Institutional analysis is among the most significant research programs in the economics of fisheries management, and it increases our understanding of the relationships between the institutional framework and the fishing sector. Galicia is one of the most important fishing regions in the European Union, and this paper analyses the Galician fishing sector from a new institutional economics approach. The paper studies several topics that characterise the relationship between institutional rules and fisheries management in Galicia. As a result, we demonstrate new institutional findings on fishery governance through the study of the recent Galician experience.  相似文献

This paper is a contribution to the strategic question: How can the continuity of the current education infrastructure for the maritime industry be secured? The analysis in the paper is based on concepts from institutional economics, in particular governance of institutional structures. The analysis is applied to the Netherlands. The Dutch maritime sector is described in terms of the institutions that are related to knowledge and education. This analysis shows that these institutions, most of which take the form of explicit organisations, are all very rigid and leave little room for change and renewal. Furthermore, the social and legal structure embedded in the institutional structure strengthens, rather than thwarts, the institutional inertia. The theory on governance and organising capacity offers some short-term solutions. Long-term solutions only emerge if changes are made in the institutional structure of the knowledge infrastructure. As policy priorities, one could select the development of a research agenda for the sector, with wider possibility to fund non-technical maritime research, improvements in information concerning supply and demand of maritime training courses, and maintaining and extending teaching activities as much as possible. The ultimate goal should be to create greater knowledge awareness in the whole maritime sector, where this currently exists only in parts of that sector.  相似文献

Combating poverty is high on the agenda of the international community and the governments of the Western Indian Ocean region. The region has very rich marine resources and the fisheries sector makes an important contribution both to national economies and to the livelihoods of the poorest sectors of society. This paper considers the linkages between fisheries management, livelihoods and poverty reduction and the way these have been incorporated in the poverty reduction strategy (PRS) approach being implemented in the region. It concludes that the sector has not always been adequately addressed in the poverty reduction strategy plans. Promotion of the importance of the sector for poverty reduction is important in order that the sector receives the appropriate recognition and budgetary support and is subject to appropriate interventions focused on alleviating poverty. Suggestions are made about how the profile of fisheries can be raised within the PRS process.  相似文献

Fisheries managers face the dual challenge of achieving sustainable fisheries exploitation, while doing so through ‘light’ regulation. This is particularly the case in the European Union, where there is an overarching ‘better regulation’ agenda and new environmental management requirements under the Common Fisheries Policy. This paper explores the potential for using fisheries licensing schemes for environmental purposes in the EU, and so demonstrates their value as an instrument for environmental integration in the sector. The current and potential use of licence conditions and licensing within strategic management planning and assessments is explored in EU and non-EU fisheries, as well as other sectors. While not necessarily the solution to all environmental management challenges, licences are evidently a potentially valuable tool that can be used for more than mere entry limitation.  相似文献

This article follows the transformation process in the fishing industry with specific reference to the emergence of a limited commercial sector. In the policy domain, this sector was accommodated through a “one size fits all approach” to access rights, requiring it to compete with the large-scale commercial sector for the same resources. The strategies and actions of successful and unsuccessful applicants in four fishing communities in South Africa are examined. The paper identifies the key challenges facing the limited commercial sector as being the lack of skills to complete the application process, start up capital or credit, organisation and financial and business acumen. It highlights the disjuncture between the Marine Living Resources Act's stated aims of sustainability, equity and stability and the realities of implementation at a grassroots level.  相似文献

The European ferry sector is the largest ferry sector globally and one of the key environmental issues facing the sector is the mitigation of greenhouse gas emissions. This paper provides an analysis of how the EU ferry procurement policies lead to lack of implementation of energy efficiency measures, contrary to the EU's key objective of reducing CO2 emissions in ferries within the EU region. This paper is the first analysis to examine the public–private sector interaction in transport and how this leads to a lack of implementation of energy efficiency measures. Analysing the sector using agency theory suggests that split incentives are pervasive and can stymie attempts to improve the energy efficiency of ferry services in the procurement of ferries. The findings suggest that there is a need to review current ferry procurement policies with a view to devising procurement policies that can address the split incentives, as well as other policies, that are outside the scope of procurement policies, which can be used to minimise the split incentives.  相似文献

The nature of sea uses, the development process and industrialisation are reviewed on the long time scales of industrialisation of the global economy. Five main sectors of sea use are identified in which the industrial form of organisation is characteristic, namely, transport and communications, mineral and energy resources, biological resources, leisure and coastal engineering. Key features of each sector are highlighted and an overall assessment of the industrialisation process is set in the temporal context of the millenium.  相似文献

