The harbour porpoise (Phocoena phocoena) is the focus of a range of conservation efforts and policies, including the Habitats Directive, aimed at reducing the bycatch of non-target species in gillnet fisheries. This paper describes the governance process and analyses the governance mechanisms and conflicts surrounding ongoing fisheries management planning with a focus on two Natura 2000 sites in the Danish part of the Skagerrak Sea designated to protect harbour porpoises. Responsibility for developing fisheries management for Natura 2000 sites is solely the remit of the fisheries agency, including mechanisms related to stakeholder involvement. This approach fuels the efficiency of the decision making process, while full transparency and/or co-decision becomes less of a given within a ministry for an economic sector compared with the environment ministry. In relation to porpoises, conflicts are driven mainly by the economy and the varying perceptions of the bycatch issue, with great differences between government, NGO's and fishers. Interviews with fishers and fishing effort data reveal intra-sectoral conflicts pertaining to the incompatibility of active trawling and passive gillnetting in the areas. The paper questions the overall approach to managing the harbour porpoise bycatch issue in light of Natura 2000 and discusses the role of science and its high level of influence in this planning process.  相似文献

New Zealand's quota management system (QMS) was implemented in 1986 to address problems caused by a regulated open entry management system in place for the previous two decades. Excess capacity in the inshore fisheries caused several stocks to become depleted and conflicts to intensify between fishing sectors. The allocation of individual transferable quota (ITQ) was viewed as the best way to improve efficiency within the over-capitalised inshore fisheries and provide incentives for developing the deepwater fisheries. The expected benefits of the QMS fit with the political climate at that time, as the government was using market forces to address the deteriorating economy. This article outlines the results of a research project that involved four medium to large-sized, highly vertically integrated New Zealand seafood firms. The purpose of the project was to identify these firms’ sources of competitiveness in export markets and the process the firms used to develop sources of competitiveness, while adapting to rapid and radical changes to the political and business environment and transformation of the fisheries management system. The project's results show that the basis to seafood firm competitiveness is the security of supply to the fisheries resource provided by the QMS and aquaculture legislation. The project also outlines the role that government policies have in sustaining firm- and industry-level competitiveness. This article contributes to the broader discussion on the application of ITQ and other types of long-term access rights to the management of fisheries and does not express the views of the Ministry of Fisheries.  相似文献

Icelandic fisheries have been managed by individual transferable quotas (ITQs) for a decade but there is still no consensus about the quota issue. Distributional effects of ITQs, in terms of income distribution between owner and crew, and the vulnerability of fisheries communities short of quota, have been in the centre of the debate.The author discusses changes in stakeholder involvement in policy-making, conflicts of interest and legal disputes linked to the ITQ-system. By way of conclusion, some options for resolving conflicts and reaching consensus on the fisheries management issue are discussed.  相似文献

According to the Food and Agriculture Organization of the United Nations, overcapacity in the fishing fleet poses a fundamental challenge in fisheries. Overcapacity leads to an increased pressure on fish stocks and a decrease in economic profit. The fishing fleet is marginalised economically, and overcapacity creates allocation conflicts between different gear and vessel groups. In addition, the expenses to control and management increase. Although Norwegian authorities have introduced several restrictions, for example total allowable catch, licenses, vessel quotas, and other regulatory measures, this article shows that the problems connected to overcapacity persist. Analyses of the technical capacity development show that there is an overall capacity expansion although the number of vessels is reduced. This development is an indicator of the dynamics of technological development over time, and the article discusses whether the concept of technology is sufficiently integrated into fisheries management. The important question now is whether analyses of the technical capacity development can serve as a positive supplement to the traditional fisheries management, which largely is based on input from the scientific disciplines biology and economics.  相似文献

This paper examines ways to reduce conflicts and improve the sustainability and value of marine recreational fisheries by fully integrating the recreational sector into the management of fisheries. One possibility involves a novel approach, here called angling management organizations (AMOs), which combines three of the more pervasive and promising trends in fishery management worldwide—management devolution, strengthened harvest rights, and co-management. AMOs are community-based organizations that are designed to conform to seven basic principles of integrated fishery management, which are described below. AMOs are loosely related to rights-based producer organizations in commercial fisheries, and are expected to strengthen resource stewardship, reduce enforcement and monitoring costs, alleviate management conflicts, and produce greater long-term net economic benefits in recreational fisheries. The other organizational structures considered here, including the management status quo, do not conform to all seven principles and are not expected to be as effective as AMOs.  相似文献

