The dangers associated with commercial fishing are well documented, and fishermen consistently face one of the highest job-related mortality risks of all US occupations. This study explored fishermen's perceptions of these risks in a representative sample of Maine commercial fishing vessel captains. Data were collected on sociodemographic characteristics and risk preferences during sea boardings of working commercial fishing vessels (n=233) along the full extent of the Maine coastline. Trends in perceived risk were explored across the various sociodemographic categories. Fishermen in this study consistently undervalued their true occupational risk, and rated it as average despite consistent evidence to the contrary. Those more likely to downgrade the risk of fishing included state registered vessels and those found to be non-compliant with existing safety regulations. Less educated fishermen and those who come from a fishing family were also more likely to underrate the risks, as were those fishermen who displayed risk-loving tendencies in other facets of their lives such as smokers and those who did not use seat belts. Middle-aged fishermen were also more likely to underrate the risk than the youngest and oldest groups, suggesting that overconfidence grows and then wanes over time. The results of this study strongly suggest that the current safety training and awareness programs targeting fishermen are inadequate. Furthermore, widespread voluntary participation in organized safety training is unlikely since the majority of fishermen believed that the risks were not relevant to their own activities.  相似文献

Sea turtles can be incidentally caught in pelagic longline fishing gear targeting tuna and swordfish. Bycatch to fish catch (B/C) ratios can differentiate seafood based on sea turtle impacts. This study demonstrates the use of B/C ratios indexed to the weight of fish catch: (1) to report on the significant progress in reducing sea turtle bycatch in Hawaii's swordfish longline sector and (2) to compare Hawaii and other Pacific longline fisheries by number of sea turtle interactions per weight of catch. Hawaii's longline tuna fishery sets the benchmark of 1 sea turtle interaction per 190,000 kg of tuna caught.  相似文献

Vaquita marina, a small species of porpoise endemic to the Northern Gulf of California in Mexico, is the world's most endangered cetacean species. With the purpose of preserving vaquita, the Mexican government launched PACE-Vaquita in 2008. This voluntary program offers an innovative schedule of compensations: as in a payment-for-conservation program, PACE-Vaquita compensates for temporary reductions in fishing effort; as in a program to accelerate technology adoption, PACE-Vaquita compensates for switching to vaquita-safe fishing methods; and as in a buyback program, PACE-Vaquita compensates fishermen for a permanent exit from fisheries. This paper seeks the factors explaining fishermen's participation in PACE-Vaquita during its first year of operation. Analysis is carried out through a multinomial logit specification on a data set collected one week after the enrollment deadline. This paper shows that fishermen with skills in alternative economic activities more likely quit fishing, and fishermen with relatively less productive vessels more likely switched to vaquita-safe fishing methods. Discussion of public policy implications is provided.  相似文献

The Dominican fishing community of Buen Hombre is struggling to reconcile its fishing activities with the state of the coral reef ecosystem on which it depends. The ecosystem is showing signs of deterioration, and this seems to be resulting in large part because of the fishing activities of the Buen Hombre fishermen. The institutional arrangements of the fishermen themselves, and of relevant external organizations, have not kept pace with important technological and demographic changes that have affected the community. This paper presents the results of an analysis that unpacks these processes via a statistical analysis of fishermen behavior and a social network analysis of the “cofishing” network that these fishermen constitute. The statistical analysis shows that gear choice is very important in explaining the amount of fish caught, both as a direct factor and as a mediator of other factors such as membership in the local fishermen's association. The social network analysis complements this result by demonstrating that gear choice also serves to segment the fishermen into separate groups, with few direct linkages between them. The resulting gear-based fragmentation of the community is seen to have negative implications for the ability of the fishermen to act collectively to conserve their fishery. The paper concludes with some thoughts and suggestions for how the community might move forward, including expanding the membership of the fishermen's association and strengthening ties between fishing groups as well as ties between the community and relevant governmental agencies.  相似文献

