The environmental policies aimed at reducing nutrient emissions from the agricultural sectors in the Baltic states, Poland, Germany and Scandinavia are detailed. The emissions include leaching, run-off and erosion losses of nitrogen and phosphorus, volatile losses of ammonia, and farm waste discharges. Farm waste discharges and nitrate leaching from agricultural fields have received considerable attention during the last few decades, but more recently the remaining loss categories have also been recognized as substantial contributors of nutrients to the environment.

Environmental targets have been set in the Helsinki Commission (HELCOM) Ministerial Declaration of 15 February 1988, stating that a significant reduction (e.g. 50%) of the nutrient load to the Baltic Sea shall be reached before 1995. A similar target for the Oslo and Paris (OSPARCOM) Convention waters has been set by the North Sea ministers, while the EU Nitrate Directive expresses an environmental standard by setting an upper limit to nitrate concentrations in groundwater.

It is argued here that in most instances only marginal reductions in agricultural emissions will be achieved under the current policies before 1995 (or later). Exceptions are seen in transition economy countries where fertilizer consumption and livestock production have decreased significantly. As agriculture is a major source of nutrients to convention waters, the overall 50% reduction target will not be met. Furthermore, it is argued that there is scope for a considerable reduction of losses from agriculture and that the instruments to achieve the objectives are readily available. Measures should focus on the total input of nutrients to the agro-ecosystems and not so much attempt to regulate specific management practices. The more prominent instruments include the reduction or alteration of agricultural subsidies, market considerations and the use of environmental taxes (on fertilizers and nutrients in animal manure) combined with in-depth structural regulations. It is, however, necessary to generate further political willingness to ensure decisions and successful implementation of the various measures—a process which requires public attention.  相似文献

为揭示农户个体行为与流域农业非点源营养盐产生和控制政策之间的逻辑关系,以珠江流域为研究对象,采用系统动力学模型与多主体农户和农村环境管理模型耦合构建流域营养盐污染控制政策的情景分析方法,基于农户在化肥税和农药税组合型政策下的生产行为设计了基准情景、低化肥税情景、中化肥税情景和高化肥税情景4种具有代表性的情景方案,并在各种情景下定量描述流域营养盐对农业政策的响应和评估流域营养盐控制的优选政策方案.结果显示:从农业投入和产出的角度看,2030年低化肥税情景、中化肥税情景和高化肥税情景的化肥施用量相对基准情景分别减少了24.0%、39.8%和50.2%,农药使用量分别减少了27.6%、32.8%和37.4%,农作物产量分别减少了10.0%、16.3%和21.2%,畜禽养殖量分别增加了5.9%、7.5%和14.0%;2030年,基准情景、低化肥税情景、中化肥税情景和高化肥税情景的总氮入河量分别达到94.5、85.1、78.5和75.3万t,总磷入河量分别达到14.0、12.8、12.0和11.6万t;化肥税和农药税的组合型政策能够有效减少营养盐污染量,然而,中化肥税情景和高化肥税情景比低化肥税情景的边际效果小、经济成本高、农作物产出低和畜禽污染高,故低化肥税情景被认为是控制珠江流域营养盐污染的最优方案.  相似文献

China is experiencing rapid urbanization that has changed the water quality of rivers, especially nutrient loads. In this study, a typical urban river located in a karst area, Chengguan River, was chosen to explore the influence of urbanization on river ecosystems based on nutrient concentration and nitrate isotopes. The results show monthly variability of water chemistry and nutrient concentration. Nutrient concentration in two tributaries and the mainstem showed significant spatial variability, with heavy N and P pollution in one tributary near a suburban area,indicating a response to different levels of urbanization.Measurements of nitrate dual isotopes suggest thatvolatilization, assimilation, nitrification, and denitrification all occur in the polluted river. Water chemistry and nitrate isotopes show that major nitrogen sources included domestic waste and agricultural input, such as chemical fertilizer and manure. The results suggest that urbanization increases nutrient concentrations and accelerates the riverine nitrogen dynamic, and point to the need to manage point sources of sewage effluents to improve the water quality of urban rivers in southwestern China.  相似文献

