This article introduces a new feature in MARINE POLICY. The aim of the series is to present the views of specialists on questions of maritime strategy and naval policy. Future articles will focus on three broad areas: the major political and technical issues involved in framing future naval strategy; analyses of individual states' strategic outlooks and naval procurement policies; and surveys of the arenas of potential maritime conflict. Professor Peter Nailor of the Royal Naval College, Greenwich, UK, begins the series with a wide-ranging consideration of the issues confronting naval powers in the development of future maritime strategy and defence policies.  相似文献

The three nations surrounding the Gulf of Mexico (GoM) are experiencing rapidly expanding populations and economic development. Problems associated with governing a transboundary body of water such as the GoM are becoming increasingly evident. Despite various attempts within each nation to establish more integrated ocean and coastal governance mechanisms within their own jurisdictions, there has been very little cooperation between the U.S., Mexico and Cuba in developing coordinated maritime policies for the GoM Region. After providing an overview of current marine policy initiatives in the three nations, a brief analysis of recent efforts by the European Union is presented. The paper contends that this European initiative may provide guidance for future integrated management policies in the GoM, but notes that progress depends on reducing legal and political obstacles to international collaboration in the Region.  相似文献

The author provides an introduction to the politics of the North-east Asia region, a survey of local maritime issues and disputes, and examines the impact of the new ocean regime on this region. He concludes that, although there are many substantial maritime disputes in North-east Asia, these are in general subordinated to larger determinants of political relations, and do not themselves have a major impact on regional politics. Soviet—Japanese relations, however, constitute an exception to this rule. Dr Buzan argues that the disputes over fishing and the northern islands played a key role in impeding better Soviet-Japanese relations, and thereby facilitated the current Sino — Japanese rapprochement with its potentially global implications.  相似文献

The 1982 United Nations Convention on the Law of the Sea prescribed extensive rules of behavior for the international community in the oceanic regime. Some of the most important provisions of the Convention are those regarding the freedom of navigation and overflight in various maritime zones, i.e. territorial seas, international straits, archipelagos, exclusive economic zones and the high seas.While most coastal nations are complying with the navigation and overflight provisos of the Convention, some are not. Where excessive maritime claims exist, the US has evolved an ambitious Freedom of Navigation (FON) Program which challenges these excessive claims. This Program was initiated under the Carter Administration in 1979 and has continued, unabated, ever since.As the international community prepares for the day when the 1982 Convention becomes universally-recognized international law, there are likely to be periodic excessive maritime claims. In cases where the Convention's dispute settlement provisos fail to resolve excessive claims, the community of nations may find it useful to use the US FON Program as an example for the enforcement of maritime rules.  相似文献

Hostile acts against ships and mariners remain a global social and political phenomenon which usually reflects a high degree of socioeconomic vulnerability. The identification of the causes and driving factors behind the deteriorating maritime security has received considerable attention. However, their potential impact upon biodiversity conservation initiatives remains poorly evaluated. In the present study the spatial overlap between biodiversity hotspots and hotspots of hostile maritime acts are explored. The majority of such hostile acts occur in economically vulnerable countries, with the operation of their Marine Protected Areas largely depending on the revenue generated by visitors. Given that hostile maritime acts could cause financial losses and increase social and political instability, they could significantly alter conservation efficiency. Thus, it is critical to consider the way of incorporating maritime security risks into conservation agendas.  相似文献

Maritime transport has become well developed in Taiwan, which is located in the western Pacific Rim. Following the model of traditional maritime nations, Taiwan's government enacted some shipping-friendly measures to help the industry in its early expansion stage. Nevertheless, government authorities have taken actions to liberalize the operations of the maritime-transport sector over the past 10 years. This paper focuses on how the liberalization measures were proposed and implemented including the process and reasons behind the formulation of governmental policies, the interaction between domestic shipping operators and the government. In addition, this paper presents a comprehensive review of the liberalization policy's impact on domestic maritime transport operators.  相似文献

The 2004 enlargement of the European Union (EU), as well as the further enlargements planned from 2007 onwards (Romania, Bulgaria, Croatia and Turkey), entail changes of a geo-political nature that not only imply an increase in size (a rise in the number of States, new boundaries), but, more especially, also involve a shift in the EU's maritime status, with its projection towards the Atlantic now being checked by a swing towards continental Europe and its inland seas. In view of the new political map being drawn up, two questions beg to be asked: to what extent is Europe's maritime condition being strengthened; and, does the new maritime Europe constitute an opportunity, or does it aggravate the already-existing problems and threats?  相似文献