To support implementing an ecosystem approach to fisheries management, ecological risk assessment (ERA) methods have recently been developed for the continuum of data-deficient to data-rich fisheries. A semi-quantitative ERA was conducted for the Marshall Islands longline bigeye tuna (Thunnus obesus) fishery. The study used information from analyses of observer data, surveys of captains and crew and inventories of gear and equipment. Relative risks were evaluated through a consideration of phylogenetic uniqueness, risk of population extirpation, risk of species extinction and importance in ecosystem regulation. The fishery presents a highest relative risk to leatherback (Dermochelys coriacea), hawksbill (Eretmochelys imbricata), green (Chelonia mydas) and olive Ridley (Lepidochelys olivacea) sea turtle Regional Management Units that overlap with the fishery, in that order. The next highest relative risk is to affected stocks of oceanic whitetip (Carcharhinus longimanus), blue (Prionace glauca), and silky (Carcharhinus falciformis) sharks, in that sequence. Seabird bycatch is likely not problematic. There was inadequate information to assess risks to cetacean populations. Risks to stocks of market and non-market species of marine fishes with r-selected life history characteristics were not assessed. This is because estimates of critical threshold levels of local and absolute abundance and current biomass are not known for many of these stocks. Several best practice gear technology methods to mitigate problematic catch of vulnerable species groups are currently employed: monofilament leaders, whole fish for bait, single-hooking fish bait, no lightsticks, and no fishing at shallow submerged features. Setting terminal tackle below 100 m and carrying and using best practice handling and release equipment were methods identified to reduce fishing mortality and injury of vulnerable species. More information is needed to determine if weaker hooks should be prescribed to mitigate cetacean bycatch. The large benefit to sea turtles of replacing remaining J-shaped hooks with circle hooks might outweigh a possible small increase in elasmobranch catch rates. The consumption of 2024 l of fuel per tonne of landed catch, which is within the range of available estimated rates from similar fisheries, could be reduced, reducing greenhouse gas emissions, through more frequent maintenance and upgrading vessel equipment and materials. Observer data quality may be adequate to support a quantitative Level 3 ERA to determine the significance of the effect of various factors on standardized catch rates and to estimate population-level effects from fishing mortality.  相似文献

One of the reasons for the failure of some Marine Protected Areas (MPAs) is the lack of respect for their boundaries and regulations, which intensifies the need to assess the attitudes of stakeholders affected by MPAs. To this end, it is necessary to know the perception and behavior of resource users in these areas in relation to the management process. This study addressed the perception of different groups of fishermen in three MPAs that allow sustainable use of resources on the Brazilian northeastern coast. The perception analysis was based on four aspects: biodiversity conservation, flexibility and adaptability of fishermen, participation in management and opinions about the MPA. The interviewed fishermen (n=100) were classified into natives or immigrants,≥than 40 years old or <40, predominant use of selective or nonselective fishing gear and part or full time fishermen. The results showed that younger fishermen and the ones who use selective fishing gear presented a more conservation prone perception; nonselective fishermen and part-time fishermen were more flexible and adaptable to changes; and younger fishermen tended to agree more with the establishment of the MPAs. Taking these differences in perceptions among fishermen into account could serve as a basis for improvements in the management and conservation of fishing resources, besides helping predict possible future behavior due to changes in management policies.  相似文献

Whale depredation occurs when whales steal fish, damage fish or damage fishing gear. In Alaska, killer whales (Orcinus orca) and sperm whales (Physeter macrocephalus) primarily depredate on demersal sablefish (Anoplopoma fimbria) and Pacific halibut (Hippoglossus stenolepis) longline fisheries. Quantitative data on whale depredation in Alaska is limited due to low fishery observer coverage and minimal depredation evidence left on longline fishing gear. This study utilized semidirected interviews (n=70) and written questionnaires (n=95) with longline fishermen to examine: (1) perceptions and experiences of whale–fishery interactions in Alaska, (2) effects of depredation on fishing practices, and (3) potential depredation mitigation measures. Eighty-seven percent of fishermen surveyed agreed that whale depredation became worse between 1990 and 2010. Respondents reported changing their fishing practices in response to depredating whales in several ways, including: traveling up to 50 nautical miles and ceasing hauling operations up to 24 h until the whales left the fishing grounds. Respondents fishing in western Alaska, primarily encountering killer whales, were forced to wait longer and travel greater distances than fishermen operating in central and southeast Alaska, regions more affected by sperm whales. Deterrent research, gear modifications and real-time tracking of depredating whales were solutions favored by study participants. Survey respondent answers varied based on areas fished, quota owned, years involved in the fishery and vessel size. This study presents the first statewide evaluation of fishermen's perception and knowledge of whale interactions with the Alaskan longline fleet and is a critical step toward developing baseline data and feasible depredation mitigation strategies.  相似文献

