While a couple of decades ago homeownership used to be a privilege of the few, nowadays most households in developed countries are living in their own four walls. One of the reasons behind this shift are government policies aimed at promoting homeownership and making it more financially feasible. Among these policies, there is a wide range of instruments reducing the costs of mortgage loan interest. Recently, the promotion of homeownership has also become an important issue in some of the former socialist countries. An example of that is a policy of the Polish government called “Family’s own home”. The aim of this policy was to provide financial support for young households who are particularly vulnerable to the difficult housing situation in Poland. Due to huge price increases between 2006 and 2008, and in connection with a short supply of rental housing, many households have been unable to find an affordable dwelling in recent years. The “Family’s own home” policy, initiated in 2007, was the government’s response to this problem. The purpose of this paper is to investigate the outcomes of this policy, which was terminated at the end of 2012 because of a public finance crisis. Three research questions are addressed: (1) what was the relationship between government support and residential construction, housing prices, and mortgage loan interest rate, (2) what was the spatial distribution of government support, and (3) how was it related to the spatial distribution of housing prices, incomes, and housing affordability?  相似文献

The capitalistic organization of territory and the housing problem in Italy.This paper provides the first results of a research programme regarding the selective and spatially differentiated use of the Italian territory by private capital in the housing sector.According to the 1971 census, in Italy there were 63,8 million rooms for 53,2 million inhabitants. As regards the 1951 census the increase of rooms has been of 26,5 million, i.e. of 70.9%, as against an increase of 15,6% of the population. In this period the investment in dwelling-houses has represented about 30% of total fixed investments which is more than in the other E.E.C. countries.The Italian building stock (with a medium average of 1.2 rooms per inhabitant), is theoretically sufficient to satisfy the population needs. This ratio, however, drops to 1.06 if we exclude the 7.6 million rooms in non-inhabited houses (“holiday houses”, new unsold houses, abandoned homes because of emigration or because of their poor conditions).Moreover, more than one third of the Italian population lives in overcrowded conditions (less than one room per person) and poor standard houses are 40% of the total.This is not only due to the fact that public investments in the housing sector have been insignificant (6% in the last ten years), or to the unequal social distribution of revenue, but also, moreover, to the speculative character of the building activity.The economic analysis shows that between 1951 and 1971, in the expansive stages of housing production, net incomes of the building and land sector have increased more rapidly than the total earned incomes and that they have been higher than the amount of investments in the sector. So, building and land estate rent have been among the main components of the Italian capitalistic accumulation through the exporpriation of a prominent share of wages. At the same time, the ever increasing growth in housing prices both for sale and for rent has forbidden the fulfilment of the needs of the lower classes, extending in an abnormal way the production of luxury and “holiday houses” to satisfy the requirements of the higher classes. This is the cause of the above mentioned contradiction between the amount of the unused or subused building stock and the existence of a large number of sub-standard and/or overcrowded houses.This mechanism of accumulation-expropriation worked because of a specific spatial structure. Its main character consists in a strong geographical concentration of the basic activities and of the population. 53.3% of 1960–1971 housing production has concentrated in 4.7% of the Italian communes with more than 20,000 inhabitants.The analysis carried out on a stratified sample including 1,524 communes allowed us to reach the following results: 1. We find situations of greater unsatisfaction of the needs in the largest industrial metropolitan north-western areas and in the underdeveloped southern communes with strong emigrations. 2. We have had the highest offer for houses, as regards the needs, in the communes with less than 5,000 inhabitants, in the communes with less than 250,000 inhabitants, with prevalently tertiary functions, and in the districts where development is more equilibrated, from a territorial point of view (i.e.: north-eastern Italy). 3. The mechanism of accumulation-expropriation worked mainly in the industrial areas and it grows at the ever increasing growth of agglomerations and urban overcrowding, determined by strong migratory flows. 4. Building activity of tertiary communes has been led, mainly, by the higher-class expansion of consumptions. 5. The same kind of demand has given rise to the strong increase of “holiday houses” which interests large periurban, coastal and Alpine areas. 6. The housing sector becomes in this way a component of territorial disequilibriums, caused by the industrial and tertiary polarization and it is inclined to enlarge them by the artful increase of urban rent. 7. This use of territory has the aim to encourage incomes removal among different social classes and to contribute in this way, to the process of capitalistic accumulation. But, by doing this, it causes a kind of growth, in the housing sector, which is unable to satisfy lower-class needs for houses. 8. The attainment of this last purpose would, therefore, mean an efficient regional planning and the elimination of urban rent, conditions which are in opposition to the maintenance of the present economic and social structure of the Italian economy, of which speculative building and rent sectors are, nowadays, essential components.  相似文献