The economic impact of the marine economy is poorly understood at both national and regional levels in Ireland. A recent paper estimated the national level economic value of the sector for Ireland. This paper presents a follow up analysis of the Irish marine sector at the regional level for 2007. The paper examines the impact of the marine sector in addressing regional disparities in Ireland, and the key marine sectors that drive regional economic performance within the marine sector. The analysis finds that in absolute values Dublin and the South West provide the highest levels of marine GVA; however, as a percentage of regional GVA, the marine sector is more important in the West and South West region. In terms of employment, the West and South-West provide the highest levels of marine employment, and this relationship is maintained when one examines marine employment as a percentage of regional employment. Finally, productivity rates for the sector were highest in the Dublin region. However, productivity in the marine-based sector was higher than the overall regional rate for five of the eight Irish regions.  相似文献

Yemen is one of the poorest countries in the world. The development of its fishery sector is increasingly being mentioned as a source of livelihood creation. The aims of this paper are to: (a) provide an overview of the institutional environment in which small-scale fishermen in Yemen operate; (b) investigate the constraints they face; and (c) discuss the potential role that co-operatives could play in such development. Small-scale fisheries in Yemen are increasingly important, yet they struggle with access to infrastructure, markets, and credit. We identify significant differences in the development of the fisheries sector in the two main fishing regions: the Gulf of Aden and the Red Sea. Overall, local capacity within co-operatives needs to be improved and private sector development should be encouraged.  相似文献

Recent research in Ireland has estimated both the national and regional economic value of the marine sector. However, economic activity does not exist in a vacuum. Activities in the marine sector not only directly affect the industries in the sector but also influence other sectors through inter-sectoral linkages. This paper uses an input–output (IO) methodology to examine the linkages and production effects of the Irish marine sector on the national economy. Disaggregating the Irish IO table for 2007 to include 10 additional marine sectors, this paper represents the first effort to quantify the inter-industry linkage effects, production-inducing effects and employment multipliers in the marine sector. This analysis found that a number of marine sectors, notably the maritime transportation sector, have an important economic role within the wider Irish economy.  相似文献

This article presents a framework for fisheries sector analysis based on the literatures on global value chains (GVCs) and global production networks (GPNs). A value chain approach offers an alternative to focusing primarily on policy as an explanatory variable, by bringing into focus relations among buyers, sellers and other stakeholders as well as their institutional context. After outlining the utility of this approach, the article identifies three questions at the forefront of contemporary debates on the dynamics of GVCs and GPNs. Namely: (1) How institutional context affects distributional and regulatory outcomes; (2) The conditions under which particular institutions that limit or regulate market forces are either productive or perverse; and (3) Why and how particular markets are constituted in the ways that they are. The article then showcases some of the central findings from the case studies brought together in this thematic issue, demonstrating how they contribute to current analytic debates surrounding value chains and core substantive problems facing both fisheries and those engaged in the fishing industry.  相似文献

The realisation that the world’s oceans play an important role in climate regulation and many territory activities, notably food production, coupled with economic changes and the rapid advancement in ocean technology have seen a shift in the perception of the importance of marine resources. This increased focus on marine resources means that governments and policy-makers require accessible and reliable information regarding the role of the marine sector. This information may then be used to formulate new environmental and economic policy measures. The aim of this paper is to define, describe and quantify the value of the marine sector in Ireland. This paper outlines a methodology that provides a robust analysis of the Irish marine sector for 2007. It was found that in 2007 the Irish marine sector contributed €1.44 billion in GVA to the wider Irish economy and employed over 17,000 individuals in full time equivalents.  相似文献

This paper conceptualizes the coast as commons and treats the implications of collective governance driven by the characteristics of coastal commons. Institutional control is essential, and two key institutions – state and local resource management institution – are central to the control of the coast as every other institution, from international aid agencies to private sector and non-government organizations, must go through them to develop and manage the coast. In the practice of institutional control, spatial management critical to integrated coastal management and ecosystem-based management emerges as an innovative approach to the success of coastal management.  相似文献

Environment and development agendas are increasingly being characterised by regional-scale initiatives. This trend is in part motivated by recognition of the need to account for global drivers of change (e.g., climate change, migration, and globalisation), the aspirations of achieving large-scale ecological goals (such as maintaining ecosystem processes), and reconciling potentially conflicting priorities in multi-use planning. However, regional-scale governance is challenging and there is little theoretical guidance or empirical evidence to suggest how it can be achieved. This paper uses the Institutional Analysis and Development framework to highlight the diverse contextual factors that challenge governance of a large-scale marine common, using an example of the Coral Triangle Initiative. The analysis points to the need for a critical, reflexive approach to the Coral Triangle Initiative if it is to effectively navigate diverse contexts and reconcile multiple objectives in the region. Recognising the heterogeneous, multi-scale and interlinked nature of large-scale marine systems is critical. Coping with contextual complexity will require innovative approaches that strive to be inclusive of varied perspectives and actors, enable and support effective collective-choice arrangements at lower levels of organisation, and organise and link diverse institutional arrangements at multiple scales. Large-scale marine governance will also involve a great deal of experimentation and regular adjustments to governance arrangements to account for the dynamic nature of regional commons.  相似文献

