Material dematerialization is a basic approach to reduce the pressure on the resources and environment and to realize the sustainable development. The material flow analysis and decomposition method are used to calculate the direct material input (DMI) of 14 typical mining cities in Northeast China in 1995-2004 and to analyze the demateri-alization and its driving factors in the different types of mining cities oriented by coal, petroleum, metallurgy and multi-resources. The results are as follows: 1) from 1995 to 2006, the increase rates of the DMI and the material input intensity of mining cities declined following the order of multi-resources, metallurgy, coal, and petroleum cities, and the material utilizing efficiency did following the order of petroleum, coal, metallurgy, and multi-resources cities; 2) during the research period, all the kinds of mining cities were in the situation of weak sustainable development in most years; 3) the pressure on resources and environment in the multi-resources cities was the most serious; 4) the petro-leum cities showed the strong trend of sustainable development; and 5) in recent years, the driving function of eco-nomic development for material consuming has continuously strengthened and the controlling function of material utilizing efficiency for it has weakened. The key approaches to promote the development of circular economy of min-ing cities in Northeast China are put forward in the following aspects: 1) to strengthen the research and development of the technique of resources' cycling utilization, 2) to improve the utilizing efficiency of resources, and 3) to carry out the auditing system of resources utilization.  相似文献

A key target of the overall strategy implementation for regional development since the 18th Party Congress of China has involved taking measures to narrow regional disparities. This is because resource-based cities' economic development has fallen below general levels due to resource exhaustion and an unbalanced industrial structure, among other factors. Further, an economic gap has long existed between Northeast China's large number of resource-based cities and non-resource-based cities. This article comprehensively studies the economic convergence of Northeast China's resource-based cities and non-resource-based cities from 1996 to 2015 by using a dynamic panel to analyze not only the economic development of different industries and types of cities, but also the main factors that influence economic development. The empirical results demonstrate that economic convergence exists in both resource-based and non-resource-based cities, but the economic gap between them has clearly narrowed since the implementation of a strategy to revitalize the Northeast's old industrial base. Shrinking cities are the fastest to converge, as mature cities are slower and regenerating cities are the slowest; regarding industry structure, the secondary industry dominates the economy in mature and shrinking cities, and the tertiary industry in regenerating cities. The primary stimulus in resource-based cities' economic development involves upgrading the industrial structure and investing in human capital. As China faces a ‘new normal' economy, resource-based cities in Northeast China should restructure the economy and perfect their market system to avoid again widening the economic gap.  相似文献

Measuring the economic and social effects of the Northeast China Revitalization Strategy is critical to addressing regional sustainable development in China. To shed light on this issue, an integrated perspective was adopted that is combined with the difference-in-differences method to measure the effects of the strategy on economic growth and social development in Northeast China. The findings suggest that the strategy has significantly improved regional economic growth and per-capita income by increasing its gross domestic product(GDP) and GDP per capita by 25.70% and 46.00%, respectively. However, the strategy has significantly worsened the regional employment in the secondary industry of the region. In addition, the strategy has not significantly improved regional infrastructural road, education investment or social security, and has had no significant effect on mitigating regional disparity. In addition, the policy effects are highly heterogeneous across cities based on city size and characteristics. Therefore, there is no simple answer regarding whether the Northeast China Revitalization Strategy has reached its original goals from an integrated perspective. The next phase of the strategy should emphasize improving research and development(RD) and human capital investments based on urban heterogeneity to prevent conservative path-dependency and the lock-in of outdated technologies.  相似文献

