In recent times, the governance of the marine environment has evolved from being primarily top down and state directed to being more participatory and community based. This paper proposes that an extension of this trend would be the inculcation of a societal sense of marine citizenship to deliver the sustainable management and protection of the marine environment through enhanced individual involvement in policy development and implementation. The potential role of marine citizenship in UK marine governance was examined by surveying UK marine practitioner’s views on both the current and future role of marine citizenship. Observations from this study identified three key factors for discussion including conflicting opinions over the implementation of marine citizenship into policy; that marine-focused education and a sense of personal attachment are integral to the development of marine citizenship; and that as yet, the potential implications of an enhanced sense of marine citizenship are uncertain. This research highlights the recognition amongst marine practitioners that higher levels of citizen involvement in the management of the marine environment would greatly benefit the marine environment, with additional benefits possible through an increased sense of marine citizenship.  相似文献

With increasing evidence of the destructive impacts of human activities on the ocean there is a growing call for stronger public engagement in marine governance. An understanding of marine issues and pro-environmental values are key elements that influence an individual׳s engagement in conservation and pro-environmental behaviour. This paper presents a study on public perceptions of sharks and shark conservation in the UK. The study investigated knowledge of and attitudes towards sharks of a group of individuals with a clear interest in the marine environment, as well as possible factors that might influence their perceptions of sharks, in order to make recommendations on how to foster engagement in shark conservation. The key finding was that important prerequisites for engagement in shark conservation exist among parts of the UK public. However, this does not seem to be enough to motivate actual engagement. The study discusses a number of specific challenges with regard to sharks which might be influencing the way in which society connects to shark related issues. It concludes with priority recommendations for further investigation into potential catalysts for public engagement in shark conservation.  相似文献

This paper presents the results of a survey of public awareness of marine environmental issues within the context of the UK's National Maritime Museum. It was found that public interest in marine environmental issues is significant, but that gaps exist in terms of issue-specific awareness and that the availability of independent information on marine issues is limited. It is concluded that there are significant opportunities to develop the Museum's role in raising public awareness of marine environmental issues that build on its current activities and that of the Museum's partners.  相似文献

The realisation that the world’s oceans play an important role in climate regulation and many territory activities, notably food production, coupled with economic changes and the rapid advancement in ocean technology have seen a shift in the perception of the importance of marine resources. This increased focus on marine resources means that governments and policy-makers require accessible and reliable information regarding the role of the marine sector. This information may then be used to formulate new environmental and economic policy measures. The aim of this paper is to define, describe and quantify the value of the marine sector in Ireland. This paper outlines a methodology that provides a robust analysis of the Irish marine sector for 2007. It was found that in 2007 the Irish marine sector contributed €1.44 billion in GVA to the wider Irish economy and employed over 17,000 individuals in full time equivalents.  相似文献

Since 2009, there has been a shift in UK marine governance with the Marine and Coastal Access Act in which a core mechanism is marine planning, designed to replace a fragmented, ad hoc, and bureaucratic process of marine management with a strategic, integrated, and centralised system. This shift has been justified by the UK government as a more efficient procedure for delivering sustainable development (SD), which is the overarching objective of UK environmental policy. This article, which is based on data from key informant interviews and secondary sources, analyses the shift to understand its aspirations and the challenges facing it. The issues focused on include its holistic approach; its centralising tendencies; its streamlining processes; and its implicit commitment to renewable energy. In these four issues there are tensions between aspirations and challenges, and the conclusion is that the success of the new mode of marine governance depends on satisfactorily resolving these tensions.  相似文献

This paper provides a brief overview of the development of the Global Environment Facility (GEF) since its creation in June 1991 and the nature of its activities in the field of International Waters. Whilst it is recognised that the GEF represents the single largest source of international financial assistance for achieving global environmental benefits its investment in International Waters remains comparatively small. Since the GEF is designed to achieve global environmental benefits through provision of grant and concessionary funding for the agreed incremental costs of projects its primary objective is not capacity building. Nevertheless, the need for capacity building at the individual and institutional levels within projects was recognised early during the initiation of GEF activities. More recently the need for programmatic approaches to capacity building within the GEF has been identified and is being addressed. It is suggested that potentially the role of the GEF in environmental and marine capacity building could be most important at a global, system-wide level, in terms of testing and promoting innovative and novel approaches to issues of environmentally sound and sustainable economic development.  相似文献

