Following the 1938 hurricane that damaged much of the New England coast, New London, Connecticut, responded like most communities by leveraging federal and state funds to rebuild and augment engineered mitigation structures. Eighty years of subsequent storm experience, however, illustrates that a small number of nonstructural mitigation projects, especially private property acquisitions, have had significant long-term effects on New London's coastal resiliency, especially in the Ocean Beach neighborhood. Archival research identifies that these nonstructural mitigation projects were not initially intended to reduce hurricane or flooding risk but were aimed at removing structures determined to be public nuisances and reducing fire hazard. Therefore, New London's post-1938 mitigation experience underscores how community-scale mitigation planning following one disaster can greatly affect the outcome of future disasters. Analytically, New London's experience offers a compelling case study to critically compare two competing environmental mitigation approaches following the same disaster and to offer insight into the environmental legacies of both.  相似文献

Abstract: A new landslide event inventory based on a literature search has been compiled for the West Coast of New Zealand. Rainfall has been identified as the most frequent reported landslide generating mechanism by far, followed by other/unknown means, then earthquakes. Small‐magnitude, high‐frequency, rainfall‐induced events have historically caused the most damage to property and infrastructure, with many of the region's highways and settlements being repeatedly affected by landslides. Since 1874, landslides have caused at least 36 fatalities in the region. More historical research is needed to fill chronological and geographical gaps in the record, and to complement scientific research. Such information is useful for hazard planning purposes.  相似文献

Abstract

People generally do not perceive New England to be tornado-prone. Yet, there is a long history of such storms in the six states going back to the late seventeenth century. Usually, New England tornadoes are small and short-lived; even so, some have caused many deaths and much property damage. There is a greater probability for a person to be affected by a tornado in southern New England than in much of the American Midwest. As building and population density increases, so does the hazard potential. Data from awareness surveys indicate that the lack of tornado knowledge remains a serious problem for teachers, students, and the public, and government information about such storms is not being widely disseminated.  相似文献

文章探讨了城市泥石流灾害损失评估的系统方法,该方法包括了泥石流堆积泛滥区危险区划、城市土地覆盖类型遥感解译、损失评估模型构建和价值核算4个主要内容。以美国高分辨率的"快鸟"卫星影象为数据源完成了研究区的土地覆盖类型遥感解译,根据泥石流危险程度和土地覆盖类型特征,构建了城市泥石流灾害的损失评估模型。最后,应用GIS提供的分析工具完成了研究区不同土地覆盖类型的泥石流灾害损失计算和评价。  相似文献

本文针对目前城市山洪灾害的突出问题, 分析了国内外研究状况和发展趋势; 探讨了城市 山洪灾害多目标评估系统方法,包括山洪灾害泛滥范围的危险区划、城市易损性分析、城市山洪 灾害损失评估和风险评价四个主要内容。关于山洪孕灾环境、致灾因子和承灾体的社会经济状 况, 本研究提出一套基于GIS 的从数据采集→空间属性数据库建立→评价指标体系选择→预测 评价分析→山洪灾害危险性评价与风险区划的技术路线和方法体系。山洪灾害危险区划采用地 貌学和数值模拟方法; 以高分辨率遥感卫星影像为数据源, 分析了城市土地覆盖类型, 应用GIS 进行了山洪灾害损失评估和风险评价。山洪灾害多目标评估可用于指导城市洪泛区不同危险、风 险地带的土地利用规划与决策, 从而达到规避风险和减灾的目的, 并为山洪灾害影响区的居民提 供灾害风险信息, 以作为避难和防洪的依据。  相似文献

伴随着全球气候变暖,冰冻圈雪崩灾害潜在风险逐渐增加,雪崩灾害已受到社会各界的广泛关注.目前,在雪崩形成机制、抛程、动态模拟、风险评价与区划、预防与防治等领域取得了较大进展.雪崩灾害研究正在经历由野外观测到遥感手段与野外观测相结合、由定性半定量到定量、由经验估算到过程模拟、由雪崩机理研究向承灾区适应研究转变的发展过程.然而,以往研究过多集中于气候因子、积雪环境、沟道地形等雪崩形成机制研究与动态模拟,而承灾区承灾体脆弱性、暴露性及其适应性研究却相对较少.只有将雪崩始发区和承灾区作为一个整体进行系统研究,通过早期预警、预测和预报,才能使下游承灾区居民防患于未然,以防止或减小雪崩对承灾区居民和财产带来的损失.  相似文献

