Scholars have proposed that the Protection Motivation Theory provides a valuable framework to explain pro-environmental choices, by employing a wide set of predictors, such as the costs and benefits of current (maladaptive) behavior as well as prospective adaptive behavior. However, no comprehensive empirical tests of the Protection Motivation Theory in the slow onset environmental risk domain have been published yet to our knowledge. This paper aims at closing this gap. We first conceptualized the Protection Motivation Theory for the use in this environmental domain. Next, we present results of a questionnaire study among a large representative sample of Dutch drivers that showed that the Protection Motivation Theory is a relevant theory for modeling different indicators of full electric vehicle adoption. Notably, all theoretical antecedents proved to be significant predictors of different adoption indicators. Respondents were particularly more likely to adopt an electric vehicle when they perceived the negative consequences caused by conventional vehicles as more severe, and when they expected electric vehicles to decrease these consequences. The most important barriers for electric vehicle adoption were perceived high monetary and non-monetary costs of electric vehicles, and benefits associated with the use of a conventional vehicle. Interestingly, we found that environmental risks are more prominent in predicting close adoption indicators; while energy security risks are more prominent in predicting distant adoption indicators. As expected, our findings suggest that both collective concerns and individual concerns predict different indicators of adoption. Individual concerns (in particular perceived costs of driving an electric vehicle) played a more prominent role when predicting close measures of adoption, while collective concerns (e.g., perceived severity of environmental and energy security risks) played a somewhat more prominent role when predicting distant measures of adoption. In this article, we seek to clarify further the effects of internationalization on environmental policy convergence by focussing on a country's policy analytical capacity as a mechanism mediating transnational policy learning. We argue that without significant policy analytical capacity, it is unlikely for transnational communication to produce policy learning crucial to this potential mechanism of international environmental policy convergence. Based on a survey of Canadian provincial public servants, we find that while policy analysts in the environmental policy sector have some interaction with those outside of their own jurisdictions, their particular training, employment patterns, and work activities mean they are unlikely to use knowledge drawn from external sources in their decision-making processes.  相似文献

Many difficulties have arisen from top-down approaches to the design and implementation of global environmental initiatives. The concept of translation and other analytical features of Actor-Network Theory (ANT) can offer a way of conceptualising these difficulties and their practical effects. By translation, we refer to what happens in-between the formulation of international goals and the results of implementation, and more specifically, relations and negotiations within this broader process. We examine several aspects of translation in the case of Reducing Emissions from Deforestation and Forest Degradation (REDD+), a prominent global environmental initiative. Using an ethnographic approach, we explore local responses in Central Kalimantan province, Indonesia, to REDD+ ideas and goals that originate at international and national levels. Following selection in 2010 as the official REDD+ pilot province, Central Kalimantan became a site for the convergence of actors and projects with varied sources of funding. The study identifies a central tension that emerged between an initial vision of Central Kalimantan as a pioneer, and local concerns about being used as an experimental subject or ‘guinea pig’ for the testing of externally designed schemes. Results show that greater flexibility in the design of programs and initiatives is needed, to provide space for local inputs. Implementation should pay attention to how local actors are included in planning processes that inform decision-making at higher jurisdictional levels. To bring about intended changes in land use, programs like REDD+ need to extend beyond a focus on short-term projects and targets, to instead emphasise long-term investments and forms of collective action that support learning.  相似文献

How much are Chinese people and various citizen groups concerned about the environment relative to other major public problems? What are the key factors and to what extent do these factors shape individual Chinese environmental concern? Based on a micro-macro model and a county fixed model proposed in this study, we employ nationwide representative public opinion survey data and provincial statistics to examine the determinants and variations of public environmental concern in China. The data shows that environmental concern is not among the top-ranked issue concerns in China overall, but in the urban areas and in the east-coastal region environmental protection features as a rather important issue. Our regression analyses further demonstrate that the Chinese environmental concern is significantly affected by both micro-level socio-demographic variables and macro-level regional economic conditions and environmental risks. In the east-coastal region, such individuals as urbanites with high income are most environmentally concerned. There is a lack of concern over environmental issues among the public in the west region, where little association between individual sociodemographics and their environmental concern is detected. In the central-northeast region, education effect is evident in the rural area. Location contextual factors such as economic development and environmental risk account for most of the observed variations in public environment concern.  相似文献