From a long maritime past, the last two decades have presented the U.K. with new opportunities to explore and exploit the seas. A concentration on 'enabling technology' and integrated programs of work is now resulting in a much expanded capability to work in the oceans, on our own behalf, and with developing nations. 追溯探查历史图件,根据1946年内政部方域司编制的一组"南海诸岛位置图"(南海诸岛位置图,南沙群岛,中沙群岛,西沙群岛,西沙群岛永兴岛及石岛,南沙群岛太平岛)和1948年出版的"中华民国行政区域图"分析,南海诸岛外围的断续线段是我国在南海的海疆国界线;当时划定,是与陆域国界相连的,海上国界是陆域国界的延伸,以断续线段表示是国际地图上对海疆国界线通用的表示方法,当时即获国际认可。上述结果为南海划界提供了科学依据。  相似文献

Seafarers make a critical contribution to civil society, but seafarers’ health has received comparatively little attention in the maritime world. China has the largest population of seafarers, and Chinese seafarers are working on board merchant ships flying different flags. The Maritime Labour Convention, 2006 entered into force in China in November 2016, and it has already generated significant impact in terms of policy, legislation and maritime practice. However, while seafarers’ treatment has been improved significantly in many countries, in particular in developed countries, Chinese seafarers are still facing some challenges relating to health issues, such as long working hours, insufficient nutrition, lack of recreation and poor mental health. Based on existing knowledge and scholarship available in the public domain, together with primary data collected in several phases of fieldwork, this paper critically examines a number of major issues relating to maritime health of Chinese seafarers.  相似文献

Numerous undersea observatories using cables or buoys are being planned and implemented by scientists and engineers. These projects are being planned with service lives measured in decades. The geographic reach of these systems extends beyond national waters and well into the high seas. Procurement and maintenance of these systems must be cost effective if they are to realize their scientific goals. This objective can be enhanced if the scientists and engineers designing, building, and operating these systems do so with awareness of the responsibilities, liabilities, and advantages accorded marine scientific research under international and maritime law. Generally, these subjects are addressed in the United Nations Law of the Sea Convention 1982 (UNCLOS), as it is supplemented by appropriate national law. This paper provides a basic overview of applicable international law. For purposes of showing the relationship between UNCLOS with national law, U.S. law is utilized, although many nations have similar approaches in their domestic law. In planning an undersea observatory system, a complete and timely analysis of the national law of jurisdictions with a factual nexus to the system is recommended at the earliest stages.  相似文献

The EU is the leading maritime power with approximately 3 million people in total working in its thriving maritime industries. It is the aim of the present paper to examine the status of the EU-registered and -controlled fleet, provide an overview of contemporary forces in the shipping business, which affect employment of EU seafarers, and discuss principal EU initiatives in support of the competitiveness of the EU shipping and employment opportunities for EU nationals in it. Among the issues under consideration will be the role and effect of third party flags, cost considerations, the maritime cluster effect, and regulatory burdens.  相似文献

Concepts of security are no longer limited to the military form, but other potential, economic, ecological, social aspects are becoming included.Emphasis needs to be put on integration of all dimensions of security. Many environmental problems present threats to human health and welfare and hence to the well-being of nations. The environmental issues cannot be ignored in context of any comprehensive security concept, but environmental security should not be treated in isolation.Integration of sustainable development and regional security may address many of the current maritime issues. Such integration may best be handled jointly and at regional levels.With this in mind and the realization that there is now a clear awareness and understanding that issues such as poverty, underdevelopment, population growth, environmental quality and sustainable resource use, are interrelated and interdependent and must be dealt with as such, the paper aims to highlight some aspects of regional security and sustainable development issues with reference to the Mediterranean basin. The aim is to initiate a process to pursue integration of sustainable development and comprehensive regional security with focus on the Mediterranean.The approach is based on the concept of the Common Heritage of Mankind as proposed by Arvid Pardo in 1967. It has 4 dimensions: economic; ethical; environmental; peace and security. In dealing with the proposal of Arvid Pardo the United Nations General Assembly decided to split up the concept: the Conference on the Law of the Sea was to deal with the peaceful uses of oceans and sea-beds; the Conference on Disarmament with the security aspects, then considered as military. UNCED 92 maintained the separation in addressing only environment and development, with management also included. However, peace and security were not included. It is time now to include these elements, and also consider the enforcement issue. The paper aims at illustrating this need through some examples from the Mediterranean basin.  相似文献

