There has been an upsurge of geographical work tracing globalised flows of commodities in the wake of Appadurai’s (1986) call to ‘follow the things’. This paper engages with calls to follow the thing but argues that work thus far has been concentrated, first, on global flows from developing world producers to developed world consumers, and, second, on things that remain stable as they circulate. This paper instead argues that ‘follow the thing’ research needs to also attend to flows ‘down’ the value chain, from developed to less developed worlds, and to things that are either coming apart or being disassembled. The case presented here is end-of-life ships, sent to be broken in less developed countries, as most are, in this case in Bangladesh. It looks at how the arts of transience re-work materials from rubbish value ships into new forms and objects in the household furnishing sector, which are then appropriated by Bangladeshi middle class consumers. Far from being a minor feature this is shown to be empirically a significant component of the Bangladeshi economy. Theoretically the paper challenges many habitual assumptions about global flows of commodities and urges ‘follow the thing’ research to rethink the thing. Paying attention to the back-end of the value chain shows that things are but temporary configurations of material. At best partially stable, things are argued to be endlessly being assembled, always becoming something else somewhere else.  相似文献

This paper deals with the changes brought about by the ‘reforms’ in water currently under way in many parts of the world. Three particular reforms in the state of Maharashtra in western India are discussed - the commercialization of a parastatal body, the concept of self-sufficiency as it plays out in the context of urban local bodies, and the working of the regulatory body in water. The analysis of these reforms shows how, in common with neoliberal projects elsewhere, changes in institutional practices are resulting in changes in subjectivities, foreclosing alternatives, and leading to attempts to ‘depoliticize’ the water arena. At the same time, there are differences between the regulatory experience of Maharashtra and regulation in other locales, which offers insights into how neoliberalism works in a context where water reforms have emerged relatively late.  相似文献

This article contributes to recent discussions about the politics of nature by exploring how Alzheimer’s disease is being shaped as a ‘matter of concern’. Drawing on work on differences in medicine from science and technology studies, and from the geographies of naturecultures, it explores the ‘mattering’ of this disease in a number of locations including: an international Alzheimer’s patients’ movement; a medical textbook; laboratory science; daily care practice; an advertisement for anti-dementia medication; general practice; parliamentary politics; and a conference on dementia. It explores how these locations interfere and co-exist with one another and argues against the ‘science centrism’ of science and technology studies which contributes to the dominance of science and medicine by granting these analytical privilege. The same problem is posed in the recent STS turn from science to politics - the danger is that politics is similarly privileged.  相似文献

With rising public awareness of climate change, celebrities have become an increasingly important community of non nation-state ‘actors’ influencing discourse and action, thereby comprising an emergent climate science-policy-celebrity complex. Some feel that these amplified and prominent voices contribute to greater public understanding of climate change science, as well as potentially catalyze climate policy cooperation. However, critics posit that increased involvement from the entertainment industry has not served to influence substantive long-term advancements in these arenas; rather, it has instead reduced the politics of climate change to the domain of fashion and fad, devoid of political and public saliency. Through tracking media coverage in Australia, Canada, the United States, and United Kingdom, we map out the terrain of a ‘Politicized Celebrity System’ in attempts to cut through dualistic characterizations of celebrity involvement in politics. We develop a classification system of the various types of climate change celebrity activities, and situate movements in contemporary consumer- and spectacle-driven carbon-based society. Through these analyses, we place dynamic and contested interactions in a spatially and temporally-sensitive ‘Cultural Circuits of Climate Change Celebrities’ model. In so doing, first we explore how these newly ‘authorized’ speakers and ‘experts’ might open up spaces in the public sphere and the science/policy nexus through ‘celebritization’ effects. Second, we examine how the celebrity as the ‘heroic individual’ seeking ‘conspicuous redemption’ may focus climate change actions through individualist frames. Overall, this paper explores potential promises, pitfalls and contradictions of this increasingly entrenched set of ‘agents’ in the cultural politics of climate change. Thus, as a form of climate change action, we consider whether it is more effective to ‘plant’ celebrities instead of trees.  相似文献

In this article I make use of a combination of actor-network-theory, governmentality studies and feminist studies of science to show how nature is done or enacted within politics and administration. In particular I show how it relates to the theories and practices of economics and accounting. I explore the process by which the ‘critical limits’ of nature under the impact of acidification was created as a part of the politics and negotiations about acid rain. I demonstrate that even though the outcome was not ‘Nature’ as such, understood as a form of moral high-ground, the effect of this process was to produce ‘a nature as a whole’, in a process of unification. This I argue can only be understood relationally: ‘Nature’ is taken into account by way of accounting. In doing this I engage with Latour’s work on the politics of Nature and argue that nature is not necessarily such a deadly tool to politics as is sometimes taken for granted. Before we throw Nature out with our empirical studies of sciences, natures and politics, in the plural, we need to look first at how Nature-wholes emerge, are enacted, and take part in politics.  相似文献

