Factory trawlers are the most controversial vessel group in Norwegian fisheries. At the time the fleet emerged, stern trawling in combination with on-board processing of cod fillets was regarded as a major innovation. However, the deep-sea fleet was intended to be a stable supplier of fish to the land-based industry. Factory trawlers were not a part of the political project. On the contrary, the vessels represented a serious departure from the traditional employment system for the fisheries’ dependent districts. Factory trawlers have, since the seventies, been regarded as the main enemy to the coastal vessels and the land-based industry. The vessels have been subject to a profound debate about several built-in contradictory goals for the fisheries policy, such as the ideal of employment for all and the need for a profitable sector without state subsidies. Despite a series of policy-driven initiatives to remove the factory trawlers, the fleet has been one of the most profitable vessel groups in the Norwegian fisheries. Nonetheless, the fleet is now marginalised in the number of vessels and transformed into an obedient supplier of round fish to the land-based industry. In this article, we outline the history of the Norwegian factory trawlers and how the fleet was subject to a series of critical changes reflecting the complexity of the vessels.  相似文献

This paper investigates to what extent limited entry licence local-link obligations hamper economic performance of Norwegian wet fish trawlers. For 1999 average landing prices, gross revenue, net profit and some other economic indicators are compared for three groups of trawlers: (A) vessels that had local-link licence obligations and complied with them; (B) vessels that had such obligations but did not comply; and (C) vessels without local-link obligations. Average operating profit was highest for Group C. Group B vessels’ operating profit was just above that of Group A, despite significantly higher revenues. For all fish species, except redfish, Group C trawlers received higher prices than the other vessels.  相似文献

Overfishing is a major problem in global fisheries, plaguing 32% of stocks around the world and a massive 72% in the EU. Despite this, access to public fish resources in the EU and its member states are granted without any social or environmental conditions. Without these, the process of allocating quotas – essentially determining the future health of marine resources and the fishing industry – is blind to virtually all of the impacts of fisheries. Here, the United Kingdom's North Sea cod fishery is studied, comparing the social, environmental and economic impacts of trawlers and gillnets, the two major fishing gears targeting cod in this area. Comparisons are also made on a vessel-length basis to address recent debate concerning the benefits of small-scale fisheries. The results show that, for each tonne of cod landed in these fisheries, all trawlers have impacts that are more costly than the value of their landings. There are also vessel length-specific differences, with the largest trawlers the most destructive (−£1992/tonne and −£2.50/fish). Gillnets, on the other hand, generate positive value to society (+£865/tonne and +£2.16/fish). Despite these impacts, gillnets land only 1% as much cod as trawlers do. The results support the policy implementation of access criteria into the reform of the Common Fisheries Policy, to ensure fishermen generate positive outcomes for society and to provide incentives that align fishermen's interests with conservation objectives.  相似文献

In most fisheries catch per unit effort shows significant seasonal and spatial variation. Traditionally, i.e. when vessels are free to choose their harvesting strategy, 80% of the Norwegian cod is landed during the winter in a limited geographical area. To alter the seasonal and spatial supply of cod to the fish processing industry, rural community quotas were introduced. In this paper, we develop a model to predict how different vessels will adapt to the quotas introduced. The hypotheses developed are mostly confirmed in an empirical study. Theoretical, methodological, and managerial implications of the findings are discussed.  相似文献

A Dutch pilot study of fully documented fisheries provided the opportunity to observe actual changes in fishing behaviour under catch quota management (CQM). Interviews with fishers in the pilot study aided in interpreting the results and giving insight in the decision making process and reasoning of fishers. The CQM pilot study entailed a fleet of small and large demersal vessels. For these vessels, all cod catches were counted against quota, including catches of individuals below minimum landings size. To obtain reliable catch data all vessels were equipped with electronic monitoring (EM) systems. These systems recorded videos of all fishing and processing activities on board. In return, fishers received a 30% quota bonus for cod and were compensated with more flexibility on effort regulations. It was hypothesized that vessels in the CQM will (i) increase their landings by 30% according to their quota bonus, (ii) increase the use of gear with large mesh size, and (iii) change effort towards fishing locations with high catch rates of large cod and avoid areas with high catch rates of undersized cod. The results showed that CQM had no effect on fishing behaviour of the small vessels. In contrast, large vessels significantly increased their cod landings (216%) and avoided undersized cod. This difference in response of different fleets suggested that implementation of CQM, for instance in the context of the European Common Fisheries Policy, should consider fleet characteristics. It seemed that larger vessels in this study more easily adapted their behaviour to new management regimes and that the quota bonus opened up new fishing strategies, that were not envisaged during the implementation.  相似文献