The aim of this article is to investigate regulations regarding housing and spatial planning to determine the extent to which these have influenced the development of gated housing in Poland since 1989. The focus is on how government policy with regard to spatial planning and housing, together with the law on property and ownership, influences the emergence and development of gated forms of housing in the country. Legal regulation documents concerning issues of housing and spatial planning between 1990 and 2013 have been studied. The article argues that the liberal policies and legal regulation in the country is resulting in a disregard for spatial planning and housing, but also the lack of integrated urban policies. Existing spatial plans are of a consultative nature and bear no regulatory capacity, at the same time as housing programmes and spatial planning in the country is strongly in favor of private investors and new construction. All these shortcomings have created a differentiated housing market, one in which housing developers maximize their profits by constructing gated housing complexes, combined with a tendency among those who have the means to move to newly built housing behind gates. The long period of developer-friendly policies and governmental support of purchasers of new construction, have resulted in increased popularity of gated communities in Poland and their spread to many Polish cities.  相似文献

This article examines the spatial dependence among housing losses due to tornadoes using data from the May 1999 Oklahoma City tornado. In order to examine the existence of spatial dependence and its impacts on the damage analysis, we compare an estimation based on a traditional ordinary least square model with the general spatial model. The results show that housing damage in this disaster area is highly correlated. Monetary losses not only depend on the tornado that struck residences, but are related to the damage magnitudes of neighboring houses. Average losses as well as the loss ratio increase with the Fujita Scale damage rating. We conclude that the general spatial model provides unbiased estimates compared to the ordinary least square model. In order to construct appropriate home insurance policies for tornado disasters or to improve the damage resistance capabilities of houses, it is necessary for insurance underwriters and builders to consider spatial correlation of tornado damage.

This paper seeks to contribute to the theme of institutional geographies by exploring how the prevailing socio-spatial order is recreated and legitimated in the ways in which public rented housing is managed and delivered by housing associations and local authorities in the UK. The public rented sector has been increasingly catering for the most vulnerable sections of the population who are dependent on state benefits and cannot afford any other form of housing. As a result, housing staffs have found themselves having to take on a welfare role which entails controlling and policing social tenants who are seen to be causing disorder in society. This paper shows how a dominant housing management discourse reproduced by policies and staff at both front-line and management levels is that of an emerging ‘underclass’ promoted by right wing politicians and the media since the 1980s. According to dominant housing management discourse the members of this underclass are disrupting traditional patriarchal and capitalist institutions and values. Tenants’ houses and gardens not conforming to culturally and socially acceptable standards of cleanliness and tidiness symbolises tenants’ lack of conformity to the prevailing institutional order. Drawing on in-depth interviews with housing officers and managers, and observations of interviews between staff and tenants in six housing organisations, this paper analyses the ways in which housing organisations seek to control social tenants through the imposition of certain norms of cleanliness over their houses and gardens.  相似文献

Colonial society in Indonesia during the first forty years of the 20th century faced housing problems for both the European and native populations analogous to those in many Third World countries today. Some colonial cities tried to provide more housing first by annexing more land and so making building sites available and second by supporting the few private building societies which arose. In the mid-1920s housing proponents organized two national housing congresses. One result was the creation of limited liability public housing companies financed jointly by the central and city governments. By 1940 these companies had failed to provide more housing and so improve housing conditions particularly for the urban native population. The poverty of the masses, the shortage of funds, increasing populations, and government priorities which existed in colonial Indonesia are different in scale in Third World countries today and one may wonder if present-day solutions to housing problems will be any more effective.  相似文献

