Whale depredation occurs when whales steal fish, damage fish or damage fishing gear. In Alaska, killer whales (Orcinus orca) and sperm whales (Physeter macrocephalus) primarily depredate on demersal sablefish (Anoplopoma fimbria) and Pacific halibut (Hippoglossus stenolepis) longline fisheries. Quantitative data on whale depredation in Alaska is limited due to low fishery observer coverage and minimal depredation evidence left on longline fishing gear. This study utilized semidirected interviews (n=70) and written questionnaires (n=95) with longline fishermen to examine: (1) perceptions and experiences of whale–fishery interactions in Alaska, (2) effects of depredation on fishing practices, and (3) potential depredation mitigation measures. Eighty-seven percent of fishermen surveyed agreed that whale depredation became worse between 1990 and 2010. Respondents reported changing their fishing practices in response to depredating whales in several ways, including: traveling up to 50 nautical miles and ceasing hauling operations up to 24 h until the whales left the fishing grounds. Respondents fishing in western Alaska, primarily encountering killer whales, were forced to wait longer and travel greater distances than fishermen operating in central and southeast Alaska, regions more affected by sperm whales. Deterrent research, gear modifications and real-time tracking of depredating whales were solutions favored by study participants. Survey respondent answers varied based on areas fished, quota owned, years involved in the fishery and vessel size. This study presents the first statewide evaluation of fishermen's perception and knowledge of whale interactions with the Alaskan longline fleet and is a critical step toward developing baseline data and feasible depredation mitigation strategies.  相似文献

Artisanal fishing communities are often in conflict with the interests of the oil extraction industry, industrial fishing fleets and tourism. This paper considers Lobitos, a fishing enclave in northern Peru, where the oldest oil settlement in Latin America was established. The primary focus is community organization and development of the fisheries. Using a mixed methods approach, intensive ethnographic observation and analysis of the social networks of the skippers of small-scale fishing vessels was conducted by in-depth interviews with 30 artisanal fishermen, together with a social network survey involving 43 boat captains in Lobitos. The results showed the mistrust and negative attitudes of fishermen towards oil companies and the industrial fishing fleet. However, they expressed positive expectations regarding tourism development, as well as favorable attitudes towards the diversification of fishing activity through tourist services. The networks of acquaintances, social support and exchange of ecological information allowed us to identify three different groups of fishermen according to preferential fishing zones. The skippers of vessels that prefer to fish in intermediate zones have a prominent role, both in terms of local leadership and through the connection with boats belonging to other bays near Lobitos. This subgroup acts as an intermediary in the networks a whole and has an integrated vision of the coastal ecosystem. Network measures and preferential fishing zones can be used as indicators to assess the degree of availability and preparation for the implementation of new uses in the fisheries sector associated with tourism and heritage.  相似文献

Illegal practices of marketing licences and holding multiple Lobster licences have been developed through time by fishermen in the Maritimes Provinces of Canada. The consequences of these practices have an impact on fishing activity that interferes with management goals and efficiency and threatens social organisation of fishing community. This article shows their development through the back and forth movement between the building of limited entry policy and fishermen's responses to it since the introduction of limited entry to the Canadian lobster fishery in 1967. Recent changes to American limited entry policies in Massachusetts and the Maine have attempted avoided some of the problems experienced in Canada.  相似文献

One hundred and twenty-four fishing areas were identified and georeferenced according to fishermen's traditional ecological knowledge. Nearly 80% of the designations of the fishing areas were known by fishermen only and are registered for the first time. Fishermen identify fishing areas according to depth, wooden logs used to anchor fixed nets, gradation of water transparency, and traditional use of certain areas. This study reveals the richness of knowledge held by fishermen, it illustrates their solid straight relationship with the natural environment where they live, and shows the potential uses of TEK for fisheries management.  相似文献

Due to a high number of fatalities and personal injuries, commercial fishing is considered a risky occupation. In the Norwegian context, work-related fatalities have been especially prominent in the coastal fleet. Despite high statistical risk, many fishermen claim they do not worry about their work being dangerous. Applying a qualitative approach, this article argues that shared beliefs and practices such as common sense, taking precautions, evaluating risk as well as relying on each other through cooperation on board and amongst vessels, can be understood as integrated or institutionalized ways of dealing with potential risk. These elements interact with the individual's personal experiences, and influence the fishermen's perceptions of the dangers at hand. The points presented here, may be a part of the reason why fishermen do not necessarily see the need for formal regulations aimed at improving their safety.  相似文献