The everyday implications of a volatile geopolitical climate are increasingly recognised, but far less is known about how people’s emotional geographies are affected by geopolitical change. This paper offers a critical examination of how some young people in different parts of the world navigate fears and hopes that might be considered ‘global’ in nature, and those that might be considered ‘everyday’. We report from participatory research conducted with young people from a range of ethnic and cultural backgrounds living in New Zealand and the United Kingdom. We examine how personal fears and hopes intersect with wider anxieties about youth, urban crime and terrorism. The research suggests that global-everyday emotions are not separated out in young people’s analyses. They are critically reflexive about wider discourses of fear, while undertaking the day to day business of navigating what are sometimes challenging emotional topographies.  相似文献

This paper uses evidence from focus groups in England to consider how consumers think about and, more importantly, distinguish foods by both primary and secondary qualities, using both their own judgement but also advice produced by various organisations acting as ‘knowledge intermediaries’, such as independent certification bodies. We thus consider the ‘sorting out’ that consumers do with food, particularly in developing typologies of ‘goodness’ and ‘badness’, and the cues on which they base these judgements, from the material immediacy of ‘mucky carrots’ to the abstract remoteness of organic certification. In particular, we problematise the ‘knowledge-fix’ that underlies attempts to provide knowledge to promote more sustainable and ethical consumption. This raises problems of how consumers give assurance schemes meaning, how ethical and sustainable schemes are subject to re-fetishization and how consumers tend towards increasing scepticism and distrust of such claims, thus making a ‘politics of reconnection’ far from easy.  相似文献

Visions of the future predict spaces apparently teaming with ever more novel and pervasive technologies. Significant amongst such forecasts is the notion of ‘ubiquitous computing’ (ubicomp), understood as an affordance or capacity tied (in)to people, places and things. This article stages an encounter between the futurity of ubicomp and recent debates in geography around anticipation. So, first, the future orientation in ubicomp research and development (R&D) is investigated as a mode of anticipation. ‘Knowledges’, and ‘logics’ of anticipation are subsequently, and second, discussed as the conceptual apparatus that constructs and perpetuates the ‘proximate future’ of ubicomp. This analysis connects recent discussion about ‘anticipation’ in social sciences research with the methods of ubicomp research, which fits with an emergent agenda around futurity in human geography. Third, the conceptual articulation of ‘anticipatory logic’ is applied to the analysis of empirical investigations of ubicomp R&D to identify the specific logics of anticipation at play. This article accordingly examines the logics of anticipation that both support and destabilise the certainty with which the future is imagined within ubicomp. In conclusion, the multiple ways of anticipating a future world and the ways in which they discipline understandings of futurity are framed as a politics of anticipation.  相似文献

Initiatives around ‘public participation’ and ‘community involvement’ have become increasingly central to UK government policy programmes, particularly within interventions aimed at disadvantaged neighbourhoods. These initiatives have been the subject of extensive critical comment, essentially focusing on the ways in which power is often maintained by state agencies, whatever the surrounding rhetoric. This article attempts to consider what more productive forms of participation might feel like, through drawing on fieldwork with two small community groups on housing estates in Stoke-on-Trent, UK, to look at how and why they were able to generate successful participation in their activities. The importance of the small-scale interactions and feelings that made up their spaces of participation is explored. These can be characterised through ideas such as ‘feeling comfortable’, ‘feeling at home’, ‘helping out’ and ‘keeping going’, and involve everyday sociability and informal forms of volunteering. If government is serious about supporting political participation in such contexts it needs to consider how official projects might learn from these kinds of spaces.  相似文献

