Progress has been made in the Pacific region to implement the decisions taken by leaders at the Earth Summit. There has been investment in the environment and in sustainable development initiatives in the Pacific, and island countries have managed to place their concerns and special circumstances clearly on the international agenda. By the very nature of Pacific islands, Agenda 21 and its off-shoot, the Barbados Programme of Action, have influenced ocean and coastal management. However, the extent to which this has changed the fundamental approach to development in islands is less clear. While it may not be possible to determine categorically the state of implementation of Agenda 21 or how far Pacific island countries have gone down the path towards sustainable development, there are some sound indicators of change. This paper examines a number of these indicators of progress to implement Agenda 21 in the Pacific at the national, regional and international levels, and identifies some challenges for the future.  相似文献

Agenda 21, the 40-chapter action plan, agreed to by all nations participating in the 1992 Earth Summit represents an ambitious effort to provide policy guidance across the entire spectrum of environment, development, and social issues confronting mankind. In the area of oceans and coasts (Chapter 17 of Agenda 21), the Earth Summit underscored that the management of oceans and coasts should be ‘integrated in content and anticipatory in ambit.’To assist those responsible for implementing the Earth Summit guidelines on ocean and coastal management, this article first reviews the fundamental shift in paradigm reflected in the Earth Summit agreements as well as the specific recommendations contained in Chapter 17. Next, the article examines the central concept of ‘integrated management,’ noting both its importance and its limits. A general or ‘synthesis’ model of ‘integrated coastal management’ is then presented, addressing such questions as management goals, what is being managed, where, how, and by whom.In a concluding section, methods are proposed whereby the general or ‘synthesis model’ can be tailored to diverse national contexts, involving varying physical, socio-economic, and political conditions.  相似文献

The need for building human and institutional capacity has been identified in Agenda 21 of the UNCED conference as well as by a number of international environmental institutions as essential for integrated coastal management (ICM) and sustainable development in developing coastal states. There is a growing need for coastal management practitioners and organizations with expertise in planning and implementation for ICM. The application of strategies for institutional development and building human capacity in coastal management and other fields shows that short-term intensive training efforts and long-term institutional strengthening programs are appropriate to address the issues and needs of ICM. An overview of the experience of the URI/USAID International Coastal Resources Management Program in Sri Lanka, Thailand and Ecuador presents lessons learned for strengthening ICM efforts in developing countries.  相似文献

The broad acceptance and collective commitment of countries to the tasks involved in the implementation of Agenda 21, Chapter 17, have profound implications vis-à-vis the interplay between coastal zone management (CZM) and national development planning (NDP). It appears that in many countries, CZM has evolved in isolation from the mainstream of national development processes. Ecosystem approaches to marine resource management (EAM) offer comprehensive decision making based on rationalization of currently fragmented ocean policies and their implementation. However, despite the apparent utility in addressing these problems, EAM has also been criticized as being nonspecific, immature, invalid as a basis for decision making, and not fully supported by science. While it is commonly perceived that a paradigm shift in governance and science institutions awaits implementation to address these criticisms, in fact, ecosystem considerations are being incorporated more frequently, employing existing authorities as the basis for mitigation of sectoral impacts and for resource allocation. Management ‘best practices’ for EAM are emerging based on these experiences. Ten common criticisms of EAM, which I believe to be myths propagated primarily to maintain the status quo among sectoral interests, are discussed. Accelerated evolution of EAM will occur as science better articulates feedbacks, cumulative ecological effects and economic consequences framing policy choices, and more formal “rules of engagement” among sectors (e.g., fishing, coastal development, water quality, and energy) are negotiated. These operating procedures would be established under informal arrangements, in national law, and by international agreement. The management paradigm for marine resources is shifting and EAM will eventually be considered redundant with established practice.  相似文献

This paper reviews the evidence of the impacts of marine management interventions on human development and well-being reported in marine management literature in the past two decades. Documents dealing with fisheries, aquaculture, marine conservation and coastal zone management are assessed in terms of the methodologies used, the human development dimensions considered, and the results reported. The choice of dimensions for defining human development in this literature is contrasted with proposals from the literature on the capability and human development approaches. Marine biodiversity conservation is a common issue in the world. Due to rapid economic development in coastal area in China, marine biodiversity conservation faces great pressure. In this paper, the idea of the integrated coastal zone management (ICZM) was applied as a framework in marine biodiversity conservation. At first, the relationship between integrated coastal zone management and the marine biodiversity conservation was discussed. Then, as a case study in Fujian Quanzhou bay, a set of strategies on marine biodiversity conservation based on ICZM were put forward, which included how to define management boundary of marine biodiversity conservation, the impact assessment model of human activities in the coastal area on marine biodiversity, the planning and management of marine biodiversity conservation, and the monitoring system of the marine biodiversity. Finally, the framework of the comprehensive decision support system based on GIS was suggested.  相似文献