A Dutch pilot study of fully documented fisheries provided the opportunity to observe actual changes in fishing behaviour under catch quota management (CQM). Interviews with fishers in the pilot study aided in interpreting the results and giving insight in the decision making process and reasoning of fishers. The CQM pilot study entailed a fleet of small and large demersal vessels. For these vessels, all cod catches were counted against quota, including catches of individuals below minimum landings size. To obtain reliable catch data all vessels were equipped with electronic monitoring (EM) systems. These systems recorded videos of all fishing and processing activities on board. In return, fishers received a 30% quota bonus for cod and were compensated with more flexibility on effort regulations. It was hypothesized that vessels in the CQM will (i) increase their landings by 30% according to their quota bonus, (ii) increase the use of gear with large mesh size, and (iii) change effort towards fishing locations with high catch rates of large cod and avoid areas with high catch rates of undersized cod. The results showed that CQM had no effect on fishing behaviour of the small vessels. In contrast, large vessels significantly increased their cod landings (216%) and avoided undersized cod. This difference in response of different fleets suggested that implementation of CQM, for instance in the context of the European Common Fisheries Policy, should consider fleet characteristics. It seemed that larger vessels in this study more easily adapted their behaviour to new management regimes and that the quota bonus opened up new fishing strategies, that were not envisaged during the implementation.  相似文献

The aim of this paper is to compare the criteria for eco-labeling of wild-caught fish in the Norwegian eco-certified fisheries, and to study if these eco-labels affect the harvesting patterns of Norwegian fishermen. The eco-labels Marine Stewardship Council (MSC), KRAV and Friend of the Sea (FOS) as applied in 2009 were studied. In this study, the harvesting patterns are defined by using the following parameters: season, catch area, size of fishing vessel, gear type, bycatch, location of landing site and distance to the fishing ground. KRAV had more specific criteria than did MSC and FOS in specific fisheries regarding time of the fishing effort, catch area, size of fishing vessels, gear type (e.g. hook size, and the use of beam trawlers was not permitted) and distance to the fishing ground. The findings show that few of the eco-label requirements influenced these aspects in Norwegian fisheries.  相似文献

A detailed understanding of fishing activity in Scottish waters is required to inform marine spatial planning. Larger fishing vessels are fitted with Vessel Monitoring Systems (VMS) offering spatial information on fishing activity. VMS does not cover smaller vessels (under 15 m), which fish predominantly in inshore waters where the competition for space is often greatest. To improve knowledge of the distribution of fishing activity and value of fisheries in Scotland's inshore waters, Marine Scotland conducted a participatory fisheries mapping project, known as ScotMap. The data were collected during face-to-face interviews with 1090 fishermen of Scottish registered commercial fishing vessels under 15 m in overall length and relate to fishing activity for the period 2007–2011. Interviewees were asked to identify the areas in which they fish, estimate the contribution these areas make to vessel earnings, and to provide associated information. The majority of interviews relate to creel fishing. The data collected were aggregated to provide mapped outputs of the monetary value, relative importance to fishermen and the usage of the seas around Scotland (number of fishing vessels and number of crew). ScotMap outputs provide information on the locations of inshore fishing activities and the economic importance of different sea areas at a much higher spatial resolution than was previously possible. Outputs have informed marine policy development, provide a valuable resource for marine spatial planning in Scotland and illustrate how participatory mapping can generate useful resources on the location and importance of inshore fishing areas.  相似文献