Although failures and successes in fisheries management are related to decision making processes, these are rarely analyzed in detail and even less often following quantitative or semi-quantitative approaches. Herein, we study the decision making process for Chile's most important fisheries using a binary decision model. This model evaluates the probability that an annual total allowable catch (TAC) will or will not be modified by the National Fisheries Council (NFC) based on biological, economic, and social factors. We also analyze some aspects of individual voting, particularly whether the members vote against or abstain from voting on the proposed TAC and if they prioritize resource conservation objectives. Our results indicate that the risk of over exploitation for many important stocks in Chile is aggravated by failures at the decision making level: the scientifically recommended TACs for those fisheries that generate higher levels of employment and have greater economic value are normally increased. This analysis shows that the NFC has clearly prioritized short-term economic and social objectives over resource conservation goals. We discuss the need to adjust the composition and functioning of the NFC in order to ensure long-term sustainability of the fisheries.  相似文献

The Salmon industry in Norway includes three sectors, namely sea and river fishing for wild salmon, and salmon farming, or aquaculture. The three sectors provide different social, economic and cultural benefits to society, but also face many problems and challenges. They have different interests, practices, traditions and audiences, and are also administered by different authorities and regulated under varying management regimes and legislations. On the one hand, they complement each other in terms of product supply, employment creation and income; on the other hand, they face conflicts over management objectives and strategies. This paper provides an overview of the salmon sectors associated with their status, challenges and management regimes. It further analyzes their interests and conflicts over economic contribution and management. Finally, some potential solutions are suggested in an attempt to solve these conflicts.  相似文献

While the economic and environmental benefits of fisheries management are well accepted, the costs of effective management in low value fisheries, including the research necessary to underpin such management, may be considerable relative to the total economic benefits they may generate. Co-management is often seen as a panacea in low value fisheries. Increasing fisher participation increases legitimacy of management decision in the absence of detailed scientific input. However, where only a small number of operators exist, the potential benefits of co-management are negated by the high transaction cost to the individual fishers engaging in the management process. From an economic perspective, sole ownership has been identified as the management structure which can best achieve biological and economic sustainability. Moving low value fisheries with a small number of participants to a corporate-cooperative management model may come close to achieving these sole ownership benefits, with lower transaction costs. In this paper we look at the applicability of different management models with industry involvement to low value fisheries with a small number of participants. We provide an illustration as to how a fishery could be transitioned to a corporate-cooperative management model that captures the key benefits of sole management at a low cost and is consistent with societal objectives.  相似文献

Spatial boundaries have become an indispensable part of regimes and tools for regulating fisheries, with examples including marine protected areas, regional fisheries management organizations and Exclusive Economic Zones. Yet, it is also widely acknowledged that boundaries are a social construct, which may be resisted by both fishers and fish ecology. The ensuing spatial and institutional mismatches have been shown to frustrate management efforts, exacerbating issues of non-compliance and ultimately leading to conflicts and overfishing. Interestingly, the often static and rigid nature of these boundaries has also led to a concomitant research interest in ‘transboundary’. This paradoxical situation of more boundary-setting entailing more transboundary thinking warrants a deeper understanding about boundaries and the role of transboundary research in fisheries. The aims of this review article are twofold: (1) a theoretical clarification on the meanings and uses of spatial boundaries drawing on geographical “boundary studies” literature; and (2) a construction of a typology that outlines how transboundary research is being articulated and envisioned. Together, the study reveals that transboundary scholarship in fisheries are mostly related to resources, fleets, trade and governance aspects and that dealing with the “boundary paradox” encompasses re-incorporating, re-scaling and re-imagining of boundaries. This article provides a conceptual basis for reflecting upon boundaries in world's fisheries and opens up discussions for a more nuanced boundary application that can better cope with multi-level interactions and dynamicity.  相似文献

Successful species conservation typically results in conflicts between wildlife protection and economic uses of natural resources as in fisheries and aquaculture. This article shows why managing these conflicts require a more comprehensive approach than currently pursued by endangered species conservation programmes. Against the background of several case studies focussing on wildlife conflicts in European waters this article derives two challenges for institutional response: First, the question of mandate—which societal actor initiates management related processes that require multiple actors to collaborate? Tourism is accepted as natural part of the socioeconomic fabric and is juxtaposed with fisheries in some coastal areas in Taiwan. This is the result of governmental policy on diversifying fisheries into tourism. This paper examines how this policy plays out in the context of a declining offshore fisheries industry and a rising demand for marine leisure opportunities. The paper utilizes documentary analysis and personal interviews with relevant stakeholders. It shows diversifying fisheries into tourism is the right direction for progress on the government agenda. However, conflicts between resource users, lack of community capacity, fisher’s business skills, and human resources in local governments, and low market penetration combined together to militate against the success of the policy. It argues for the need to establish negotiation mechanisms, build community capacity, encourage education and training programs, and introduce new coastal economic activities for future improvement. The paper finally suggests a holistic approach with integrated coastal management practices for the fisheries diversification development.  相似文献

