As a result of critism of the industrial-urban biased paradigm of development, a new social development approach is beginning to emerge. According to this strategy, development must be fitted to ecological constraints, priority attention must be given to rural development, and planning for rural development must be decentralized, participatory, and deeply immersed in the particulars of local settings. Agropolitan districts, or networks of socio-economic and political interaction, have been suggested as a suitable territorial basis for this paradigm. In India, where local planning has not been successful, indigenous regional systems, which correspond closely to criteria suggested to delineate agropolitan districts, have existed for hundreds of years. This is especially true in Tamil Nadu where a hierarchy of nesting socio-spatial units is firmly established in peasant tradition. Information is presented on the positive and negative aspects of the use of such regions for rural planning. It is suggested that these regions may better fulfil the objectives of agropolitan development than sets of functional regions derived from the urban hierarchy.  相似文献

我国土地研究领域知名学者,原中国土地勘测规划院(现中国国土勘测规划院)院长、党委书记,曾担任中国土地学会副理事长的黄小虎研究员,应邀于2020年11月21日在清华大学土地利用与住房政策研究中心主办的“后疫情时代:国土空间规划与城乡高质量发展”论坛上作主题报告。他在发言中指出:传统规划体系存在多类型规划矛盾冲突的问题,多规合一为解决这一问题指明了方向、奠定了基础。十八大以后,中央对经济社会的发展战略、路线方针等陆续做出重大调整,国家发展内涵发生转变,要求突出发展质量,强调环境保护、农业农村优先。在体制机制上明确由新组建的自然资源部负责建立空间规划体系,其他部门不再编制涉及空间布局的规划,“多规合一”得到实现。国土空间规划的核心内容是国土利用和土地利用的功能分区,这也是用途管制的依据。  相似文献

西南岩溶地区是中国重要的生态敏感区,生态地质环境较脆弱,在该类地区探索资源与环境的协调发展,是促进区域可持续发展之路。以乌蒙山集中连片扶贫区中的毕节市七星关区为评价试点,查明了区域地质资源环境现状,探索构建了适用于乌蒙山典型地区的地质资源环境承载能力评价指标体系。评价发现:①七星关区地质资源承载能力总体较强,但空间分布不均;②该地区水土环境承载能力总体较高,但七星关区城区、鸭池镇、清水铺镇等局部地区存在一定的水土环境污染,导致水土环境承载能力较低;③区域地质安全承载能力以中等-较强为主,城区近郊的朱昌和小项地区地质安全承载能力强,是进行城市规划和工程建设的有利地区。评价结果可为区域国土空间规划及"三区三线"划定提供地质依据。  相似文献

In the early stages of economic development in Korea, national territorial planning was used as a policy tool to guide spatial structure and to provide physical infrastructure for urban and industrial development. Such a top-down approach was inevitable because Korea maintained the centralized political and government system until the early 1990s. Circumstances, however, have changed recently since the 1990s with progress in democratization and localization. In addition, forces of globalization are making significant impacts on the parameters of national territorial planning. Reflecting these changes in both internal and external conditions, the Fourth National Territorial Plan (2000–2020) has adopted a different approach from the past three territorial plans. This paper reviews the socio-economic background that necessitated such changes in approaches to national territorial planning. A major thrust of the Fourth Plan, a focus on emergent or anticipated planning issues in Korea, is discussed. Finally, the paper examines the rationale for long-term strategic planning in the highly fluctuating situation facing Korean society in the new century.  相似文献

In recent years, central Seoul has been experiencing a dynamic transformation. In the process of reorganization of the urban industrial structure including tertiarization and quaternarization of the economic base of Seoul, business services are growing very rapidly and large scale urban renewal projects are quickly implemented. Downtown office activities become a nucleus for economic performance of Seoul and high-rise office buildings steer the landscape transformation of central Seoul. Even though there appears to exist some evidence that office districts have dispersed to several subcenters, major office activities are still concentrated in central Seoul. This paper redefines office industry in a narrow sense comprising only relevant economic sectors and office buildings as office activity-functioning units. It then explores the industrial networking and territorial specialization of office activities focusing on the dual process of concentration and dispersion in Seoul. The changing characteristics of the downtown linkages of office activities in this post-industrial era transforms the spatial economy of central Seoul into a more flexible and volatile system, while territorial concentration of power and control functions are fortified at the same time. Finally, the paper addresses the development of manufacturing- tertiary-quaternary industrial complexes, which can be regarded as emerging industrial clusters, producing the cultural economy of urban space and images for clients and customers, in relation to urban competitiveness and territorial specialization of large metropolitan areas. 从南洞暗河系统生态环境地质现状特征人手,根据暗河系统水文地质条件、水文地球化学特征和由人类活动带来的对地下水环境影响的不同。以地表水和地下水的转化、自净能力及含水层环境容量等为依据,并综合考虑区内工农业布局、社会经济发展规划等多种因素,从科学管理的角度,将南洞暗河系统划分为三级水资源管理保护区,使暗河水资源管理更科学合理,真正做到“在保护中开发,在开发中保护”,充分发挥其应有的社会、经济和环境效益。  相似文献