An intense environmental dispute surrounds the maize-fields of Mexico. Mexican maize traditional varieties (or ‘landraces’) constitute a global genetic resource that may well be critical to future agricultural development and corn breeding. Many environmentalists, farmers, and consumers in Mexico are therefore concerned that their maize landraces may have been ‘contaminated’ by imported transgenic maize, grown in the USA. The criticisms of this transgenic technology are complex and call into question the nature of the boundary between political and ecological (i.e. scientific) disputes. Our paper surveys these criticisms, and this political-scientific boundary, in a three-part analysis. First, we turn to Gramsci’s notes on science from his eleventh prison notebook to rethink the political ecology of transgenic maize, i.e., the way the ecological analysis of transgenic introgression is treated as politics. Second, we present the multiple criticisms of transgenic maize as scalar phenomena. Third, we review the recent scientific literature on transgene introgression to evaluate recent calls for the ‘decontamination’ of Mexican maize. Our reading illustrates two dilemmas facing the group that occupies the hegemonic subject-position in this dispute, ecological scientists. First, the popular desire to ‘decontaminate’ Mexican maize exceeds their capacities (due to complications involved with sampling). Second, although the political debate surrounding ‘contaminated’ Mexican maize exceeds science, the boundary between the dispute’s scientific and parascientific elements cannot be adjudicated scientifically. In other words, the boundary between science and politics is porous. Thus in two respects the dispute is ecological, yet beyond the capacity of this science to resolve. Yet, following Gramsci, these findings should not lead us to see science as mere ideology, or apolitical, or encourage a retreat into metaphysics. Rather it points to the need for a social transformation that sees science as “humanity forging its methods of research … in other words, culture, the conception of the world.” By exploring the dilemmas of decontamination, the dispute over transgene introgression in Mexican maize-fields provides an opportunity to elaborate upon Gramsci’s neglected insights into the politics of science.  相似文献

Environmental politics, argues French philosopher Bruno Latour, have been a ‘disappointment’. Rather than trying to bring environmental concerns into a political world split into two - between Nature/Science and politics/society - Latour argues that environmental movements ought to focus on destroying this two-house collective, and develop ‘an understanding of ecological crises that no longer uses nature to account for the tasks to be accomplished’. In this paper I put my research on the politics and science of the Great Bear Rainforest (GBR), a large tract of temperate rainforest on the central and north coast of British Columbia, into direct conversation with Latour’s arguments about science, epistemology and environmental politics. The GBR was a site of intense political struggle focused predominantly on the scale and scope of industrial forestry, a struggle which ‘ended’ in 2006 with what some call a historic compromise between some high-profile environmental groups, First Nations, the Provincial government, and the forest industry. This paper focuses on two interlinked questions: do the environmental organizations at the centre of the struggle demonstrate the maladies identified by Latour; are they too preoccupied with representing Nature through Science? And second, do these maladies help us explain or understand the politics over the GBR? Were the politics of the GBR limited by environmentalist invocations of a singular Nature through Science, what Latour calls ‘Naturpolitik’? The encounter between theory and practice leads to a more cautious and critical assessment of the environmental politics in the GBR, but also tempers Latour’s arguments. Environmentalists in the GBR do exhibit Latour’s maladies, but in tracing the Politics of Nature there, it seems that Naturpolitik is not as powerful as Latour argues.  相似文献

This paper responds to increasing discussions about responsibility within geography by exploring some of the spatialities imbued in thinking responsibly about internationalisation in the UK Higher Education system, and it uses the categorisation of the international student as a way in to this exploration. Although international students have been considered from the viewpoint of migration studies, global education studies and critical pedagogical studies, this paper attempts a postcolonial analysis of international students, to consider what forms of pedagogic responsibility are called forth through this framework. Building on bell hooks’ call for an ‘engaged pedagogy’, this paper shows that routing care and responsibility through postcolonial geographies incites a more sharply demanding political praxis.  相似文献

This paper analyses the complexity and attempted pragmatism of current practices surrounding the management of current local government policy reform in England. In particular, it focuses on the tensions and contradictions between a national policy dynamic which seeks to encourage locally contingent solutions to be developed for localised problems, and the centralising tendencies of the national state which result in ‘blueprints’ and ‘models’ being developed for local policy delivery and a requirement to meet centrally derived targets. These assumptions are explored through the experiences of local government attempts to introduce innovative and experimental praxis in line with the complex cultural and political changes of ‘modernisation’ agendas advanced by the UK government. This is being rolled out by an overarching project of ‘new localism’ - an attempt to devolve power and resources from the central state to front line local managers, sub-local structures and partnerships and to deliver ‘what works’. It is argued that new attempts at subsidiarity should be more flexible to local conditions rather than directed by national policy and that greater discretion and freedom should be given to local managers to achieve this task. Using the concept of ‘pragmatic localism’ and grounded examples from a recent initiative - Local Area Agreements - it is highlighted that there are signs that local state management of national policy could be becoming increasingly adaptable, enabling managers to deal with the fluid nature of ongoing public policy reform, although this is far from a completed project with many factors still constraining this change process.  相似文献

