This commentary is a response to an article by Jay R. Harman in the November 2003 issue of The Professional Geographer. I argue that Harman's claim that scholarly disciplines offer social “returns” in a competitive “market” obscures the fundamentally political nature of how social resources are allocated and how social needs are defined. Harman would have us subordinate scholarly research to agendas set elsewhere, by politicians and other powerful interests, but I argue that such a vision would turn geographers into mere technicians. A healthier role for the discipline is for geographers to seek ways of asserting intellectual leadership and of shaping social agendas along more humane and socially just lines.

This paper presents an inquiry into the capacity of transport and mobility studies to critically engage with contemporary policies. Drawing on the conceptualization of circuits of knowledge, the paper scrutinizes the extent to which transport policy agendas are framed around various approaches within academia. An extensive literature review reveals that the academic field of transport and mobility is organized around a hegemonic core of “neoclassical” and “sustainable” approaches. Meanwhile, a critique of these dominant approaches is emerging in an attempt to (re)embed mobility issues in urban political economy. This threefold knowledge typology visibly resonates within transport policy agendas in Brussels, where we detect a growth-oriented and largely depoliticized dual hegemony of neoclassical and sustainable narratives, with critical academic voices rarely entering official agendas. The paper concludes with a reflection on the difficulties, yet also the need to mobilize critical academic knowledge in the field of transport and mobility.

Feminist scholars have traditionally emphasized the importance of incorporating “the everyday” worlds of women into the historically masculinist theoretical and empirical foundations of the social sciences. Such emphases have commonly resulted in smaller-scale research projects and more interactive kinds of research methods and methodologies. Feminist geographers have uniquely contributed to the body of feminist scholarship through drawing out the importance of place in everyday constructions of gender and, more recently, sexuality. Critical field-based research has therefore from the beginning been the mainstay of subdisciplinary research. Like the discipline as a whole, however, little explicit attention has been given in publications or pedagogically to the politics of fieldwork (including how a “field” is defined and the politics involved in choosing and working in a particular “field”) or the politics of representation (which includes considerations of the partiality of knowledge and how and to whom we represent our work, ourselves and others in various kinds of texts). These “Opening Remarks” show how these issues are addressed in the papers that follow and how feminist geography has much to contribute to critical analyses of global and multinational processes, including patriarchy, capitalism, and racism.

In June 2006, voters in Alabama overwhelmingly approved a statewide referendum that added a prohibition against same-sex marriage to the state's constitution. This research examines the Alabama vote by “placing” the politics of sexuality within the state's multifaceted web of cultural and social space. We fuse a traditional electoral geography approach with an overall postpositivist cultural and social perspective, beginning with an assessment of the politics of place by situating Alabama as a place with a long history of battles over the so-called culture wars. The cultural politics of the legislative debate and the geographic distribution of the actual vote are also examined within a socio-demographic context, drawing some comparisons from a similar vote in Georgia in 2004, another state in the American Deep South. Those opposed to same-sex marriage in Alabama made effective use of various social constructions that are deeply embedded within a “moral” geography, situating the state as a fenced-off bastion of “religious traditional values,” a common theme throughout the American South. In this vein, social boundaries and territory were demarcated as a powerful political act in Alabama, a strategy that situated the state as hetero-normatively “in place,” while deeming sexual minorities as “out of place.”

On the politics of recognition in critical urban scholarship
In this response to Ananya Roy’s plenary talk at the Association of American Geographers annual meeting in 2015, “What’s urban about critical urban theory,” I engage the work of Nancy Fraser and feminist epistemologists to argue for the necessity of a robust critical politics of recognition in knowledge projects with emancipatory aims. I question the political utility and empirical accuracy of the increasingly popular assertion that there is no analytical outside to the category “urban,” and argue, like many feminist, post-colonial, and anti-racist scholars before me, that attempts to construct a totalizing political subject have the effect of reproducing cultural misrecognition and are thus incompatible with emancipatory politics.

Playing the Field: Questions of Fieldwork in Geography
Many questions-practical, strategic, political, ethical, personal-are raised by conducting field research. Some of these seem, or are constituted as, separate from the “research itself,” yet are integral to it. In this paper I attempt to cut through the breach that divides the doing of fieldwork and the fieldwork itself by addressing what constitutes the “field,” what constitutes a field researcher, and what constitutes data under contemporary conditions of globalization. Drawing on my work in New York City and Sudan, I argue that by interrogating the multiple positionings of intellectuals and the means by which knowledge is produced and exchanged, field researchers and those with whom they work can find common ground to construct a politics of engagement that does not compartmentalize social actors along solitary axes.