Acceleration of socio-economic progress and the achievement of self-reliant economy by the developing countries are closely linked with transformation of sectoral and spatial structure of colonial type economy, which is characterized by nonintegration, extreme inequalities in resources and land utilization, and regional disparities in the levels of socio-economic development. The State plays the leading role in this process through elaboration and realization of long-term regional policy and regional planning, the necessity of which is admitted in the majority of the developing countries. Their scientific substantiation is connected with investigation of objective process of formation of the spatial structure of the new type economy. The latter is formed in the process of interaction of the major regionalization systems: natural-resources, demography-ethnic, socio-economic (systems of special sector-wise and integral-complex regions are embedded in these systems). The systems of socio-economic regionalization are the most dynamic and manageable. But the modern stage of the development of the Third World countries is characterized by the essential changes of other regionalization systems as well. Evaluation of disproportional correlations in their interaction and elaboration of measures to reduce them constistute one of the most important objects of modern geography. Specialization of economic regions in the productions, which have favourable regional combinations of resources results in acceleration of economic growth because of the benefits of spatial division of labour. At the same time regional specialization and increase of inter-regional linkages strengthens the integration on all-national scale, which is of vital importance for the developing countries. The acute, not only economic but also socio-political problem of rapid backward areas advancement can and must be solved not separately (although such attempts have been undertaken often enough) but as a part of the general strategy of regional development. Scientific substantiation of the effective regional planning in the developing countries is an object of interdisciplinary research, where geographers are called to play the leading role.  相似文献

国土规划所需的数据来自于土地、水、矿产等多主题数据,数据生产、存储、调用的方式具有多样性,给数据集成应用带来了极大的困扰。为了解决这个问题,在分析地理标记语言(GML)格式特征的基础上,提出了一种基于GML的国土规划多源异构数据集成模型,分析了基于该模型的多源异构数据集成技术流程,实现了Map GIS数据、Arc GIS数据向GML数据的转换和集成分析。实践验证,该方法在一定程度上可满足国土规划应用的需求。  相似文献

基于自然环境、地理以及自然资源研究进行自然资源综合区划,有利于充分认识和分析区域内自然资源环境状况以及动态演变规律,为自然资源调查监管、区域经济的可持续发展和规划提供决策依据。把环境地理要素和自然资源作为划分不同区域的基础和依据,进行自然资源综合区划,可以强化对区域自然资源的地域差异和动态变化特征的科学认识,对合理开发利用自然资源具有重要的指导意义。通过确定区划单元的主导划分要素和辅助决策要素,利用主成分分析法和聚类分析法,初步将研究区自然资源综合区划等级体系划分为3级,二级区划包括7个自然资源亚区,三级区划包括14个自然资源地区。对1990—2018年期间各级分区的自然资源时空动态特征开展定量分析后认为,在此期间,研究区主导资源总体变化趋势是森林资源减少、耕地资源大幅度增加,具体表现为森林转变为耕地、草原转变为耕地。  相似文献

生态文明与城市绿色发展要解决的问题本质上来说是正确处理人与自然之间的关系。生态文明是建设新时代中国特色社会主义和构建人类命运共同体的战略思想。城市绿色发展是转变人类社会发展模式,实现可持续发展的战略措施。两者之间有着鲜明的时代发展耦合特征,根据发展时序和中国经济社会发展阶段性特征,分为三个发展阶段:初期理论研究与实践探索阶段、逐渐上升为国家行动与理论体系建设阶段和国家行动的全面深化与理论体系的建立阶段。在城市绿色发展过程中,人通过以土地要素为主的生态空间和以产业为主的社会经济活动对自然产生影响,使城市发展在经济系统上实现绿色增长,在自然生态系统上提高绿色财富,在社会系统上提升绿色福利。城市绿色发展的基本思路:在城市发展进程中要始终坚持生态文明的理念,全面推进城市绿色发展;坚持城市空间规划先行方针;大力推进产业结构绿色升级和发展绿色新业态;强化环境保护和生态修复;实施基础设施绿色升级改造和推进绿色基础设施建设;加快制定完善城市绿色发展政策措施。  相似文献

