Newest planning methods implemented by Chinese government are promoting a coordinated regional development and shaping an orderly spatial structure by applying the regulation of territorial function. This article analyzes the problems of spatial planning and regional strategy caused by the wrongly-set primary goal of economic development; it states that the three-fold objective of competitiveness, sustainability, and welfare fairness shall be the principal for China to implement the spatial regulation in the new era; it discusses about theoretical thoughts and technology framework of conducting the ′Major Function Oriented Zone′ based on their different major functions that each region plays in urbanization and industrialization, ecological constructions, grain productions, and protection of natural and cultural heritages; it introduces the new concept of ′Major Function Oriented Zone′ that include the major functions category, the stereo regional equilibrium mode, the two-level zoning specification, and the territorial development intensity; it offers a zoning scheme that defines development-optimized and development-prioritized zones as regions with massive urbanization and industrialization, development-restricted zones as ecological constructing or grain producing regions, development-prohibited zones as natural and cultural heritage protecting regions; and finally it addresses the main obstacle for implementing ′Major Function Oriented Zone′, which is the institutional arrangement of the supreme goal of high GDP growth rate that is currently being implemented.  相似文献

County-level industrial development and structure upgrade is one of the most important issues of revitalizing old industrial base of China. After the cluster analysis on GDP per capita and GDP per area of each county in Liaoning Province, this paper finds the similarity of population size, land use intensity, and economic development of each county. Location quotient reflects the specialization intensity of industries in each county, and it also reflects the spatial differences of county-level industrial development. Economic development level is higher in the southeast than in the northwest of Liaoning, and the industry driving effect on county-level economy is apparent. The main influencing factors include location, industrial foundation and economic system reform, capital input level, knowledge and technology dissemination, conditions of domestic and overseas markets, population and labor force transfer. Industrialization is an important approach to urbanization for the counties in Liaoning Province. The proportion of agriculture is much higher in the northwest than in the southeast of Liaoning, so it will be take longer time for counties in the northwest of Liaoning to make industrialization, urbanization and modernization.  相似文献

History has brought us into a significant moment when the majority of the human kind has taken up resi-dence in urban settlements. The focus of global urbanization has shifted to the developing world and the center of manufacturing is no longer confined to the Global North. This paper provides a periodical assessment of the current status of China’s urban transformation in the global context of a shifting emphasis of industrialization and urbaniza-tion. China’s phenomenal urban transformation deserves a special attention not only because of its unparalleled scale and speed but also because of its distinct trajectory of growth that does not conform to normal theoretical ex-pectations. The results of assessment revealed an urban economy with remarkable hybridity, a society that is in-creasingly stratified, polarized, and segregated, and a juxtaposed urban space undergoing restless and pervasive transformation. A decentering world should entail a decentering knowledge production. A critical reflection upon the Chinese patterns and processes of urban transformation has identified 4 main issues with great potentials for inno-vative knowledge production, namely: 1) privatization and economic development; 2) state, society, and space; 3) urbanization of capital, labor, and land; and 4) the environment and Chinese political ecology. The paper closes with the remark that a rapidly transforming urban China has presented itself as a fertile and resourceful testing ground for critical and innovative geographic enquiries.  相似文献

The fast growth of rural industry in China has generated regional development of large rural areas. What role does industrial linkages play in Chinese rural industrialization? This is a same question as the relation between industrial linkages and regional development which has been discussed for decades and no final conclusion reached. The paper pursues the discussion and focuses on rural areas in China with special reference to Henan Province. On the basis of data from an investigation on nearly 200 industrial enterprises, this study emphasizes that the linkages play a very important role in spreading development of industry in rural areas. It is recommended that the national policies should prompt industrial linkages to upgrade the technological level of rural industry and to integrate rural industry with urban industry.  相似文献

In post-reform China, local governments, instead of the central state, have become major promoters of urbanization. Differing from the existing literature based on Western theories, this article argues that a localized perspective, ‘administrative urbanization', can provide a contextual explanation for the mechanism of urbanization in the reform era. The case study of Ordos indicates that new town construction, especially in the inland area, has become the main strategy for investment attraction and economic development. The local government has played a dominant role in this construction through a series of administrative measures, including avoidance of central state regulations, land leasing, high standard infrastructure construction, relocation policies and industrial attraction. This article also explores the issue of unsustainability in the new town, and identifies that underdeveloped industrialization, slow population agglomeration and real estate bubbles are primary threats to the sustainability of administrative urbanization.  相似文献