The forests of southeastern Africa are vulnerable to damage imposed by tropical cyclones operating in the South Indian Ocean. We undertook a geographical analysis to determine the relative vulnerability of forests given tropical cyclones recorded during the 1959–2008 storm seasons. From this analysis, eastern coastal forests of Madagascar seem to be the most vulnerable, although return intervals for severe storms vary along the eastern coast, and are shorter (about 10 years) through the central portion of the country. Therefore, the central lowland to upper montane rainforests on the eastern coast seem to be more vulnerable to damage from tropical cyclones than others in the area. While not as extensive, western coastal forests of Madagascar are also as vulnerable in part due to the recurvature of storms in the Mozambique Channel. Though the coastal forests of Mozambique are all nearly equal in terms of vulnerability, the return interval for severe storms to this area is highly variable. The inland Miombo forests of southeast Africa are less vulnerable to damage from tropical cyclones; however, portions of western Mozambique and Zimbabwe have experienced strong tropical storms in the last 50 years. A number of caveats and limitations associated with the data and analyses are noted. Given the broad scale of the study, the relative vulnerability and the return intervals for severe storms should be considered general representations of these phenomena for the southeastern African coast and the island of Madagascar.  相似文献

This article argues that urban skateboarding and the laws by which the city is governed must be understood as intertwined. The transformation of skateboarding's most popular practices from the 1970s onward are a product of an ongoing dialectical engagement between young people and the law. When faced with shifting landscapes of property and liability, young skaters have adapted their practices, seeking out new types of terrain. This search has led skateboarding into the public spaces of the city and regimes of urban governance. Contemporary efforts to build public skateparks in cities such as Seattle, Washington are properly contextualized as part of a continuing evolution of skaters' agency in responding to and capitalizing on openings in the legal landscape. By working both within the political system and constructing skateparks outside conventional political avenues, skatepark advocates seek spaces that are free from increasingly restrictive conventional logics of private and public property.  相似文献

山洪灾害风险评价对于减灾防灾决策和管理非常重要。本文介绍基于遥感和GIS方法的应用,探讨一种快速、简便而且较为准确的城市山洪灾害风险评价方法。以发生于1998年7月26日文山城20年一遇山洪灾害为实例,将GIS的数字高程模型与实测的山洪水位和洪峰流量结合进行淹没分析,研究表明采用该方法可以模拟准确山洪泛滥范围,并计算淹没水深分布。根据不同水深指标,应用GIS工具完成了山洪灾害危险分区。本研究利用高分辨率遥感影像提供承灾体类型的可靠和准确数据用于易损性分析和期望损失评估的价值计算。根据典型区财产损失的抽样调查,建立了不同承灾体类型与水深的关系,并确定其损失率;应用GIS空间数据处理和分析的集成方法完成了复杂的损失评估。在此基础上,按期望损失程度进行分区划分而完成山洪风险评价。研究结果表明基于GIS和RS方法进行山洪风险评价效果良好,值得推广应用于其他洪水泛滥区。  相似文献

Green infrastructure has recently risen to international prominence for its purported capacity to enhance urban sustainability, and particularly to modulate ambient temperatures in the context of climate change. We assess whether residents in a sub-tropical Australian city perceive green infrastructure as an effective climate adaptation response for reducing vulnerability to heat stress. Gold Coast City has pursued urban densification policies, such as reducing block sizes and increasing building heights, to accommodate rapid population growth. Little attention has been given to the combined impact of local heat island effects and global climate change upon lower-income residents in the city's suburban fringe, including rising energy costs associated with cooling homes. The study has three aims: to assess whether social disadvantage is associated with (1) concern about climate change impacts; (2) perceptions about the potential of green infrastructure to offer potential climate-adaptive benefits; and (3) the desire for more urban greening in a working class suburb. We used a mail-back survey to elicit information related to cooling dwellings, awareness of, and concern about, climate change impacts, perceptions of the benefits of green infrastructure, and desire for more urban greening. Results indicate that despite their vulnerability to heat stress, comparatively disadvantaged residents are no more concerned about climate change; nor are they any more inclined to encourage local government to enhance neighbourhood greenery. These residents are, if anything, less likely to perceive benefits of urban greening. Our findings indicate that cultivating support for green infrastructure in disadvantaged neighbourhoods will require parallel efforts to redress inequality.  相似文献

This study investigates the extent to which people's views on the causes and preventability of earthquake damage might be influenced by their degree of exposure to hazard as well as what information they have been given about the hazard. The results show that the provision of hazard zoning information influences judgements on preventability and causes of damage, but this effect depends on the degree of hazard faced by residents. In low hazard zones, information leads to the view that causes are manageable, whereas in high hazard zones information may induce a degree of fatalism. The use of public information in risk management needs to take into account the degree of risk faced by the recipients.  相似文献

Despite the word 'foreshore' being in common usage relating to the coast, it has three distinct legal definitions in Great Britain. There are three property law regimes, English law in England and Wales, Scots law (feudal) in Scotland and Udal tenure in parts of Orkney and Shetland. These result in the boundaries between private property interests and public property interests lying in a different position on the beach area under each of these property regimes. This paper examines the physical extent of each of the foreshore definitions and highlights a number of associated issues that rely on these different boundaries fundamentally impacting upon the management of the coast.  相似文献

