In Britain, concepts of `social mix' and the `balanced community' provide an example of how policy discourses have adapted to changing conceptions of the role of the state in public provision, forms of social division and inequality, and housing market transformations. The recent development of a policy agenda by the Labour government in Britain devised to promote more socially balanced neighbourhoods is not new, and its lineage may be traced back to the origins of housing and urban policy. However, the manner in which this objective has been framed and the intervention it has provoked have varied considerably over time. One is struck more by the episodic and discontinuous nature of the application of mix and balance in British policy than any sense of a coherent set of strategies pursued through changing times. This paper contrasts the place of social mix and balance in the discourses of the immediate post-war period in Britain with the renewed emphasis on such ideas in the policies of the New Labour government elected in 1997. In the first period, the claims of social mix were infused with the language of national reconstruction and the post-war settlement and the development of universal state provision. More recently, interest in social balance has arisen partly as a response to increased management difficulties and the process of `residualisation' in social housing and partly in response to new concepts of the underclass, social exclusion and social capital. The promotion of social mix and balance in contemporary policy has been shaped by notions of the underclass, social exclusion and the development of social capital in poorer communities. Policy intervention is overtly premised on the assumption that more mixed communities will promote more positive social interaction for residents, despite the lack of evidence for this claim. In practice, much of the discourse has now taken on a stronger sense of discipline and control in order to manage social housing estates. The meaning of social balance remains confused, however, and the achievement of this objective through policy intervention is likely to remain fraught with problems.  相似文献

Most towns in Papua New Guinea are small and the hierarchy comprises many isolated outstations and small towns. As a response to changes in economic policy the largest towns are growing rapidly at the expense of the small service centres. Changes in the population structure of these large towns have resulted in high rates of natural increase, while rural urban migration is steadily bringing in newcomers, to face urban unemployment and a lack of adequate housing. A secondary urban problem arises from the colonial legacy of urban zoning, which exacerbates the housing shortage and has created artifical socioeconomic residential areas. Although social differences are relatively small, the policy of economic growth will increase the gap between rich and poor, while urban unemployment and lack of housing have reached a crisis level in the rapidly growing big towns.  相似文献

The idea that the deprived communities of the UK’s towns and cities are ‘unsustainable’ has been a central theme of government housing policy since New Labour came into power in 1997. The creation of ‘mixed-tenure communities’ has been heralded by some policy makers as a key component of creating sustainable communities by overcoming concentrations of deprivation as well as creating responsible citizens who make few demands on the state. Since devolution, support for owner-occupation has been promoted by both Scottish Labour and SNP regimes as a regeneration tool, and has been included in the Local Housing Strategy of many local authorities in Scotland. Drawing on research in Glasgow, this paper achieves three things. First, it highlights the ethopolitics associated with the identities of owner-occupiers and social rented tenants as skilled or flawed consumers; second, it explores the tools used in recent years to create mixed communities through encouraging owner-occupation; and third, it questions the continued uncritical support of the insertion of owner-occupiers into deprived areas as a regeneration and responsiblisation tool.  相似文献

Colonial society in Indonesia during the first forty years of the 20th century faced housing problems for both the European and native populations analogous to those in many Third World countries today. Some colonial cities tried to provide more housing first by annexing more land and so making building sites available and second by supporting the few private building societies which arose. In the mid-1920s housing proponents organized two national housing congresses. One result was the creation of limited liability public housing companies financed jointly by the central and city governments. By 1940 these companies had failed to provide more housing and so improve housing conditions particularly for the urban native population. The poverty of the masses, the shortage of funds, increasing populations, and government priorities which existed in colonial Indonesia are different in scale in Third World countries today and one may wonder if present-day solutions to housing problems will be any more effective.  相似文献