This paper traces changes in the political ecology of insects and chemicals in US public housing since Congress founded public housing in 1937. Drawing upon the literature of critical geographies of home, urban political ecology, and medical history, it argues that the constitution of “public” and “private” space within public housing was deeply entangled with pest control practices there. Prior to 1945, reformers treated the housing as a commons, in part compelled by the mobility of bedbugs and the pesticide used to combat them, both of which were seen as serious health threats. Managers were also motivated by social welfare ideologies, while residents eagerly assisted with communal control policies in order to achieve freedom from the health insults of bedbugs. Following 1945, however, new synthetic pesticides like DDT seemed to stay safely within one apartment unit, encouraging housing managers to abandon community-oriented pest control practices. Meanwhile, curtailed budgets, particularly after the Housing Act of 1949, left the infrastructure of public housing to decay, rendering units more physically permeable even as managers neglected the communities there. The new pesticides nearly eradicated bedbugs, but tenacious populations of German cockroaches blossomed thanks to the permeable buildings and synthetic pesticides. Residents grew increasingly resistant to pesticide use as they observed that cockroach populations went unabated. The paper serves as a case for applying political ecology frameworks to domestic spaces, and also argues that housing quality and domestic pesticide use are not merely private responsibilities but should be regarded as environmental justice issues.  相似文献

Urbanisation is a functional change in land utilisation which requires a high degree of coordination in time and space. Swedish society has not considered it possible to entrust this coordination to the free market forces. A number of measures was introduced during the latter part of the sixties with a view to coordinating housing development by means of local authority-land ownership and preventing land speculation. In a recently published report of a Government Commission it is proposed that dwellings receiving Government housing loans (more than 90 % of building construction) shall only be built on land which is owned by the local authorities. The local authorities may then be assumed to be the only purchasers of land for housing development purposes. Their housing policy can be given a more short-term character and can be better adapted to urban planning. Urban development in Sweden during recent decades is characterised by a struggle between the two groups of our mixed-economy society, i. e., a social democratic government, and capitalistic enterprise. As far as the private individual is concerned, both parties are remote decision makers. The important question is whether an improvement in town environment may be expected before the private individual has been given a chance to influence planning. The relationship between housing development and land ownership in some Swedish towns over the period 1950–1970 is presented as an example of the realization of land policy.  相似文献

Disastrous earthquakes brought extensive damage to rural houses not designed to resist seismic movements in China. So far, the paucity of nation-wide data on rural houses, especially on their structural features, has prevented a comprehensive national assessment of the earthquake vulnerability of rural areas. This paper estimates the proportion of rural houses in each of five different structural groups in county-level administration units in China with downscaling methods and assesses the seismic vulnerability of counties paying attention to the seismic intensity and social–economic characteristics of different areas. A housing damage index is constructed with the expected amount and ratio of damaged houses in earthquakes, based on which four vulnerability levels are specified for each county-level unit. The results show that highly vulnerable and vulnerable counties account for 7.9 % and 10.7 % of all, respectively. Based on the distribution of these counties, the critical factors of weakness in different regions, such as seismic intensity, housing quality and population density, are analyzed, and risk reduction strategies are discussed.  相似文献

Literature on common-interest development (CID) in housing, most common in the form of gated communities, has been based largely on the US’s experience, where the interpretation has centered on the interaction between three actors (local government, private developer, and homeowner association) and barely focused on the privatization of neighborhood governance in transition economies. This paper, through a case study of gated community in Phu My Hung new town shows that Ho Chi Minh City, Vietnam—in the context of transition from centrally-planned to market-based economy—has been witnessing this privatized phenomenon of neighborhood governance. It employs both primary data, collected through observation and key informant interview, and secondary data to explain the contextual factors for the rise of gated communities in the city and find out the mechanism of neighborhood governance. In the city, housing privatization reforms, influx of foreign direct investment, and the formation of urban middle class have constituted the supply- and demand-side factors for the rise of gated communities. In addition, the reforms towards grassroots participation created a favorable environment for a privatization of neighborhood governance in which the private developer plays a dominant role in partnership with local government and homeowner association. To a certain extent, this privatization is similar to the case of US’s gated communities, however, it does not threaten the public authority and instead maintains a good collaboration between these three actors. This is an indigenous innovation of gated communities in Vietnam due to its socio-economic conditions and political context.  相似文献

