This paper discusses relationships between soil conservation, carbon sequestration, and the Kyoto Protocol. The Kyoto Protocol is the first attempt to use the flexibility of the global market place to stabilize and reduce GHG emissions, mitigate climate change, and promote sustainable development. The protocol emerged first as a framework agreement, but through international negotiations it is progressing into sets of legal articles. These impose obligations on all signatories, but they also identify opportunities for improved environmental land management at local, national and international levels. This is particularly true for soil conservation, where the sequestration of carbon above and below ground increases soil organic matter, enhances soil fertility, and improves production, while concomitantly reducing atmospheric CO2. It is a classic `win-win' situation. Both the evolving opportunities and the obligations under the Kyoto Protocol are discussed in the paper.  相似文献

This paper presents an alternative framework to the approach currently embodied in the Kyoto Protocol for managing global climate change post-2012. The framework has two key provisions. The first is that each person in the world would be ‘allowed’ an equal amount of greenhouse gas (GHG) emissions. This is labeled the equity-first provision. The second provision focuses on incorporating risk concepts into the setting of GHG emission reductions. It is proposed that the global climate be managed as to avoid three categories of risks: (I) Substantial regional economic, political, and/or biological impacts; (II) Severe global economic, political, and/or biological impacts; and (III) Extinction of humans. Acceptable risk thresholds are suggested to be one-in-a-million, one-in-one-hundred-million, and one-in-ten-billion, respectively. This equity-first, risk-based framework overcomes many criticisms of the current Kyoto Protocol: it explicitly involves all countries on earth; it avoids several administrative issues that are anticipated to plague a global carbon emissions trading market; and it avoids several contentious issues associated with pegging carbon emission reductions to 1990 levels. Because the framework is risk-based and emissions are tied to population and not historic emission levels, the basic framework would not have to be frequently renegotiated, as will be needed for the Kyoto-style approach to take the world past that agreement's 2012 endpoint.  相似文献

Abstract

The possibility of using flexibility mechanisms as a way to achieve national commitments under an international agreement to reduce climate gases has been a hot issue throughout the negotiating process of the Kyoto Protocol. A variety of arguments either in favour of or against emissions trading have been put forward by different Parties and by different groups. The purpose of this viewpoint is to look further into the various arguments opposing emissions trading or favouring their restriction (which are really arguments that could be used against all the different flexibility mechanisms) and comment on their validity.  相似文献

However, guidelines for achieving the socio-economic and environmental objectives of the CDM, and other concerns with sinks projects, have yet to be elaborated. Independently of the Kyoto process, international efforts have advanced to define and certify sustainably managed forests through processes, such as that of the Forest Stewardship Council (FSC). In this paper, the FSC-US principles and criteria for sustainable forest management are evaluated in light of current concerns for guiding afforestation and reforestation projects in the CDM. It is found that the FSC criteria would help to meet some of the objectives of the Kyoto Protocol, including provisions to reduce the risk of premature carbon loss, and features that could somewhat lessen leakage of emissions outside the project area. Existing FSC monitoring and verification procedures provide some, but insufficient, overlap with expected requirements for measuring carbon stock changes. FSC principles and criteria articulate stringent guidelines for meeting environmental and social goals that reflect years of negotiations between environmental, timber, human rights and labor interests.  相似文献

Land-use activities that affect the global balance of greenhouse gases have been a topic of intense discussion during ongoing climate change treaty negotiations. Policy mechanisms that reward countries for implementing climatically beneficial land-use practices have been included in the Bonn and Marrakech agreements on implementation of the Kyoto Protocol. However some still fear that land-use projects focused narrowly on carbon gain will result in socioeconomic and environmental harm, and thus conflict with the explicit sustainable development objectives of the agreement. We propose a policy tool, in the form of a multi-attribute decision matrix, which can be used to evaluate potential and completed land-use projects for their climate, environmental and socioeconomic impacts simultaneously. Project evaluation using this tool makes tradeoffs explicit and allows identification of projects with multiple co-benefits for promotion ahead of others. Combined with appropriate public participation, accounting, and verification policies, a land-use activity decision matrix can help ensure that progressive land management practices are an effective part of the solution to global climate change.  相似文献

