Land use conflict within the Lal Lal Water Catchment is between landowners, the Shire, the Water Board and those directing regional pressures for development. It is exacerbated by inconsistency in building permit appraisal outcomes. The deliberations involved would clearly have benefited from access to spatial data sets through use of a Geographical Information System (GIS) during applications appraisal, in that inconsistencies are most obvious when mapped in relation to the criteria applied. GIS methodologies would ensure that information of a high standard was produced. Three strategic points are identified for the implementation of GIS: at the planning scheme formulation stage; the permit application stage; and the formal conflict resolution stage. Reference to GIS at the first two stages presupposes the existence of a local government area (LGA) spatial data base and a GIS/LIS that can output overlay maps. Application of GIS at the third stage is somewhat ‘after the event’. This study suggests that without such a regional review of the spatial patterns of permit appraisal criteria (including overland flow modelling) each appeal or negotiation is likely to yield an outcome that is inconsistent in relation to other cases. An LGA planning office maintaining a GIS with all layers relating to these criteria will have assembled its spatial data according to the requirements of its planning scheme and will make most use of it in a GIS at the permit appraisal stage.  相似文献

Abstract. The growing interest in teaching about geographic information systems (GIS) raises a number of issues concerning the effectiveness of conventional instructional methods. To convey basic GIS concepts and applications better requires much more emphasis upon visual media. One such medium is that of VHS (or Beta) videotapes. Six currently-available GIS-oriented videotapes are reviewed for this purpose. Their contents are summarized and an evaluation is made of the usefulness of each in classroom-based GIS instruction.  相似文献

Abstract In the United Kingdom, as in many other countries, interest is growing rapidly in the nature and capabilities of geographical information systems (GIS). Given the relatively small number of systems currently in use and, in particular, the very restricted number of individuals who have used GIS for a wide range of applications, a conflict of interests arises. It is desirable that education and training are provided on demand and that ad hoc queries are answered: yet the provision for this advice and teaching falls at present upon the most skilled and expert proponents and diminishes their capability to develop or exploit GIS in other ways. The increase in demand for training can, in principle, be satisfied by the creation and use of a computerized tutor which deals with the fundamental concepts of GIS. ARCDEMO is a demonstrator, a primitive tutor, developed to show the capabilities of the ARC/INFO GIS, and its design and implementation arc described. The system contains both text and multicolour graphics, sections of which can be viewed in sequence or selectively from a menu. Operations covered by the demonstrator include: automatic validation and correction of data; change of projection; selective retrieval of spatial data; map overlay; and network analysis. A second demonstrator, called ECDEMO, was developed from the basic structure of ARCDEMO but illustrates an environmental data base established for the European Community. We describe the extent of use and successes and failures of these demonstrators and, on the basis of this experience, we set out desiderata for fully-fledged tutors, suggest the contributions which could be made by knowledge-based systems, outline the machine and human resources needed for running such tutors and conjecture the merits of an international collaborative project to set up a GIS tutor with appropriate national data sets.  相似文献

Abstract

GEOVIEW, an integrated system, uses relational database technology and a graphics package (Graphical Kernel System) to offer a flexible environment in which to develop applications of geographical information systems (GIS). It has facilities to represent data in different spatial data structures. Data are stored and retrieved efficiently by using variable length raw data. The unified representation offers the benefit of storing entities in a single relation and eases the process of overlaying different entities. GEOVIEW also provides a mechanism for tailoring user interfaces to suit the needs of different applications by means of a facility to generate macros and menus.