The paper provides an overview of trends and processes of change affecting new social housing provision in Prague and Warsaw. The local responses are reviewed within the context of changes to the national housing system defining the performance of municipal and non-profit housing sectors. The research analyses the mix of policy instruments implemented in three major policy domains—regulatory, fiscal and financial—to promote the production of new social housing in the two cities. The system of new social housing provision is examined as a dynamic process of interaction between public and private institutions defining housing policy outcomes. The outcomes are evaluated through a series of indicators related to housing output, stability of investment, differentiation of rents, affordability and choice. The overview demonstrates how significant shifts in regulatory and fiscal policy, coupled with decentralization of responsibilities for social housing, limit the opportunities for more efficient performance in the sector and its growth. This is particularly evident in Warsaw, where the sector operates as a social safety net. New social housing in both cities has better quality and remains affordable, but access is constrained and waiting times have increased. The research highlights the problem of declining output, dwindling financial resources, and lack of cost recovery due to universal rent control. This is eroding the sustainability of social housing, potentially leading to lower investment and subsequent privatisation. In Warsaw, housing allowances are a municipal responsibility making the liberalization of rents difficult, while Prague has moved in the direction of rent deregulation with a more robust system of means-tested housing support provided by the central government. Such policy choices map a different trajectory for the future of social housing.  相似文献

The central focus of this paper is on the differentiation of basic urban trading services in middle income cities and its role in service provision for the poor. Most studies dedicated to service delivery to the poor emphasize the inequalities pertaining from a growing differentiation in provision and take up some of the arguments of the splintering urbanism thesis. The paper examines some of the main claims made in this debate through a case study of Cape Town (South Africa). It illustrates how differentiation is implemented through service levels and tariffs and suggests that it is a pragmatic way of accommodating social and spatial disparities in a highly polarized city, while making progressive steps in favour of the poor. The main argument is that, in Cape Town like in many middle income cities, urban diversity restricts the relevance of conventional social policies and the scope of local solidarity with regard to service delivery. The differentiation of provision is thus a strategy to bring the diversity within the public service, and hence to preserve an institutional and financial public capacity of delivering subsidized services to the poor.  相似文献

This paper traces changes in the political ecology of insects and chemicals in US public housing since Congress founded public housing in 1937. Drawing upon the literature of critical geographies of home, urban political ecology, and medical history, it argues that the constitution of “public” and “private” space within public housing was deeply entangled with pest control practices there. Prior to 1945, reformers treated the housing as a commons, in part compelled by the mobility of bedbugs and the pesticide used to combat them, both of which were seen as serious health threats. Managers were also motivated by social welfare ideologies, while residents eagerly assisted with communal control policies in order to achieve freedom from the health insults of bedbugs. Following 1945, however, new synthetic pesticides like DDT seemed to stay safely within one apartment unit, encouraging housing managers to abandon community-oriented pest control practices. Meanwhile, curtailed budgets, particularly after the Housing Act of 1949, left the infrastructure of public housing to decay, rendering units more physically permeable even as managers neglected the communities there. The new pesticides nearly eradicated bedbugs, but tenacious populations of German cockroaches blossomed thanks to the permeable buildings and synthetic pesticides. Residents grew increasingly resistant to pesticide use as they observed that cockroach populations went unabated. The paper serves as a case for applying political ecology frameworks to domestic spaces, and also argues that housing quality and domestic pesticide use are not merely private responsibilities but should be regarded as environmental justice issues.  相似文献

Immigration into the three towns of Khartoum, Khartoum North and Ondurman has been a monopoly of Sudanese from other provinces of the north for many years. Even after the relaxation of movement between the different regions, few southerners ventured Khartoum. More than seven years ago, a second civil war broke out. Its consequences in the South have been a wide-spread devastation of both rural and urban areas, a progressive increase of war and famine related deaths and the upsetting of inter-ethnic harmony in the transitional zone as an echo of the political situation in the country. As a survival move, southern Sudanese fled from their towns and home villages in massive waves. Arriving in Khartoum, which was already congested with overstrained social services, they joined an existing body of impoverished population, which has settled in virtual shanty towns scattered throughout the greater metropolitan area. Disadvantages emerging from the economic exigences of their forced migration have been sustained within the general framework of government policy implementation as regards settlement in Khartoum with only an ambiguous reference to the distinctness of their ordeal. The result is that they become more disadvantaged then others. This paper examines the factors that are operating in the housing choice and residential location of Dinka ethnic group migrants using the example of Gereif West and Suq el Markazi. The result shows that the residential location is strongly affected by the response to an immediate objective situation, while the choice of tenure reflects the underlying function of the migrants' attitudes towards permanent stay in the town.  相似文献

