good prerequisites. However, Umeå has the strongest population increase, a result of the newly established university which has developed very rapidly. It appears that the growth potentials in northern Norrland are greatest on the coast. Long distances, a widely spread population, and a bad urban structure with too many small communities and no big expansive ones make the inland of northern Norrland the greatest regional-political problem in Sweden.  相似文献

The last four decades have brought fundamental changes in Hungarian urbanization. The number of towns has increased from 54 to 166 and the number of settlements with a population over 100 000 has grown from 3 to 8, and the number of small towns with a population just over 30 000 has increased four times compared to the situation at the beginning of the century. While urban concentration has been growing, there has been a degradation of rural settlements, especially in the category of less than 500 inhabitants. This study deals with the spatial structure of Hungarian settlements, categorizing the towns according to their regional roles, population and dynamics of growth. The changes of their social and economic spheres influence their internal structures. The study attempts to summarize all the territorial, regional consequences of the recent social and economic changes that have been defining or modifying the urban development in Hungarian settlements.  相似文献

Immigration into the three towns of Khartoum, Khartoum North and Ondurman has been a monopoly of Sudanese from other provinces of the north for many years. Even after the relaxation of movement between the different regions, few southerners ventured Khartoum. More than seven years ago, a second civil war broke out. Its consequences in the South have been a wide-spread devastation of both rural and urban areas, a progressive increase of war and famine related deaths and the upsetting of inter-ethnic harmony in the transitional zone as an echo of the political situation in the country. As a survival move, southern Sudanese fled from their towns and home villages in massive waves. Arriving in Khartoum, which was already congested with overstrained social services, they joined an existing body of impoverished population, which has settled in virtual shanty towns scattered throughout the greater metropolitan area. Disadvantages emerging from the economic exigences of their forced migration have been sustained within the general framework of government policy implementation as regards settlement in Khartoum with only an ambiguous reference to the distinctness of their ordeal. The result is that they become more disadvantaged then others. This paper examines the factors that are operating in the housing choice and residential location of Dinka ethnic group migrants using the example of Gereif West and Suq el Markazi. The result shows that the residential location is strongly affected by the response to an immediate objective situation, while the choice of tenure reflects the underlying function of the migrants' attitudes towards permanent stay in the town.  相似文献

This paper focuses on the use of the provision of public housing in Israel as a political measure, in addition to its benign role of providing shelter. In the early stages of Jewish settlement in the country the Right controlled most towns and cities, while Labour was engaged in building a rural base. As urban growth attracted many of the newly arrived workers, Labour found it necessary to become politically active in the urban sphere. This has been done through the provision of a variety of services, among which was the provision of housing with a view to recruiting their political support. Two strategies were adopted. One was the penetration of existing towns by building public housing estates, the other was the establishment of new urban centres. These strategies have enabled Labour to attain local political hegemony in many cities, but while the provision of public housing proved to be as effective political tool in the short run, it has failed to secure a lasting impact.  相似文献

The Canadian urban system was first shaped by exogenous demand for staples and, subsequently, by the dichotomy between an industrial heartland and a resource based hinterland. Presently, transformations affecting the economy, policy-making and demography herald profound changes in the future configuration of the Canadian urban system. One possible scenario is a revival of the staples economy as economic globalization raises demand for commodities. Another scenario would entail a concentration of growth in large urban centres, by virtue of their attractiveness to specialized and high-order service occupations, two rapidly expanding economic sectors, and their strong pull on immigrants. In the case of either scenario, we can expect further polarization between growing and shrinking portions of the urban system (parts of the heartland in the first case and small urban areas in the second) in a neo-liberal policy context that is unfavourable to regional economic development interventions. The evolution of the Canadian urban system between 1971 and 2006 and present distributions of factors of growth and decline point to the second scenario, a growing large city-small city dichotomy. The article closes by discussing likely consequences of the resulting urban system configuration on labour market adjustments and public sector expenditure.  相似文献

This article examines socio-spatial changes resulting from economic and social restructuring in Copenhagen in recent decades. The main features of these changes have involved a sharp decline in manufacturing employment, a rise in the participation of women in the labour market, increasing unemployment among unskilled workers, a growing number of immigrants in obsolete dwellings and social housing estates, a relative decline in the number of families, and a growth in the numbers of single parent households. Do these changes challenge the classic models of segregation, or can they still be considered valid? Empirical evidence is produced concerning the socio-spatial effect of these changes in Copenhagen. The conclusion is that the classical model of social segregation is still valid, although some additional dimensions must be included. Furthermore, the overall socio-spatial structure of Copenhagen remains relatively intact, largely because of the inertia of the urban landscape and its social relations. However, the radical nature of the restructuring processes can also be called into question.  相似文献