The social and cultural dimensions of arctic environmental change were explored through Canada??s International Polar Year (IPY) research program. Drawing on concepts of vulnerability, resilience and human security, we discuss preliminary results of 15 IPY research projects (of 52) which dealt with the effects and responses of northern communities to issues of ecological variability, natural resource development and climate change. This paper attempts to determine whether the preliminary results of these projects have contributed to the IPY program goal of building knowledge about well-being in the arctic. The projects were diverse in focus and approach but together offer a valuable pan-northern perspective on many themes including land and resource use, food security, poverty and best practices of northern engagement. Case study research using self-reported measures suggests individual views of their own well-being differ from regional and territorial standardized statistics on quality of life. A large body of work was developed around changes in land and resource use. A decline in land and resource use in some areas and consequent concerns for food security, are directly linked to the effects of climate change, particularly in coastal areas where melting sea ice, erratic weather events and changes in the stability of landscapes (e.g., erosion, slumping) are leading to increased risks for land users. Natural resource development, while creating some new economic opportunities, may be compounding rather than offsetting such stresses of environmental change for vulnerable populations. While the IPY program has contributed to our understanding of some aspects of well-being in the arctic, many other issues of social, economic, cultural and political significance, including those unrelated to environmental change, remain poorly understood.  相似文献

Like all social institutions, governance systems that address human–environment relations – commonly know as environmental or resource regimes – are dynamic. Although analysts have examined institutional change from a variety of perspectives, a particularly puzzling feature of institutional dynamics arises from the fact that some regimes linger on relatively unchanged even after they have become ineffective, while others experience state changes or even collapse in the wake of seemingly modest trigger events. This article employs the framework developed to study resilience, vulnerability, and adaptation in socio-ecological systems (the SES framework) in an effort to illuminate the conditions leading to state changes in environmental and resource regimes. Following a discussion of several conceptual issues, it examines institutional stresses, stress management mechanisms, and the changes that occur when interactive and cumulative stresses overwhelm these mechanisms. An important conclusion concerns the desirability of thinking systematically about institutional reform in a timely manner, in order to be prepared for brief windows of opportunity to make planned changes in environmental regimes when state changes occur.  相似文献

This article describes an experimental Hunger and Climate Vulnerability Index showing the relative vulnerability of food insecure populations to climate risks at country level, as a tool for better understanding risks to food security presented by climate change. Data from socioeconomic and environmental indicators were analysed, and the most relevant indicators were aggregated using a composite index to compare differential vulnerabilities. The paper shows the high correlation between hunger and climate risk, especially for the regions of the world most affected by food insecurity. The analysis goes beyond the impact of climate on crop yields and provides a multidimensional analysis of vulnerability, while demonstrating the critical role that adaptive capacity has in determining vulnerability. The paper also presents a method for analysing food security vulnerability to climate risks that is replicable at different scales to provide a robust planning tool for policy makers. This approach can also be used to monitor vulnerability, evaluate potential effectiveness of programmes, and/or examine plausible impacts of climate change by introducing scenarios into the vulnerability model.  相似文献

For the long-term stabilization of greenhouse gas (GHG) concentrations it is important that post-Kyoto policy has broad participation to ensure environmental integrity. Many post-Kyoto frameworks have been debated, but surprisingly approaches that focus on consumption have received little attention in the climate change literature despite broader interest in other areas. In this article we extend the argument for constructing GHG inventories using a country’s consumption rather than production. First, we argue that constructing GHG inventories using a country’s economic activity instead of geographic territory solves allocation issues for international activities such as international transportation and carbon capture and storage. Second, we argue that consumption-based GHG inventories have many advantages over production-based inventories. The main advantages are to address carbon leakage, reduce the importance of emission commitments for developing countries, increase options for mitigation, encourage environmental comparative advantage, address competitiveness concerns, and naturally encourage technology diffusion.  相似文献

从大气污染、水体污染、固体废弃物污染、噪声污染和土壤污染体等方面,对中国城市生态健康面I临的问题和环境污染现状进行了分析研究。结果表明,城市环境污染形势依然严峻,城市生态健康受到严重威胁,日益成为制约城市健康发展的主要因素。在此基础上,提出了中国城市环境污染修复的建议,认为保持生态健康,城市环境污染的物理和化学修复措施结合生物修复,是构成生态修复的重要要素。在实际修复过程中,把物理修复、化学修复和生物修复更好地结合起来,才能形成有效的生态修复技术。应该进一步增强城市生态健康意识,复合的城市生态系统还需用系统、生态的方法对城市环境污染进行修复,以实现可持续发展和构建和谐社会。  相似文献