Encouraged by government policies to promote city centre living and to increase residential land use on brownfield sites, there has been considerable repopulation of the city centre. Through detailed small-area census analysis of Birmingham, Bristol, Cardiff and Swansea, supplemented by household surveys and key informant interviews, the research points to a range of population characteristics and changes occurring in the British city centre. Certain characteristics such as a high proportion of lone person households, fewer children and low car ownership remain fairly consistent. However, substantial population expansion affirms that a large part of the population is “new”. Between 1991 and 2001, men came to outnumber women, and each of the city centres saw a relative expansion of its young adult population. The new residents have a higher appreciation than longer term residents of proximity to work and leisure facilities, and of the stylishness of city centre living. Most of the new residents rent their accommodation, generally in flats, and the predominance of renting is associated with a transient attitude to city centre residence among the new population. Socio-economic evidence indicates a striking rise in social status or gentrification in all the city centres investigated, especially where high status private housing developments encourage the trend. With policies promoting residential development, the city centre is becoming increasingly socially exclusive.  相似文献

The paper provides an overview of trends and processes of change affecting new social housing provision in Prague and Warsaw. The local responses are reviewed within the context of changes to the national housing system defining the performance of municipal and non-profit housing sectors. The research analyses the mix of policy instruments implemented in three major policy domains—regulatory, fiscal and financial—to promote the production of new social housing in the two cities. The system of new social housing provision is examined as a dynamic process of interaction between public and private institutions defining housing policy outcomes. The outcomes are evaluated through a series of indicators related to housing output, stability of investment, differentiation of rents, affordability and choice. The overview demonstrates how significant shifts in regulatory and fiscal policy, coupled with decentralization of responsibilities for social housing, limit the opportunities for more efficient performance in the sector and its growth. This is particularly evident in Warsaw, where the sector operates as a social safety net. New social housing in both cities has better quality and remains affordable, but access is constrained and waiting times have increased. The research highlights the problem of declining output, dwindling financial resources, and lack of cost recovery due to universal rent control. This is eroding the sustainability of social housing, potentially leading to lower investment and subsequent privatisation. In Warsaw, housing allowances are a municipal responsibility making the liberalization of rents difficult, while Prague has moved in the direction of rent deregulation with a more robust system of means-tested housing support provided by the central government. Such policy choices map a different trajectory for the future of social housing.  相似文献

An aim of the study is to understand the effect of recent urbanization on the increase of sediment disasters. A case study was done in Nagasaki City and its vicinity, where a severe disaster had occurred in July 1982. The results of this study are summarized as follows: (1) The houses built in the first period locate on the relatively safe morphological units such as lower terrace and gentle foot slope. (2) The houses built in the second period intruded onto the rather risky morphological units; steep slope, valley floor and river bed. These units were not used as a residential area before. (3) The houses built in the last period are settled on the more risky area compared to older settled areas. However the demand for new housing land increased. Thus it was decided to develop the area risky to sediment disaster.  相似文献

Through a series of case studies, this paper discusses the three stakeholders in land development for housing in Dhaka city: the public and private sectors, and NGOs. In a scenario in which urban planning merely serves to the fulfil formal requirements and benefit certain groups, in which the public sector is an accomplice to the private sector, and where NGOs have their own private interests; urban planning in the public interest is interlocked with private interests. NGOs are important tertiary stakeholders in planning and service provision. While they vary in their types and objectives, environment NGOs in particular often find themselves in an antagonistic position concerning public and private land development. However, the interventions to the public and private sectors placed by the NGOs can provide a platform for future negotiation and participation in policy formulation.  相似文献

This article considers the Navajo Green Jobs effort of 2009, an attempt to “transition” energy production from coal to wind and solar for the largest tribe in the United States, the Navajo Nation. Through ethnographic “revisits,” in 2008 and 2013, I argue that Navajo Green Jobs contained two problematic hybrid neoliberal assumptions about governance and development: (1) it decentered governing authority from the tribe to “the community” while undermining the legitimacy of the tribal government, and (2) it promoted private entrepreneurship over public investment as the vehicle for energy transition. Ultimately, the Navajo Nation rejected Navajo Green Jobs and re-appropriated its temporal language in order to justify a reinvestment in coal in the form of a new energy company, NTEC. This article concludes that consideration of the spatial and social embedded nature of energy production is vital for understanding energy transitions today.  相似文献