As with the global scenario, a number of climate change ‘symptoms’ are being detected in Malaysia. Local scholars have looked into the problems of rising temperature, rising sea level, extreme rainfall and extreme winds, which are causing coastal and mangrove erosion and degradation of marine resources. In turn, these issues are affecting the small-scale fishermen who rely heavily on weather stability to conduct their social and economic routines. This paper analyses six adaptation strategies, namely, reducing the risks associated with fishing routines, strengthening social relationships, managing fishermen's climate change knowledge, facilitating the community's learning of alternative skills, involving fishermen in climate change adaptation planning, and enhancing fishermen's access to credit. These suggestions are hoped to provide basis for concerned parties to develop adaptation strategies that are in line with small-scale fishermen's needs, abilities and interests.  相似文献

One of the reasons for the failure of some Marine Protected Areas (MPAs) is the lack of respect for their boundaries and regulations, which intensifies the need to assess the attitudes of stakeholders affected by MPAs. To this end, it is necessary to know the perception and behavior of resource users in these areas in relation to the management process. This study addressed the perception of different groups of fishermen in three MPAs that allow sustainable use of resources on the Brazilian northeastern coast. The perception analysis was based on four aspects: biodiversity conservation, flexibility and adaptability of fishermen, participation in management and opinions about the MPA. The interviewed fishermen (n=100) were classified into natives or immigrants,≥than 40 years old or <40, predominant use of selective or nonselective fishing gear and part or full time fishermen. The results showed that younger fishermen and the ones who use selective fishing gear presented a more conservation prone perception; nonselective fishermen and part-time fishermen were more flexible and adaptable to changes; and younger fishermen tended to agree more with the establishment of the MPAs. Taking these differences in perceptions among fishermen into account could serve as a basis for improvements in the management and conservation of fishing resources, besides helping predict possible future behavior due to changes in management policies.  相似文献

This paper analyses the perceptions of Spanish fishermen working in Atlantic fishing grounds on current fishery regulation measures and the possibility of introducing transferable rights as is established in the EC's latest proposal to reform the Common Fisheries Policy. A survey was conducted through face-to-face interviews and ordered logistic and multiple regression models to identify which characteristics influence fishermen's perceptions and attitudes. The results show that the fleet segments most in favour of implementing ITQs correspond to industrial fishing, while the smaller-scale fisheries (artisanal, gillnets, longline and coastal trawl) are more in favour of a system involving individual effort (fishing days or kW days), transferable or otherwise.  相似文献

Bycatch reduction technologies (BRTs) have been developed to limit the incidental capture of non-target marine species in fishing gear, especially those species of special concern. However, in the absence of enforcement, the proven effectiveness of a BRT alone does not guarantee its adoption by fishermen. Human factors also play a fundamental role. This case study was directed at evaluating the willingness of Sicilian longline fishermen to use relatively large circle hooks (size 16/0) as a BRT for the loggerhead sea turtle Caretta caretta. Fishermen were involved in testing circle hooks with their fishing vessels and their own commercial fishing gear, and their opinions before and after trials at sea were recorded. The present study showed the importance of creating a positive human context for testing a BRT. Findings provided additional confirmation about the usefulness of relatively large circle hooks to reduce the bycatch of loggerhead sea turtles on drifting longlines. Interviews before and after trials at sea indicated that socio-economic and emotional factors are essential for successful uptake of BRTs. Crews of large fishing vessels stated that they would be willing to use circle hooks in months with a high probability of turtle captures (June-September) if an economic incentive was provided and there was also public acknowledgement of their efforts. The fishermen's cooperatives association involved in the project is currently evaluating the creation of a product label identifying the harbors where fishing was performed using circle hooks.  相似文献

Seasonal fishing closures are often used in fisheries management to conserve overfished stocks. As one of the unintended consequences, fishermen often contend for maximizing catches immediately after reopening fisheries. The resultant large catch landings in a short time period(i.e.,pulse fishing)may undermine the benefit of closure. We implemented an end-to-end model OSMOSE-JZB(Object-oriented Simulator of Marine ec OSystem Exploitation OSMOSE)modelling ecosystem in the Jiaozhou Bay located in China to evaluate the impact of pulse fishing on the effectiveness of seasonal closure at levels of fish community, population, and individual. Our study demonstrated that the three-month closure was successful in conserving fish stocks. There were small variations on ecological indicators(i.e.,total biomass of the community, mean trophic level of the community, mean trophic level of the catch, and Shannon-Wiener biodiversity index)when pulse fishing occurred.Pulse fishing seemed not to result in a great shift in community structure.Compared to other species, the biomass of two large predatory fishes were more susceptible to pulse fishing.Pulse fishing could change the pressure of predators to fish stocks via food webs, especially for young individuals. Our simulations indicate that we can improve the effectiveness of seasonal closure by managing pulse fishing.Although the results derived in this study may be specific to the target ecosystem, the general approach is applicable to other ecosystems when evaluating fishing impacts.  相似文献