The relationship between urbanization and economic development has become a hot topic in the scientific community due to its great practical significance,and economic and social value.However,this relationship continues to change dynamically.In the new stage of urbanization,it is urgent to reveal the causal relationship quantitatively and diagnose the future direction systematically.Based on this,this paper calculates the contribution rate of China’s urbanization to economic development from 1978 to 2019 and uses the panel data cointegration test method to explore the causal relationship between urbanization and economic development in China.The study has three principal results.First,the contribution rate of urbanization to economic growth has maintained the overall growth trend from1978 to 2019,but the growth rate of urbanization’s contribution to economic growth has been relatively low since 2012.It is an important reason that the real estate sector has moved into a new stage of transformation.Second,the cointegration test shows that economic development is a significant factor in advancing urbanization and the urbanization is the product of economic development.Urbanization has a positive feedback effect on economic development,but this effect does not pass the 5%significance level test.The impulse response function shows that the impact of urbanization on economic development is relatively small and stable,indicating that it is limited that the boost of economic development by land-centered urbanization.Third,China’s urbanization and economic development have both shown rapid growth for some time,but their relationship is still the low level of coordination,which has also led to a downward trend in the contribution of new-type,people-oriented urbanization to economic growth in recent years.In the future,China’s urbanization and economy need to maintain relatively medium-low speed growth in the medium-long term,and we should boost the coordinated development of urbanization and economy from low level to high level.  相似文献

A key target of the overall strategy implementation for regional development since the 18th Party Congress of China has involved taking measures to narrow regional disparities. This is because resource-based cities' economic development has fallen below general levels due to resource exhaustion and an unbalanced industrial structure, among other factors. Further, an economic gap has long existed between Northeast China's large number of resource-based cities and non-resource-based cities. This article comprehensively studies the economic convergence of Northeast China's resource-based cities and non-resource-based cities from 1996 to 2015 by using a dynamic panel to analyze not only the economic development of different industries and types of cities, but also the main factors that influence economic development. The empirical results demonstrate that economic convergence exists in both resource-based and non-resource-based cities, but the economic gap between them has clearly narrowed since the implementation of a strategy to revitalize the Northeast's old industrial base. Shrinking cities are the fastest to converge, as mature cities are slower and regenerating cities are the slowest; regarding industry structure, the secondary industry dominates the economy in mature and shrinking cities, and the tertiary industry in regenerating cities. The primary stimulus in resource-based cities' economic development involves upgrading the industrial structure and investing in human capital. As China faces a ‘new normal' economy, resource-based cities in Northeast China should restructure the economy and perfect their market system to avoid again widening the economic gap.  相似文献

Since China opening to outside world, the economy in the Pearl(Zhujiang) River Delta(PRD) has been dou-ble digit growth. It has been known as one of mature fast growth areas in the world and become the model and hope of Chi-nese reform and opening to outside world. The regional development in PRD is the outcome of polarization effects. The polar-ization effects actually are extension of international regional division and a combination of Hongkong‘‘s influence and re-form and open-door policies on the mainland. Since the 1990s, driven by knowledge-based economy, the PRD has furtheradjusted the industrial structure and achieved good progress in upgrading industrial structure. Its high technology industryhas developed quickly and the economic internationalization has deepened, meanwhile, the region is going through transforma-tion and some new trends have begun to appear, which include: university towns springing up, industrial globalization andthe construction of Hi-tech development zones. The paper suggests that with the economic growth changing from relying onthe low level production elements to relying on high level production elements, the regional policies in GuangdongProvince should develop correspondingly: 1) make a plan to prohihite the blind construction in innovative spatial construc-tions; 2) make measures to attract the overseas talents to establish a pool of talent; 3) work out the favorable policies forabsorbing larger capital; 4) formulate the policy of attracting a cluster of industries to speed up the upgrade of industrialdevelopment.  相似文献

By focusing on Guangzhou, this paper examines how different concepts of city in terms of urban-rural relationships are shaped in transforming China since 1949, and explores how they influence the way in which urban planning are practiced. In the pre-reform era, the city was defined as a productive space under the system of urban-rural segregation established for securing rapid industrialization. Urban planning was thus only concerned with the development of urban areas. In the 1980s and 1990s after the reform, institutional change and economic transformation mobilized the urban-rural linkages. The development of suburban areas was then con- sidered by urban planning, but this consideration was a passive response to urban problems such as population explosion and water re- sources protection. Since the new millennium, the agenda for sustainable development and problems of uneven urban-rural development have called for the development of urban-rural integration. In this context, the city is conceptualized as a complex of mountain, city, river, farmland and sea, reconstructing the ideology of urban-rural division in defining urban development. Urban planning has therefore sought in an active way to develop a sustainable city embracing rural and natural elements, and to balance economic growth and envi- ronmental protection. It is argued that developing the concept of city as a complex of urban and rural elements contributes to the urban planning for sustainable urban development, while this conceptualization relies on the recognition of the integrated urban-rural relationship.  相似文献