Many authors have suggested the use of a cap and trade auction system to help reduce bycatch—the incidental take of species by fishing gear targeting other species—of sea turtles in the Hawaii-based swordfish longline fishery. However, we know of no quantitative evaluations of the method. We present a simple mathematical model to serve as a framework to evaluate bycatch auction systems quantitatively. We conclude that cap and trade auction systems have the potential to reduce sea turtle bycatch by creating a financial incentive, while keeping permit costs down to 2–3% of total revenues. While stringent regulations aimed at conserving endangered sea turtles would still be essential, implementation of an auction for issuing transferable bycatch permits would likely enhance the economic efficiency of the fleet. Sea turtle mortality could be reduced further if a shrinking cap on total turtle mortality was introduced, taking advantage of the incentives for reducing turtle mortality that are introduced by the cap and trade auction system.  相似文献

The incidental mortality of seabirds in tuna longline fisheries is estimated for the continental South African Exclusive Economic Zone (EEZ). Fishery observers accompanied 13 fishing trips and observed 108 sets (143 260 hooks) during the period 1998–2000. Despite most lines being set at night, seabird bycatch rates were high, with a mean of 1.6 birds killed per 1 000 hooks. Japanese vessels (1% effort observed) had a higher bycatch rate (2.6 birds per 1 000 hooks, range per trip 0.1–5.4) than South African vessels (0.8, range 0.0–4.3; 17% effort observed), possibly as a result of gear differences. Bird bycatch differed regionally in relation to the numbers of birds attending vessels. In international waters off the Northern Cape and southern Namibia, where there are few birds, only one bird was caught on 93 600 hooks (0.01 birds per 1 000 hooks). Shy Thalassarche cauta, black-browed T. melanophris and yellow-nosed T. chlororhynchos albatrosses, and white-chinned petrels Procellaria aequinoctialis were killed most frequently. Based on 1998–1999 fishing effort, simple extrapolation suggests that 19 000–30 000 seabirds are killed annually in South Africa's EEZ, of which 70% are albatrosses. Confidence in these estimates is low, given the small proportion of effort observed, but it is clear that urgent steps are needed to reduce seabird bycatch within South African waters.  相似文献

Mortality in longline fisheries is one of the most critical global threats to some seabird species. Underwater setting technology may offer an effective and commercially viable solution. The underwater setting chute for pelagic longline fisheries releases baited hooks underwater, out of sight and reach of diving seabirds. Results from a study in the Hawaii pelagic longline tuna fishery indicate that the underwater setting chute is the most effective technology tested to date to minimize seabird capture in this fishery. The chute eliminated seabird capture during this short-term trial. During control replicates, the capture rate was 4.24 captures per 1000 hooks and when normalized for albatross abundance, the rate was 0.114 captures per 1000 hooks per albatross. Expressed as contacts per 1000 hooks per albatross, the chute was 95% effective at reducing albatross contacts with fishing gear compared to a control.The chute was practical for use and design and installation improvements are likely possible to make the chute more palatable for uptake by industry. The chute has the added benefit of increasing fishing efficiency. The cost for purchasing and installing the chute would be recouped after only a maximum of two fishing trips. Based on an assessment of bait retention and hook setting interval when using the chute versus setting conventionally, vessels would experience a gain in efficiency of between 14.7% and 29.6% when albatrosses are abundant. Economic incentives are essential to abate global seabird mortality in longline fisheries.  相似文献

This paper provides a global analysis of recent trends in the EU fishing fleet. Analysis of the capital productivity, labour rates, and economic benefits of the fleet revealed that considerable replacement of fishermen by better technology and well-equipped vessels occurred between 1990 and 2006. The analysis confirms that the Common Fisheries Policy (CFP) has been ineffective in reducing fishing capacity. In addition, the changes in capacity that occurred in this time interval differed among the different sectors of the fleet. Some members of the high sea fishing fleet increased their capacity (range 11–57%), and the deep-sea sector, which has greater tonnage and fishing power, increased its fishing capacity by 34–44%. These results confirm the ineffectiveness of the CFP in reducing overcapacity and illustrate the continuing threat of overcapacity to the long-term sustainability of fishery resources.  相似文献