Collaborative urban governance has increased the role of community organizations in local decision-making processes. These organizations need financial resources in order to participate in urban governance. In this article, I examine the impact of foundation grants on the relationships and agendas of four community organizations in one neighborhood in St. Paul, Minnesota. Drawing on interviews, observations of organizations, and archival research, I demonstrate that in the 1990s, nonprofit foundations had a significant impact on the formation of new organizations and on their agendas in the neighborhood. Foundations are, therefore, an important player in urban governance, shaping a “neighborhood policy regime.”

ABSTRACT

This paper offers reflections on a body of work that has been produced under the label of “planetary urbanization”. This term has its roots in speculative work by French writer Henri Lefebvre in the late 1960s and early 1970s and has recently been popularized by a new generation of critical urban theorists. In this commentary, I propose that Lefebvre’s idea of planetary urbanization (and the aligned concepts “complete urbanization” and “urban society”) offer a way to think productively about post-capitalist possibilities. Making reference to early writings by Marx and Engels about communism and the end of human pre-history, I argue that planetary urbanization presents a terrain for liberation from the constraints of capitalist histories. Given that this terrain is currently defined by the domains of neoliberalism and climate change a new politics is necessary to unlock the possibilities of urban society.

Batam Island, Indonesia, located a short ferry ride away from Singapore, is a place where tourism and industry have been developed simultaneously and a border area where “developed” and “developing” nations meet. Government officials, investing international corporations and the “factory women” who work in the island's industrial estates arrive in Batam ‐ native to none of them ‐ with their own preconceptions and goals. When challenges not foreseen through master planning arise, the authorities cling ever more tightly to their physical and structural development model: the nearby city‐state of Singapore. Conversely, the factory workers who travel intranationally to work in this export processing zone (EPZ) find their objectives contested in the face of the Master Plan, corporate agendas and ethnic fusions characterising this transnational capitalist space. Entering into the homes of three groups of women migrants living and working in Batam, the relationship between the private realm that they inhabit and the social contexts in which they participate publicly is investigated. Some of the choices that women make at and about home are identified, and their ability to “micro‐resist” these external structures is explored. At home, the dynamic relationship between the Batam development project and the women's own hopes and visions of the place ‐ sometimes parallel and sometimes incongruous ‐ are revealed. As they experience life on Batam, their “social imaginaries” of it are shaped into various new realities, and their homes, removed from the confines of the factory floor, thus become spaces of release from these tensions.

With the “cultural turn” in geography, scholars have become more focused on the politics of representation, politics of fieldwork, and politics of the research setting. In human geography, this epistemological shift has been accompanied by a methodological move toward intensive methods at the expense of extensive methods. In this article, I suggest that mixed methods that utilize the strengths of both intensive and extensive methods can offset the weaknesses of each method. Moreover, results from the field suggest that the combination of intensive and extensive methods could produce unique insights only possible from a mixed method approach.

This article examines the dislocations produced when competing understandings of public space come into contact. Focusing on Montpellier, France, where an urban renewal program has seen portions of the city-centre renovated, the article considers the breaking apart of a North African commercial cluster under the guide of French heritage protection. Arguing that such action is tiedto municipal urban politics and wider trajectories that place diverse identities in a separate category, I trace the process through which a plaza encompassed in the urban renewal program has been labelled as “empty” and “dead” space. Suggesting that the relocation of a well-used outdoor food market is an instance of public space being deliberately emptied of its social and civic function, I argue that such sites are better defined as “municipal spaces”, entities that are firmly in the realm of the state, rather than ones within the purview of diverse publics.

This paper examines the provision of services to farm labor as an extension of the “new urban politics.” The new urban politics have focused on the position of cities in the emerging global economy and the efforts of elite agents in cities to manipulate that position. The issues involved in service provision, however, blend the scale and economic development questions currently at the center of debate in urban political analyses with questions of identity and of the changing meaning of “urban.” Concern for farm workers on the urban-rural fringe enhances understandings of local politics in three ways. First, it draws attention to the wide array of political agents operating at the local level. Second, the role of scale in creating uneven development within metropolitan areas is highlighted. Third, attention to the politics of service provision for farm labor makes clear the need to re-evaluate urban-rural dichotomies and their role in shaping local politics. Incorporating these issues into theories of local politics makes it possible to examine the ambiguity, political contentiousness, and new spaces for identity formation posed by the changing morphology and meaning of metropolitan areas.