China is entering a critical and accelerating phase of urbanization.As one of the most urbanized regions in China,the Changjiang(Yangtze)River Delta has experienced dramatic urbanization and urban transformation.However,in the recent years,many changes have taken place in this region and there is limited attention to the regional urbanization path evolution,its problems and the way to solve these problems.Therefore,we should revisit the urbanization process in the Changjiang River Delta again.In this paper,we revisited urbanization paths of the Changjiang River Delta by data analysis,influence factors of urbanization by the Gray Relational Analysis,and major challenges to urbanization of the Changjiang River Delta by theoretical considerations.We found that the urbanization of the Changjiang River Delta had experienced several stages of large-scale spatial and urban system restructuring.Within the Changjiang River Delta,Shanghai,Zhejiang and Jiangshu had experienced different urbanization path with local characteristics.But with their development model gradually converging,their urbanization model is also converging.We also found that the major influence factors affecting the Changjiang River Delta urbanization were dynamic change and urbanization was driven by different key factors in different socio-economic development stages.Meanwhile,the Changjiang River Delta urbanization is facing many problems such as existing institutional arrangements,including the hukou(household registration)system and others which can not meet the needs of current socioeconomic development and urbanization.Therefore,it is imperative to promote institutional innovation and adopt a new urbanization development strategy for the sake of the orderly and sustainable urbanization development in the Changjiang River Delta.  相似文献

In order to explore the train of thought for China‘s urbanizing development and coordinated rural eco-nomic development, and to find good ways of solving rural problems through urbanization, this paper absorbs the push-and-pull forces theory and the systematic dynamic theory in the traditional population migration theories, views urbanization as a dynamic system, makes research on the push-and-pull mechanism of urbanization. The pulling power of urbanization is analyzed according to two aspects, the agglomeration effect and the radiation effect of cities. The agglomeration effect provides continuous propelling force for urbanization, and the radiation effect further accelerates the urbanization process by pushing forward the development of rural economy. Of course, the slow de-velopment of urbanization can result in the hindrance to rural economic development.  相似文献

Since cities and towns are places where those nonagricultural industries are centralized, urbanization is greatly interrelated with industrialization and de-agriculturalization. By means of this kind of interrelationship, Chinese urbanization level may be estimated with the formulas: P1=I1/I0/u0, Pr = N1/N0/u0. The urbanization after the founding of the People's Republic of China can be divided into the following 5 stages: the stage at the out set of industrialization (1949-1957); the high-speed urbanization stage (1958-1960); the first counter-urbanization stage (1961-1965); the second counter-urbanization stage (1966-1976); and the high-speed urbanization stage (1978-now). Although the development of energy and mineral resources strongly supports China’s rapid industrialization and urbanization,it has led to a series of ecological and environmental problems.Strengthening the spatial regulation considering the ecological and environmental protection on energy and mineral resource development areas is an important aspect of realizing China’s sustainable development.In this study,we mapped,categorized,and analyzed the ecological cumulative effects of the Chinese 134 prefectural mining units based on the pressure-state-response model,which is demonstrated as impact of mining activities on ecological environment,ecological environmental fragility,and ecological function.This investigation developed a stress zoning typology of the mining units based on scores of three dimensions of the ecological cumulative effects and classified 134 prefectural mining units into eight types of stress zones.A series of regulation and policy suggestions have been proposed to different types of zones from three aspects:space control,intensity control,and development mode control.The application of this evaluation and spatial zoning system will contribute to the refined spatial management of China’s mining areas.  相似文献

Sustainable development of mountain areas and resource cities has been a significant issue worldwide. Transformation of mountain resource cities is facing tremendous difficulties. In the context of National Major Function-oriented Zone Planning raised to a national strategic level in China, it is important to effectively implement the planning by studying geographical space development zone classification of prefecture- and county-level cities based on their major function orientation. This research is even more critical for the transformation of mountain resource cities. In this study, we evaluated geographical space development suitability, and classified geographical space development zones for Dongchuan Distric in Kunming City of Yunan Province, China, a typical mountain resource city. A quantitative grid-based evaluation was conducted using key-factor identification and restrictive-supportive comprehensive index determinati based on a geographic information system framework with different source data. The results included a classification of geographical space of Dongchuan into five types: the prohibited development zone, the inappropriate development zone, the controlled development zone, the moderate development zone and the preferential development zone. The distribution characteristics of geographical space development zones showed that the proportion of the prohibited development zone is the highest, while that of the other four development zones is comparatively lower and significantly fragmented. The geographical space development suitability is greatly controlled by the geomorphic pattern. Although Dongchuan is extremely restrained in terms of suitable geographical space for industrialization and urbanization, it still has the certain preferential and moderate development zones with an area of 207.81 km2 with large parts being concentrated and contiguous, which makes these areas the most favorable for development. Only by adapting to this reality and implementing centralized development strategy in the regions with higher suitability may Dongchuan achieve smooth transformation from expansion mode to compact mode and its sustainable development capacity may be improved. Suggestions with an angle of industrial and spatial development pattern were put forward for the transformation of the city in future.  相似文献

