In 2008, there will be at least 2.5 million new foreclosures in the United States. Record levels of mortgage delinquency, default, and foreclosure are causing widespread hardship in cities and suburbs across America, and causing repeated destabilization of global credit and investment markets. In this Forum, six housing specialists unravel the complex connections between urban geography, subprime lending, and foreclosure. Although a wide variety of view-points are represented, three common threads are evident. First, foreclosures are tightly linked to the lax underwriting standards and aggressive business practices of the subprime mortgage market. Second, the subprime-foreclosure linkage is a reflection of the steady deregulation of U.S. financial markets and the promotion of homeownership as the cornerstone of national housing policy. Third, deregulated mortgage market segmentation has created uneven new geographies of debt, risk, and default—superimposed atop existing landscapes of old-fashioned exclusionary discrimination. Low-income and racially marginalized neighborhoods, once redlined and excluded from mainstream credit markets, were at the center of the profitable wave of subprime abuse and equity extraction during the long housing boom, and are now at the center of the long, slowly unfolding catastrophe of the U.S. foreclosure crisis.  相似文献

In recent years, concern has arisen about decline in mature suburbs, and has been addressed primarily by research that has concentrated on quantitative analyses. Only a few works have used qualitative data to explore policies and tools in mature suburbs. We use expert interviews and Rusk's (1999) "inside game/outside game" framework to explore decline and the status of advocacy among select mature suburbs in three study communities in Ohio. We find a lack of awareness of the "inside game." We attribute this to funding streams that continue to favor suburbs and do not require explicit, repeated appropriations from Washington. On the other hand, we find attention being paid to the "outside game." We conclude that mature suburbs seem to be playing both "inside" and "outside" games, depending on the policy domain and the particular funding stream they require.  相似文献

Investors in single-family residential properties have played a crucial role in the United States foreclosure crisis. In this paper, we analyze investor behavior in the diverse urban housing market of Fulton County, Georgia. We examine the composition of buyers of lender-owned properties at two different stages of the foreclosure crisis, and analyze the intrametropolitan geography of investment. Results indicate that large-scale investors are most active in low-value housing submarkets with high poverty and vacancy rates.  相似文献

The wake of the foreclosure crisis warrants renewed attention to geographies of race and real estate. This case study of the San Francisco Bay Area shows that outlying exurban communities on the metropolitan fringe, which saw major in-migrations of communities of color over the past three decades, were hard hit by the real estate crash, after having seen substantial housing price increases during the tail end of the boom. The potential impact on wealth and asset accumulation for these communities is significant. Rather than traditional forms of segregation, this new geography of crisis suggests a form of peripheralization, where minority communities in particular were lured out to the far suburbs under structural conditions of neoliberalism, far different from the federally supported suburbanization of two generations ago. This new reality is reminiscent of the urban roots of the foreclosure crisis, and of the need to view the crisis at a metropolitan scale.  相似文献

This paper analyzes the transformation of Baltimore's inner suburbs from 1980 to 2000. After developing a geographic definition of inner suburbs, we then spatially analyze them using census place-level data. The analysis shows evidence of socioeconomic decline in Baltimore's inner suburbs, but the extent of this decline varies among these suburbs. Since 1980, many declining inner suburbs had difficulty attracting new residents, White flight was the prevailing trend, and the housing stock was outdated relative to the outer suburbs. The analysis suggests three major influences on decline among the inner suburbs of Baltimore: labor market restructuring, the nature of the local housing market, and income and racial segregation. This paper concludes with a classification of Baltimore's inner suburbs based on our understanding of the processes of suburban decline in the region.  相似文献

Research on the history of suburbs tends to either disregard the fringe of urban development or locate it beyond the city limits. In this article I argue that compounding fringe and suburban development misrepresents the real differences between the two. I then examine the metropolitan regions of three major U.S. cities‐Baltimore, Buffalo, and Saint Louis in 1880 for evidence of how they differed. A consistent difference emerged between the residents of the suburban districts of a city and those of the presumed location of the fringe.  相似文献

A popular and powerful narrative focuses on a crisis of suburban decline in the United States. However, a consensus regarding the scope and scale of one dimension of suburban decline—poverty—is hindered by the use of contradictory definitions of suburban space. This research presents an alternative approach to measuring suburban poverty that is less computationally intensive yet capable of capturing complex shifts in the spatial distribution of poverty within metropolitan areas. An analysis of the distribution of poverty in the largest 100 metropolitan areas between 1990 and 2007–11 concludes that while poverty is increasing in the low-density suburbs of a handful of large metropolitan areas, the more general trend in most other metropolitan areas is an increase in poverty in moderately dense residential areas. Implicated in these trends are long-term trends in metropolitan area economic growth, a secular decline in inner-ring suburbs, and the impact of gentrification on housing opportunities for at-risk populations in large cities.  相似文献