Northeast Asia with China ,Japan and South Korea as the main components has drawn more and more atten-tion worldwide.Many scholars have researchec on the prospect of some alternatives of regional economic integration in Northeast Asia/or Yellow Sea Rin as its core area.In this paper the authors start with an introduction of the major arguments embracing Yellow Sea Rim regionalism,and attemptto identify the dynamics challenging the proposed approach-es of sub-regionalism of Northeast Asia.The paper firstly gives a brief review on the undate development of bilateral econom-ic exchanges,mainly Sino-Japanese and Sino-South Korean trades and direct investments with related contemporary is-sues.When the changing pattern of economic interactions is analyzed,special concerns are given to the possibility to real-ize the supposed potential of regional economic cooperation mainly based on economic complementarity among the related regions of China ,North Korea,South Korea,and Japan.The authors then made their major efforts on putting forward possible approaches of multilateral cooperation of three countries in the near future,that is ,deepened cooperation in select-ed sectors of industry and transportation and coordinated development among major cities.The authors stress that the develop-ment of sub-regional sectoral cooperation and the formation of interactive network of city-regions via social and economic interactions at local level are significant to the future regional integrated development in Northeast Asia..  相似文献

Smart urban development is an inevitable choice, and is essential to overall strength improvement. It is important to explore an urban smart development path which unites smart growth with driving shrinkage perfectly in forming scientific and sustainable development concept and responding to new normal strategic opportunities. Based on statistic data of 294 prefecture-level cities and above in China from 2000 to 2015, we analyzed spatial and temporal evolution of urban smart development in China by constructing a dynamic fitting model of urban land expansion, population growth, and economic development as well as the coefficient of variation of urban smart development(CVSD). Further efforts were then made to consider differential distribution regularity of urban smart development so as to understand the driving mechanisms of heterogeneous classification of urban smart development in China from different scales and scale variation. Our results indicate that: 1) the disordered growth tendency of urban cities in China is overall well controlled in the middle, and late research and it mainly presented a doublet coexistence of shrinkage disordered cities and smart developing cities. It is particularly obvious that Northeast China and East China have regarded shrinkage disordered cities and smart developing cities as main development tendency separately. 2) Areas with basic stability and relative variation were relatively dispersed across the time period, but the proportion was far beyond areas with significant variation. It demonstrates a relative equilibrium spatial and temporal differential evolution pattern of prefecture-level cities and above in China, except for Tongling, Lanzhou and Chaoyang. 3) prefecture-level cities and above in China are mostly characterized by shrinkage disordered and smart development classification under the background of different scale and scale variation from 2000–2015; however, the spatial resonance relation is not obvious. 4) There are many interaction factors forming an important driving mechanism in developing the spatial and temporal pattern of urban smart development in China, including natural geographical factors, industrial structure adjustment, human capital radiation, regional traffic accessibility, and government decision-making intervention.  相似文献

To comprehensively understand the law of urban-rural relationship and propose scientific measures of urban-rural coordinated development in Northeast China, this study uses the coupling coordination degree model and geographically and temporally weighted regression(GTWR) model to analyze the spatial-temporal patterns and the corresponding driving mechanisms of its urban-rural coordination since 1990. The results are as follows. First, the urban-rural coupling coordination degree in Northeast China was very low and improved slowly, but its stages of evolution is a good interpretation of the strategic arrangements of China's urbanization.Second, the urban-rural coupling coordination degree in Northeast China had spatial differences and was characterized by central polarization, converging on urban agglomeration, which was high in the south and low in the north. Moreover, the gap between the north and south weakened. Third, the spatial-temporal evolution of the urban-rural coordination relationship in Northeast China was influenced by pulling from the central cities, pushing from rural transformation, and government regulations. The influence intensity of the three mechanisms was weak, but the pulling from the central cities was stronger than that of the other two mechanisms. Furthermore, the spatial difference between the three mechanisms determines the spatial pattern and its evolution of the urban-rural coordination relationship in Northeast China. Fourth, to promote the development of urban-rural coordination in Northeast China, it is essential to advance urbanrural economic correlation, enhance the government's role in regulating and guiding, and adopt different policies for each region in Northeast China.  相似文献