Urban agglomeration (UA) compactness means spatial concentration degree of physical entities, such as cities (towns), industries, resources, funds, traffic and technologies, whose concentration is formed according to specified economic and technologic association in the process of UA formation and development. The UA industrial compactness means the concentration degree of industry and industry clusters with reference to the industrial, technological and economic relations among the cities in the UA in the process of rational industrial division and with the extension of industrial chain. After analyzing the researches on compactness, this paper finds that the relevant measurement coefficient and methods reflecting industrial geographical concentration fail to link industries spatial concentration with urban spatial concentration. Taking 23 UAs as samples and classifying them by development degree, this paper probes into UA compactness and spatial distribution characteristics from the perspective of industry by adopting UA index systems of industry and measurement models. The research finds out: 1) there is obvious positive correlation between UA industrial compactness and UA development degree; 2) the spatial distribution difference of UA industrial compactness is relatively great; and 3) UA industrial compactness shows a gradually decreasing tendency from the eastern part, the middle part to the western part of China. From the research thoughts and approaches, this article suggests that studies on the UA integrated compactness measurement should be enhanced from a multidimensional per- spective involving space, traffic, population density and so on.  相似文献

This paper introduces a new concept of community-based ecotourism (CBET) that originated in foreign countries. Then it analyzes the significance of CBET development in nature reserve (NR). The authors think that community participation is the evitable choice of nature reserve‘s conservation and development. CBET, as the self-improved model ofecotourism, can promote tourism community sustainable development. Based on the stakeholder analysis of CBET in NRs, this paper addresses the reality, especially the problem of CBET development in NRs of China. In order to develop CBET in NRs of China, this paper takes some suggestions to promote the community participation: 1)gradual political empowerment, 2) deep level economic incentive, 3) widespread educational support, 4) impartial distribution of community benefits, and 5) stakeholders cooperation.  相似文献

Based on the adaptive analysis paradigm, this paper constructs an evaluation index system and an evaluation model of the level of industrial ecology of a restricted development zone from the perspective of the industrial system and of the environmental system, and studies the spatial-temporal differentiation characteristics and the driving factors of the level of industrial ecology of the restricted development zone of the Shandong Province, China, by using a variety of measurement methods. The results show that: 1) In the temporal dimension, the level of industrial ecology of the research area increased from 2005 to 2017, while in the regional dimension, it was higher in the eastern coastal areas, followed by the northwestern area and the southwestern area; 2) In the spatial dimension, from2005 to 2017 the level of industrial ecology of the research area had a clear spatial dependence, and the regional spatial agglomeration of the restricted development zones with similar industrial ecology levels become increasingly evident; 3) On the whole, the industrial ecology level in the study area had a clear spatial differentiation pattern, as it was higher in the north and in the east and lower in the south and in the west. Moreover, its evolution model changed from a ‘three-core driven model' to a ‘spatial scattered mosaic distribution model', and then to a ‘single-core driven model'; 4) Industrial ecology was positively correlated with economic development, foreign investment, science and technology, and negatively correlated with the government role, while industrial structure and environmental regulation failed to pass the statistical significance test.  相似文献

A comprehensive understanding of the spatial interaction between the industrial undertaking capability and the position of the global value chain of the 12 East Asian countries is conducive to strengthening regional cooperation, gaining a say in foreign trade and becoming the dominant player in the global division of labor system. The article reveals the operating rules of the interaction between the industrial undertaking capacity and the global value chain position of East Asian countries by calculating the Global Moran Index(Moran's I), coupling coordination degree and other indicators. The results show that: in time, the values of industrial undertaking capacity and the positions of global value chain in East Asian countries showed a sustained and stable growth trend, and have a consistent trend of change. Spatially, both of the two indexes had significant positive spatial correlation, with Moran's I showing an ‘inverted U'pattern, and the spatial aggregation distribution of global value chain position lagged behind the spatial aggregation distribution of industrial undertaking capacity by one year. In terms of spatial coupling coordination, the coupling coordination values of the two indicators show a steady upward trend. Combined with the comparative advantage of each country, this paper provides suggestions for promoting the positions of Chinese and other East Asian industries in the global value chain from the perspectives of enhancing independent innovation capability and upgrading industrial structure.  相似文献