This article explores the spatial differentiation and integration between the post-disaster victims and the indigenous peasants 8 years after a rapid off-site resettlement oriented by governments in New Beichuan. Data were broadly collected from placement documents, questionnaires, interviews and site measurement by empirical research and on-site investigation in 2014. The resettlement plan was introduced and analyzed for housing resettlement, open space systems, public facilities allocation and resettlement policies. Based on statistical analysis of the questionnaire data and observation on the usage of the built environment, problems with the spatial usage and mismatches between the specific spatial requirements and subjective planning intention of integration are analyzed and preliminary findings are shown. The results showed that the excessive pursuit of speed and deficiency in economically self-sustaining efforts might contribute to insufficient attention given to spatial, social and economic aspects and leads to inevitable and long-standing problems, such as housing quality problems, neighborhoods management and security concerns, contradictions between the housing layout and local living habits, different spatial usage preferences between the indigenous peasants and post-disaster migrants, and disequilibrium of public facility allocation.

The ways in which citizenship and housing are implicated in states’ global city aspirations demonstrate significant path dependency and local contingency. This paper serves to broaden the literature that has been dominated by the Western neoliberal context. First, I argue that The Pinnacle@Duxton – a one-of-a-kind public housing project in Singapore – represents the developmental state’s attempt to graduate its homogeneous public housing landscape, providing for and subsidizing the aspirations of a segment of its increasingly affluent middle class to buy into the ideology of the global city. Second, I show how the graduation of public housing coupled with the exaggerated demand for such exclusive projects validates consumer preference pricing in contemporary public housing. This results in a geographical graduation of citizenship, where the bulk of the population is relegated to lesser options on the edges on the island, unable to fulfil their aspirations for global living. In so doing, I make two contributions to extant literature on housing and citizenship in the global city. One, graduating citizenship is not always a case of states realigning their relationship with their citizens to fit the terms of the market. Two, the denial of citizenship to the global city does not always manifest in terms of substantive rights. Appreciating the unique histories and ideologies underpinning housing policies in global cities is instrumental if the variegated meanings of global cities and the citizenships within are to be elucidated.  相似文献

利用在长江口崇明岛北支北四滧港(SY)、北堡港(BBG)以及新卫村(XW)潮滩获取的表层沉积物,测试总有机碳(TOC)、总氮(TN)及总硫(TS)含量,分析有机地球化学元素在潮滩微相的分布规律及影响因素,试图建立TOC/TN、TS/TOC等潮滩微相识别指标。研究结果显示,影响长江口潮滩TN、TS微相分布的重要因素为有机质含量及类型。在淤涨型潮滩,TOC/TN在高潮滩一般大于10,在中潮滩明显降至10以下;中潮滩植被带TS/TOC最高,平均值达0.063,其次为高潮滩互花米草带和中潮滩光滩(分别为0.055和0.054),高潮滩芦苇带最低;TS-TOC一元线性回归斜率在高潮滩芦苇带呈现为显著低值,自高潮滩米草带向光滩,逐渐增大。在侵蚀型潮滩,TOC/TN从高潮滩到低潮滩均大于10,而且中、低潮滩的比值大于高潮滩,潮下带骤降至小于10;TS/TOC自陆向海逐渐增大,TS-TOC一元回归斜率高潮滩最低,中潮滩最高。另外,侵蚀型潮滩各微相的TS-TOC一元线性回归斜率均明显低于淤涨型潮滩。上述研究结果表明,长江口沉积物的TOC/TN和TS/TOC及TS-TOC一元线性回归斜率与潮滩沉积微相之间存在一定的关系,具有应用于全新世钻孔识别潮滩沉积物微相的潜力。  相似文献

The debate on housing the urban poor has become more sophisticated since Turner’s original ideas of self-help and self-building by the poor were introduced in the 1970s. Today, the emphasis in housing the poor is on a pluralistic approach that stresses enabling housing provision for the poor by expanding the range of providers to include government, the private sector, the poor themselves, non-governmental agencies, and cooperatives. Official housing policy in Ghana does not reflect the pluralistic approach that prevails in practitioner and academic circles. Using ethnography, this paper presents the housing experience of a typical poor family in Ghana to determine what the poor build. It highlights the obstacles the poor have to overcome to acquire the housing they want. The ethnography provides a basis upon which the mismatch between the pluralistic approach and Ghana’s housing policy can be bridged thus providing a way forward. The paper concludes by emphasizing the importance of the housing industry in poverty alleviation in Ghana.  相似文献