European marine policies have recently been consolidated, and the scalar organisation of marine governance has been questioned. This paper examines this phenomenon in Europe as a result of implementation of the European Marine Strategy Framework Directive (MSFD) and examines changes in the role of the national state vis à vis other levels of jurisdiction in marine policy. The relevance of use pressures differs across European member states, as do national policy styles and institutional configurations. Therefore, a nuanced picture is needed regarding the ways European marine policy is being implemented. To this end, the paper employs a co-evolutionary perspective studying the cases of Germany, Spain and Portugal. European marine policy has become anchored in the most relevant policy fields except agriculture and fisheries, and competency regarding its environmental dimension has been strengthened, formalized and clarified as a result of the MSFD. Its implementation, tied to international marine protection, comes following initiatives to develop maritime economies. In Portugal, implementation of the MSFD did not change the scalar organisation of natural resource governance. In Spain and Germany, the MSFD led to disputes regarding clarification of competencies. In the course of implementing the MSFD in Germany, challenges are tied to the political dimensions of formalizing practices and producing integrated policies. In Spain and Portugal, comprehensive stock-taking is itself a challenging task.  相似文献

This paper provides an overview of the small-scale fisheries sector in countries within the Benguela Current Large Marine Ecosystem (BCLME), one of the most productive large marine ecosystems in the world. The study revealed that Angola, Namibia and South Africa have very different legal and policy frameworks, show different levels of compliance with international and regional agreements to protect the livelihoods and food security of small-scale fishers, as well as of integration of fisheries into food security objectives. Angolan law recognises and protects small-scale fishers through legal and institutional mechanisms. In Namibia, this sector of fishers is not legally recognised, while in South Africa traditional fishers have been largely excluded from the new fisheries management framework. Trends in national and regional fish consumption and in the extent of export orientation in fisheries are explored, as well as the potential threats to small-scale producers and food security in the region posed by ongoing drives to incorporate fisheries in the World Trade Organisation (WTO) agreements.  相似文献

This paper undertakes a critical assessment of the present state of fisheries insurance in India. Various factors that contribute to the poor performance of fisheries insurance in the country were identified and ranked based on the responses of fishermen and fish farmers in major maritime states. In the light of the findings, measures such as leveraging the potential of technological interventions, developing innovative institutional mechanisms, bridging the trust deficit amongst the stakeholders and bringing about attitudinal changes through awareness drives are suggested as way forward towards harnessing the potential of insurance as a safety net tool in fisheries sector of India.  相似文献

This paper summarises research and options for sustainable sea transport in Oceania with a focus on domestic shipping. This debate is situated initially within the context of the current Pacific domestic shipping scenario, a region of minute economies connected by some of the longest sea transport routes in the world. All current options are fossil fuel powered and increasingly uneconomic and unsustainable. Many routes are marginal or unviable and a vicious cycle of old ships replaced with old ships prevails. Although a central and essential issue of many Pacific communities, the option of pursuing sustainable sea transport is currently invisible within the policy space at all levels. Various renewable energy options are possible and increasingly available. Recent research finds that these have strong potential for providing benefits across multiple wellbeings. The barriers to pursing this agenda are complex and poorly understood but are perceptual and institutional more than technological. A small number of critical experiments during the last oil crisis provide critical lessons and direction.  相似文献

Most fisheries management studies have concentrated on understanding resource dynamics and have paid less attention to understanding the dynamics of those who use the resources. This situation limits the knowledge about the fisheries system as a whole and specifically about the viability of management schemes. It is vital to understand how the actors within the fishing sector (fishing firm owners/managers, fishers, fisheries managers, and traders) may respond to changes in fishing resources trends, market dynamics, and fisheries policies before they are implemented. These issues are explored in this paper by applying a longitudinal analysis of the Yucatan Mexico's fishing industry. The analysis is presented within the framework of the theory of change and coping strategies. The study primarily involved interviews during 2008 with the main owners of companies in the fishing industry and with fisheries managers and other stakeholders. Time-series catch data on the main fishing resources are also reviewed to evaluate changes across three historical periods and describe how the actors have perceived and responded to those changes. Given conditions of uncertainty in resource availability, changes in market demand and changes in institutional arrangements, the viability of traditional business and resource management practices are discussed. The analysis presents different kind of triggers that have modified the conditions of the fishing sector and had had impacts on the socio-economic–ecological system in which fisheries are embedded. The need for adaptive strategies in the whole chain of the fisheries business and resource management is stressed, given the current changes and conditions of fisheries. The discussion states a series of actions that could improve the relationships between business practices and fisheries management.  相似文献