The promotion of environmental knowledge is viewed as a fundamental component of environmental education and a necessary prerequisite to ecological behaviour; however, it has little effect on actual behaviour. Nature-based environmental education, which combines the acquisition of environmental knowledge with the promotion of an intrinsic driver, namely connectedness to nature, is proposed as a holistic approach to increase ecological behaviour. This paper evaluates the effect of participation in nature-based environmental education in 4th to 6th graders (N = 255). As expected, increased participation in nature-based environmental education was related to greater ecological behaviour, mediated by increases in environmental knowledge and connectedness to nature. While both factors were similarly predicted by participation in nature-based environmental education, connectedness to nature explained 69% and environmental knowledge 2% of the variance in ecological behaviour. However, the design of our data do not evidence the causality of these relations, which are solely based on theoretical assumptions supported by literature. Nevertheless, the importance of fostering both environmental knowledge and connectedness to nature as complementary drivers of ecological behaviour, as offered by nature-based environmental education, should be researched further as a highly promising approach to fostering ecologically-motivated individuals.  相似文献

There is mounting evidence that major improvements in environmental quality in high-income countries over the past decades may have been achieved to a large degree through relocation of environmental impacts of consumption to other, usually poorer countries. While political and academic debates on appropriate policy interventions to address this challenge are gaining ground, we still know rather little about the drivers of international environmental impact shifting, other than international trade flows per se. We address this issue by focusing on the effects of economic inequality and political factors. We argue that income inequality between and within countries as well as variation in political institutions, environmental clauses in preferential trade agreements (PTAs), and participation in international environmental treaties could be important drivers or mitigators of environmental impact shifting between countries. We use novel panel data on five types of environmental impact flows between country dyads (187 countries, 1990–2015) to assess these arguments. We find that richer countries and countries with higher domestic economic equality tend to be the “outsourcers”, and poorer, domestically more unequal countries the “insourcers” of environmental impacts. Discrepancies in democracy levels aggravate the outsourcing from more equal to more unequal societies. In turn, environmental clauses in PTAs have a mitigating effect on environmental impact shifting, but participation in international environmental agreements has no such effect. Our findings highlight the need for green economy policies that reduce environmental footprints of consumption not only within high-income democracies, but also make their global supply chains more sustainable.  相似文献

Rapid soybean expansion in South America has been linked to numerous socio-environmental problems, including deforestation in sensitive biomes. As a major importing region of soybeans, wider public awareness has also put pressure on the European Union. Different governance initiatives involving various groups of stakeholders have sought to address these issues. However, what is identified as a relevant problem, as a region of interest or which actors are mentioned in this context are all matters of claims-making processes between different groups and mediated through various channels of communication. This study uses a text-mining approach to trace the construction of socio-ecological problems related to soybean expansion and the actors and regions linked with these issues in public discourse. The focus lies on print media from the European Union, but several additional sources are included to investigate the similarities and differences between various communication channels and regions. These include newspaper articles from producing countries and international news agencies, scientific abstracts, corporate statements, and reports from advocacy groups gathered from the mid-1990s to 2020. The results show that European mass media have shifted their focus from consumer labeling, health, and concerns over genetically modified organisms towards more distant or abstract phenomena, such as deforestation and climate change. This has been accompanied with a broader view on different stakeholders, but also with a strong regional focus on the Amazon biome. There has also been much less attention on direct concerns for communities in producing regions, such as land conflicts or disputes over intellectual property rights. We conclude that while European public spheres appear to become more receptive to issues related to impacts in sourcing regions, there remains a narrow focus on specific problems and regions, which reflects a fundamental asymmetry in different stakeholders' ability to shape transnational deliberations and resulting governance processes.  相似文献

Climate change creates a double inequality through the inverse distribution of risk and responsibility. Developed states are responsible, but are forecast to confront only moderate adverse effects; least developed states are not culpable and yet experience significant threats to livelihoods, assets and security. Adaptation finance addresses inequity by developed states facilitating/funding behaviour adjustments necessary for exposed communities to lessen climate risk. This article investigates the ground-level effectiveness of adaptation finance in climate vulnerable villages across Malawi, while controlling for disparities in vulnerability. Malawi and selected districts are both climate vulnerable and significant recipients of adaptation finance. This concludes a larger top–down multi-scalar analysis of climate justice, which applies the distribution and effectiveness of adaptation finance as a proxy. The study avails of participatory assessments to compare actions of villages receiving adaptation finance with those engaging in autonomous and informal adaptations. Adaptation finance villages: (a) address more climate related risks; and (b) enhance agency, security and sustainably lessen climate vulnerability. Conversely, informal practice villages attend to a lower proportion of climate risks and often develop short-term strategies with less enduring vulnerability reduction. Vulnerable communities receiving adaptation finance do change behaviours to reduce climate risk and thus secure local level climate justice.  相似文献

