Political ecologists working in many other parts of the world are now heading north, or simply going global, posing a series of important questions related to theory, methodology, politics, and policy along the way. This special issue, contains papers originally delivered at a conference held at Rutgers University in 2003 that addressed this phenomenon. The papers collected offer case studies that reveal the First World as subject to a host of processes that can be insightfully understood via a political ecology perspective. First, globalized production and consumption regimes have created new linkages that demand synoptic analyses of often far-flung research sites. Second, the painful coincidence of deindustrialization and a radical restructuring of agricultural credit and price support systems have devastated North American and European heartlands, effectively producing “Third World” conditions in many depressed rural areas. Third, migration streams originating in Latin America, Africa and many parts of Asia have brought sizable Third World populations into the spatial heart of capitalism. Fourth, the belated recognition of some indigenous claims to resources, especially in Canada, and fierce opposition to others, have reopened questions of (internal) colonial domination. Finally, we see the burgeoning First World political ecology literature as the culmination of what Louise Fortmann has called “the long intellectual journey home” for many scholars who originally carried out research on/in the Third World. All of these factors have combined to help political ecologists discover suitable analytical terrain in the First World.  相似文献

The geochemist, Vladimir Ivanovich Vernadsky has only recently become recognised internationally, despite being regarded as one of the greatest names in science of the 20th century in his homeland Russia. There are several reasons for his lack of renown in the west, but mainly because his most important work “The Biosphere” was only fully translated into English in 1997. This book and the ideas it contains are now becoming regarded as one of the pioneering works of the last century. It defines the biosphere as a unifying, holistic concept for the earth system at a time when reductionism was the driving motivation in scientific research. Above all, for earth scientists, Vernadsky regarded life as the driving geological force. However another, as yet unpublished work (in three volumes) entitled “The History of Natural Waters” also deserves similar attention. This book explores many concepts in hydrogeology, geochemistry, geofluid circulation and especially biology in which water is described as an integral part of the biosphere.  相似文献

This paper introduces a collection of case studies aimed at “Placing Splintering Urbanism”, in reference to the thesis developed by Graham and Marvin [Graham, S., Marvin, S., 2001. Splintering Urbanism. Networked Infractructures, Technoloical Moblilities and the Urban condition. Routledge, London]. Whilst acknowledging the value of the thesis as an analytical framework in opening the way to innovative understandings of contemporary urban dynamics, the paper argues that, taken together, the articles in this themed issue seriously challenge the “splintering urbanism” thesis theoretically, empirically and methodologically. They question in particular the postulated universality of the “modern infrastructural ideal” and of “unbundling” and “bypass” processes — all of which are key elements in Graham and Marvin’s argument — as well as the assertion that reforms in infrastructure sectors should generally result in more discriminatory, socially regressive patterns of provision of essential services and more splintered urban spaces. Based on these fundamental critiques, the paper concludes that one cannot speak of “splintering urbanism in general” — i.e., as a global trend — in any meaningful analytical way.  相似文献

The burgeoning literature on transnationalism involving skilled migrants--based largely on the view from the developed world--have generally paid little heed to “elite” women and the reproductive sphere. We argue that women play many roles in elite transnational migration streams and must be given full consideration as part of the “transnational elite.” Attention is given to the way women--both “tied” and “lead” migrants--negotiate gendered identities as they participate in Singapore's regionalisation process, a state-driven initiative to extend the national economy by leveraging on growth in the region. Empirical material for the paper is mainly based on in-depth interviews with married women who were part of a larger project involving interviews with 150 Singaporeans who had lived, or were living, in China. In examining the movements through transnational space between Singapore and China, it is clear that patriarchal norms continue to shape women's understandings of their own identities vis--vis men's. Singapore women who move as accompanying spouses (the majority) find themselves giving up careers to focus on their domestic role in China (in the absence of access to “suitable” paid domestic service), and are not so much “deskilled” but “re-domesticated”. The exceptional few women who ventured into China as entrepreneurs experienced considerable strain holding together geographically separate spheres of productive and reproductive work across the transnational terrain. Both sets of “stories” alert us to the need to include “elite” women--whether accompanying spouses or independent entrepreneurs--in our understanding of “transnational elites.” This will contribute to the urgent task of ensuring that both productive and reproductive work are valorized in equal measure in conceptualizing transnationalism.  相似文献