The present study assessed trends in resource-use, partitioning and management in the Ungwana Bay fishery, Kenya, using surplus production models. The fishery is one of East Africa’s important marine fisheries sustaining a bottom trawl commercial fishery and a resident-migrant artisanal fishery. Two models: Schaefer (1954) and Gulland and Fox (1975) were applied to catch-effort data over a 21-year period to model maximum sustainable yield (MSY) and optimal effort (fMSY) to examine the status of resource exploitation and provide reference points for sustainable management. In the artisanal fishery, model MSYs range from 392-446 t to 1283-1473 t for shrimps and fish respectively compared to mean annual landings of 60 t for shrimp and 758 t for fish. These landings represent <50% of the model MSYs suggesting under exploitation in the sub-sector. Moreover, current fishing effort applied stands at <0.5 fMSY. On the other hand, mean annual landings in bottom trawl commercial fishery, at about 330 t for shrimps and 583 t and fish represent about 90% of the model MSYs of 352-391 t and 499-602 t for shrimps and fish respectively. Therefore, the bottom trawl commercial fishery is likely under full exploitation. Similarly, the current effort is estimated at >0.7 fMSY. Resource management in the bay is faced with numerous problems including resource-use conflicts, poor economic conditions in artisanal fishery, poor legislation, and inadequate research augmented by poor reporting systems for catch-effort statistics. Thus, the fishery lacks clearly defined exploitation regimes. Fisheries research and assessment of the marine resources are important for sustainability of the fishery. Moreover, income diversification in the poverty ridden artisanal fishery would go a long way in addressing resource-use conflicts and use of deleterious fishing methods in the sub-sector. Borrowing from the successes of the Japanese community-based fisheries resource management (CBFRM) which has easily resolved numerous fisheries management issues in coastal small-scale commercial fisheries, and the beach management unit (BMU) system which has been applied to the artisanal fisheries of south coast Kenya with enormous benefits, it is envisaged that a hybrid CBFRM-BMU system presents the best approach to sustainable resource-use in the Ungwana Bay fishery.  相似文献

Improving the economic performance of fisheries is becoming increasingly important in fisheries management, and in some cases, maximum economic yield (MEY) is set as a key management target. However, recent critics of MEY as a management target have argued that a decline in the level of fishing activity necessary to achieve the target will result in a subsequent loss of economic activity elsewhere in the economy and, potentially, a net loss to society. In this paper, an input–output framework is used to estimate the net economic effects of achieving MEY in several Australian fisheries for which there is information on their short- and long-term performances when moving towards MEY. While overall losses were found in the short term, achieving MEY was found to result in a net economic benefit to society in the longer term. Local coastal communities in particular were found to benefit, although some losses were incurred elsewhere in the economy.  相似文献

There is a need for effective mechanisms to be in place in order to allocate fishing possibilities. This seems crucial so that distributional concerns regarding this issue are properly addressed. This paper aims at providing insights into the allocation of fishing possibilities from Basque fisheries. We put forward this case in terms of its outcomes to the incentives deployed by the allocation system. The institutional substratum plays a key role in the outcomes of the system. In fact, the fishermen's traditional collective approach predominates even though the management system tends towards individual rights allocation and promotion of rights transferability. Intertidal clam fisheries seem ideal candidates for the devolution of management authority from government to local stakeholders. In St. Mary's Bay, Nova Scotia, a private firm recently applied for a 10-year renewal of a large (1,627 ha) lease for quahog clam aquaculture. This case study examines the challenges of implementing community-based natural resource management (CBNRM) in rural fisheries within a broad integrated coastal management (ICM) institutional environment that favours corporate stakeholders. The challenges facing clam harvesters in rural Digby Neck, Nova Scotia arise from poor communication and coordination within government and between government and communities, as well as higher-level policy conflicts. The most important challenge arises from ‘stealth privatization’ of clam beaches. A single firm was granted rights of first refusal to depurate all clams harvested from closed (polluted) beaches in the region, resulting in the de facto privatization of all (polluted and unpolluted) clam beaches. Experiences in other parts of Canada suggest there may be community-based governance approaches that avoid the pitfalls associated with corporate management of clam beaches. New thinking is required about how to moderate the ‘privatization paradigm’ so prevalent within senior levels of government in order to ensure environmental and social sustainability in rural fishing communities.  相似文献