Whether or not fishers comply with regulation depends on the economic and social context in which they operate their vessels. This is how conventional theory explains the phenomenon of non-compliance. It treats state–community interaction processes not as direct causes for non-compliance but rather as background conditions shaping individual fishers’ perception and decisions for action. This paper argues that conventional theory fails to include the dynamics of tempo-relational processes between state and communities, which explains collective patterns of non-compliance in fisheries. The paper addresses this hiatus in the literature, using a process-sociological approach to analyse non-compliance in Vietnamese marine fisheries. The analysis highlights that Vietnamese marine fisheries are mainly regulated through informal networks of trust and mistrust, which function through their interplay with the highly centralised and formalised Vietnamese state. Based on this assessment, the paper concludes that outcomes of processes of the dynamic social interplay between state and communities are semi-dependent on individual perception and action, and as such have a causal effect of their own on patterns of non-compliance in fisheries.  相似文献

Abstract

In the present scenario, with much focus on sustainable development worldwide, Microbially Induced Calcite Precipitation (MICP) is a promising biological soil improvement technology. However, only very limited research is reported on the effectiveness of this technique in marine clays. This paper presents the salient features of an experimental study conducted on two typical marine clays stabilised by MICP. Effectiveness of the technique was evaluated through a series of one-dimensional consolidation tests, unconfined compression tests, and index property determinations. It is found that biostimulation approach is not effective in marine clay; bio-augmentation is needed for soil improvement. Bio-augmentation results in the reduction of liquid limit and plasticity index to about 29% and 47%, respectively for the marine clays. A comparable improvement in volume change behaviour is also observed. There is a marked increase in undrained shear strength, upto about 148%, of MICP treated marine clays at toughness limit water content. Curing is also found to have a significant role in soil improvement. The observed transition in the nature of the tested marine clays from that of fat clay to elastic silt suggests the potential of the proposed approach. An empirical equation is also proposed to predict compression index of MICP treated marine clays.  相似文献

In this paper, we develop the triangle of marine governance to understand the changing locus and focus of marine governance practices. In general, the locus and focus of marine governance is shifting from top-down, state-led governance to network governance. This shift is captured by the triangle of marine governance, because the triangle refers to the institutional setting in which politics and policy making takes place (polity), to policy making itself (policy), to activities of politicians and processes of power (politics), and to the interplay between policy, politics and polity. Studying the dynamics of politics and policies in marine governance practices through the triangle allows us to analyze and explain how and why the shifts in locus and focus occur. These dynamics of marine governance—as the interplay of policy, politics and policy—is illustrated by the environmental governance of Dutch offshore platforms.  相似文献

Marine social-ecological systems are complex, inter-connected, and highly dynamic, in particular when forced with global changes. However, their human social components are often treated separately from their biophysical components, and by different scientific disciplines. To help bridge these gaps, and to explore conceptual, comparative, and governance issues relating to marine social-ecological systems and global change, an international symposium was held on “Coping with global change in marine social-ecological systems”. This short paper provides an introduction to this topic, and briefly describes nine papers which arose from this symposium and which comprise this special issue of Marine Policy. It is concluded that good progress is being made towards studying marine social and ecological systems as coupled systems, but that many issues remain to challenge natural scientists, social scientists, and humanists to work together. These include incorporating multi-stakeholder participation, the need for a long-term perspective, and development of flexible livelihood and governance strategies.  相似文献

This paper provides an overview of the emerging policy landscape for marine spatial planning in the European Union, which consists of four main categories of policy drivers: environmental legislation, legislation on marine renewable energy, fisheries regulations and the Integrated Maritime Policy. The weak links between these categories of policy drivers, underpinned by a lack of clarity regarding the vision for sustainability, pose major challenges for the emergence of ecosystem-based and integrated marine spatial planning in Europe. In addition, there is still uncertainty arising from on-going reform of the Common Fisheries Policy, and discussions on the need for a new marine spatial planning directive. This paper concludes with the view that better integration of environmental concerns into the Common Fisheries Policy is needed to strengthen the link between environmental legislation and fisheries regulations, and that the existing policy landscape, particularly the Marine Strategic Framework Directive, already provides a legal framework for ecosystem-based marine spatial planning. Such a framework is consistent with the recognition that ecosystem conservation underpins other pillars of sustainable development and provides the foundation for cross-sectoral marine planning and management.  相似文献