This paper identifies and examines current coastal issues and conflicts in the northwest Europe region through the use of questionnaire surveys. The overall management concerns and outstanding problems across the region are highlighted and the results are presented in relation to previously identified management issues in northeast England, east Grampian in Scotland, and France. The survey presents a list of identified issues, each of which has a direct relationship to one of the 3 pillars of sustainable development, (environment, economic and social), and therefore the Lisbon Agenda (economic and social) and the Gothenburg Agenda (environment and environmental risk). The survey reveals that the important coastal management issues across the region are the large-scale concerns traditionally associated with ICZM: land-use planning, estuary management, natural resource and landscape protection, and water quality. Generally, respondents considered that management response to these issues is poor. Dissatisfaction levels were particularly high in France and Ireland, and to a lesser extent, in England. Water quality management escapes general criticism. This can be regarded as a positive finding, because it indicates that pan-European initiatives (the water-related EU directives) can deal effectively with this pan-European problem. The paper considers the links between the main issues across North West Europe and aims to distinguish how current coastal management practices have affected the range of issues arising.  相似文献

An essential component of ecosystem-based approaches in coastal zone management and the emerging field of marine planning are partnerships and collaborations between a range of multi-sector organisations and individuals. Ensuring that partnerships are effective is a priority for those responsible for planning and management in coastal and marine environments. Current partnership evaluation approaches, however, tend to view effectiveness as the cumulative end result of a set of variables acting in a linear process at a specific point in time. Given that governance and participation are acknowledged as non-linear and multifaceted processes, more reflective and nuanced approaches that take account of the dynamic, multidimensional and geographically embedded nature of the collaborative process are needed. This paper proposes a new framework for partnership evaluation based on policy narratives and indicators, and demonstrates the potential of the approach using three case studies of partnerships focused upon marine nature-based tourism. The insights from this research have direct relevance to the agencies and organisations responsible for delivering integrated coastal management, including marine spatial planning.  相似文献

Since 1997, institutions on both sides of the Atlantic have been building linkages under a joint US/European effort aimed at the next generation of marine policy and ocean management professionals. The Consortium for Transatlantic Cooperation in Marine Policy and Coastal Management Education is facilitating the exchange of knowledge between the United States and Europe regarding integrated coastal management (ICM) and regional fisheries management by creating course modules and case studies, conducting short intensive cross-cultural courses, offering transatlantic internship and academic exchange opportunities, and implementing distance learning technologies. The Consortium includes three European and three US universities, plus five partners from government, non-governmental organizations, and the private sector. The Consortium's ultimate goal is to foster cross-cultural understanding of ICM as it is implemented in response to international mandates such as Agenda 21, the Framework Convention on Climate Change, the Convention on Biological Diversity, and the Global Programme of Action on the Protection of the Marine Environment from Land-Based Activities. This article describes the main factors responsible for the degradation of the coastal areas in Brazil and their impact on coastal population. It also analyses the main policies of the Brazilian government concerning the management of coastal areas, focusing on the shortcomings of the methodologies used. It emphasizes the role of the establishment of marine protected areas, as an important tool for coastal management. Lack of support for coastal management from local communities is a common feature of the proposed approaches. The article also describes local initiatives for coastal management as a positive development for the solution of the ecological and social problems existing in the Brazilian coastal areas.  相似文献

A study on the public׳s perceptions and conceptions of global environmental changes (GECs) is relevant to guide future educational strategies and management actions. The present study aimed to: (1) evaluate coastal tourists׳ conceptions and perceptions of GECs; (2) correlate the conceptions presented by tourists about GECs and their self-declared knowledge; (3) evaluate how these tourists perceive their personal contribution to GECs; and (4) verify the frequency at which the media exposed the tourists to information about the influence of GECs on coastal and marine environments. A structured questionnaire was applied to 183 coastal tourists. There was a weak but significant positive correlation (r2=0.152, p<0.001) between self-declared knowledge and the actual conceptions of tourists about GECs and about the sea. Tourists underestimate their role in GECs, pointing out fewer individual actions that contributed to GECs in the questionnaire than expected. Many tourists declared they had never heard of some subjects related to GECs and coastal environments. This study revealed that coastal tourists are still not well informed about their role in GECs and also on their consequences to the society, thus emphasizing the need of more intensive and effective coastal and marine environmental education strategies.  相似文献

Understanding the performance of each coastal area as it develops is the primary task of policy-makers in a marine economy; however, quantitative regional differences in China's marine economy have not been empirically examined. This paper offers a methodological contribution by applying a series of techniques, including the variation coefficient, Gini coefficient, and Theil index decomposition, to illustrate the relative differences among coastal areas. Additionally, the coastal areas of China were divided into two categories to reveal the provincial differences and regional disparities in China's marine economy. The results show that although the numerical economic differences in Gross Ocean Product (GOP) among coastal areas have increased significantly during the 21st century, the gaps among coastal regions have gradually decreased. In addition, China's marine economy presents three levels of regional development (developed, medium-developed, and developing). The results of the Theil index decomposition show that the overall difference in China's marine economy is derived mainly from differences within the three macro marine economic regions; these differences account for more than 95% of the overall difference. Furthermore, the underlying reasons for and driving mechanism of regional differences in China's marine economy can be illuminated in terms of differences in natural resource endowments and geographic locations; industrial agglomeration and diffusion; changes in regional development policy; and foreign investment. These findings offer basic data support and policy recommendations for marine economy management at the national and regional levels.  相似文献