We study hurricane risk on the U.S. Gulf Coast during 1950‐2005, estimating the wind damage and storm surge from every hurricane in this extended period. Wind damage is estimated from the known path and wind speeds of individual storms and calibrated to fit actual damage reports for a sample of Gulf Coast storms. Storm surge is estimated using the SLOSH model developed by NOAA. These models provide the first comprehensive overview of the hurricane storm hazard as it has been experienced over a fifty‐six‐year period. We link the estimated damage with information on the population and specific socio‐demographic components of the population (by age, race, and poverty status). Results show that white, young adult, and nonpoor populations have shifted over time away from zones with higher risk of wind damage, while more vulnerable population groups–the elderly, African Americans, and poor—have moved in the opposite direction. All groups have moved away from areas with high risk of storm surge since 1970. But in this case, perhaps because living near the water is still perceived as an amenity, those at highest risk are whites, elderly, and nonpoor households. Here exposure represents a trade‐off between the risk and the amenity.  相似文献

Increases in wildfire frequency and extent in rangelands pose a growing threat to private property and ecosystem health. The state of Idaho, USA, recently promoted rangeland fire protection associations (RFPAs)—nonprofit organizations of local citizens who contribute to firefighting efforts on public rangelands—as one way to mitigate rangeland wildfire risk. This study used in-depth interviews with RFPA members and land management professionals to explore the local circumstances that influenced the establishment and functioning of one RFPA. Results indicate that intergenerational ties to “working the land,” existing reciprocity among neighbors, a culture of self-reliance, and informal social networks all contributed to RFPA formation and functioning. Interaction between RFPA members and professionals improved their relationships and promoted shared understandings about wildfire response. We conclude by discussing conditions that might enable or inhibit RFPAs in other areas and how our findings advance research on adapting mitigation programs to local context.  相似文献

作为恢复力的重要内容之一,承灾体的防灾减灾能力是评估灾害经济损失的重要参考因素。根据在里下河地区李中镇调研所得数据,绘制初始灾损率散点图,构建了初始灾损率曲线;然后考虑防灾减灾能力因素,绘制实际的灾损率散点图和拟合曲线。结果显示:①在0.05的显著性水平下,住宅区、工业区、商业区、公共设施区和农业区五类承灾体财产的淹没水深与灾损率均存在乘幂函数关系。②考虑防灾减灾能力因素后,洪涝灾害对不同承灾体的经济损失有所减少。住宅区财产在淹没水深3 m时经济损失减少了34%,工业区在2 m时经济损失减少了17%,商业区在3 m时经济损失减少了24%,公共设施部门在2 m时经济损失减少了11%。防灾减灾能力因素对住宅区洪涝灾害经济损失的影响更加明显。本文作为有关灾损率曲线研究的有益补充,结果可为类似地区城镇的防灾减灾决策及灾害风险管理提供参考。  相似文献

In the Susette Kelo et al. v. City of New London, Connecticut, et al. decision of 2005, a majority of the U.S. Supreme Court held that the use of eminent domain by the New London Development Corporation, a nonprofit organization charged with redeveloping a depressed site in New London, Connecticut, was not a violation of the Fifth Amendment, which prevents the taking of private property for "public use" without just compensation. Unlike prior eminent domain decisions, the immediate beneficiaries in Kelo were private interests: the public benefit was simply the localized trickle-down effects of economic redevelopment. This short commentary argues that Kelo offers an instructive window into the contradictory geographies of property under urban neoliberalism. While neoliberal redevelopment frequently invokes and mobilizes private property, it may also dispossess owners and rework entitlements in the name of "highest and best use," as in New London. The social geographies of dispossession, however, are not equitable: smaller and otherwise marginalized interests may suffer disproportionately, despite ideological assurances to the contrary.  相似文献

针对广东沿海地震、水土流失、崩塌、滑坡、地裂缝、地面沉降、岩溶塌陷、软土地基形变等地质灾害发育历史与现状 ,从土地开发利用的风险与费用出发 ,构建了一套地质环境评价的指标体系 ,包括活动断裂、历史地震、地形起伏度、地形坡度、沟谷密度、水土流失程度、崩滑密度、地裂缝密度、土体承载力等。通过指标量化分级、指标赋权和构造隶属函数 ,构建了模糊数学综合评价模型 ,对广东沿海 190单元进行了运算 ,将广东沿海陆地地质环境划分五级 17个亚区 ,为广东沿海2 1世纪土地开发利用和防灾减灾等提供了决策依据。  相似文献

This article addresses sidewalks as particular kinds of public spaces. Sidewalks of residential areas have been understudied; debates have tended to concentrate on pedestrian flows in commercial districts. By discussing the snowy sidewalks of Syracuse, New York, this article asks how sidewalks appear in law, and how responsibility for sidewalks is divided between governments and property owners. According to law and ordinances, sidewalks are responsibility of adjacent property owners. Unofficial monitoring has turned property owners’ sidewalk responsibilities away from questions of liability to questions of morality. Sidewalks evince a moral order, where questions concern not only pedestrian flows or laws, but also attitudes of others. A snowy sidewalk appears as a contested moral order, whose publicity is questionable because of the sidewalk’s reliance on private responsibility and policing. In the end, then, this article provides insights into how laws concerning public space are both maintained and questioned in everyday practices, and how the regulatory systems advance—or hinder—the publicity of public spaces like sidewalks.  相似文献