Chinese had noticed regional differences in ancient times and thus arouse the concept of regional sustainable development which was successfully applied to delta cultivation and civilization. Over the long term of regional development and regional exchange, much experience therefore was accumulated based on coastal zones, toward both inner land and open ocean. Regionalization, a basic job preceding sustainable development of a region, has also been carried out in China since ancient times. More important, patterns of regionalization were retained, these presents serve as references even today. Since 1978, many changes have happened on the background of urban regional structure in China, such as the economy system restructuring, the social transforming including the population flow accelerating and social demand diversifying and individualizing, the political and economic systems reforms, the rise of the real estate market and the changing relationship between human and nature. From the macroscopic view, these changes make the national urban system to be a newer pattern with a widening gap among the cities in spite of the rising of the cities as a whole. At the same, the urban land use structures are changing with both the trends of intensification and diversification, and the trends of the regional diversification and the economic integration. Besides, urban structures with multiple centers are emerging in several metropolitan areas in China. These changes and trends mentioned above are confirmed by a case study of Nanjing City, a growing metropolitan area in east China. The case study also points out some problems in urban regional structure reforming, especially the poor social and ecological considerations. We should pay more attention to some ideas like balance of intensification and decentralization, development of suburban centers and a reasonable mixing of the functional activities to develop a sustainable urban regional structure. Quality of life(QOL) is a hotspot issue that has attracted increasing attention from the Chinese Government and scholars, it is also a vital issue that should be addressed during the cause of ′establishing overall well-off society′. Northeast China is one of the most import old industrial bases in China, however, the industrial structure of heavy chemical industry and the development mode of ′production first, living last′ have leaded to series of social problems, which have also become a serious bottleneck to social stability and economic sustainable development. Through applying the methods of BP neural network, exploratory spatial data analysis(ESDA) and spatial regression model, this paper examines the space-time dynamics of QOL of the residents in Northeast China. We first investigate the indexes of QOL of the residents and then use ESDA methods to visualize its space-time relationship. We have found a spatial agglomeration of QOL of the residents in middle-southern Liaoning Province, central Jilin Province and Harbin-Qiqihar-Daqing area of Heilongjiang Province. Two third of the counties are low-low spatial correlation, and the correlative type of about 60% of the prefecture level areas keeps stable, indicating QOL of the residents in Northeast China shows a certain character of path dependence or spatial locked. We have also found that economic strength and development levels of service industry have positive and obvious effect on QOL of the residents, while the effect of such indexes as the social service level and the proportion of the tertiary industries are less.  相似文献

煤矿事故给国家和人民带来巨大的生命财产损失,科学把握煤矿事故发生的宏观规律及区域煤矿安全的影响因素有助于促进煤矿安全生产。本文尝试采用GIS空间分析方法开展区域煤矿事故的研究,基于空间自相关性、时空演化规律方法研究了2006-2015年中国省域煤矿事故的时空分异特点,并分析了省域煤矿安全的影响因素及相对风险度。主要结论:①中国各省区之间煤矿事故存在明显的空间自相关性,但随着各省区煤矿安全生产形势改善情况的不同,其自相关性在不断下降;②以空间重心转移曲线分析中国煤矿事故发生的时空演化规律,10年间煤矿事故空间重心向东北方向转移。③重特大事故频发的省区由于监管措施的有力执行往往具有较低的煤矿百万吨死亡率;平均煤矿生产能力低的省区具有较高的煤矿百万吨死亡率;④建立基于解释变量的贝叶斯空间模型,以煤炭百万吨死亡率为指标评估中国各省区煤矿事故相对风险度,中国煤矿安全生产相对危险度存在明显的空间分布规律且各省区差异较大,相对危险度较高的省区主要集中在南方地区,包括湖北、福建等,危险度较低的省区主要集中在中东部地区,包括山西、内蒙古等。  相似文献