Regular flights over the Bay of Biscay by the French Customs Air Service, have enabled us to record more precisely, from 1989 to 1995, the geographical locations of French and other European Community (EU) fishing boats. Data showed three main ‘métiers’ within the Bay of Biscay fishing fleet: French and Spanish bottom trawlers (61 %), French gill-netters and Spanish longliners. More than 80 % of gill-netters worked inside the territorial sea (12 nautical miles) and 60 % of them worked south of Noirmoutier (47°N). Longliners moved according to the seasons, from the edge of the continental shelf to the 50–100 m sounding lines. Since they work at night, only few pelagic trawlers have been recorded (records being made in daylight). The potters, liners and other small ‘métier’ boats of the bay were only located along the coast. The position of the French boats' positions according to their registration district showed that most boats worked close to their landing ports and that the overlap is small between the areas of two neighbouring fleets. Further analysis of the spatial distribution of boats in the French EEZ showed that Spanish boats were mainly recorded in the southern part of the Bay of Biscay, and that most were Basque. Belgian and Dutch beam trawlers fished their quota of sole off the ‘Pertuis Charentais’, the Gironde estuary and the ‘bassin d'Arcachon’. The 100 m sounding line appeared to constitute a demarcation line between the major fraction of the French fleet and other EU fishing boats. Although some fishing areas were only visited by boats practising a particular ‘métier’, others were coveted by everybody and, consequently, were areas with the most serious risk of conflicts.  相似文献

Besides fish-stock considerations, fisheries managers must often take into account competing heterogeneous harvest groups. A long-run allocation rule in a fishery decides more than just shares to the interested parties, it must also take into account the dynamic questions regarding how to divide a changing stock, between changing harvesting groups. Using the axiomatic approach in bargaining theory, we analyse two resource allocation rules that were consecutively implemented in the Norwegian cod fishery in order to distribute the allowable catch between coastal vessels and trawlers. The two allocation rules are compared with one another and with existing theoretic bargaining solutions. The actual allocation rules show little likeness to the well-known Nash bargaining solution, while there are some similarities to the less familiar Salukvadze solution, since shares vary for changing total allowable catch. The Generalised Nash bargaining solutions using man-years as relative weights, is closest to the actual allocations. The trawlers are shown to gain from the change in actual allocation rule at the expense of the coastal vessels.  相似文献

The aim of this paper is to compare the criteria for eco-labeling of wild-caught fish in the Norwegian eco-certified fisheries, and to study if these eco-labels affect the harvesting patterns of Norwegian fishermen. The eco-labels Marine Stewardship Council (MSC), KRAV and Friend of the Sea (FOS) as applied in 2009 were studied. In this study, the harvesting patterns are defined by using the following parameters: season, catch area, size of fishing vessel, gear type, bycatch, location of landing site and distance to the fishing ground. KRAV had more specific criteria than did MSC and FOS in specific fisheries regarding time of the fishing effort, catch area, size of fishing vessels, gear type (e.g. hook size, and the use of beam trawlers was not permitted) and distance to the fishing ground. The findings show that few of the eco-label requirements influenced these aspects in Norwegian fisheries.  相似文献