Hazardous industrial sites have always represented a threat for the community often provoking major accidents overcoming the boundaries of the plants and affecting the surrounding urban areas. If the industrial sites are located in natural hazard-prone areas, technological accidents may be triggered by natural events, generating so-called na-tech events which may modify and increase the impact and the overall damage in the areas around them. Nevertheless, natural and technological hazards are still treated as two separate issues, and up to now the methods for na-tech risk assessment have been developed mainly for specific natural hazards, generally restricted to some plant typologies and to the area of the plant itself. Based on a review of the current na-tech literature, this article illustrates a risk assessment method as a supporting tool for land use planning strategies aimed at reducing na-tech risk in urban areas. More specifically, a multi attribute decision-making method, combined with fuzzy techniques, has been developed. The method allows planners to take into account, according to different territorial units, all the individual na-tech risk factors, measured through both quantitative and qualitative parameters, while providing them with a na-tech risk index, useful to rank the territorial units and to single out the priority intervention areas. The method is designed to process information generally available about hazardous plants (safety reports), natural hazards (hazard maps) and features of urban systems mainly influencing their exposure and vulnerability to na-tech events (common statistical territorial data). Furthermore, the method implemented into a GIS framework should easily provide planners with comparable maps to figure out the hazard factors and the main territorial features influencing the exposure and vulnerability of urban systems to na-tech events. The method has been tested on a middle-sized Municipality in the Campania Region, identified as 2nd class seismic zone, according to the Ordinance 3274/2003, in which a LPG storage plant, classified as a plant with major accident potential by the Seveso II Directive (art. 9), is located just within the city core.  相似文献

水资源是保障区域发展的重要因素,是维持生态环境的关键要素。保定平原区作为京津冀地区的重要区域,其水资源承载能力对于区域生态和社会经济发展具有重要意义。本文以生态优先为基本理念,基于不同供水来源与不同用水类型的供给与利用关系,采用定额计算和线性加权目标规划相结合的方法,对保定平原区水资源承载力进行分源评价,并与地方规划相对比,进行了水资源承载力分级。结果表明:在保证生态需水和农业灌溉用水的基础上,保定平原区在持续枯水年条件下城镇生活和工业生产2025年可提供水量为4.63×10~8m~3、水量缺口0.52×10~8m~3,2030年可提供水量为6.96×10~8m~3、水量缺口0.56×10~8m~3;持续平水年条件下,城镇生活和工业生产2025年可提供水量为5.81×10~8m~3、水量盈余0.66×10~8m~3;2030年可提供水量为8.14×10~8m~3、水量盈余0.62×10~8m~3。该项研究旨在为保定平原地区发展规划制定提供科学依据。  相似文献

Regional planning in the U.S.S.R. is part of a comprehensive and hierarchical spatial and sectoral planning system. Four levels are described: (a) the national level, involving the total settlement system; (b) the major regional level, handling major development schemes; (c) the minor regional level, with plans for administrative districts; and (d) the urban level, where city master plans are produced. The amount of detail and scale of working increased downwards through the hierarchy. The most pressing problem is planning for the emergence and growth of cities of 100,000 population or more. The paper describes the current stage of transformation of the residential distribution system in the USSR, the state policy in the field of urban development, the tasks facing Soviet architects and the way to their solution. The state policy in the field of residential distribution and urban development provides for: the systematic and scientifically substantiated distribution of production and human settlements on the basis of coordinated development and distribution of productive forces and the perfecting of the systems of residential distribution; the utilization, improvement and protection of landscape; the restriction of the growth of very large cities and development of the network of small and medium towns; the transformation of villages into modern well-organized settlements of the collective and state farms and the elimination of the existing distinctions between town and country; the regular development and distribution of towns and settlements in different geographical zones and most favourable natural-and-economic regions of the USSR; the overcoming of irregular population distribution in the European and Asiatic parts of the USSR; the formation of group-systems of human settlements on the basis of big urban agglomerations and territorial-industrial complexes; the development of new territories through land improvement. Basic attention in the report is paid to the consideration of the master scheme of residential distribution in the USSR, its scientific fundamentals, main purposes and tasks. The analysis of the decisive factors and of the main trends of the development of the systems of human settlements for a long-term perspective is given. The master scheme of residential distribution contemplates the systematic development on the USSR territory of different human settlements contributing, to a maximum degree, to the achievement of the objectives of socialist construction, to the creation of most favourable conditions for the people's work, life and rest, to the development and intensification of social production taking into account objective tendencies of urbanization and the effective use of forecasted urban development resources. The realization of the master scheme of residential distribution will allow to fully take into account the economic, ecological and demographic requirements in the elaboration and realization of the plans of development of production and residential distribution aimed at the rise of the living standard of the Soviet people.  相似文献