Environmental concern is crucial as bottom-up support for policies that aim to tackle the multiple ecological crises. This paper investigates which characteristics of 206 European regions are robust drivers of generalized environmental concern. To this end, 25 Eurobarometer survey waves between 2009 and 2019 were combined with measures of the regional economy, population, geography, environmental quality, and meteorological events. Bayesian model averaging is used to systematically account for model uncertainty in the estimation of partial correlations. The results indicate that environmental concern increases with income level, a more equal distribution of income and wealth, and a less greenhouse gas-intensive industrial sector. Furthermore, regions with younger and better educated populations exhibit higher levels of environmental concern. In terms of environmental characteristics, both geographical vulnerability to natural hazards and meteorological events affect environmental concern. The results highlight the importance of the socio-economic and environmental context of opinion formation and have implications for designing and communicating environmental policies.  相似文献

Abstract

Since the World Climate Change Conference held in the autumn of 2003 in Moscow, Russian Federation, the fate of international climate policy architecture designed around the Kyoto Protocol hangs in the balance. After the withdrawal of the USA from the Kyoto Protocol, the condition of its ratification cannot be met without the Russian Federation. There has been a considerable uncertainty as to Russia's intentions regarding ratification of Kyoto. In this contribution, an attempt is made to identify the Russian motives and concerns, and explain their attitudes regarding the Kyoto Protocol. Pressures against and for ratification are discussed. Finally, a few comments are made about the future of the efforts to solve the global environmental problem of protecting the Earth's climate.  相似文献

Recent moves by national and local policy makers have sought to encourage individuals to engage in a wide range of pro-environmental practices to address both discrete environmental problems and major, global challenges such as climate change. The major framing device for these developments is the notion of ‘citizen–consumers’, which positions individual ecological responsibilities alongside consumer choice logics in a Neo-liberal socio-economic framework. In the environmental social sciences, there have been recent moves to interpret the citizen–consumer through adopting a social practices approach, which advances the notion that in understanding environmental commitments, a deeper appreciation of underlying norms, values, identity politics and consumption is required to uncover the complex processes that lead to environmental practices in specific contexts. This paper argues that whilst these approaches have considerable utility in tracing the normalisation of established and discrete environmental practices in particular contexts, the issue of climate change represents an independent and over-arching discursive conflict between new and embedded practices that challenges the ability of citizen–consumers to act as agents for change. Accordingly, the data presented in this paper suggest that climate change can be seen as an unsettling and dynamic issue that generates discursive conflict in its own right around fundamental issues of knowledge, responsibility, scale and place. The paper therefore argues that a new and more critical perspective is required within environmental social science to understand (conflicting) discourses of sustainable living between the ‘passive’ normalisation of conventional environmental practice and the ‘contested’ ambiguities of climate change.  相似文献

Rural places are important centers of environmental and social transformation. Landholders are not only affected by socio-environmental changes, but they are influencing futures related to climate change, food security, freshwater, biodiversity, and social and economic development. Much environmental land use work understands individual landholders as rational actors, portrayed through the economic lens of “producer.” These approaches generally focus on present capacities and limitations as the principal factors contributing to land use, and the individual farm as the reference unit for decisions. Our research takes steps to expand conceptualizations of rural landholders as active and knowledgeable in envisioning, managing, and shaping environmental futures. We design and test a new approach using ecological mental maps and future imaginaries to understand land use practices through a case study in the cocoa-producing and Atlantic Forest region of Southern Bahia, Brazil. The integrated socio-perceptual (ISP) approach combines qualitative and quantitative methodologies to honor the depth of landholders’ experiences and perspectives and to allow broader regional relationships and insights to emerge. We demonstrate that the ISP approach—through 49 surveys—has the capacity to capture variation and identify patterns in ecological mental maps and future imaginaries in a population, approximate the relevant spatial scales underlying these factors, and identify relationships between these and land uses. In this context, the types of narratives landholders hold about the region’s future are associated with current forest land use on their properties. We discuss potential applications of the ISP approach for land use study and practice.  相似文献

Climate change equity debates tend to focus on achieving a fair and global ‘allocation’ of emission rights among countries. Allocation proposals typically envision, if implicitly, two purposes for international emissions trading. First, trading is expected to serve as a cost-effective means of promoting compliance with emissions targets. Second, trading is posited as a means to generate financial transfers, typically from industrialized to transitioning and developing countries.This article investigates the common assumption that international emissions trading will effectively serve both of these purposes. We conclude that the two purposes might not be mutually supportive, and that efforts to use international emissions trading as a financial transfer mechanism may potentially undermine cost-effectiveness goals. International emissions trading on a global scale would create new risks in terms of both cost-effectiveness and environmental performance, some of which will be challenging to manage. In particular, uncertainties over market prices and trading eligibility, coupled with the costs of participation, may together be the Achilles heel of some allocation proposals that entail large financial transfers from industrialized to developing countries. Any proposal for an ‘equitable’ allocation of emission allowances, we conclude, must be cognizant of the risks and costs implied by a reliance on international emissions trading.