The urban housing market of China has been transformed since the 1980s from a centrally-planned to a free-market system. This study aimed to (1) investigate the position of outdoor environmental quality in house-buyers’ preferences; (2) assess monetary values attributed to environmental externalities by the hedonic pricing method (HPM); and (3) test the applicability of HPM in China. The study area was Guangzhou, the major city of south China with a booming real-estate market. A questionnaire survey was conducted with households in new residences sold in 2004. The main buying motives were improving living quarters and floor area. Security concerns and a preference for high-rise buildings were somewhat unexpected. Good outdoor environment, including green space provision, proximity to parks, and views of green space and water, carried significant hedonic values. Differences between the submarkets of old and new towns were found; new town households expected apartments in high-rise blocks, exclusive residential land use, and views of green space, while old town households preferred proximity to shopping areas and workplaces, green space within the development and proximity to nearby parks. The findings could help to fine tune the developing housing market to match supply with demand in quality terms. Values accorded to environmental attributes could justify funding for urban green spaces and nature conservation. The study verified the applicability of HPM to the housing context in China.  相似文献

The magnitude of housing demand and the inadequacy of public housing in most cities of the Third World have led to the emergence of types of housing which, while having different names, are classified as squatter settlements. In Khartoum, the expansion of squatter settlements has mainly been due to political processes that resulted in dramatic urban needs generated by uneven development, widespread migration, demographic growth and income inequalities. In the recent years, however, rural recession, civil war, drought, floods and famine combined to turn the Sudanese capital city into a reception centre for a considerable number of displaced people from areas affected. Here the bulk of the displaced persons found accommodation in huts that they built themselves. The government responded to such a situation by embarking on a large scale deportation programme. Attempts to bargain, resist, or to cope with the political system, on the part of the displaced people, proved to be in vain. Available estimates suggest that at least two thirds of the two or more million migrants who moved to Khartoum during the last sixteen years, have now been forcibly driven back to rural areas.  相似文献

Most of the new towns in Japan are large residential estates with populations of more than 100,000, and with work-forces commuting to the parent cities. Rapid economic growth since 1960 has resulted in an enormous concentration of people in the metropolitan regions of Tokyo, Osaka and Nagoya. Supply of public housing has been very difficult owing to a lack of suitable level land, fragmentation of land ownership, and high prices. Conclusions In order to end the unstructured development of industrial building and working class housing, many countries promoted a multiplication of industrial zones and estates in the outskirts of urban centers. At the same time the difficulties faced by industries implanted in the urban network resulted in the management of many companies leaving the towns and setting up their plants on these new sites.There exists a widespread tendency to de-urbanize industry which is causing big changes in the heart of built-up areas — not always on the positive side. Consequently, a new policy is gradually being developed to aim at a better integration of industrial activities with urban areas.Undoubtedly, industrial areas should be restricted to the outskirts for heavy industry with its harmful effects of space requirement. The present migration of many industrial concerns should be halted if a true re-organization of existing urban areas is desired.In order to achieve this, town planning policies should be reviewed and certain formulas elaborated to enable a true integration of industrial functions with other functions.The location of industrial activities, therefore, seems to have reached a new turning-point in its history. Careful consideration in all urban areas, whether they be new towns or other areas, is absolutely necessary to achieve a better organization of space, which is the ultimate aim of Applied Geography.  相似文献

The growth of medium sized towns (with a population ranging from 20,000 to less than 100,000) in India was subjected to a detailed analysis. The basic premise was that growth behaviour of this group of towns, rather of cities or small towns, was a sensitive index to decentralisation of the urban process as well as to a balanced development of a region.It was discovered that growth rate of these towns was not just moderate; it was moderate to rapid. This signified that medium sized towns were more akin to cities than to small towns in respect of growth pattern.Among the various factors affecting growth, location of these towns in a particular region was discerned as more critical than their functions or relative size. Their growth was distinctly fast in areas with comparatively low population density, wide spacing of towns and new developmental activities. Here these towns were generally the biggest in their subregional context. The growth behaviour of medium sized towns did confirm dispersal of urbanisation but lack of any consistent relationship between their growth rate and development level of different areas was not in conformity with the hypothesis.  相似文献