[摘 要] 包头市是内蒙古自治区境内最大的工业城市,随着工业生产的迅速发展,生态环境问题 日益突出,本文利用近年来在本区开展的多目标区域生态地球化学调查成果,依托多目标生态地球化学 调查提供的土壤元素指标的含量值、背景值及区域空间分布图等丰富的地球化学资料,重点对包头市生 态环境进行调查,对包头市土壤元素地球化学特征进行统计分析研究,通过研究土壤中镉、汞等重金属 元素的空间分布特征、物质来源, 运用内梅罗指数法对包头市土壤环境质量及环境污染状况进行了评 价。结果表明,除以冶炼为主的局部地段受到明显的人为污染外,其余地区环境质量总体良好。评价结 果对包头市今后的环境规划和环境治理提供了科学依据。  相似文献

Urban densification trends combined with redevelopment increasingly moving away from large former industrial and transport sites toward existing town centres and corridors indicate redevelopment is becoming increasingly complex, difficult to plan for and undertake. The interplay between land and property markets and planning frameworks suggest city planners and urban researchers need new tools and methodologies to gain insights into ways to deliver effective responses. Despite the need, there is a limited availability of comprehensive models to fulfil the task. This paper describes a GIS-based tool to assess parcel-level financial feasibility and housing supply associated with urban redevelopment within a precinct. The tool incorporates existing and potential built form and parameters associated with the planning framework and land and property markets. Using a real case study in a workshop, tool performance was evaluated by professional urban planners in terms of its capacity to produce metrics and visualisations of potential scenarios of redevelopment. Results indicate the usefulness of the tool for emulating land market conditions and testing scenarios of planning regulation and market changes for strategic planning purposes.  相似文献

国土空间生态保护与修复是实现美丽中国、关系中华民族永续发展的根本大计。本文采用文献资料综合分析法、系统回顾法、实证分析法、类比分析法、趋势外推法、政策环评等相结合的方法开展了一系列工作:从国家方略、顶层设计两个方面,梳理了国土空间生态保护与修复的脉络;从国土空间生态修复规划、技术路经与方法、野外台站和科研样地等角度,阐明了国土空间生态保护与修复研究的方法论;举例辨析了国土空间生态保护与修复的若干“伪生态”和“假技术问题”;指出了国土空间生态保护与修复发展的战略方针、战略目标、战略方向、战略原则、战略重点、战略对策;从生态保护与修复的重大科学问题和热点、语境分析、分区分类、差异化、生态补偿机制等5个方面,提出了助推中国国土空间生态保护与修复需要的科技支撑;讨论了“两屏三带”、科学推进生态修复,以及管理逻辑与技术逻辑融合问题。研究结果为破解国土空间“整体保护、系统修复与综合治理”过程中生态要素的综合性与管理事权的部门化、生态空间的连续性与区域的政区化、生态工程的长期性与行政管理的届次化三大矛盾,提供了科学依据。  相似文献

During the planning of an urban environment, usually only economic and social parameters are taken into account. As a result, urban areas are susceptible to natural disasters, which cause extensive damages in them, because the cities or towns have been repeatedly located in vulnerable areas. In this study, for the protection of human environment, is proposed a unique approach of urban planning and sustainable development. The study area is Trikala Prefecture (Western Thessaly, Central Greece). An integrated evaluation of the suitable areas for urban growth and light industry development is proposed by using mainly natural hazards as well as geological–geomorphological–geographical characteristics of the study area. The used parameters were correlated by using the analytical hierarchical process (AHP) method and incorporated into a geographic information system (GIS) in order to produce the corresponding suitability maps. The study area is classified in five categories of very high, high, moderate, low, and very low suitability for urban growth and industrial development. Moreover, the spatio-temporal changes of the urban limits are studied since 1885 for the three major towns (Trikala, Kalambaka and Pyli) of the study area. These changes sketch out the urban growth trend. The comparison between the urban growth trend with the potential suitability for urban growth and industrial development of these towns lead to discrepancies. These can be attributed mainly to the fact that in the majority of cases, only geographical, social, and economical factors were used for urban development, whereas in our study, natural hazards, geomorphological, and geographical parameters were quantified and taken into account.  相似文献