During the negotiations on the Kyoto Protocol, Brazil proposed allocating the greenhouse gas emission reductions of Annex I Parties according to the relative effect of a country’s historical emissions on global temperature increase. This paper analyses the impact of scientific uncertainties and of different options in policy implementation (policy choices) on the contribution of countries’ historical emissions to indicators of historical responsibility for climate change. The influence of policy choices was found to be at least as large as the impact of the scientific uncertainties analysed here. Building on this, the paper then proceeds to explore the implications of applying the Brazilian Proposal as a climate regime for differentiation of future commitments on the global scale combined with an income threshold for participation of the non-Annex I regions. Under stringent climate targets, such a regime leads to high emission reductions for Annex I regions by 2050, in particular for Europe and Japan. The income threshold assumptions strongly affect the Annex I reductions, even more than the impact of another burden-sharing key. A variant of the Brazilian Proposal, allocating emission reductions on the basis of cumulative emissions since 1990, would lead to a more balanced distribution of emission reductions.  相似文献

International negotiations under the UN Framework Convention on Climate Change could take several different approaches to advance future mitigation commitments. Options range from trying to reach consensus on specific long-term atmospheric concentration targets (e.g. 550 ppmv) to simply ignoring this contentious issue and focusing instead on what can be done in the nearer term. This paper argues for a strategy that lies between these two extremes. Internationally agreed threshold levels for certain categories of impacts or of risks posed by climate change could be translated into acceptable levels of atmospheric concentrations. This could help to establish a range of upper limits for global emissions in the medium term that could set the ambition level for negotiations on expanded GHG mitigation commitments. The paper thus considers how physical and socio-economic indicators of climate change impacts might be used to guide the setting of such targets. In an effort to explore the feasibility and implications of low levels of stabilisation, it also quantifies an intermediate global emission target for 2020 that keeps open the option to stabilise at 450 ppmv CO2 If new efforts to reduce emissions are not forthcoming (e.g. the Kyoto Protocol or similar mitigation efforts fail), there is a significant chance that the option of 450 ppmv CO2 is out of reach as of 2020. Regardless of the preferred approach to shaping new international commitments on climate change, progress will require improved information on the avoided impacts climate change at different levels of mitigation and careful assessment of mitigation costs.  相似文献

Under the current framework embodied in the Kyoto Protocol and envisaged for future multilateral agreements, Annex I parties are obliged to limit their economy-wide GHG emissions and accept responsibility for exceeding their targets through various flexible mechanisms. The predominant sources of agricultural GHGs, which represent about 8% of total Annex I emissions, are methane and nitrous oxide from livestock. Efforts to reduce livestock emissions have so far been limited due to disagreements over the abatement potential, technical feasibility, and cost-effectiveness of the policy instruments available, including market-based measures. Two key challenges facing the application of market-based measures to livestock emissions are evaluated: first, to design a policy framework that appropriately aligns the measurement of emissions, the abatement options, and the incentives facing livestock producers; second, to address the risk of leakage and economic regrets that arise from unilateral domestic policy action. Particular attention is given to the policy developments in New Zealand and the lessons learnt from its experience. The challenges of applying market-based measures to livestock emissions are surmountable, but require innovative policy responses.  相似文献

In multi-gas climate policies such as the Kyoto Protocol one has to decide how to compare the emissions of different greenhouse gases. The choice of metric could have significant implications for mitigation priorities considered under the prospective negotiations for climate mitigation agreements. Several metrics have been proposed for this task with the Global Warming Potential (GWP) being the most common. However, these metrics have not been systematically compared to each other in the context of the 2 °C climate stabilization target. Based on a single unified modeling framework, we demonstrate that metric values span a wide range, depending on the metric structure and the treatment of the time dimension. Our finding confirms the basic salient point that metrics designed to represent different aspects of the climate and socio-economic system behave differently. Our result also reflects a complex interface between science and policy surrounding metrics. Thus, it is important to select or design a metric suitable for climate stabilization based on an interaction among practitioners, policymakers, and scientists.  相似文献