Urbanisation is a functional change in land utilisation which requires a high degree of coordination in time and space. Swedish society has not considered it possible to entrust this coordination to the free market forces. A number of measures was introduced during the latter part of the sixties with a view to coordinating housing development by means of local authority-land ownership and preventing land speculation. In a recently published report of a Government Commission it is proposed that dwellings receiving Government housing loans (more than 90 % of building construction) shall only be built on land which is owned by the local authorities. The local authorities may then be assumed to be the only purchasers of land for housing development purposes. Their housing policy can be given a more short-term character and can be better adapted to urban planning. Urban development in Sweden during recent decades is characterised by a struggle between the two groups of our mixed-economy society, i. e., a social democratic government, and capitalistic enterprise. As far as the private individual is concerned, both parties are remote decision makers. The important question is whether an improvement in town environment may be expected before the private individual has been given a chance to influence planning. The relationship between housing development and land ownership in some Swedish towns over the period 1950–1970 is presented as an example of the realization of land policy.  相似文献

Traditional models of urban development are no longer adequate to describe current metropolitan transformations. These are now at the centre of a debate concerning management and administration. In Italy, delays in resolving problems of urban and metropolitan government, despite the legal framework provided by Law 142/90, have weighed heavily on the larger urban areas of the country: Rome, Naples, Milan, which have not been able to tackle the issue of metropolitan government. Recent legislation, while not providing a pre-defined institutional solution, allows separate administrative districts to collectively establish metropolitan institutions of `variable geometry'. The Milan urban area is not one city, but a system of mutually-dependent cities, linked to each other and the rest of the world by a transport network still requiring much investment. The vitality of its economic structure (especially its small firms) is held back by seriously inadequate infrastructure and low external economic efficiency. The provincial capital may boast `historic centrality' but the most interesting potential for development is to be found on the periphery and in the administrative districts immediately surrounding it, in the recovery of derelict industrial areas and dormitory towns established in the 1950s and 1960s, especially to the north. Recovery of derelict areas, green areas, and better transport links within the urban area and with the outside world are the key elements in the reorganization of `Greater Milan'. In this situation of rapid transformation the most appropriate political strategies involve negotiated planning. Suburbanization has been a prominent urban process in the United States since the World War II. It has transformed American cities in profound ways in every single aspect of urban development; from population and wealth distributions, through political organization and affiliations, to the built environment. This paper investigates the link between gated communities and the process of suburbanization in the context of socio-economic inequality. It has been shown time and again in the scholarly literature on suburbanization, that suburban neighborhoods in American cities have been traditionally more affluent and less diverse than central cities. The research on gated communities in the US also shows that they are, on average, more affluent compared to other communities in terms of family income and housing values. Are gated communities then simply a new form of suburban communities? Is the gated community in fact a suburban community with the added element of security features? The paper investigates these questions based on segregation and spatial analyses. The research contributes to the long line of studies on suburbanization, gating and the larger issues of urban inequality.  相似文献

This paper applies the ecological modernization (EM) framework to analyze China’s green building program. EM focuses on the effective institutionalization of environmental objectives into respective political and economic systems, and thus provides valuable insights into the roles of the state and other stake holders in environmental regulation. Since the mid-2000s, the Chinese government has advanced an aggressive green building campaign, which is distinguished by its speed, scale, and evolution from one of voluntary participation to a top-down implementation through administrative hierarchies. While this has resulted in a remarkable growth of green building projects, questions remain about the effectiveness and sustainability of such a state-centered approach. Though interviews with officials, planners, architects, real estate developers, and property managers in several Chinese cities, data analysis of the green building stock, and surveys of architects, this paper analyzes Chinese green building patterns and situates such patterns among the contradictory motivations of different levels of government and their relationships to different stake holders. This research finds that the top-down state apparatus is not sufficient to overcome these contradictions and the profit motives of the property developers. However, many under-developed opportunities exist to leverage property developers, building professionals, and the public to engage in green building practices. In the end, I argue that the state must embrace reform to build flexible and collaborative movements with other parties with strong public participation. China’s ecological modernization process may feature a stronger state and faster changes, but it is not exempted from the need of political modernization.  相似文献