The European Union has established a framework to achieve or maintain good environmental status in the marine environment by 2020. The Marine Strategy Framework Directive requires the application of the ecosystem approach to the management of human activities, covering all sectors having an impact on the marine environment. However, fisheries in the Mediterranean are far from a systematic implementation of an ecosystem-based fisheries management (EBFM). Aiming to address this issue, this study explores the potential of the relationship between daily yield by vessel (landings and income by species) and vessel position (known via vessel monitoring system) as a tool for fleet management. This approach is possible due to the current dynamics of Mediterranean fleets, with vessels returning daily to the harbour where landings are registered as weight and income by vessel. Moreover, vessels of >15 m total length have been compulsory monitored by VMS since 2005. A bottom trawl fleet that operates in the northwestern Mediterranean was chosen to develop this approach. Different groups of trawlers were identified, which could be linked to the strategies displayed by the fishermen that were mainly driven by the target species dynamics. Accurate knowledge of the fishing targets driving the fleet dynamics and of the fishing strategies at the vessel level (i.e. fishing ground habitat where the fishing pressure is exerted and corresponding landings) are shown to be a feasible tool for fleet management.  相似文献

After 16 years under a limited access program with effort controls, the New England groundfish fishery transitioned to a catch share management system in 2010. For much of its earlier management history, issues related to fishing capacity were paramount as effort controls were increasingly restrictive to meet biological objectives. As the size of the active fleet declined from over 1000 vessels from 1994 to 2001 to less than 400 vessels in 2012, the management concern shifted to fleet diversity. Fleet diversity has been cast in terms of vessels based on characteristics such as size, gear, and region rather than their share in landings or economic value. Measuring fleet diversity with indices commonly used in the biodiversity literature such as richness, effective diversity based on the Shannon index, and evenness appears appropriate for this context. In this paper these indices were applied to measure changes in diversity of the active New England groundfish fleet from 1996 to 2012. Fleet diversity as measured by the Shannon Index has declined by approximately 35% from 1996 to 2012, but has remained relatively stable since 2007. Forty vessel types were present in all 17 years, which accounted for about 85% of active groundfish vessels and over 90% of total groundfish landings in all years. Even though the fleet size and overall diversity have declined the “core” groundfish fleet remains stable.  相似文献

The Norwegian Ecological Model (NORWECOM) biophysical model system implemented with the ROMS ocean circulation model has been run to simulate conditions over the last 25 years for the North Atlantic. Modeled time series of water volume fluxes, primary production, and drift of cod larvae through their modeled ambient temperature fields have been analyzed in conjunction with VPA estimated time series of 3-year-old cod recruits in the Barents Sea. Individual time series account for less than 50% of the recruitment variability; however, a combination of simulated flow of Atlantic water into the Barents Sea and local primary production accounts for 70% of the variability with a 3-year lead. The associated regression predicts increased recruitment between 2007 and 2008 from about 450–700 million individuals with a standard error of nearly 150 million.  相似文献

Increasing Scandinavian harbour seal populations during the last decades coincide in time with the collapse of the cod fishery. Assumptions of a causal relationship have led to claims favouring re-introduction of seal hunting. Proposals for ‘adaptive management’ often assume that decimating seal populations will automatically favour the fishery. This argument presupposes seal predation to be sufficiently large to have a measurable impact on the fish population. The potential magnitude of the cod-seal interaction was analysed using data on harbour seal abundance, feeding habits and compiled information on cod life history and cod landing statistics. A size-structured life history matrix for the cod population was applied and the size-specific prey preferences of harbour seals were taken into account. Estimated seal predation was small compared to both the landings by the fishery, and to minimum estimates of the total cod population. Furthermore, since the size classes of cod targeted by seals have low reproductive values, the impact of seal predation on cod production will be further reduced. Our analyses suggest harbour seals have a negligible impact on the cod fishery.  相似文献