The United States is often considered the progenitor of conservation planning in the world, the first to establish a vast public domain, for example. But with continued population growth, conservation planning on private lands—rural and at the urban fringe—continues to be a substantial challenge due to a tradition of local home rule in land use planning and strong private property protection afforded by the US Constitution. New “bottom-up” collaborative approaches, as well as other innovative strategies seem to be emerging. How effective these will be given pressures for growth and high property values remain to be seen without a rethinking of ideas of nature, a rebalancing of the role of property in American local fiscal regimes, and of private property rights.  相似文献

The transformation of land into a setting for clustering local economies can become an important cornerstone of poverty policy. This transformation has several functional aspects, which in turn have important institutional and political aspects. Underlying both the functional and institutional factors is the role of local government and local democracy. Such a conceptualization puts to center stage several paradoxes: A terrain that seems “slum-like” turns out to be highly productive and employment generating. Complex tenure forms and mixed land use seen as “unplanned” turn out to be pre-requisites for economic development. There are institutional paradoxes that contrast efforts at “transparency” and managerial “best practices”. Here, the messiness of local bureaucracies in municipal government turns out to be critical for poor groups to influence interventions in their favor. Influencing the public process may be more effective in stealth-like ways rather taking a more visible approach. Most fundamentally these issues remind us that the potential of cities to reinforce or reduce poverty moved far beyond projects and programs and the normative frameworks used by planners and administrators. Instead, it is the transformative process of turning land into economic settings that might be at the center stage. This is a stage where poor groups are the central actors who stealth-like draw on complex alliances across ethnic and class lines to shapes cities in their interests.  相似文献

It is increasingly argued that we are entering into a “biotech century”, in which biotechnology promises major advances in agricultural productivity. The development of biotechnology is not a straightforward affair, however, and the advent of GMOs has led to public protest and consumer resistance. This paper draws upon a comparative Australian-UK project concerned with the role of regulation and governance in mediating the debates and managing the associated risks. Regulatory responses and the mediation of conflicts by the Australian and UK governments have been shaped by the institutional and policy environments in these two countries. The implications of these public debates and regulatory responses for the capture of competitive opportunities are considered. The fact that the two countries have broadly similar systems of governance and regulation reveals how alike the circumstances are in many respects. But at the same time there are important differences in both the style and the content of the policy debates. In both the UK and Australia, the respective central governments remain committed to a ‘biotechnology future’. Against this background, there is little doubt that the choices about biotechnology will play a defining role in shaping the future of rural places.  相似文献

Neotropical cloud forests have been locked away in protected areas that conservationists seek to fashion into spaces exclusively for “Nature,” but they often cannot do so because of the pressure of migrant agriculture, among other factors. The author documents the case of a protected area in Honduras that, while it fails to evolve into an idealized “conservation space,” nevertheless undergoes transformations until it becomes accepted by local actors as a space that provides protection for marginalized groups under threat from a hydroelectric project that seeks to dislodge them. A Deleuzian theoretical approach loosely drawing from complexity theory is utilized to explain the process whereby diverse and conflicting land-use spatialities come to embrace an alien and imposed national park and in the process ally with each other against a perceived greater threat from the outside. The author shows the transformative potentials of protected areas as allies, rather than enemies, of spatial justice movements currently confronting the challenges of “regional economic integration” initiatives such as the Central American Free Trade Agreement.  相似文献

U-Th ages have been obtained by TIMS on the growth periods of a stalagmite from the “Grotte des Puits de Pierre-la-Treiche” (northeastern France), during the middle part of the “Weichselian glaciation” (Marine Isotope Stage 3), between 55.36 ± 0.95 and 53.34 ± 0.49 ka and around 45.85 ± 0.49 ka. These episodes are contemporaneous with abrupt climatic variations recorded in Greenland ice cores (Greenland interstadials 12, 14 and 15) that have been previously recognized in European speleothems. They also coincide with two interstadials, known as “Goulotte” and “Pile” in the Grande Pile pollen sequence (eastern France), which have been correlated with the Moershoofd complex in the Netherlands. Such evidence of speleothem deposition related to temperate episodes gives a strong indication of the absence of continuous shallow permafrost during the middle part of MIS 3 in northeastern France.  相似文献