Most research on the discourses and practices of urban regeneration in the UK has examined case studies located in areas of relative socio-economic distress. Less research has been undertaken on regeneration projects and agendas in areas characterised by strong economic growth. Yet, it is in such places that some of the best examples of the discourses, practices and impacts of contemporary urban regeneration can be found. In some areas of high demand regeneration projects have used inner urban brownfield sites as locations for new investment. With the New Labour government’s urban policy agendas targeting similar forms of regeneration, an examination of completed or on-going schemes is timely and relevant to debates over the direction that policy should take. This paper, drawing on a study of urban regeneration in one of England’s fastest growing towns, Reading in Berkshire, examines the discourses, practices and impacts of redevelopment schemes during the 1990s and 2000s. Reading’s experiences have received national attention and have been hailed as a model for other urban areas to follow. The research documents the discursive and concrete aspects of local regeneration and examines the ways in which specific priorities and defined problems have come to dominate agendas. Collectively, the study argues that market-driven objectives come to dominate regeneration agendas, even in areas of strong demand where development agencies wield a relatively high degree of influence. Such regeneration plays a symbolic and practical role in creating new forms of exclusion and interpretations of place.  相似文献

As a result of the opening of the borders of the former Soviet Union, Israel has been the destination of numerous immigrants. This article deals with the impact of immigration between 1989 and 1994, upon three towns in the south of Israel, Be'er Sheva, Ashkelon and Kiriat Gat. These towns correspond to three socio-economic levels of urban area in the southern region. On the one hand, the immigrants from the former Soviet Union arrive with specific demands, on the other hand the political, economical and social context in Israel is very unusual. The sucessful integration of immigrants and the constructive development of the host country depend on the conformity of these demands and proposals. What the government offers in terms of housing, reception and employment in each of the three towns plays a key role: the town's social and economical heritage influences the integration of the new population while at the same time the arrival of a new workforce influences the development of the local area. Every town wants to grow and reinforce its position in the region, but only the large town, Be'er Sheva, is able to offer a certain diversity and therefore answers more fully the needs and wants of this new population. Government decisions and policies are not made to oppose the liberal economic system and to suppress the spacial inequalities despite some measures aiming at a more equal balance. The importance of heritage and the lack of communal development schemes within regions together ensure the continuation of qualitative inegalities in the south of Israel and even accentuate the problem. Although agricultural work is declining in Hungary, farming remains an important source of employment. However, the agrarian population should not be regarded as homogenous because many small farms are worked only for subsistence and family income supplement. This is because of prolonged economic crisis which makes for a shortage of job opportunities in other sectors of the economy. Until economic growth accelerates there is a need for transitional solutions to the problem of unemployment. It is argued that the present farming system could be diversified through labour-intensive programmes to provide piped water and drainage in small towns and villages and simultaneously engage many of the long-term unemployed who are no longer entitled to benefit and lack the qualifications for jobs that require special skills. The environment could also be protected by the afforestation of 300–400 000 ha of arable land or its conversion to grassland. Light industry could also generate employment while stimulating the growth of local farm production and the improvement of the infrastructure. Training for unemployed young people should also be a priority if the erosion of rural labour resources is not to become irreversible. A much more proactive approach is needed from government to safeguard rural labour resources and achieve greater integration between forestry, farming and processing. Most of the new towns in Japan are large residential estates with populations of more than 100,000, and with work-forces commuting to the parent cities. Rapid economic growth since 1960 has resulted in an enormous concentration of people in the metropolitan regions of Tokyo, Osaka and Nagoya. Supply of public housing has been very difficult owing to a lack of suitable level land, fragmentation of land ownership, and high prices. Houses for a reasonable rent are now located a great distance from city centres.  相似文献

Conclusions In order to end the unstructured development of industrial building and working class housing, many countries promoted a multiplication of industrial zones and estates in the outskirts of urban centers. At the same time the difficulties faced by industries implanted in the urban network resulted in the management of many companies leaving the towns and setting up their plants on these new sites.There exists a widespread tendency to de-urbanize industry which is causing big changes in the heart of built-up areas — not always on the positive side. Consequently, a new policy is gradually being developed to aim at a better integration of industrial activities with urban areas.Undoubtedly, industrial areas should be restricted to the outskirts for heavy industry with its harmful effects of space requirement. The present migration of many industrial concerns should be halted if a true re-organization of existing urban areas is desired.In order to achieve this, town planning policies should be reviewed and certain formulas elaborated to enable a true integration of industrial functions with other functions.The location of industrial activities, therefore, seems to have reached a new turning-point in its history. Careful consideration in all urban areas, whether they be new towns or other areas, is absolutely necessary to achieve a better organization of space, which is the ultimate aim of Applied Geography.  相似文献