Despite the importance of the socio-economic dimension of the use of marine waters, there has been little research in the field until recently, when interest has grown in the concept of ‘blue growth'. This paper aims to contribute to filling this gap with a socio-economic assessment of the main maritime sectors, focused on the Spanish part of the European Atlantic Arc. To this end, it first proposes a theoretical structure for the maritime economy and then collects and classifies comparable and reliable maritime socio-economic indicators. The data obtained allows us to assess the size of the Spanish maritime sector and the position of the Spanish Maritime Cluster in the wider context of the maritime economy of the European Atlantic, as well as discuss the appropriateness of a strategy of forming clusters at the national level vs. a transnational approach. The results indicate differences between regions in the European Atlantic Arc that complicate the development of integrated policies to stimulate blue growth. Extending our knowledge of the maritime economy of the European Atlantic Arc will make it possible to design strategies that address the real issues, increasing the likelihood of these being effective.  相似文献

The publication of reports on geo-political risks in the world sponsored by intelligence agencies, university institutes and think tanks are valuable instruments in societies that are being increasingly exposed to the effects of globalisation. Although all express mention of geo-political risks of a maritime nature is absent from these documents, it is an interesting exercise to determine: i) Which geo-political risks or threats have a maritime dimension or imply derivations whose occurrence may be linked to maritime space? ii) Which processes or tendencies in the use, occupation and governance of maritime space can fall into the category of geo-political risk? The basic aim is to address the forms that instability and geo-political risks take in the ocean world. If the risks stated in the chosen literature are examined from the maritime perspective, it is possible to perceive ‘secondary’ risks whose size and reach can become major contingencies for international stability. They therefore should not be ignored in the prognosis and evaluation of geo-political risks. In as much as societies' political organisation continues to rest on the nation-State, the dominance of the maritime component in the territorial basis is a permanent source of tensions and conflicts. In parallel with this, the displacement of economic expectations and the supply of traditional and new resources to the marine environment broadens the spectrum of risks and threats.  相似文献

Owing to their style and economic impact, Brazil, Russia, India and China (the BRIC countries) are destined to become relevant actors in the new ocean governance. The following working hypothesis is sustained: the BRIC countries, due to the potential of their maritime territories, can be considered to be emerging maritime powers capable of displacing some of the historical maritime powers. This would also entail a shift of strategic maritime space towards the southern hemisphere. Other emerging maritime scenarios associated with the BRIC countries include the Russian Arctic, and the Indo-Pacific ocean belt, or “string of pearls”, as it is known. Factors such as competitiveness, maritime leadership and ocean governance are thus placed in a new economic and political context where they might be redefined and adapted to the circumstances of the BRIC block and other emerging countries, the majority of which are subject to demographic pressure and a high degree of poverty. The most relevant conclusions point to the emergence of a new type of neo-navalism, on the one hand—a BRIC version of traditional sea power and, on the other, a possible threat to the EU's Integrated Maritime Policy under pressure from strong competitiveness in a highly internationalised environment, forcing changes in its original approach with its distinct social profiles and commitment to latest generation rights.  相似文献

Spain’s port system was subjected to significant legislative reforms during the 1990s. Spanish Law 62/97 allowed regional governments to manage commercial ports, whereas the central government continued to control the main organisation in charge of the Spanish port system – the Spanish National Ports and Harbours Authority (SNPHA). This paper analyses the evolution of maritime traffic to measure the possible costs of political coordination between the SNPHA and the port authorities controlled by various political parties that rule regional governments. The findings point to coordination costs having a limited effect on the evolution of maritime traffic.  相似文献

Improving maritime communications is the raison d'être of INMARSAT, of which 40 countries are now members. INMARSAT operates the world's only commercial satellite system devoted to international mobile communications. This article describes the system and the services which can be provided through it, and covers the policy issues of interest to INMARSAT. The so-called ‘blue economy’ is gaining emphasis in European policy making due to the expansion of its relevance beyond traditional economic sectors but also to new and developing ones that exhibit rapid growth. Much of the discourse has focused on the emergence and consolidation of maritime clusters. However, there has been less attention on the regional development aspect and this article provides a timely contribution to filling the gap in knowledge by presenting the findings and analysis of a survey applied to blue economy organisations in Portugal, Spain, Ireland and Scotland. Specifically, issues of innovation, human capital and social capital provide the basis of inquiry around the creation and consolidation of maritime clusters. The article uses the survey data to understand the determinants of the variety of cooperation dynamics. A key finding reveals that participation in innovation activities and absorptive capacity are critical factors in increasing cooperation. From the analysis it is clear that there are significant discrepancies in participation between sectors, such as tourism where participation rates are below average. The article concludes by defining the core activities that should feature in a maritime cluster.  相似文献