以MONERIS河流系统模型为基础,建立了由农业土地营养盐平衡模型、流域营养盐排放模型及河道营养盐滞留模型3个模型组成的模型系统.该系统被用来计算太湖西南部河流流域的营养盐排放量.利用实测的河流系统的负荷数据,对模型系统进行验证.验证结果表明,N、P计算负荷与实测负荷的偏差分别在10%及30%以内.利用该系统,对1992-1996年及1997-2001年间的营养盐排放量进行计算.计算结果表明,1997-2001年间的氮的年平均排放量为5646 t/a,该排放量比前5年的年均排放量减少827 t/a.从磷的排放量来看,1997-2001年间的年排放量为554 t/a,比前5年的均值减少45 t/a.分析结果表明,与1992-1996年相比,1997-2001年间的点源排放量及农业土地营养盐剩余量的减少是流域营养盐排放量减少的主要原因.  相似文献

Soil quality is more difficult to define than air and water quality but it has an impact especially on the latter. The export of soil-based nutrients to waters is of increasing concern. Policy aiming at preservation of soil quality can be either effect-orientated or source-orientated. Statutory measures for soil protection in the Netherlands originate from the Soil Protection Act (SPA), which came into force in January, 1987. The SPA still is a framework law which provides very general regulations only. Practical implementation is achieved by means of General Administrative Orders (GAO). The law offers a framework for measures and regulations to protect the properties of soil which constitute the conditions for proper soil functioning. The first GAO introduced was the ‘Decree on use of animal manure’, which became operational on 1 April 1987. During recent decades there has been a large increase of intensive animal husbandry in the Netherlands. This development led to a strong imbalance between minerals imported in the country in the form of feed and raw materials for feed production, and minerals exported by dairy and animal products. The minerals produced in manure and animal slurries are far exceeding the amounts needed for proper crop fertilization. Standards for the use of animal manure are based on the phosphate content but this results in the application of unacceptable amounts of nitrogen and heavy metals. Phosphate saturation of soil was safeguarded by introducing special regulations for P-saturated soils. However, this has not been successful on judicial basis, indicating the need for general environmental protection legislation, instead of the compartmental (air-water-soil) approach.  相似文献

Veterinary medicines and biocides are frequently applied in animal houses of livestock husbandry. Due to these application patterns, they reach liquid manure. So far these substances are not transformed during manure storage, they enter soil by the application of manure as organic fertilizer. Therefore, biodegradability of veterinary medicines and biocides in manure is in the focus of regulatory procedures of environmental risk assessment. Since the representative and reproducible sampling of manures from high volume tanks is considered impossible due to high matrix variabilities, the reference manure concept was developed to utilize liquid bovine and pig manures for reproducible laboratory testing. Accordingly, excrement samples of cattle and pigs individually kept at experimental and conventional animal houses were taken. Tap water was added to matrix characterized excrements in order to prepare bovine and pig reference manures of 10 and 5% dry substance contents, respectively. Subsequently, the long‐term transformation of selected 14C‐labeled test substances was investigated under strictly anaerobic conditions. The application of different batches of bovine or pig reference manures indicated that extrapolation of transformation rates within the same animal species was possible. However, results cannot be transferred from bovine to pig manure because of substance specific interactions with the different manure matrices. The dependency of metabolic dynamics on different dry substance contents (2.5, 5, 10%) was additionally investigated in both manure matrices. These tests clearly showed that the dry substance content of the reference manure is one of the most relevant factors affecting the transformation of veterinary medicines and biocides. In contrast to highly variable tank manures, the reference manure concept allows for the exact adjustment of this parameter to guarantee reproducible laboratory testing.  相似文献

The discharge of nutrients is investigated in relation to their sources and effects in two case studies. The reduction of 47% in the phosphorus load from Denmark to marine areas between 1989 and 1993 has resulted in significantly lower phosphorus concentrations in most Danish coastal waters, and tendency to decrease can be seen in the Belt Sea and Kattegat as well. No general changes in nitrogen concentrations have been observed. This is due to the fact that more than 80% of the nitrogen load in Danish waters originate from diffuse agricultural sources.In the Pomeranian Bight strong nutrient gradients are generated by the mixing of Odra river water and coastal water. The spreading of the river plume could be exactly observed especially in winter, when biological activity is low. In general, different types of distribution, transport and modification patterns can be described.The annual input of nutrients from the catchment area to the Baltic Sea was estimated to be around 1000 kt N and 46 kt P. As a result, winter concentrations of phosphate and nitrate are characterized by positive overall trends in the surface layer in all subregions of the Baltic Proper for the period 1969 to 1993. These trends stem mainly from the strong increase in the 1970ies and early 1980ies. Thereafter, the concentrations of both nutrients fluctuate strongly around a high level. The drastic decrease in fertilizer consumption since the late 1980ies mainly caused by the great economic changes in the countries of the former East Bloc is not yet significantly reflected in decreasing winter concentrations, but first signs already have been found in the decrease in averaged phosphate concentrations in winter, especially in the Arkona and Bornholm Seas.  相似文献