The operability of marine operations, that is, the estimation of their weather downtime and duration, is traditionally determined either by means of risk analysis or Monte Carlo simulation techniques. The work presented herein establishes analytically the probability distribution and statistical parameters of the duration of individual activities of a marine project based on the theory of Markov chains. According to the proposed Markov model the distribution of the duration of an activity is associated with certain statistical properties of the return time, that is the period between two successive passages from the non-operable state. Information about individual activities is then combined according to the PNET methodology, as proposed by Ang, A. H. S., Abdelnour, J. & Chaker, A. A., Analysis of activity networks under uncertainty. J. Engng Mech. Div., ASCE, 101 (EM4) (1975) 373–387 which considers the sequence of the execution of the activities, as defined by the operations scenario of the project, in order to establish analytically the probability distribution of the duration of the project.

The statistical analysis distinguishes between activities which do not require a weather window for their execution and those which do. Policies which affect the execution of an activity are incorporated into the analysis by taking into consideration secondary tasks which are performed before or after its temporary suspension. Furthermore, performance efficiency factors are also introduced in order to reflect the influence of the prevailing sea state/vessel responses on the ability of the crew to carry out the activity.

The Markov model is applied for a range of uninterrupted durations to activities which do or do not require a weather window and the results are compared with those from a Monte Carlo simulation. Good agreement is obtained for the mean durations but significant deviation is evident for the second order moments. This behaviour is attributed to the length of the record and also to the distribution of the return times. Agreement between the results of the two models is generally better for activities of low uninterrupted duration which do not require a weather window.

Finally, the combined Markov/PNET methodology is illustrated with an example for a hypothetical project and results are compared with those from a Monte Carlo simulation. Similar conclusions to those mentioned above are drawn.  相似文献

Quantifying the monetary value of ecosystem services (ES) provided by coastal and marine resources can help policy makers assess the trade-offs and synergies inherent in ecosystem-based management of marine and coastal environments, thus increasing the social efficiency of decision-making processes. As shown by the valuation literature, the number of coastal and marine management settings where valuation researchers have attempted to make a contribution is rising fast. However, this rise in research activity has not been matched by the increase in the use of economic valuation (EV) in the actual management of coastal and marine resources. This raises an interesting question: is EV responding to the needs of policy makers? This paper provides a comprehensive overview of the knowledge base regarding the economic values for coastal and marine ecosystems. It then discusses how to improve the uptake of ES valuation research by focussing on two core issues which are thought to be essential for more effective communication with the policy community.  相似文献

This study indicates that environmental policy interventions significantly influence the innovation processes for reducing the emissions of marine engine technology. Several different types of interventions have been important and the effect is not directly proportional to the strength or spatial coverage of the intervention. Despite its relative weakness, the MARPOL rule on NOx emissions has contributed to technology development. We also show that the rise of environmental issues in other fields has had a marked effect on the development of the marine sector and that relatively local interventions can influence innovation even in an international sector like marine transport.  相似文献

A survey of coastal and marine resource use conflicts in Tanzania was carried out to highlight them, investigate their origin and finally, suggest ways of minimizing them. Although Tanzania is putting emphasis on environmental issues, including coastal zone management, integrated coastal area management has not yet been integrated into the government management structure/approach. Many conflicts are the result of sectoral approach to coastal and marine resources management, and improper or poor implementation of government policies. Additionally, the local coastal community, who are the foremost stakeholder, were most often not involved in the planning, decision and implementation of many projects and policies even those that affect them directly. Ignorance about the linkages of coastal and marine ecosystems and resources is also an important factor. I suggest that integrated coastal area management which is the foundation for sustainable development, as far as coastal and marine resources are concerned, should be integrated into the government administrative structure. A lead agency with full authority on all activities on the coastal area, including issuance of permits for environmental sensitive businesses/activities, should be nominated or established. This will reduce conflicts by bringing about national coordination of coastal area management.  相似文献