Illegal, unreported and unregulated (IUU) fishing activities continue to thrive in the northern region of Australia's Fishing Zone (AFZ). Indonesian fishermen involved in IUU fishing in this area target specific marine species such as shark, reef fish, sea cucumber and trochus that are destined for the Asian market. Many of these marine species’ stocks are now at critical levels. Local communities based in Northern Australia, state and Federal governments are also concerned with issues of border security and quarantine measures that coincide with the IUU fishing activities. Whilst Australian and Indonesian governments continue to negotiate this pressing issue, international instruments, bilateral agreements and domestic policies are not deterring Indonesian fishermen from pursuing IUU fishing activities in the AFZ.  相似文献

Due to a high number of fatalities and personal injuries, commercial fishing is considered a risky occupation. In the Norwegian context, work-related fatalities have been especially prominent in the coastal fleet. Despite high statistical risk, many fishermen claim they do not worry about their work being dangerous. Applying a qualitative approach, this article argues that shared beliefs and practices such as common sense, taking precautions, evaluating risk as well as relying on each other through cooperation on board and amongst vessels, can be understood as integrated or institutionalized ways of dealing with potential risk. These elements interact with the individual's personal experiences, and influence the fishermen's perceptions of the dangers at hand. The points presented here, may be a part of the reason why fishermen do not necessarily see the need for formal regulations aimed at improving their safety.  相似文献

The purpose of this short communication is to describe the Third International Workshop on Sea Turtle Conservation and Fisheries Exchange that took place from April 22–30, 2009 on Cuba’s Isla de la Juventud [Isle of Youth]. A group of 28 fishers, conservationists, marine scientists and fisheries managers from Cuba, Mexico and the U.S. gathered at Siguanea Bay off the island’s southwest coast. The goals of the exchange were to 1) provide a forum for sea turtle experts and fishing communities in Cuba, Mexico, and the U.S. to share experiences on conservation activities, 2) develop the scientific basis for future conservation in this highly biologically important region of Cuba, and 3) increase support by Cuban fishers for local sea turtle conservation efforts. During the exchange, participants met with local Cuban fishers about the challenges of conserving sea turtle populations while maintaining their fishing livelihoods, shared solutions developed by fishers to accomplish the same in Mexico, and undertook field and cultural activities. Key outcomes for the exchange include an improved understanding of sea turtle bycatch off the Isla de la Juventud, enhanced collaboration among the three nations in turtle conservation, and increased motivation by fishers to participate in sea turtle research and conservation. Additionally, as a direct result of this exchange, the community of Cocodrilo on the Isla de la Juventud has hosted annual sea turtle festivals that increase support for turtle conservation efforts by the local community.  相似文献

A vital component of marine policy is the conservation and management of diverse marine resources. In the southeastern US, commercial fishermen target black sea bass (Centropristis striata) with pots from North Carolina to Cape Canaveral, Florida. During the fall through spring fishing season, western North Atlantic right whale (Eubalaena glacialis) distribution overlaps the black sea bass commercial pot fishery. Fishermen interviews revealed that the number of pots set ranged from 3 to 240 and the number of pots set per trawl ranged from 1 to 18. In the period 1983-2007, The European Union controlled the evolution of the capacity of its fishing fleet through the so-called Multi-Annual Guidance Programmes (MAGPs). As a result, The European Union reduced the number of fishermen, fishing vessels, gross tonnage and power. However, the end of this period saw an increase in the average size of the fishing vessel and a reduction in crew size. The new “average fishing-vessel” was a more technologically advanced vessel with a greater fishing capacity and a higher degree of autonomy. The aim of the study presented here is to determine the degree of inequality to be found between the fishing capacities of the fleets of the European Union, and to verify whether the evolution of the “average fishing-vessel” responds to a homogenous trend shared by all of the fishing fleets of the European Union or whether it is in fact more unequal. The study formalises a methodology, using Theil indices, which enables the inequalities found between the capacities of the fishing fleets during the period of application of the MAGP adjustment polices to be analysed. The study uses data on fishermen, boats and tonnages from 13 countries of the European Union and results are obtained for the inequality indices of the average size of the fishing vessels, their degree of technological advance and their average crews.  相似文献