Fuel consumption in fisheries is a primary concern because of its effects on the environment and the costs incurred by fishermen. Many studies have been conducted to reduce the fuel consumption in fishing operations. Fuel consumption due to fishing gear during a fishing operation is generally related to the hydrodynamic resistance on the gear. This means that fuel consumption is proportional to the drag created by the towing speed. Based on numerical methods, this study suggests a new approach to reduce fuel consumption in fisheries. The results of the simulation are in good agreement with those of model experiments. The total as well as partial resistance forces on the gear are calculated by simulation. The simulation results suggest improved materials and gear structure for reducing the hydrodynamic forces on the gear while maintaining gear performance. The method for assessing the gear performance involves measuring the height and width of the net mouth. Furthermore, this study investigates the efficiency of a low-energy trawl from an economic point of view. The findings of this study will be useful in reducing greenhouse gas (GHG) emissions in fishing operations, and thereby contribute toward lowering fishing costs by saving fuel.  相似文献

In the different proposals about fishing resources management systems there is a trend to consider that some incompatibilities exist between forms of management (public intervention or co-management) and the use of instruments based in creating market of fishing rights. In this paper, we will try to leave behind this incompatibility by means of a new concept of management system, which distinguishes accurately the instrument from the institutional framework under which the former is applied. We can see the usefulness of our concept in the European Union fisheries management. Although there is a common policy for all Member States, the way some countries have implemented the Community Regulations has changed the institutional framework which determines the fishermen's activity. The results of our analysis become more outstanding since The Green Paper on the Future of the Common Fisheries Policy emphasises the need to share with the fishermen the drawing-up of the fisheries policy.  相似文献

The dangers associated with commercial fishing are well documented, and fishermen consistently face one of the highest job-related mortality risks of all US occupations. This study explored fishermen's perceptions of these risks in a representative sample of Maine commercial fishing vessel captains. Data were collected on sociodemographic characteristics and risk preferences during sea boardings of working commercial fishing vessels (n=233) along the full extent of the Maine coastline. Trends in perceived risk were explored across the various sociodemographic categories. Fishermen in this study consistently undervalued their true occupational risk, and rated it as average despite consistent evidence to the contrary. Those more likely to downgrade the risk of fishing included state registered vessels and those found to be non-compliant with existing safety regulations. Less educated fishermen and those who come from a fishing family were also more likely to underrate the risks, as were those fishermen who displayed risk-loving tendencies in other facets of their lives such as smokers and those who did not use seat belts. Middle-aged fishermen were also more likely to underrate the risk than the youngest and oldest groups, suggesting that overconfidence grows and then wanes over time. The results of this study strongly suggest that the current safety training and awareness programs targeting fishermen are inadequate. Furthermore, widespread voluntary participation in organized safety training is unlikely since the majority of fishermen believed that the risks were not relevant to their own activities.  相似文献

The recession in the French fishing industry in the early 1990s led to disastrous human and economic situations. In response to this crisis some groups of commercial fishermen committed themselves to finding a way to enhance their profitability and adapt their production to meet the demand. Their efforts led to the implementation of a quality scheme (Bretagne Qualité Mer, Ligneurs de la Pointe de Bretagne, etc.) to ensure the freshness and quality of their products. The relationship between the enhancement project fishermen's incomes and the consequences for resource usage are analysed in the Valpêche research programme (Rapport final du programme Valpêche, 2002, 340 [1]). The fishermen's attitude towards the enhancement programme was analysed with surveys of 185 and 60 skippers working along the Channel, from Brest to Boulogne. The surveys were designed to investigate the success of the enhancement programme and its knock on effects. At first, we focus on the question of the relative adaptability of official certification standards for aquatic products, then, we analyse the level of uptake from the industry. We also use a preliminary cost–profit and cost–efficiency approach to interpret the impact that such programmes have on fishermen's incomes. Finally, we focus on the impact of such a programme on the level of effort expressed by the fleet, in other words the incentive to fish more or less. The paper ends by considering how a product enhancement programme could be combined with increasing incomes and better management of the resource? In this respect, we rely on the results of the survey that was done among fishermen adhering to the marketing programme “Ligneurs de la Pointe de Bretagne”.  相似文献