Gaseous ammonia released into the atmosphere from animal manure, fertilizer and industrial processes, neutralizes acid oxidation products of sulphur and nitrogen oxides in precipitation. This results in a substantial increase in pH of precipitation. Once deposited in soil or water, the ammonium compounds may be oxidized to nitric acid. This means that hydrogen ions neutralized in the atmosphere are now released. This paper concerns bulk precipitation sampled at some selected northern Italian and Dutch sites, representing areas with different regional industrial and agricultural impact. In addition the role of external loads of ammonium in freshwater acidification is discussed considering an ammonium sulphate polluted subalpine lake in northern Italy and the results of experimentla studies on susceptible soft water systems in The Netherlands. In these cases the acidifying effect of biochemical ammonium conversions, particularly ammonium oxidation, was evident, reaching pH values below 4. Regarding the deleterious chemical and ecological effects, a reduction in the emission of gaseous ammonia is programmed for The Netherlands. In the Alpine region atmospheric ammonia and ammonium also constitute a threat for sensitive ecosystems.  相似文献

This paper traces the major developments in the European Common Agricultural Policy (CAP) and related environmental policy and examines their impact on the use of crop nutrients. The objectives of the CAP were set out in the Treaty of Rome in 1957 and have not been explicitly revised. The Community has, however, progressed from being a significant importer to a major exporter of food. Various changes in the policy measures/reforms, have been implemented, each to control the continuing increase in farm output. The latest of these in May 1992 reduced commodity prices towards world market levels, introduced 15% set aise for arable land, as well as agreeing a number of agri-environmental measures. Further changes are anticipated following the Uruguay Round of the General Agreement on Tariffs and Trade (GATT) and as new trade agreements are reached with the countries of the former Eastern Bloc. Inevitably, existing farm systems will be subject to careful reappraisal. The Community's environmental objectives were added to the Treaty in 1987 with the passing of the European Single Act. The interaction between agriculture and the environment has been a prominent concern. The Directive 91/676, which seeks to protect water against pollution caused by nitrate from agricultural sources, is the first Directive to have a major direct impact on farm practive. The Fifth Environmental Action Plan for 1993–2000 ‘Towards Sustainability’ selects agriculture as one of five industries for specific attention. The plan seeks an extensification of agriculture and a reduction in the use of chemicals. Changes in the amount of plant nutrients from both farmyard manure and mineral fertilizers used in agriculture are quantified. Methods of determining the efficiency with which they are utilized are assessed. New advisory techniques which will improve the efficiency of nutrient use on the farm are considered, as are the implications for the future demand for nutrients from mineral fertilizers. Abstract

A field experiment was conducted on a sloping grassland soil in southwest England to investigate the downslope transport of nitrogen in soil water following the application of cattle manure, slurry and inorganic fertilizer. Transport of nitrogen (N) species was monitored on hydrologically isolated plots. Manure (50 t ha?1), slurry (50 m3 ha?1) and fertilizer (250 kg N ha?1) were applied in February/March 1992. Subsurface water movement, by both matrix and preferential flow, was the dominant flow route during the experiment. Subsurface and surface nutrient flow pathways were monitored by analysing soil water and surface runoff for NO3-N, NH4-N and total N. Subsurface flow chemistry was dominated by NO3-N, with concentrations usually between 2 and 5 mg NO3 ?N dm?3. Differences between fertilizer and manure treatments and the untreated control were not significant. Significantly elevated NO3-N concentrations were observed in soil water in the buffer zone, indicating the importance of a buffer zone at least 10 m wide between manure spreading zones and an adjacent water course.  相似文献