In Belgium, centralized reporting on landings of sea fisheries at the species level started in 1929. This paper summarizes the process and the results of integrating time-series, based on fragmented and disperse data sources for the period 1929–1999. The resulting database contains data by species (41), by port of landing in Belgium (4) and in ‘foreign ports,’ and by fishing area of origin (31). After quality control, total reported landings over the period 1929–2008 amounted to 3,320,518 tonnes, of which 90% was landed in the Belgian ports. After a maximum of 75,370 tonnes in 1947, annual landings declined steadily to only 26% of this peak by 2008. Currently, landings are below those achieved in 1929. The most important species in terms of landings (1929–1999) were cod (17% of all landings) and herring (16%). In terms of economic value, sole (31%) and cod (15%) were the most valuable. Close to 73% of all landings originated from 5 of the 31 fishing areas. Twenty percent of all landings (1929–1999) originated from the ‘coastal waters’, while these waters contributed nearly 60% of all landed pelagic species and 55% of all landed ‘molluscs and crustaceans’. Compared to the currently available ICES data, this local database offers advantages in temporal coverage (data from 1929 onwards), temporal scale (monthly values), and at the taxonomic level. It also provides more detailed information at the spatial scale of the southern and central North Sea, and it is the only source of historical information on landings originating from the coastal waters. Given the importance of the shallow and productive ‘Flemish banks’ as a local source of food in historical and recent times, this data is valuable for further research on the productivity of the coastal ecosystem and the local impact of fisheries. The database broadens the historical view on fisheries, underlines the decline in landings since reporting started, and serves as a basis for further (fisheries) research and policy-making in Belgium.  相似文献

Much of the research that concerns the impacts of management measures in the eastern Baltic cod fishery has focused on fish stock rather than understanding fishermen's attitudes towards regulations. Hence, there is little information available on fishermen's responses although they are the ones whom the regulations affect most profoundly. This study analyses the views of fishermen towards management measures with an emphasis on fishing closures (marine protected areas, MPAs). Swedish log-book data from 1996 to 2005 were used to describe MPA induced fishing effort displacements. Fishermen argued that MPAs have been inefficient in conservation of cod stock. The enlargement of Bornholm MPA in 2005 caused substantial effort displacement towards areas dominated by smaller sized fish. This contributed to the increased discarding of juvenile cod. Enlarged MPAs also intensified competition between different fleet segments and reallocated fishing areas. To reduce fishing mortality, fishermen suggested days-at-sea (effort) regulation and an effective landings control system for all fleets that exploit cod stocks in the Baltic Sea Main Basin. These measures would better motivate fishermen for mutual rule compliance, which is a prerequisite for a sustainable cod fishery.  相似文献

The validity of abundance estimates from hydroacoustic surveys relies, inter alia, on the ability of the fishing gear on the research vessel to sample non-selectively. This study compares the length frequencies of Cape horse mackerel Trachurus trachurus capensis taken in Namibian waters by the R.V. Welwitchia and commercial midwater trawlers. Results indicate that the length distributions of catches taken by the Welwitchia were significantly different from those from commercial trawlers, with a greater proportion of fish >25 cm being sampled by the latter. Also, the biomass estimated per length-class from hydroacoustic surveys over the period 1994–2000 was compared with those from annual landings of the commercial fishery. The length distribution of horse mackerel in purse-seine catches compares favourably with those from the research vessel. However, comparisons with the midwater trawl catches indicated that the length frequencies obtained from research vessels during the years 1994–1997 underestimated the number of large fish in the population and biased the biomass in those years. From 1998 to 2000 the bias was negligible. The magnitude of the error varied between years, but it remained fairly low. To compensate for this bias, length distribution data from midwater trawlers should be integrated into the acoustic biomass calculation procedure.  相似文献

Commercial fishing data were used to reconstruct historical spatio-temporal patterns of fishing effort and landings in the bottom longline fishery of the Azores. Key events during an important 15-year period were charted, through fisher interviews together with GIS analysis. While effort distribution varied over time, the prevailing pattern was a shift in focus from eastern to western areas and from shelf/slope to offshore banks and seamounts in response to policy measures (e.g. banning bottom longline inside 3 NM, public aids for modernization of the fleet) and reduced fishing yields. Areas 12–50 NM from shore represented the most vital fishing grounds in terms of fishing effort and production. Declining landings of the major demersal species, in recent years, indicate that present catch levels are not sustainable and further measures need to be taken in order to sustain fisheries resources. Knowledge of fleet behavior and the distribution of fishing effort, particularly in patchy environments, provide valuable insights into the impacts of past management decisions and help predict the outcome of new policies both in this region and elsewhere.  相似文献