This paper describes the development and application of design charts for monopile foundations of offshore wind turbines in sandy soil under long-term cyclic lateral load. It outlines a numerical model, working with a numerical concept, which makes the calculation of accumulated displacements based on cyclic triaxial test results possible, and it describes important factors affecting the deformation response of a monopile to cyclic lateral loads. The effects of pile length, diameter and loading state on the accumulation rate of lateral deformation are presented and design charts are given, in which a normalized ultimate lateral resistance of a pile is used. For monopiles with very large diameter, the suitability of the “zero-toe-kick” and “vertical tangent” design critera for determining the required embedded length is discussed.  相似文献

The development of improved rice varieties depends upon access to the genetic resources of rice. These are represented by the thousands of locally adapted varieties that farmers have grown for generations, and over 20 wild rice species native to Asia, Africa, and Latin America. Rice genetic resources are threatened with extinction in farming systems when farmers adopt improved varieties, and the wild species may be lost through destruction of their habitats.IRRI has been at the forefront of international efforts for three decades to collect and conserve the biodiversity of rice. More than 80,000 samples of cultivated and wild rices are conservedex situ in the genebank at IRRI.In situ conservation of rice genetic resources is likely to become an important complementary strategy in the future.Through utilization of rice germplasm, resistances to pests and diseases have been incorporated into improved varieties. These are shared worldwide through the International Network for Genetic Evaluation of Rice (INGER). The impact of biotechnology and intellectual property rights on germplasm conservation is discussed.  相似文献

Like most other minerals, titanite rarely if ever forms perfect crystals. In addition to the point defects that might affect lattice diffusion, there may be extended line- or planar defects along which fast diffusion could occur. During the course of an experimental study of oxygen lattice diffusion in titanite, we found that almost all of the 18O uptake profiles produced in natural titanite crystals departed from the complementary error function solution expected for simple lattice diffusion with a constant surface concentration. Instead, they exhibited “tails” extending deeper into the samples than expected for simple lattice diffusion. The purpose of this contribution is to report on these features—described as “fast-paths” for oxygen diffusion—and outline a method for coping with them in extracting information from diffusion profiles.For both dry and hydrothermal experiments in which the “fast paths” are observed, 18O was used as the diffusant. In dry experiments, the source material was 18O-enriched SiO2 powder, while 18O-enriched water was used for the hydrothermal experiments. Diffusive uptake profiles of 18O were measured in all cases by nuclear reaction analysis (NRA) using the 18O (p,α)15N reaction [see Zhang X. Y., Cherniak D. J., and Watson E. B. (2006) Oxygen diffusion in titanite: lattice and fast-path diffusion in single crystals. Chem. Geol.235 105-123].In our experiments, different sizes of “tails” (with varying 18O concentrations) were observed. Theoretically, under the same temperature and pressure conditions, the sizes of tails should be affected by two factors: the diffusion duration and the defect density. For the same experiment duration, the higher the defect density, the larger the “tail”; for the same defect densities, the longer the diffusion duration, the larger the “tail.”The diffusion “tails” could be a result of either planar defects or one-dimensional “pipe” diffusion. AFM imaging of HF etched titanite surfaces confirmed that the etched features might be caused by either parallel planar defects or parallel pipe defects, but could not differentiate between these possibilities. Through theoretical calculations simulating the tailed diffusion profiles using reasonable assumptions of lattice diffusivities and fast-path diffusivities, and comparing these with tail features measured in our samples, it can be concluded that the “tails” observed in our experiments are caused by planar defects rather than pipe defects.A new method was developed for separating the “fast-path” contribution from the overall composite diffusion profile consisting of both “fast-path” and lattice diffusion. Through this process, the lattice diffusion coefficient could be determined, which is required to analyze the tail. The oxygen diffusion rates in the fast-paths were obtained by traditional graphical analysis methods, using the Whipple-Le Claire equation (for 2-D defects) assuming that the width of the fast-path is 1 nm. Two Arrhenius relations were obtained for the fast-path diffusion phenomenon, one for experiments under dry conditions, and the other for hydrothermal conditions:

Recently, geographers and other scholars have reappraised the state’s spatial properties, roles, and strategies. According to these interpretations, modern states seek to control their subjects and coordinate economic development through various “rational” and “scientific” strategies that involve the standardization, transformation, and bureaucratization of space, territory, and landscape. Through this process social relations are increasingly configured through state discourses and institutions. The role of public health institutions in the development of state spatialities has been relatively underappreciated. This paper explores the establishment and early action of a malaria control campaign in Northwest Argentina, in the early twentieth century. I make three arguments: first, in creating a malaria control program, the Argentine state did not merely respond to a given “social fact” but rather was the key participant in constructing the “malaria problem”. Second, in response to this problem the Argentine state created a new technical-administrative territory, “the malarious zone”, which encompassed several provinces and defined the federal government’s jurisdiction for public health action. Finally, state actors came to understand the malaria problem, and potential solutions to it, through specific “rational” practices of the modern state: surveying, mapping, measurement, and statistical compilation. In its early years, the malaria campaign did not so much control the disease itself, as much as establish control over the “malaria question”, making it indisputably a state project.  相似文献

In Xishuangbanna, southern Yunnan, Akha and Dai farmers, regarded in China as “backward”, passive recipients of state-led development, have been “getting rich” on rubber and expanding rubber cultivation into neighbouring Laos. State cash crop campaigns to raise minority farmers’ incomes inadvertently turned minority farmers into dynamic entrepreneurs. This paper builds on Vinay Gidwani’s use of development as a “regime of value” to raise social and economic value to analyze these unexpected results. Local state agents believe they are the agents of development, bringing modest social and economic improvements to minority farmers of obdurate backwardness. Minority farmers see themselves as improving their own incomes and “quality”, a term in China for social value, in an era when they are responsible for their own development. National development discourse encourages citizens to raise population quality by becoming entrepreneurial, a message heard by minority rubber farmers as well as urban elites. Through creative, post-Fordist production models and agile deployment of land, labour, and capital, minority farmers have achieved incomes that exceed those of workers on state rubber farms, large plantations whose Fordist production models are losing out in the uneven transition from a planned economy to a more capitalist market assemblage. Akha and Dai rubber farmers, the “backward” minorities on China’s periphery, have unexpectedly become the forerunners of flexible production arrangements that are prevailing in the arena opened up by China’s 2001 entry into the World Trade Organization.  相似文献

This paper explores the applicability of the concept of “multifunctionality” to the south Florida sugar-producing region. Multifunctionality is being promoted in the European Union in response to neoliberal trade pressures in agriculture. It is seen as a way to address social and ecological concerns such as farm abandonment and biodiversity loss through domestic agricultural policies that conform to the GATT/World Trade Organization. I have two objectives in this paper. First, I seek to investigate multifunctionality as one response to neoliberal pressures for agricultural reform. In doing this, I identify two types of multifunctionality, a “weak” and a “strong” version. Second, I want to explore the possibility for multifunctionality to serve as a vehicle for resistance to GATT/WTO in other regions. I do this through a study of arguably the most maligned agricultural zone in the world, the sugar-producing region of south Florida. The specific geographic focus is the Everglades Agricultural Area (EAA), the federally designated, 700,000-acre zone south of Lake Okeechobee that is home to the Florida “Sugar Bowl.”  相似文献

A necessary condition for a migration to be considered as a “diaspora” is the upholding of contacts in the land of origin in various forms, real or imaginary, material or cultural. This paper examines whether this is so in the case of Indian South Africans, most of whose ancestors came to the country as indentured labourers between 1860 and 1911. A key contention was that there could be some cultural and emotional factors partly explaining the economic relations and the geography of flows between the South Africans of Indian origin and India. However, this eventually proved to be wrong. This is all the more paradoxical since the “Indian” identity is still very alive in Durban. However, it is highly fragmented, according to the generations, the religions and the socio-economic classes. India is still a key referent, but “transcendentally”: either as a country which has only an abstract existence, which is spoken of, even dreamt of, without ever being visited; or it is visited but considered only as a whole, since the region of one’s ancestors is almost never at the forefront. Furthermore, the vulnerable situation of “Indians” within South African society does not encourage stronger relationships with India.  相似文献