The purpose of this paper is twofold: first, to analyze the Joint Redevelopment Project (JRP), a housing renewal program in low-income residential communities, and second, to develop a community-based approach to urban redevelopment in Korea. In urban areas of Korea, particularly in Seoul, housing renewal has systematically reduced the supply of substandard housing in the areas where low-income families have concentrated, thereby isolating and marginalizing the displaced tenants. Housing renewal or urban redevelopment projects are basically profit-oriented rather than upgrading-oriented for a community by means of community dynamics and residents' participation. Although many renewal projects have contributed to the increase of homeowners among middle-income families who had enough financial resources for the purchase of a house, there have been no programs giving sufficient consideration to tenants. In fact, most renewal projects displaced low-income residents affected by housing speculation and attracted more middle-income families into the projects.For local governments, a community-based approach to urban policy means encouraging comprehensive planning and cooperation between governments and communities. It is a holistic approach built around families and communities. We need to use a learning and enabling process in order to develop a community-based approach to redevelopment in urban areas of Korea.  相似文献

This paper reviews housing policy development in Lithuania in the light of previous literature which reinterprets Esping-Andersen’s work on welfare regimes and adopts it to study housing policy. It seeks to highlight the major features of the Lithuanian housing policy. The findings of this paper reveal that the Lithuanian housing regime exhibits many features which are common under the liberal one. Most significant of these are low de-commodification for those who have to buy or rent a home for the market price, increasing stratification based on income and the dominant position of the market in housing production, allocation and price determination. However, a detailed examination of the Lithuanian housing policy reveals that the housing policy system, despite having many features similar to the liberal one, has been operating in different social and economic settings as a result of unique historical experience of the communist housing policy (massive production of low quality apartment blocks during the communist era, which currently need substantial renovation) and consequently drastic changes in the housing field since 1990s (massive privatization of the housing stock and decentralization of the housing management system). The Lithuanian housing policy regime could be characterized as a regime with the higher owner-occupation compared to other welfare state regimes, but the lower economic power of the owners to take care of their property maintenance, repair and renovation.  相似文献

The aim of this article is to investigate regulations regarding housing and spatial planning to determine the extent to which these have influenced the development of gated housing in Poland since 1989. The focus is on how government policy with regard to spatial planning and housing, together with the law on property and ownership, influences the emergence and development of gated forms of housing in the country. Legal regulation documents concerning issues of housing and spatial planning between 1990 and 2013 have been studied. The article argues that the liberal policies and legal regulation in the country is resulting in a disregard for spatial planning and housing, but also the lack of integrated urban policies. Existing spatial plans are of a consultative nature and bear no regulatory capacity, at the same time as housing programmes and spatial planning in the country is strongly in favor of private investors and new construction. All these shortcomings have created a differentiated housing market, one in which housing developers maximize their profits by constructing gated housing complexes, combined with a tendency among those who have the means to move to newly built housing behind gates. The long period of developer-friendly policies and governmental support of purchasers of new construction, have resulted in increased popularity of gated communities in Poland and their spread to many Polish cities.  相似文献

Many of the imbalances which the successive strategic plans for the Paris region sought to correct have persisted, whether in employment location, transport access or structure and location of the housing stock. The reasons for these relative failures can be found, in part, in the content of the strategies, in housing, land and transport policies and in shortcomings of the urban planning and economic planning systems. The weakness of the Paris Region as the strategy's executor in relation to the central and local governments and public corporations cannot, however, be underestimated. In the first part, French strategic planning is assessed within the urban planning system, followed in the second part by a detailed study of the failures of plan implementation in transport policy and housing and office location.  相似文献

Present development and future planning of Canberra, the Australian National Capital, is described as an example of modern town planning emphasising the spatial and functional organisation of the urban area. Canberra is a rapidly growing city and is being expanded by the creation of new dispersed satellite towns which are grouped around Inner Canberra in three growth corridors. The towns are structured into a hierarchical order of centers and provide a large range of services and facilities as well as a concentration of employment opportunities. Although the towns are self-supporting to a great degree, they remain integral parts of the metropolis with the City center providing the greatest range of services and facilities, as well as employment. One of the main problems facing the Capital is the inefficiency of public transport and accordingly the strong reliance on private motor vehicles, which will be difficult to overcome If present population densities are not substantially increased.  相似文献