The pressure on aquatic renewable resources has rapidly increased over past decades as a result of both sustained high demand and technological innovation. The relative scarcity of fishing resources is not new, but it seems today to have become a generalised phenomena for most aquatic ecosystems from local to oceanic scales. Either motivated by the desire to regulate conflicts between groups of fishermen (gears, communities, etc.) or to improve efficiency by internalising part of free access externalities, fisheries management appears fundamentally to represent a process of access rule definition and implementation. Whatever is the instrument (output or input based, regulatory or economic, market oriented or not) it is the structure of access rights that is initially affected. There is nothing original in the fact that increasing relative scarcity calls for property right structure changes. It is also not surprising that in many cases, creating an access right structure provides an opportunity for a market expression of resource value. But in the case of fisheries resource appropriation is not as simple or easy as on land. Mobility and variability of the resource, diversity of fishing techniques interacting over stocks or areas, makes the case more difficult. Furthermore, management instruments are not as similar as the economic theory of management implies. Therefore, there is no straightforward answer. This is the reason why many different routes have been chosen to regulate world fisheries. In practice, efficiency and equity objectives are rarely successfully met. The European Union, with the Common Fisheries Policy and the various local or national management schemes, offers a fair range of such examples. Referring to European examples, the key issues in the debate over fisheries management are considered.  相似文献

Most fisheries management studies have concentrated on understanding resource dynamics and have paid less attention to understanding the dynamics of those who use the resources. This situation limits the knowledge about the fisheries system as a whole and specifically about the viability of management schemes. It is vital to understand how the actors within the fishing sector (fishing firm owners/managers, fishers, fisheries managers, and traders) may respond to changes in fishing resources trends, market dynamics, and fisheries policies before they are implemented. These issues are explored in this paper by applying a longitudinal analysis of the Yucatan Mexico's fishing industry. The analysis is presented within the framework of the theory of change and coping strategies. The study primarily involved interviews during 2008 with the main owners of companies in the fishing industry and with fisheries managers and other stakeholders. Time-series catch data on the main fishing resources are also reviewed to evaluate changes across three historical periods and describe how the actors have perceived and responded to those changes. Given conditions of uncertainty in resource availability, changes in market demand and changes in institutional arrangements, the viability of traditional business and resource management practices are discussed. The analysis presents different kind of triggers that have modified the conditions of the fishing sector and had had impacts on the socio-economic–ecological system in which fisheries are embedded. The need for adaptive strategies in the whole chain of the fisheries business and resource management is stressed, given the current changes and conditions of fisheries. The discussion states a series of actions that could improve the relationships between business practices and fisheries management.  相似文献

The Falkland Islands has successfully met many challenges in the management and development of its fisheries resources over the last 20 years. To meet a new set of challenges the current licensing system based on the allocation of non-transferable, variable duration licences to individual vessels is being replaced by a system of long-term individual transferable rights owned by Falkland Islanders. The anticipated gains are enhanced economic performance of the sector because fishing businesses have increased security and flexibility, rapid diversification from harvesting into value-added activities and increased international competitiveness as poorly performing companies sell rights to well performing companies. Implementing a rights-based regime in a small coastal state is challenging. Thin markets for rights, a desire to maintain local control of fishing rights, and a dependence on foreign direct investment in the fisheries sector are key considerations in the design of an effective and efficient management regime. Starting operation in 2006/07, the new rights-based management system provides a model for small coastal states or small industrial fisheries that previously had considered rights-based systems too complex to implement and administer, despite the inherent advantages of rights-based management.  相似文献

A multi-objective programming model has been applied to investigate conflicting goals of the Norwegian cod fisheries. The goals included in this article are economic rent and employment. Fisheries managers are confronted with the problem of how best to allocate the total allowable catch (TAC) of cod among eight vessel groups. Compromise solutions taking into account both objectives by giving them equal weights in the multi-objective programming model are calculated and discussed. This article is an extension of an earlier article in which the trade-off analysis was performed using data only for North Norway and one particular year. The present analysis includes the entire Norwegian cod fisheries and is carried out using time series data for 2003–2007, examining the annual variations of key economic and technological parameters of the cod fisheries. Based on the results from compromise programming, the article discusses management and policy implications of reallocation of the TAC by vessel groups.  相似文献