This paper examines the proposition that United States suburbs are gradually acquiring many of the traits and problems traditionally associated with inner cities. An analysis of direct and surrogate measures of community development need indicates that in 1970 the average central city had a greater percapita need than the average Chicago suburb. However, the dimensions of need of central cities and suburbs are quite similar. Close associations between minority race, poverty, and female-headed families exist in both central cities and suburbs, as do high residual correlations between population decline, elderly populations, and low levels of crowding.  相似文献

This study builds on recent research on the growth of suburban poverty by tracking bi-annual poverty trends in inner suburbs from 1989 to 2005 through data reported by the Panel Study of Income Dynamics. Contrary to analyses based on the 1990 and 2000 censuses, this research finds that inner-ring suburban poverty increased from 1989 through 1997 but then declined and stabilized at levels similar to those of 1989. It will be shown that most of these changes were driven by transitions into and out of poverty, and that the migration of the poor between central-city and suburban neighborhoods has little effect on poverty rates. These results suggest that such poverty is highly dependent upon economic conditions, which may indicate an increase in inner-ring poverty since 2005.  相似文献

Since 2000, the American suburb has emerged as a principal destination for new immigrants to the United States, both documented and undocumented. Whereas some suburban communities have responded to perceived undocumented immigrants with hostility in the form of exclusionary local immigration policies, others have introduced policies designed to welcome immigrants independent of federal legal status. In this article, I employ a qualitative comparative case study analysis of four local immigration policies in the Chicago and Washington DC metropolitan areas to explain how suburbs justify their policy positions. I find that these suburban communities relied on conceptions of American identity and the ‘American Dream’ in support of their policies, but leveraged these tropes in vastly different ways depending on the broader strategic purposes of the policies. These divergent suburban immigration policies both challenge traditional notions of suburban political and cultural homogeneity and reveal how such heterogeneity has produced a distinct unevenness in contemporary local policy responses to undocumented immigration within metropolitan regions.  相似文献

The literature on shrinking cities has significantly grown in recent years. Little work, however, has been done toward the development of a shrinking city typology, which could help inform solutions and strategies to address problems associated with population loss. With a focus on central cities, this article identifies 367 shrinking cities within the United States and categorizes them using a geographic information system to identify seven types of shrinking cities in the United States: (1) large shrinking central cities, (2) inner-ring suburbs of shrinking central cities, (3) outer-ring suburbs of shrinking central cities, (4) inner-ring suburbs of growing central cities, (5) outer-ring suburbs of growing central cities, (6) small shrinking central cities in small Metropolitan Statistical Areas, and (7) small shrinking cities in small Micropolitan Statistical Areas. The empirically generated clusters, combined with associated social and demographic information, identify separate but sometimes interrelated shrinking city types and provide a new perspective for addressing the problems faced by U.S. shrinking cities. Questions of justice have been raised in recent years when contending with the social costs of urban sprawl. But this field of inquiry suffers from the difficulty of translating the abstract notion of justice into measurable spatial indices. The aim of this paper is to empirically measure the liberal notion of justice in the metropolitan region of Tel Aviv by adopting Pierre Bourdieu’s theory of three forms of capital. Under this theory, the formation of economic, cultural, and social capital in the individual’s living environment determines the person’s exposure to different sets of life-chances (i.e., capabilities), thus influencing equality of opportunity (i.e., social justice) in space. The analysis reveals that suburban inhabitants benefit from a larger accumulation of the three forms of capital than do urban inhabitants. Accumulation of these capitals has a positive effect on exposure to life-chances, thus enhancing spatial segregation between cities and suburbs.  相似文献

利用2010-2015年楚雄市城市和郊区共10个气象站点的降雨量资料,采用城市和郊区对比等方法分析楚雄市的降雨特征,运用灰色关联度分析各气象因子、人文因子与雨岛强度的关联程度。结果表明:楚雄市近年来雨岛效应明显,降雨中心主要位于城市及其下风方向的苍岭;当出现小雨和中雨,大尺度大气环流场比较弱的条件下,楚雄市城市雨岛强度较强;楚雄市干湿季分明,月降雨量主要集中在雨季,城市雨岛效应在雨季更显著。影响楚雄市雨岛强度的因素中,关系最为密切的人文因子则为城区面积,而关系最为密切的气象因子是日照时数,且人文因子占较大比重。  相似文献