采用“主因素”定量评价方法对东营凹陷沙河街组碎屑岩储层质量进行了评价。首先选取储集性能参数(孔隙度、渗透率)、颗粒分选性、杂基含量、粒径、埋藏压实程度、溶蚀作用及胶结作用强度等参数作为储层质量评价参数,按灰色关联分析法计算其他子因素相对于孔隙度的权重系数。然后采用储层质量综合评价因子Q,划分储层评价标准。在缺乏孔、渗资料的情况下,利用其他参数的权重系数,求得储层质量综合评价因子Q1。根据Q和Q1进行储层分类评价的结果与利用石油天然气集团总公司碎屑岩储层分类标准进行评价的结果基本一致。用此方法对沙河街组碎屑岩储层进行分类评价,把评价结果与试油结果进行比较,发现其符合率较高。说明本定量评价方法用于储层综合评价具有可行性,根据Q或Q1的大小,可以快速直观地判定或预测某一地区某一层段的储层质量。  相似文献

The article deals with the role of genetics in the state-led agricultural modernization efforts that took place in different industrialized countries during the course of the 1920s and 1930s. A comparison between Germany, the Soviet Union and the United States shows substantial similarities in their attempts to increase the productivity of agriculture on different geographical scales. Following advances in scientific knowledge about the geography of cultivated plants, these countries sent out numerous expeditions to collect plant breeding material from all over the world. At the same time, states tightened their grip on farmers’ and breeders’ activities inside the country by establishing legal rules for the use of plant varieties and seed. But this was only one side of a larger “genetic modernization” project. In all three countries, concepts of agricultural modernization were substantially linked to social-darwinist thought which embraced programs of eugenics and “racial hygiene”. These links are outlined for each of the cases, highlighting the widely differing intermingling of scientific concepts and terminologies with political ideologies. It is then discussed what role geography and in particular geopolitical thinking of the time were to play in the development of “genetic modernization”, and more specifically, with regard to the nexus between agriculture and eugenics. While the discipline’s involvement in both fields remained comparably marginal in practical terms, clearly there were conceptual contributions toward the development of the broader field. Going back to Ratzel’s and Kjellén’s work, it is argued that geography had an important role in the establishment of a political field in which ideas of managing human reproduction were fused with concepts of economic development and environmental determinism.  相似文献

Identification of GM plants with their internal molecular-genetic qualities serves transformation of living organisms into identifiable commodities and objects of regulation. From molecular reductionist assumptions it also follows that scientific research is to be based on experiments that allow analysis of genetic influence in isolation. In this paper, I analyse molecular reductionism ‘in action’ by means of an ethnographic case study, focusing on the practices and transformations through which a field trial of transgenic trees created understanding of the risks or risklessness of the trees. The results show how the mobilisation of the field trial design, choosing of key analytical scales and formation of the research team stabilised the paths that experimentation was to follow. The scientists took the emerging inconsistencies and surprises calmly, indicating that unexpected events are an essential part of a scientific process. However, surprises could matter only in relation to the testing arrangements. Therefore, what could become visible and what could make a difference for the constitution of risk/risklessness were the fluctuations that the particular analytical assemblages defined as significant from the outset. Meanwhile, it was impossible to treat the trees and the field ecosystem as mutually constitutive. Nevertheless, there is no reason to think of knowledge production concerning transgenic organisms in deterministic terms. First, scientists are bound to be complexly engaged with the ecosystems that they are supposed to sort out. Second, consideration of the public lessons of experiments may elicit problems and limitations of molecular reductionism.  相似文献

This paper addresses the materiality of computer-mediated retailing. The paper uncovers the “hidden geography” of e-commerce, considering how the seemingly simple act of doorstep food delivery is explicated in urban form, and in transportation and communication infrastructures. The paper categorises electronic grocery shopping (EGS) enterprises into three types: “bricks and clicks”, “pure-play” and the “infomediary”, and examines how each type of operation has been materialised in the urban landscape, and the infrastructure upon which each draws. The paper then considers the strategies EGS operations have used to offset the “killer costs” of logistics for electronic commerce. The paper concludes by considering how electronic grocery shopping is embedded within broader trends in consumer behaviour, and how these trends are manifested in the materiality of urban life. The paper argues that online grocers are in the vanguard of ventures habituating customers to the remote ordering and delayed delivery of products to the home. Through controlling this “last mile”, online retailers hope to extend the product offer to higher-margin and more problematic products, which are in themselves unprofitable to distribute direct to the customer, but which can be profitably combined with a grocery shop.  相似文献