Processing requirements for GIS applications can be supported by using tools provided by relational database technology and by graphics packages. High-level language interfaces which can process dynamic statements and bind dynamic variables are needed to develop an efficient database interface module. A graphics segment facility is essential to provide editing functions and to maximize the use of the local processing power of graphics workstations in the graphics interface module. Further improvements in performance can be made by using the array fetch facility and linear keys for spatial searching.  相似文献

This article aims to develop a new type of temporal pattern analysis—temporal point pattern analysis (TPPA)—by treating the distribution of activities as a point pattern on a two-dimensional plane using the start time and end time of activities as axes. Geographic information systems (GIS) methods, which are originally used in spatial point pattern analysis in GIS, are introduced to support TPPA. This article presents a case study to understand the temporal patterns of the library visiting activities of university students using a four-week smart card data set in Chengdu City, China. Several methods from GIS are applied, including the measurement of mean centers, kernel density, nearest neighbor distances, and optimized hot spot analysis. Results show that the GIS methods can reveal a lot of information on the temporal pattern of activities, thereby proving the reasonability of the proposed TPPA of activities. 云计算将是下一代计算平台,云计算的发展必将带动与计算科学密切相关的地理信息系统学科的发展.本文采用文献分析方法综述了云计算的特征、云GIS内涵、关键技术和科学问题,指出云GIS是利用云基础设施获得大规模计算能力来解决GIS中海量空间数据的分布式存储、处理任务划分、查询检索、互操作和虚拟化等关键性科学问题,提高GIS 数据处理与管理能力,为计算密集型和数据密集型的各类GIS 服务提供高性能处理的技术.其基本内涵是空间数据的云特征,空间数据管理中的云计算特征.同时指出云GIS 将彻底突破GIS 既有的“专业圈子”,实现GIS自身的革命性突破,极大地扩展其市场规模.然后,本文介绍了云GIS平台,指出云GIS发展中的优势与不足;最后,从云GIS模式技术发展趋势、应用需求及教育专业需求3个方面展望了中国云GIS的研究进展.  相似文献

地理信息科学(GISci)尚不成熟,但中国地理信息系统(GIS)高等教育发展快速,因此GIS学科发展面临许多问题和挑战。尝试从哲学本体论、认识论和方法论角度探讨GIS学科中的几个基本问题:现实世界、概念世界、数字世界、空间认知、空间表达、空间分析与研究方法,同时从社会实践角度总结了GIS应用中的组织、管理与社会问题。1)系统总结地理空间、空间认知与信息表达的关系以及地理信息的基本特征;2)回顾GIS的概念与内涵演变,论证GIS概念的多样性与同一性,分析了几个代表性的GIS研究方向;3)在回顾地理学研究范式转变的基础上,探讨空间分析、知识产生过程以及基于GIS的地理学研究范式;4)辨析GIS与组织管理间的关系、GIS与社会间的互动关系,特别强调发展中国家GIS应用面临的问题。建议围绕“空间认知与表达”、“GIS方法论”、“GIS、组织与社会”进行跨学科研究,完善GIS学科体系。  相似文献

Abstract

A geographical information system (GIS) based study was carried out in a densely-populated watershed in Nepal. An evaluation of land use change between 1972 and 1990 indicated that there has been an increase in forest and agricultural land area and a decrease in shrubland and grassland area. GIS techniques were used to produce single and composite fertility index maps, which can be used for problem identification and planning. These maps indicate that forest soil fertility is generally poor in the watershed. GIS was found to be very beneficial in addressing critical resource issues in small watersheds in developing countries.  相似文献

Abstract

Geographical Information Systems can be used for processing spatial data to assess the risks of environmental contamination. Their use depends upon the amount and quality of available data, the models for interpolation and calculation of health risk, data processing procedures and interactivity. In this study, it is shown that interactive use of GIS is important for obtaining physically relevant results. Three forms of interactivity are distinguished: interactivity by means of user interfacing, interactivity requiring additional information outside GIS and interactivity when changing the use of GIS. Three stages in which interaction with GIS are crucial can be distinguished: application of geostatistics, choice of appropriate models, and decision making. This study focuses on three cases in The Netherlands dealing with soil contamination and soil stress analysis and with implications for risk assessment in which interactivity within GIS is analysed. Emphasis is given to contour volumes of polluted soil, to combine GIS with deterministic models and to apply land use scenarios. Finally, there is a discussion of how some forms of interactivity could be replaced by expert systems.  相似文献