The purpose of this paper was to study the community structure, in terms of species composition, abundance and spatial distribution, of fish larvae in a wide coastal area of Sicily facing the Southeastern Tyrrhenian Sea, extending for 2300 km2 from Cape Cefalù to the west, to Cape Rasocolmo in the east. This study analyses how species are assembled in relation to an inshore–offshore gradient and also how environmental conditions, determined by surface circulation patterns occurring in the Central Mediterranean at the local scale, determine the distribution patterns. Samples from 39 stations were collected using a 60‐cm Bongo net during an ichthyoplanktonic survey carried out in June 2006. In all, 62 taxa, representing 32 families, were identified. Cyclothone braueri (59.6%), Engraulis encrasicolus (9.2%) Lampanyctus crocodilus (4.3%) and Lampanyctus pusillus (4.1%) were the most abundant species. The results showed that the highest abundance value (14830.6 fish larvae per 10 m2 sea surface) was observed in the western part of the study area. MDS, SIMPER and CCA analyses revealed well defined groups of stations and assemblages of larvae in accordance with an inshore–offshore gradient. The results of this study could have implications for the management of marine resources because the investigated area has already been identified as a nursery area for many pelagic and coastal fishes and a natural habitat for many species of high commercial interest.  相似文献

Ecosystem-based management (EBM) has recently received considerable attention. However, examples of empirical approaches to marine EBM are scarce. Therefore, empirical information on the presence of EBM elements within existing policies and the way they may provide settings and lessons for EBM implementation is timely. This study analyses stakeholders’ perceptions on the existence of EBM principles in current marine management practices and policies, and how they determine perceptions for success and satisfaction regarding coastal management within selected case studies drawn from four developing countries in the Southern Cone of South America. Patterns of response across study sites show that although EBM principles as such are not explicitly included in management/conservation plans, there are policies (mainly local), which generate conditions for more explicit inclusion of them. These are based on participatory bottom-up planning, place-based management and consensus reaching: all elements included within the theoretical literature on EBM implementation.  相似文献

This study examined seasonal and annual occurrences of warm oceanic tintinnid species in southern Korea coastal waters. The indicative species of tintinnids was monitored using three approaches: monitoring from cruises traveling from the warm pool in the western North Pacific to the Korea Strait; biweekly or monthly monitoring in the Korea Strait; and daily monitoring in the nearshore water. Annual pulses of warm oceanic indicator species were regularly observed in the Korea Strait. In September 2008 recorded a maximum species number of warm water indicators, a representative species for warm oceanic waters, Climacocylis scalaroides was simultaneously detected in the nearshore water as well as the Korea Strait. The result indicates that the greater warm water extension into Korean coastal areas was in September 2008. Sharp declines in species diversity were observed in the transitional area between neritic and Kuroshio zone in East China Sea (ECS). Epiplocyloides reticulata, reported previously as a Kuroshio indicator, was considered an ECS indicator species, as it was undetected in the western North Pacific central zone but was found abundantly in the ECS. Tintinnid species can be used as biological indicators to detect the inflow of warm oceanic waters into Korean coastal waters.  相似文献

Brackish water ecosystems are often exposed to wide variations in environmental variables, including temperature and salinity, which may cause strong selective pressures on organisms modifying the genetic patterns of species. The aim of this work was to test whether there is a ‘divergence-with-gene flow’ in coastal lagoon populations of white seabream (Diplodus sargus) (Ria Formosa, S Portugal and Mar Menor, SE Spain) respect to four marine populations, by using partial sequences of cyt b mitochondrial gene and information from nine microsatellite loci. Genetic diversity was highest in both coastal lagoons (Mar Menor and Ria Formosa) considering mitochondrial and nuclear markers. Although some of FST population pairwise comparisons were not significant, analyses of molecular variance (AMOVAs) detected differences between groups (coastal lagoon and marine) close to significance. Also, only two haplotypes (Cytb-17 and Cytb-18) were detected in both coastal lagoon sampling sites and these localities (Mar Menor and Ria Formosa) showed the highest number of singletons, some of them with a high number of mutations, as has been already described for other Mar Menor populations (Pomatochistus marmoratus and Holothuria polii). Also, several tests detected significant positive and balancing selection considering mtDNA and microsatellite data. These data support the hypothesis of selection as one of the drivers of the genetic differences found between coastal lagoon and marine populations. The life strategy adopted by Diplodus sargus in coastal lagoons allows it to decrease its mortality rate and improve the heritability of its genes. Also, the increase time spent in coastal lagoons with different temperatures and salinities favours the fitness selection and the maintenance of exclusive haplotypes and genotypes in coastal lagoon inhabitants favouring the ‘divergence-with-gene-flow’.  相似文献