Recent fuel price increases, together with future scarcity of fossil fuels and pollution have raised awareness about the efficient use of energy. Expenditure on marine fuel represents a significant component of the operational costs of the fishing fleets and, as a result, the profitability of the fishing fleets is very sensitive to fuel price variations. By assembling data from 54 fishing fleets around Europe, representing one fourth of the European Union (EU) fishing fleet in terms of vessel numbers and one third in terms of the volume of landings, the effects of the fuel price increase on the economic performance and the energy efficiency of the EU fleet, were estimated for the period 2002–2008. Results demonstrate declining trends in the economic indicators through the years, with a 33% reduction in profitability of the fleets since the beginning of the study. Most energy efficiency indicators, which featured a deteriorating trend over time, have improved their performance after 2004, when the first fuel price increase of the period was observed. However, results do vary across fleet segments.  相似文献

Cod and haddock are two of the “big 5” UK supermarket fish species and intrinsic to fish and chip shops nationwide. UK whitefish fleets produce a significant amount, however there is a reliance on imports to maintain supply. The UK is in a strong position to compete for raw material from Iceland and Norway given high prices paid for imports and investment by Icelandic and Norwegian companies in the UK. Regarding UK production of whitefish, the European Common Fisheries Policy landing obligation has introduced significant uncertainty. To avoid discarding of any quota stock, fishing may be stopped before all target stocks quota is reached. For demersal fleets, there is a transition period between 2016 and 18 where target stocks are introduced according to Advisory Council and EU agreement and Article 15, with all quota stocks from 2019. As the capacity of the fleets balance to the new regulations, supply will likely return and if maximum sustainable yield (MSY) is reached in 2020 then an increase in TACs from current levels is likely too. However, markets and industries can change in a short period. Particularly, most processing companies are small to medium size enterprises and those that concentrate on cod and haddock may have to adjust their business. Fleets could be resilient to such short term reductions in landings however this cannot be assumed. The competitiveness of producers will surely be affected in the short to medium term as a result.  相似文献

Skates (Rajidae) have been commercially exploited in Europe for hundreds of years with some species’ abundances declining dramatically during the twentieth century. In 2009 it became “prohibited for EU vessels to target, retain, tranship or land” certain species in some ICES areas, including the critically endangered common skate and the endangered white skate. To examine compliance with skate bans the official UK landings data for 2011–2014 were analysed. Surprisingly, it was found that after the ban prohibited species were still reported landed in UK ports, including 9.6 t of common skate during 2011–2014. The majority of reported landings of common and white skate were from northern UK waters and landed into northern UK ports. Although past landings could not be validated as being actual prohibited species, the landings’ patterns found reflect known abundance distributions that suggest actual landings were made, rather than sporadic occurrence across ports that would be evident if landings were solely due to systematic misidentification or data entry errors. Nevertheless, misreporting and data entry errors could not be discounted as factors contributing to the recorded landings of prohibited species. These findings raise questions about the efficacy of current systems to police skate landings to ensure prohibited species remain protected. By identifying UK ports with the highest apparent landings of prohibited species and those still landing species grouped as'skates and rays’, these results may aid authorities in allocating limited resources more effectively to reduce landings, misreporting and data errors of prohibited species, and increase species-specific landing compliance.  相似文献

Due to a high number of fatalities and personal injuries, commercial fishing is considered a risky occupation. In the Norwegian context, work-related fatalities have been especially prominent in the coastal fleet. Despite high statistical risk, many fishermen claim they do not worry about their work being dangerous. Applying a qualitative approach, this article argues that shared beliefs and practices such as common sense, taking precautions, evaluating risk as well as relying on each other through cooperation on board and amongst vessels, can be understood as integrated or institutionalized ways of dealing with potential risk. These elements interact with the individual's personal experiences, and influence the fishermen's perceptions of the dangers at hand. The points presented here, may be a part of the reason why fishermen do not necessarily see the need for formal regulations aimed at improving their safety.  相似文献