ABSTRACT

The establishment of the National Key Centre for Social Applications of Geographical Information Systems (GIS) in 1995, under the directorship of Professor Graeme Hugo, was a turning point in the use of GIS in Australia. The field of GIS, previously dominated by environmental applications, now broadened its focus to include populations, services and the interactions between people and the environment. Social applications of GIS offered a unique opportunity to make service planning, reporting, funding allocations and research both smarter and fairer. Geography and geographic relationships as implemented in GIS became the integrating platform for social spatial information, invigorating social research, planning and policy. A key strength of this approach, recognised by Professor Hugo, was the ability to ‘put people back into the planning process’. Further to being an integrating platform, GIS also offered the ability to generate new information and knowledge, which could facilitate evidence-based decision making. This paper focuses in particular on providing a written record of the development of the Accessibility/Remoteness Index of Australia (ARIA) suite of spatial accessibility indices. The lasting legacy and continued relevance of this work in social applications of GIS is also reviewed in this paper, with reference to key examples of how social research and planning in Australia have been made both smarter and fairer through the contributions of Professor Hugo and his team.  相似文献

Findings of a study that investigated conditions associated with introducing Geographic Information Systems (GIS) into pre-college curricula are described. Questionnaires, field observations, and interviews provided the principal data sources. Key implementation issues were organized into a conceptual model that integrates factors connected with educational applications of GIS. This article also introduces the GIS Readiness Survey, a self-administered questionnaire that enables potential users to assess the status of conditions associated with the classroom introduction of this technology.  相似文献

Since the introduction of Xerox PARC Map Viewer, there is a high growth in the number of Web GIS (Geographical Information System) applications for public use in different contexts. These applications instruct, advise and provide the tools for spatial analysis to their users, and the people who use them depend or rely on these systems. Many of these users are non-experts who have no GIS expertise and a limited understanding of spatial data handling. These inherent characteristics of non-expert interaction establish risk and uncertainty, which are further increased due to the complexity of Web GIS interfaces. These issues of uncertainty, risk perception and dependence are all trust-related aspects. Online trust has been repeatedly identified as a major concept for online information systems and its value recognised as it influences the intentions to use and the acceptance of online systems and the overall user experience. However, there is a very limited understanding as to exactly how trust is constructed when people, especially non-experts, interact with Web GIS. To improve knowledge in this domain, this article explores the theoretical foundations on how trust can be investigated in this context. Trust studies (mainly from the e-commerce domain) suggest that a trust-oriented interface design may improve the trustworthiness of online systems, and such attention can be given to Web GIS interfaces. Such studies are reviewed and their applicability is considered in the Web GIS context, taking into consideration their special characteristics. A case study is used to discuss how some features may potentially influence the trustworthiness of Web GIS applications. This article concludes by suggesting future research directions for the implementation of a holistic approach, which is necessary to investigate trust in this context.  相似文献

Abstract

GIS have received increasing attention in recent years, particularly in local government. Despite the claims in the literature about the potential of the technology, to date there is still little information on the impact GIS applications are having on the organizations in which they are being implemented. With these considerations in mind this paper presents an evaluation of the findings of twelve case studies which were undertaken in a variety of British local government contexts during 1991 and 1992.