The development of a typology of the Greek small-scale fishermen, based on socio-economic and fisheries information was examined using data from 551 fishermen interviews in 18 prefectures of Greece. The fishermen are relatively aged, they have mostly attained elementary education and their annual income is low. The catch is traded in both the wholesale and the retail market. The income from fisheries is significantly higher in continental than insular prefectures and higher in the Aegean than the Ionian Sea. The fishermen were categorised in three groups of dependence on fisheries (high, medium and low) according to the percentage of income originating from fishing, with more than 60% of the fishermen belonging to the high dependence group. There were significant differences among these groups in the fishermen age, annual income from fisheries, vessel length and the yearly days of fishing activity. The nature of the fishing licensing system and its implications for management are discussed and also compared to other European and Mediterranean countries. The individual treatment of the identified groups in the licensing procedure is discussed with regard to its fisheries and social impact. The pronounced geographic features revealed by the study on the level of dependence on fishing suggest that the regional particularities, linked to ecosystem heterogeneity, should be considered carefully in the management process.  相似文献

This study investigated the effects of legal and societal punishment on fishermen's compliance behaviour, according to fishermen's age and level of dependency on fisheries, through the use of interviews and scenarios. Ninety-five fishermen living in a coastal park (Ponta do Tubarão Sustainable Development Reserve) in the Brazilian northeast, where controlled exploitation of natural resources is allowed, took part in this study. The results showed that age alone would not affect compliance, regardless of the level of enforcement. However, it was noticed that the fishermen who claimed to depend on the money provided by fisheries, regardless of their age, were more likely to say that they would not comply, even if enforcement were stricter. The scenario analysis showed that increased monitoring and punishment (including societal pressure) could enhance compliance, especially among younger fishermen, who claimed not to depend solely on fisheries. Therefore, fisheries management should also consider differences in social groups, and not focus solely on the enforcement and punishment mechanisms, assuring that livelihood options that consider different social needs are provided.  相似文献

The aim of this paper is to compare the criteria for eco-labeling of wild-caught fish in the Norwegian eco-certified fisheries, and to study if these eco-labels affect the harvesting patterns of Norwegian fishermen. The eco-labels Marine Stewardship Council (MSC), KRAV and Friend of the Sea (FOS) as applied in 2009 were studied. In this study, the harvesting patterns are defined by using the following parameters: season, catch area, size of fishing vessel, gear type, bycatch, location of landing site and distance to the fishing ground. KRAV had more specific criteria than did MSC and FOS in specific fisheries regarding time of the fishing effort, catch area, size of fishing vessels, gear type (e.g. hook size, and the use of beam trawlers was not permitted) and distance to the fishing ground. The findings show that few of the eco-label requirements influenced these aspects in Norwegian fisheries.  相似文献

Marine Protected Areas (MPAs) have long been advocated as effective management vehicles for promoting long-term conservation of marine resources and biodiversity. However MPAs are failing in their conservation goals, impeded by insufficient funds and a heavy reliance by low-income populations on natural resources.Investigation into a potential payment for environmental services (PES) program for marine protection was conducted in La Paz, Baja California Sur, Mexico. Surveys elicited tourists' willingness to pay (WTP) to reduce fishing pressure in Espíritu Santo Marine Park. Interviews with local fishermen investigated necessary levels of compensation in order to cease fishing, by proxy of required salaries in alternative employment outside of the fishing sector. Results indicated that required compensation values outweighed WTP by the tourist sector. Median WTP per trip amounted to US$12.50 and US$30, additional to pre-existing price, for day excursions and longer trips respectively. Median willingness to accept of fishermen was approximately US$135 per week, at time of survey, and required compensation was US$60 per week. Aggregated median WTP was able to cover annual compensation costs for approximately half of the fishing population. That fish stocks were not in collapse, thereby not creating sufficient scarcity and decreasing opportunity costs, and potential high transaction costs were identified as constraints of the proposed PES scheme. However, PES for marine protection should not be dismissed entirely; sites which are less productive and where fishermen's opportunity costs are low will be more suited to such a compensation scheme. Furthermore PES can work alongside existing markets.  相似文献