Sectoral approaches have been gaining currency in the international climate debate as a possible remedy to the shortfalls of the Kyoto Protocol. Proponents argue that a sector-based architecture can more easily invite the participation of developing countries, address competitiveness issues, and enable immediate emissions reductions. However, given the numerous proposals, much confusion remains as to what sectoral approaches actually are. This article provides a simple, yet comprehensive, taxonomy of the various proposals for sectoral approaches. Based on the dual criteria of content and actors, three such types are identified and described: government targets and timetables; industry targets and timetables; and transnational technology cooperation. For each of these types, existing proposals and ongoing initiatives are discussed. In a second step, the article analyses the political landscape in which sectoral approaches are being debated, identifying the interests of their key advocates as well as the concerns of their critics. The Japanese government and energy-intensive manufacturing industries represent the main proponents of sectoral approaches to address the problems of carbon leakage and economic competitiveness. Developing countries, on the other hand, are wary of attempts to impose emissions reduction targets on their economies through sectoral target-setting. They, therefore, interpret sectoral approaches as sector-based forms of technology cooperation and technology transfer.  相似文献

One of the reasons why the Kyoto Protocol has been environmentally ineffective is the flaws in the land use, land-use change and forestry (LULUCF) accounting rules, including voluntary accounting for Article 3.4 activities, the adoption of a definition of forest management that allowed parties to preferentially include and exclude forest lands, and allowing parties with net emissions from LULUCF in 1990 to include deforestation emissions in their 1990 emissions base year. Three proposed amendments to the LULUCF rules for the post-2012 regime are discussed and analysed: (1) a force majeure rule, (2) a baseline-and-credit system for forest management and (3) an ‘emissions-to-atmosphere’ approach for harvested wood products. Although these proposals have the potential to significantly improve the accounting framework, there are still significant problems such as the failure to account for the biophysical effects of forest activities, uncertainties associated with the application of the forest management baseline-and-credit system and continuing optional coverage of Article 3.4 activities.  相似文献

The need to develop a framework for allocatingnational GHG emissions based on rights to theatmosphere is increasingly pressing since aresolution of the issues surrounding these rights arelikely to be a precondition not only for moving beyondthe Kyoto Protocol, but even for effectiveimplementation of its Articles. This paper exploressome possible variations of a framework that isderived from the principles of the Climate Convention. It takes into account differences among countries interms of their current and historical greenhouse gasemissions, the attributes that contribute to thesedifferences, and the capabilities for contributing tothe achievement of the Convention's objectives. Furthermore, it is suggested that such a frameworkshould be designed so as to decouple the allocationissue from the deliberations over a suitable GHGconcentration stabilization target or global emissionscap. Such an approach could help achieve results inthe short to mid term without waiting for resolutionof the complex debate on the desirable level ofstabilization of greenhouse gas concentrations in theatmosphere.Sample explorations with carbon dioxide emissions dataindicate that the framework presented here can beparticularly favorable to the least-developedcountries. This is appropriate since these countrieshave not contributed substantially to the enhancedgreenhouse effect, but may be quite vulnerable to theimpacts of a changing climate, and lack thecapabilities to mitigate adverse impacts or adapt asneeded. Equally importantly, the framework alsodifferentiates between industrialized countries on thebasis of their current income and historicalemissions. The implementation of such a framework inconjunction with an emissions trading scheme may offeran appropriate path towards meeting the objectives ofthe Climate Convention.  相似文献