The evaluation of the findings of the case studies is divided into two parts. The first part indicates the limited impact GIS has had on the local authorities investigated even after at least two years experience. Given these findings the second part seeks to identify the issues which appear to be responsible for inhibiting the effective implementation of GIS in British local government. Overall it is suggested that some organizational cultures are inherently receptive and able to sustain the development of innovations such as GIS. However, whilst very few organizations are inherently innovative it was possible to identify four factors which appeared to enhance the chances of success. These are simple applications producing information which is fundamental to the work of potential users, user directed implementation involving the participation of all the stakeholders in the project, an awareness of the limitations of the organization with respect to the range of available resources, and a high degree of stability with respect to the general organizational environment, or alternatively an ability to cope with change. As a result the evaluation indicates that if GIS are to be effectively implemented much greater consideration must be given to the impact of organizational issues.  相似文献

Abstract

Incident solar radiation at the Earth's surface is the result of a complex interaction of energy between the atmosphere and the surface. Recently much progress has been made towards the creation of accurate, physically-based solar radiation formulations that can model this interaction over topographic and other surfaces (such as plant canopies) for a large range of spatial and temporal scales. In this paper we summarize our current work on solar radiation models and their implementation within both GIS and image processing systems. An overview of the effects of topography and plant canopies on solar radiation is presented along with a discussion of various options for obtaining the data necessary to drive specific solar radiation models. Examples are given from our own work using two models, ATM (Atmospheric and Topographic Model), a model based within an image processing framework, and SOLARFLUX, a GIS-based model. We consider issues of design, including GIS implementation and interface, computational problems, and error propagation.  相似文献

Abstract

This article is an agreed summary of a workshop held in Sheffield between 18-20 March 1991. The focus here is on three of the themes of the workshop: the mutual benefits of closer links between geographical information systems (GIS) and the methods of spatial data analysis (SDA); the specific areas of SDA that should be linked with GIS; how the linkage should be made in practice. Directions for future research are also reviewed. The emphasis throughout is on statistical SDA and principally from the perspective of human rather than physical geography.  相似文献

Abstract

As a result of advances in GIS, students from a range of disciplines (epidemiology, public health, medical sociology, and anthropology) are seeking to learn how to apply a mapped, spatial perspective to issues of disease and health. This paper describes a pilot program whose intent has been to develop an interdisciplinary, skills-based course in medical mapping using a case-based approach. The focus of its first module is the famous nineteenth-century case of a cholera epidemic in Soho, London. Here, however, that case–critical to a range of disciplines—is an opportunity to introduce modern GIS tools and their applicability to the issues surrounding the mapping of diseases in general.  相似文献

Abstract

Local government is one of the most important groups of users of geographical information systems (GIS). The significant interest amongst users and the varied demands to be made of GIS have stimulated discussion in many countries. This article presents some of the findings of a research project which is currently exploring the impact of GIS on British local government. The discussion examines the results of a comprehensive survey of all 514 local authorities in Great Britain. These findings provide an overview of GIS adoption in relation to type of local authority and geographical location. Particular attention is focused on the type of systems which have been adopted, the take-up of GIS over time, the software and hardware being utilized and the perceived benefits and problems associated with GIS. The results demonstrate that take-up has been most pronounced in the larger authorities, particularly in the southern part of Great Britain, with the most popular combination of equipment being Arc/Info software and workstations. For those authorities presently implementing a GIS, the technology is expected to improve existing capabilities for information processing rather than enhance decision-making or help achieve savings. In seeking these benefits authorities are encountering considerable problems which include basic technical difficulties in getting the equipment to work, data-related issues surrounding the collection, standardization and maintenance of geographical information, and profound organizational considerations associated with the introduction of information technology into complex environments. There is an urgent need for in-depth case studies which evaluate the experiences of users in relation to the vital process of implementation.  相似文献

Abstract

Geographic information systems (GIS) are computer-based tools for geographic data analysis and spatial visualization. They have become one of the information and communications technologies for education at all levels. This article reviews the current status of GIS in schools, analyzes the requirements of a GIS-based learning environment from constructivist perspectives, and discusses the major issues in the design of a constructivist GIS-based learning environment based on experience from the development of World Explorer, a GIS-based learning environment that provides a theme-oriented data and information base, supports multiple representations and multiple linkages of information, and facilitates interactive learning and knowledge construction.  相似文献