The paper provides an overview of trends and processes of change affecting new social housing provision in Prague and Warsaw. The local responses are reviewed within the context of changes to the national housing system defining the performance of municipal and non-profit housing sectors. The research analyses the mix of policy instruments implemented in three major policy domains—regulatory, fiscal and financial—to promote the production of new social housing in the two cities. The system of new social housing provision is examined as a dynamic process of interaction between public and private institutions defining housing policy outcomes. The outcomes are evaluated through a series of indicators related to housing output, stability of investment, differentiation of rents, affordability and choice. The overview demonstrates how significant shifts in regulatory and fiscal policy, coupled with decentralization of responsibilities for social housing, limit the opportunities for more efficient performance in the sector and its growth. This is particularly evident in Warsaw, where the sector operates as a social safety net. New social housing in both cities has better quality and remains affordable, but access is constrained and waiting times have increased. The research highlights the problem of declining output, dwindling financial resources, and lack of cost recovery due to universal rent control. This is eroding the sustainability of social housing, potentially leading to lower investment and subsequent privatisation. In Warsaw, housing allowances are a municipal responsibility making the liberalization of rents difficult, while Prague has moved in the direction of rent deregulation with a more robust system of means-tested housing support provided by the central government. Such policy choices map a different trajectory for the future of social housing.  相似文献

This paper examines the distribution characteristics of urban settlements in the Kingdom of Saudi Arabia through major dimensions such as settlement regularly, degree of primacy and polarisation at the national and geographic regional levels. The paper points out that the settlement pattern at the national level has transformed from a primate distribution during the pre-plan period (< 1970) to an intermediary distribution during the period of development planning (1970 >). At the geographical regional level the settlement distribution, however, has shown diverse pattern. While the regional settlement distribution of Western and Eastern Region have shown trends of increasing polarisation, settlements in the Northern and Southern Regions are more log-normal in character. This is explained by the increasing growth of small and intermediary towns in the Northern and Southern Regions. The paper concludes that the national trend of decreasing urban primacy, induced by the decentralised national development strategies, is less pronounced due to the absence of a balanced regional investment policy. Since the government expenditure and settlement population growth rates are not related, slow growing primate cities continue to receive a larger share of public expenditure, enabling them to retain their primacy. This calls for a balanced regional investment policy to fully realise the national strategy of regional balance and multi-polar settlement pattern.  相似文献

Urbanisation is a functional change in land utilisation which requires a high degree of coordination in time and space. Swedish society has not considered it possible to entrust this coordination to the free market forces. A number of measures was introduced during the latter part of the sixties with a view to coordinating housing development by means of local authority-land ownership and preventing land speculation. In a recently published report of a Government Commission it is proposed that dwellings receiving Government housing loans (more than 90 % of building construction) shall only be built on land which is owned by the local authorities. The local authorities may then be assumed to be the only purchasers of land for housing development purposes. Their housing policy can be given a more short-term character and can be better adapted to urban planning. Urban development in Sweden during recent decades is characterised by a struggle between the two groups of our mixed-economy society, i. e., a social democratic government, and capitalistic enterprise. As far as the private individual is concerned, both parties are remote decision makers. The important question is whether an improvement in town environment may be expected before the private individual has been given a chance to influence planning. The relationship between housing development and land ownership in some Swedish towns over the period 1950–1970 is presented as an example of the realization of land policy.  相似文献

The urban system in India is the product of a long and complex history and the urban-rural dichotomy is marked. While urban India is often viewed as ‘modern’ and ‘commercial’, rural India is generally characterised as myopic, backward and traditional. The diffusion of a modern commercial sector into traditionally agricultural areas is seen to be slow because of the lack of small sized towns, and many of the major cities are viewed as the centres of introverted economic systems. This paper seeks to examine these aspects of urban-rural relationships and levels of development in India at two scales, the national and the district. The national scale study analyses the urban and rural components of population potential surfaces. The study at the district level uses similar data, but at a finer scale, and in addition considers potentials of retail trade which gives a clearer illustration of ‘importance’ than population data alone. Several innovations in technique are discussed. The paper concludes with some general methodological comments about the nature of location as perceived by geographers.  相似文献