Because low-income housing is predominantly concentrated in central cities and the older suburbs of metropolitan areas, the poor have little opportunity to disperse into higher-status suburbs. The federal initiative to ease the barriers to low-income suburbanization commenced with the Fair Housing Act of 1968. Subsequent legislation—particularly the Housing and Community Development Act of 1974—and associated litigation have significantly extended the reach of this effort to disperse low-income housing opportunities. The same forces that promote exclusionary practices in suburbs, however, also tend to moderate the federal initiative.  相似文献

引入技术机会理论,解释大城市内部不同行业创新活动的空间分布差异,以北京市为例进行实证检验。研究发现:不同技术层次产业的创新活动在城市内部表现出不同的区位选择。除汽车制造业外的大多数高技术产业的创新活动高度集聚在中心城区;中技术产业的创新活动开始由中心城区向近郊区扩散,低技术产业的创新活动主要分布在远郊区。 行业间创新活动空间分布的差异主要由技术机会来源差异造成。大部分高技术产业的技术源于基础研究、产业间知识溢出、高技术劳动力,往往靠近大学或中心城区;对中技术产业来说,基础研究的影响并不像对高技术产业那样显著;对低技术产业来说,技术机会主要源于本产业的技术反馈,创新部门更倾向于分布在郊区的制造业集群中。  相似文献

可达性是人文地理学和相关学科研究的核心议题之一。在“以人为本”理念的影响下,以时间地理学理论为基础、基于人的研究范式的时空可达性测度方法受到学者关注,成为生活质量、社会公平等议题的重要切入点。论文通过刻画整日潜在活动空间对个体的时空可达性进行测度,并以上海市郊区为案例地区,基于2017年居民活动日志一手调查数据开展实证研究。首先利用路网分析、二次开发等方法,对个体工作日和休息日的潜在活动空间进行测度;其次以弹性时间、整日潜在活动空间面积和可达设施密度为测度指标,利用GIS三维可视化、方差分析等方法分析时空可达性的特征及其在空间和时间维度的分异;最后,利用多元回归分析方法,探讨区位因素、时间因素和社会经济属性对居民时空可达性的影响。研究结果表明,上海市郊区居民的时空可达性在空间和时间维度上均存在着明显的分异,其中远郊居民面临着更强的时空制约和更大的空间困境;区位因素和时间因素是影响居民时空可达性的重要因素。该研究是时空可达性的测度方法在郊区中的实证检验,揭示了时空可达性的动态特征和个体间差异,为设施的时空优化配置和郊区新城建设中居民生活质量的提高提供了实证依据。  相似文献

Since the 1990s, Atlanta’s inner suburbs have experienced rising rates of poverty alongside growing racial/ethnic diversity. ? Meanwhile, on the built landscape, high-end (re)development projects incorporating New Urbanist features such as pedestrian accessibility, compact densities, and mixed land uses have become increasingly common. Although practitioners suggest that these developments promote social inclusivity and enhanced “livability,” individual cases suggest that some New Urbanist projects may be gentrifying underserved communities of color. This paper tests the extent of this concern by examining Atlanta's inner-suburban geographies of New Urbanism using a logit model. Results indicate that neighborhoods with older housing stock, more renters, lower incomes, lower rents relative to home prices, and higher Latino populations in close proximity to inner-suburban downtowns are most likely to be targeted for New Urbanist (re)development. Thus, despite the optimistic language, New Urbanism in this region appears to be serving as the inner-suburban face of gentrification.?  相似文献

利用第五次人口普查数据,运用生态因子分析方法,通过对广东省韶关市典型案例分析,对我国山区资源型大城市的社会区分类、特征与影响因素进行了研究。发现具有这种规模、功能和区位特征城市的社会区可划分为7类,其中5类社会区及其在城市中的空间分布与北京、上海、广州等综合性特大中心城市具有相似之处;而另2类则反映出山区资源型城市的不同特征。影响这类城市社会区形成的因素主要有4个方面,其中科技文化水平和建设时序两个因素与综合性特大中心城市相似;但就业结构对山区资源型城市的影响比中心城市的影响要大得多,年龄结构、性别比结构、人口迁入迁出比重等人口和家庭特征因素在这类城市中具有突出的影响。  相似文献