Drawing on ethnographic case studies from Madagascar, this research shows that multiple marine conservation projects have institutionalized inequitable access to marine recourses along gendered lines. Despite discursive and institutional shifts toward more “collaborative” and “community-based” conservation programing, there is a deficiency of women’s nominal as well as effective participation in community management organizations. This research shows that conservation organizations’ focus on proximate drivers of marine resource use, or a politics of picking the “low-hanging fruit,” over ultimate drivers such as global commodity chains, places disproportionate emphasis on marine spatial enclosures and restricting specific, and gendered, harvest methods. To address gender bias concerning access to and control over natural resources, we must go beyond the rhetoric of “community involvement” to address gendered inequalities in conservation decision making, and whose interests are served by conservation projects.

In this paper, I develop the concept of “bio-gentrification” as a way to broaden critical theoretical debates on the relationship between gentrification and “social mixing” policies. Bio-gentrification weds urban Marxist political economic insights to the neo-Foucauldian notion of biopower. The former stresses spatial tactics of removal and displacement and value generated through land and property. The latter assesses a wider terrain of spatial tactics, their relationship to knowledge produced about humans as living beings, and their alignment with capitalist urbanization. The Vancouver example illuminates how social mixing “truths” and practices to which they are tied generate value by naturalizing human insecurity in situ and transforming the biological existence of disadvantaged peoples into raw material for profit through a process that can be conceptualized as a “vulnerability bio-value chain.” Bio-gentrification refers to the tension between removal and embedding of disadvantaged peoples and points to the need for a bio-gentrification politics to confront this dynamic.

This paper investigates the emergence of a Learning Legacy Agenda (LLA) in the wake of the London 2012 Olympic Games as a governmental tool for the dissemination of urban development and infrastructure project delivery best practice. Focusing on the inception, coordination and implementation of the LLA we outline the intentionalities of mobility that underpin its formation and appropriation and suggest how this points to the emergence of a new “London model” of development and governance. Three intentionalities of knowledge capture, public duty and extra-local salience are unpacked to demonstrate the range of ways in which the bureaucratically initiated LLA banner has been used by various development actors and organisations to validate their existing practices. The case study of the LLA as an institutionalised governance apparatus is used to analyse the impact of specific forms of social relations on the ways in which “models” are produced, what their content consists of, how dominant agendas and narratives co-evolve with the priorities of an assemblage of actors and the processes of selective abstraction used to curate particular messages and forms of fixed and potentially mobile knowledge, yet dubious claims of “learning”.

North American forests provide multiple ecosystem services, such as carbon storage, biodiversity, and recreation. These services are often coordinated through multifunctional management, whereby various users and owners contribute to collective agendas. Forests in exurban “transition” zones are crucial components in the sustainability of broader metropolitan landscapes, but represent a particularly understudied confluence of ecosystem services and multifunctional management. In this paper, we develop a place-based approach to assess ecosystem services in transitional forests (those between rural and urban). We demonstrate how trajectories of forest composition are linked with shifting ecosystem services that both shape and are shaped by management activities. Sited in Stinchfield Woods, a forest in southeast Michigan, this study draws on a household survey, interviews, ecological data, and archival information. Given variations in priorities over time and among different users, we suggest that coordinated, adaptive management may improve provisioning of ecosystem services in ways that benefit multiple users.

This article investigates efforts by a small regional university without a geography department to incorporate geography into its general education curriculum as part of a “quality enhancement” process mandated by its accreditor. Drawing on interviews and surveys of students and faculty, we highlight lessons learned that may be useful for institutions considering similar changes—including the importance of valuing disciplinary expertise, addressing faculty contingency, and engaging with existing research on geographic education and pedagogy. The initiative, while limited in significant ways, also suggests opportunities for advocates of geography to engage with agendas around general education reform and accreditation.

ABSTRACT

In academic and policy discourse, the concept of urban resilience is proliferating. Social theorists, especially human geographers, have rightfully criticized that the underlying politics of resilience have been ignored and stress the importance of asking “resilience of what, to what, and for whom?” This paper calls for careful consideration of not just resilience for whom and what, but also where, when, and why. A three-phase process is introduced to enable these “five Ws” to be negotiated collectively and to engender critical reflection on the politics of urban resilience as plans, initiatives, and projects are conceived, discussed, and implemented. Deployed through the hypothetical case of green infrastructure in Los Angeles, the paper concludes by illustrating how resilience planning trade-offs and decisions affect outcomes over space and time, often with significant implications for equity.