The Kyoto Protocol allows a group of Annex B countries to fulfill their emissions limitation commitments jointly by forming a “bubble” equal to their collective commitment. Annex B countries, whether members of a bubble or not, can use the Kyoto mechanisms to help meet their emissions limitation commitments. I argue that Kyoto mechanism rules should be applied to Parties individually regardless of their membership in a bubble. This means there are virtually no advantages to joining a bubble, but it is not clear that the option to form a bubble should confer benefits on the members relative to other Annex B Parties that do not join a bubble.  相似文献

Even without internationally concerted action on climate change mitigation, there are important incentives for countries to put a price on their domestic emissions, including public finance considerations, internalizing the climate impacts of their own emissions, and co-benefits, such as clean air or energy security. Whereas these arguments have been mostly discussed in separate strands of literature, this article carries out a synthesis that exemplifies how policies to put a price on emissions can be conceptualized in a multi-objective framework. Despite considerable uncertainty, empirical evidence suggests that different countries may face quite different incentives for emission pricing. For instance, avoided climate damages and co-benefits of reduced air pollution appear to be the main motivation for emission pricing in China, while for the US generating public revenue dominates and for the EU all three motivations are of intermediate importance. We finally argue that such unilateral incentives could form the basis for incremental progress in international climate negotiations toward a realistic climate treaty based on national interest and differentiated emission pricing and describe how such an agreement could be put into practice.  相似文献

Global climate negotiations have been characterized by a divide between developed and developing nations – a split which has served as a persistent barrier to international agreement within the United Nations Framework Convention on Climate Change process. Notable progress in bridging this division was achieved at the 21st Conference of the Parties meeting in Paris through the introduction of Intended Nationally Determined Contributions (INDCs). However, the collective ambition of submitted INDCs falls short of a global 2°C target, requiring an effective ratchet mechanism to review and increase national commitments. Inequitable distribution of additional responsibilities risks re-opening historic divisions between parties. This article presents a flexible ratchet framework which shares mitigation commitments on the basis of per capita equity in line with emerging requirements for a 2°C target. The framework has been designed through convergence between developed and developing nations; developed nation targets are based on an agreed standardized percentage reduction wherever emissions are above per capita equity; developing nations are required to peak emissions at or below per capita equity levels by an agreed convergence date. The proposed framework has the flexibility to be integrated with current INDCs and to evolve in line with shifting estimates of climate sensitivity.

Policy relevance

The outcome of the 21st Conference of the Parties (COP21) negotiations in Paris offered mixed results in terms of level of ambition and submitted national commitments. A global agreement to keep average global temperature rise below two degrees was maintained; however, current pledged Intended Nationally Determined Contributions (INDCs) are projected to result in an average warming of close to three degrees. The implementation of a global ratchet mechanism to scale-up national commitments will remain key to closing this ambition gap to reach this two degree target. How this upscaling of responsibility is shared between parties will be a defining discussion point within future negotiations. This study presents a standardized, equity-based framework for how this ratchet mechanism can be implemented – a framework designed to be flexible for evolution in line with better understanding of climate sensitivity, and adaptable for integrations with current INDC proposals.  相似文献

The recent announcement by the USA to withdraw their support for the Kyoto Protocol has drawn attention to the conditions under which the Protocol will enter into force: at least 55 member states to the United Nations Framework Convention on Climate Change (UNFCCC) have to ratify the Protocol, and those industrialized countries (Annex-I parties) that ratify it have to make up for at least 55% of the carbon dioxide emissions of this group in 1990. In this article, we analyze the a priori decision making power of individual parties, or groups of these, for the entry into force of the Kyoto Protocol, utilizing a mathematical approach known as the Banzhaf index. The results of our analysis suggest that the conditions for the entry into force of the Kyoto Protocol give more influence to the USA than might have been anticipated: while the USA has more voting power than the relative share of emissions suggests, all other Annex-I parties have less. Based on a mathematical model, this analysis shows that the Banzhaf index is a more realistic indicator of voting power than the bare numbers fixed in the Kyoto Protocol. This method could be used more extensively in the future for the analysis of voting procedures, in particular within the UNFCCC.  相似文献