Vulnerability is a new field and analytical tool in the study of urban safety. Analysis and assessment of vulnerability provide a new basis for urban planning. This study constructed a quantitative index system for assessing vulnerability, based on the city’s sensitivity and emergency response capacity. City size, density, and spatial form influence a city’s sensitivity to crises and risks, to which vulnerability is positively related. Levels of socio-economic development, infrastructures, and emergency management contribute to a city’s emergency response capacity, with which vulnerability is inversely associated. Vulnerability of 19 large Chinese cities was assessed. Harbin and Shenzhen demonstrated the highest and lowest vulnerability among 19 cities, while Beijing, Shanghai and Guangzhou ranked the 5th, the 9th and the 12th. Spatially, northern cities tended to be more vulnerable than southern cities. And the differences in vulnerability among cities were explored based on cities’ physical geography conditions, level of socio-economic development, infrastructures, regional status, history of disaster, history of urban planning and development, government policies, etc.  相似文献

Urbanization is a comprehensive concept, a trinity process that population urbanization, economic urbanization and space urbanization, is based on the interactions and mutual influences among the in which, people are the central and leading players in this process, while economic activities serve as the driving force and space is the carrier-the physical or material setting as well as the product. So the coordination among these processes is crucial for a country or region's sustainable development. China is experiencing rapid growth of cities and a surge in urban population, with the basic national condition of many people and little land, which calls for a systematic study of the issue of coordinated urbanization from theoretical, methodological and practical perspectives. Based on the concept of urbanization and non-coordination of urbanization, this article built a quantitative method to identify and evaluate the urbanization and non-coordination of urbanization, and made an empirical analysis in China between 2000 and 2008. The results show that the non-coordination overall level of China's urbanization declined during the study period, because population urbanization, economic urbanization, and space urbanization exhibited different trajectories of change. This study also reveals that performance assessment system, household registration system, and urban land expropriation system, etc., are the main affecting factors. At the end, we put forward some suggestions to achieve sustainable development of China's urbanization from the aspects of improving the local government's obiective function, imolementing the urban plalming svstem, enforcing public particination asnects and so on.  相似文献

The emergence of rapid transit, primarily represented by high-speed railway(HSR), while reshaping the regional traffic patterns, leads to the reconstruction and redistribution of population and industry. This leads to either shrinkage or expansion of urban scale. However, research on the influence mechanisms of the urban scale has mostly concentrated on historical, economic and social factors. The influence of traffic factors is rarely mentioned in current research. Therefore, this study examines Northeast China, where the change in urban scale is most significant, to discuss the spatial impact of high-speed railway on the urban scale. This is of great significance in terms of enriching current understanding of the factors affecting the urban scale. The results included the following: 1) The high-speed railway produced considerable space-time convergence effects, however, simultaneously aggravated the imbalance in traffic development in Northeast China. The increase in accessibility presents attenuation characteristics from the high-speed railway. Additionally, the high-speed railway has changed the mode of cooperation between cities in the provinces, inter-regional and inter-provincial cooperation models gradually become popular. 2) The change rate of accessibility and the urban scale present significant spatial coupling phenomena, with the change rate of the Harbin-Dalian trunk lines and its surroundings being more significant. 3) There are predominantly four modes of the influence of high-speed railway on the urban scale, which make difference city present expansion or shrinkage.  相似文献

There is great potential for agriculture in saline-alkali soil area in Songnen Plain, Northeast China. Butthe sustainable crop production in this area has been restricted by a few of main factors, such as less precipitation, higherevaporation and frequent drought, high salinity and alkalinity, high exchangeable sodium content and poor infiltration ofthe soil, and insufficiency and low availability in nutrition. It is also considered that there are a few of favorable condi-tions for agricultural development in this region, such as sufficient light and heat resources, rich ground water resources,plenty of manure produced by livestock, and so on. At the same time, scientific management and measurements havebeen employed; rational irrigation and drainage system has been established; reclamation, amendment and fertilization ofsoil, and suitable strategies of cropping practices have been made for the sustainable development of agriculture.