A phosphorus (P) budget was estimated for the watershed of Lake Mendota, Wisconsin, to assess the effects of nutrient management on P accumulation in the watershed soils. We estimated how nutrient management programs and legislation have affected the budget by comparing the budget for 2007 to a budget calculated for 1995, prior to implementation of the programs. Since 1995, inputs decreased from 1,310,000 to 853,000 kg P/yr (35% reduction) and accumulation decreased from 575,000 to 279,000 kg P/yr (51% reduction). Changes in P input and accumulation were attributed primarily to enhanced agricultural nutrient management, reduction in dairy cattle feed supplements and an urban P fertilizer ban. Four scenarios were investigated to determine potential impacts of additional nutrient management tactics on the watershed P budget and P loading to Lake Mendota. Elimination of chemical P fertilizer input has the greatest potential to reduce watershed P accumulation and establishment of riparian buffers has the greatest potential to prevent P loading to Lake Mendota.  相似文献

Effluent from a land based shrimp farm was detected in a receiving creek as changes in physical, chemical and biological parameters. The extent and severity of these changes depended on farm operations. This assessment was conducted at three different stages of shrimp-pond maturity, including (1) when the ponds were empty, (2) full and (3) being harvested. Methods for assessing farm effluent in receiving waters included physical/chemical analyses of the water column, phytoplankton bioassays and nitrogen isotope signatures of marine flora. Comparisons were made with an adjacent creek that served as the farms intake creek and did not directly receive effluent. Physical/chemical parameters identified distinct changes in the receiving creek with respect to farm operations. Elevated water column NH(4)(+) (18.5+/-8.0 microM) and chlorophyll a concentrations (5.5+/-1.9 microg/l) were measured when the farm was in operation, in contrast to when the farm was inactive (1.3+/-0.3 microM and 1.2+/-0.6 microg/l, respectively). At all times, physical/chemical parameters at the mouth of the effluent creek, were equivalent to control values, indicating effluent was contained within the effluent-receiving creek. However, elevated delta(15)N signatures of mangroves (up to approximately 8 per thousand) and macroalgae (up to approximately 5 per thousand ) indicated a broader influence of shrimp farm effluent, extending to the lower regions of the farms intake creek. Bioassays at upstream sites close to the location of farm effluent discharge indicated that phytoplankton at these sites did not respond to further nutrient additions, however downstream sites showed large growth responses. This suggested that further nutrient loading from the shrimp farm, resulting in greater nutrient dispersal, will increase the extent of phytoplankton blooms downstream from the site of effluent discharge. When shrimp ponds were empty water quality in the effluent and intake creeks was comparable. This indicated that observed elevated nutrient and phytoplankton concentrations were directly attributable to farm operations.  相似文献

Anthropogenic agricultural chemicals of concern in ground water include nitrate and pesticides. Increased legislation and regulation of contaminant levels in ground water can be expected. Ground water contamination should be prevented from getting worse, but more research is necessary so as to base regulations on sound criteria. Health effects and acceptable risks must be better formulated. More research on chemical movement in the vadose zone is necessary for accurate predictive modeling of pesticide transport to ground water. Best management practices need to be developed so that farmers will be able to farm profitably while complying with regulations for maximum contaminant levels in underlying ground water. People from all concerned disciplines, citizens'groups, and policy-makers need to work together to develop realistic regulatory policies and management practices that will effectively protect public health while ensuring a viable and sustainable agriculture.  相似文献

The continuous decrease in good quality water and land resources and concurrent increase in global population accentuates the need of optimal allocation of these resources to fulfilling the rising food requirements. This study presents the formulation and application a management model for the optimal allocation of available good quality water and land resources to maximize the farm revenue of a canal command area. A groundwater balance constraint was imposed on the model, which moderates the irrigation-induced environmental problems of waterlogging and salinization, while making the optimal allocation of resources. The model results show a reduction in mustard, rice, and gram crop areas against an increase in sorghum, millets, and wheat areas. The net annual revenue from the command area increased by about 18 % under the optimal allocation plans. The farmers and stakeholders concerned in the actual agricultural production process are suggested to use groundwater and canal water conjunctively to maximizing the farm income. This strategy would also mitigate the hydrological imbalances to the groundwater system without installing costly drainage systems which is not viable as the quality of groundwater is poor and drainage water may cause a serious disposal problem. The developed model can be used as a reliable decision tool for taking the farm and regional level decisions of optimal land and water resources allocation and is able to solve the irrigation-induced environmental problems of agricultural systems.  相似文献