The World Gay Pride week convened in Rome in July 2000 at the same time the Catholic Church planned on celebrating its Holy Year Jubilee. Thousands of gays came together, and by the end of the week more than 200,000 marched through the streets of Rome's historical centre. This unique event provides an opportunity to examine the causal relationship of the gay movement acquiring a political identity of its own while the city of Rome was trying to assert a `proper' identity for its public spaces. Acting in solidarity for the first time since its formation, the gay movement drew attention to the difficulties in securing unrestricted access to Rome's public spaces. Conservative sectors of society challenged the right to demonstrate, as guaranteed in Italy's Constitution, which resulted in the delay of obtaining the necessary permit. On the one hand, this revealed the existence of sectors of society not yet willing to acknowledge gay rights or even discuss gay issues in public; on the other, it helped make clear that the process for building Rome's identity is governed by a specific political design. In particular, policies for the privatisation of urban space in conjunction with discriminatory planning processes in the city's historical centre, point to tourism as a powerful tool to control urban space. Resisting this spatial marginalization the gay movement has significantly widened the scope of its social and political action in order to contest prevailing practices and trends which are shaping the city.  相似文献

Over a decade after the reunification of Jerusalem, two major issues arise concerning the urban reality created after 1967. First, the extent to which West and East Jerusalem in fact now form one urban unit and second, the nature of relationships which exist between Jews and Arabs, especially in the socio-economic area.The examination of the residential pattern, the provision of services and of employment, might provide us with some important insights.It may be stated that after reunification the once existent physical dividing line between West and East Jerusalem has virtually no significance, whether one considers the basic landuse pattern or the kind of movement of people, goods and services. However, there continues to be a line which separates the Jewish from the Arab population. Indeed, while segregation characterizes the pattern of residence, the location of private enterprise and the consumption of certain public services, mutual contact and interdependence do occur to a greater extent in various economic areas and particularly in the commercial and labour markets.In many respects this new urban reality resembles that which had existed before the city was divided. After 1967 as before 1948, it was the basically different socio-economic characteristics which distinguished between Jews and Arabs — as well as the particular political situation — which for the most part determined the patterns of co-existence of the two communities in Jerusalem.  相似文献

While empirical works that analyse rural–urban differentials in accessibility to health services are common in the developing countries, systematic studies focusing on intra-urban variations in accessibility to overall healthcare resources remain scant. Yet, many urban dwellers especially in the Sub-Saharan Africa have to travel long distances within the urban space to access basic health services. This study employs composed index of critical accessibility (CICA) to analyse differentials in access to health resources in Ibadan, a traditional African City. Data on healthcare centre location, ownership, doctors’ population were collected through field survey while spatial data on the administrative units and populated places were obtained from archival sources. Also, data on road networks was collected. Results show that the distribution of health facilities across local administrative units varies. In terms health facilities, Ibadan South West has 26 (36 %) of the total number while Ibadan South east has only 7 (9.8 %). The Doctor-Population Ratio also exhibits similar variations as Ibadan North has 20.5 as against 2.2, 1.9 and 0.3 for Ibadan SW, Ibadan NW and Ibadan NE respectively. The CICA analysis shows that 228,938 inhabitants are in high risk of negative accessibility while 49,234 are faced with condition of low risk of negative accessibility, which implies that a significant proportion of the population still finds it difficult to access basic health services as and when needed. The variations in the distribution of this deprived population are also noteworthy as the largest proportion of this group was localized in Ibadan NW. This has grave implication for the health and wellbeing of the population and raises once again the question of spatial equity in the delivery of urban public service. Curiously, these differences in the level of accessibility cut across administrative boundaries which brings to the fore the role of jurisdictional partitioning in ensuring equity in the delivery of urban public services. This opens a vista of research opportunity into the role jurisdictional partitioning in service provision in the urban centres.  相似文献