Agriculture plays a central role in maintaining food security and achieving sustainable development for human society. It is a challenge for the agricultural sector to mitigate greenhouse gas (GHG) emissions and maintain agricultural production. However, dual-level uncertainties exist in the processes of agricultural GHG accounting and emission reduction management. In this research, an integrated approach for identifying adaptation strategies in agricultural GHG emission reduction management was developed through incorporating life cycle analysis (LCA) of agricultural production into a general mathematical programming model. This approach strengthened the applicability of LCA and the comprehensiveness of programming models in generating agricultural adaptive actions under different GHG emission restriction targets. Also, dual-level uncertainties of LCA and adaptation management can be effectively addressed. A case study was proposed to illustrate application of the approach in Dalian City, China. The results indicated that farming patterns in eight districts would change significantly. The total area of maize fields would account for the primary proportion (i.e., 40–45 %) in its agricultural sector. Rice, peanut and cabbage fields would be the minor contributors in terms of GHG emissions. In addition to effective rainfall (i.e., [156, 259] mm/ha), a certain amount of water would be supplied for agricultural irrigation to maximize the city’s agricultural yields. Compared with other agricultural crops, rice fields would need the largest amount of irrigation water (i.e., [153.72, 277.98] Mt) to meet the requirements of local government plans.  相似文献

We aim to determine the effects of agricultural factors input per hectare on wheat production, and to optimize the allocation of wheat production factors under three scenarios and in different operating modes. Data were collected from 204 farming households using a face-to-face questionnaire. The sampled farms were selected through a stratified random sampling technique. We find fertilizer cost, irrigation cost and machinery cost all positively and significantly affect the per-unit-area wheat production, indicating the labor cost is not the major driving factor on wheat yield increment. Multi-object optimization model is used to allocate the production factors per hectare. We find under the Business as usual (BAU) scenario, the irrigation cost per-hectare wheat production after optimization in 2014 grows at a rate of 24.31% and accounts for 14.9% of total input. Under the Cooperate Environmental Sustainability (CES) scenario, the fertilizer and pesticide costs after optimization drop significantly by 42.83% and 21.41%, respectively. Under the Rapid Benefit Growth (RBG) scenario, the irrigation cost after optimization increase by 2.56% and the fertilizer cost increases by 4.69% compared with the surveyed data. Comparison of optimized data among three operating modes shows that the labor costs at household farm and cooperative farm both increase significantly. Cooperative farms are more successful in production factor use efficiency and economic performance. In conclusion, wheat production at different operating modes could be improved so as to constitute more efficient and economic use of production factors.  相似文献

The river Odra is one of the biggest transboundary rivers in Central Europe. The basin is characterized by an area of 110 074 km?sk (upstream Krajnik Dolny) and a population of about 15.5 million inhabitants. Compared with the Westeuropean river basins the specific runoff of the Odra basin is low and amounts only 4.5 L km?sk s–1. The long term changes of the average annual nutrient transport of the Odra at Krajnik Dolny show for the period 1991 to 1994 a low reduction for phosphorus but no changes for nitrogen. For the period of 1991 to 1994 an inventory of the point sources produces emissions of 10.7 kt a–1 P and 54.4 kt a–1 N upstream of the station Krajnik Dolny/Schwedt. Emissions from agricultural land and urban areas represent the main diffuse sources. A range of 68 to 96 kt a–1 N and 3.3 to 3.9 kt a–1 P were estimated for the total diffuse emissions depending on the database and the method of modeling. The emission situation of the river is characterized by a high dominance of point sources in the case of phosphorus (about 73%). For nitrogen the diffuse emissions dominate the total emissions to an amount between 59 and 67%. Compared to the emissions the nutrient transport is low. An average load of 5.1 kt a–1 P and 70.1 kt a–1 N was observed at the station Krajnik Dolny for the period 1991 to 1994. The emission and load situation within the main tributaries of the river Odra is comparable to the whole basin. The big difference between the total emissions and the observed load refers to intensive retention and loss processes within the river system of the Odra.  相似文献