Market-Led Agrarian Reform (MLAR), which is advocated by the World Bank and is being implemented in various contexts around the world, is a more neo-liberal approach to land reform than that we have seen implemented in the past. MLAR principles have underpinned South Africa’s land reform programme, being based on the ‘willing-seller, willing-buyer’ principle, which guarantees market-related prices to sellers. Evidence presented in this paper, however, raises serious questions about the extent to which the South African government has held on to MLAR principles. Specifically, the paper argues that South Africa’s peculiar geo-historical context has in some instances led the government to fuse market-led approaches with more authoritarian interventions that dictate to land reform beneficiaries how the land will be used. A case in point is the government’s approach to the restitution of land rights to communities dispossessed from the Levubu area of Limpopo province. As the paper illustrates, the government has imposed on the intended beneficiaries a so-called ‘strategic partnership’ between them and agribusinesses. Although the government touts the approach as a way to protect the commercial viability of the land and to transfer skills from white farmers to the beneficiaries, the terms of the Levubu solution may turn out to be less than favourable for the beneficiaries.  相似文献

The idea of climate has both statistical and social foundations. Both of these dimensions of climate change over time: climate, as defined by meteorological statistics, changes for both natural and anthropogenic reasons; and our expectations of future climate also change, as cultures, societies and knowledge evolves. This paper explores the interactions between these different expressions of climate change by focusing on the idea of ‘normal’ climates defined by statistics. We show how this idea came into being in meteorological circles and then review how this idea of climatic normality gets entangled with cultural and psychological processes. Using data from historical and predicted climates in the UK, we illustrate the significance of choosing different baseline ‘normals’ for retrospective and prospective interpretations of climate change. Since the choice of these statistical ‘normals’ reflects cultural, political and psychological preferences and practices as much as scientific ones, we argue that expectations of the climatic future are influenced by social as well as statistical norms. Seeing climate as co-constructed between the psycho-cultural constraints of society and the physical constraints of the material world offers a different way of thinking about the instabilities of climate and the ways we adapt to them.  相似文献

The experience of the (post)socialist South has been marginal to the study of transition, despite the many similarities between processes of transition and development. This paper tries to better understand this overlap by exploring some empirical and conceptual connections between processes of development and processes of transition in Cuba. In doing so it makes two sets of arguments. The first set of arguments concerns the nature of ‘transition’ itself. I use the ‘contested spaces’ of the Cuban (socialist) biotech sector, and specifically its attempts to attract foreign (capitalist) investment as a case study. As a high profile industry, biotechnology functioned in Cuba as a political space within which questions of transition and development could be reconfigured by blurring the boundaries between them. In turn, this has enabled the Cuban State to legitimise responses to transition that would otherwise have appeared contradictory. The second set of arguments try to explain how this was possible. I argue that the slippage between nationalist and socialist visions of development allowed biotechnology (as a specifically developmentalist project) to be variously understood as, for example, a post-colonial socialist, or anti-colonial nationalist project in ways that suited the needs of transition at any one time. Such recombinations in many ways account for the non-linear and reversible nature of transition in Cuba. I speculate as to whether Bruno Latour’s work on the way capitalist societies understand themselves to be ‘modern’, helps explain how, in (post)socialist countries, processees of transition can be shaped through different historical constructions of modernisation and development.  相似文献

Drawing upon the discussions and insights provided by researchers and policy-makers during a seminar series, this paper explores the rationales for, and the practices and difficulties of, interdisciplinarity. The urban environment provides the problem context. Despite a consistent rhetoric and repeated attempts to promote interdisciplinary research, not least by the funding councils in response to policy imperatives, success appears to have been limited. The paper suggests that rather than viewing interdisciplinarity as a distinct, often difficult, category of research it is more useful to consider a continuum of research types from multi- to transdisciplinarity. The paper furthers the interdisciplinarity debate by characterising five categories of ‘border troubles’. These involve the relentless association of interdisciplinarity with ‘real world problems’, the epistemological structuring of disciplines, assumptions about the disciplinary division of labour and the privileging of certain frames and forms of enquiry, the increasing complexity of knowledge transfer, and the ‘hard wiring’ of the research funding and assessment system. However, we conclude optimistically in terms of the evident willingness of researchers to occupy hazardous disciplinary border zones to further urban environmental understanding and propose a set of ‘conditions for success’ encompassing both the approach and practices of participants in interdisciplinary work as well as operational and contextual factors.  相似文献

Through a focus on agricultural retirement, this paper extends on the recent work considering human-livestock relations. Drawing on research conducted in Hampshire and West Sussex (UK), the paper utilises farmers’ narratives of farm work and retirement to explore the themes of [dis]connection between farmers and their dairy cattle. The paper attempts to add complexity and nuance to assumptions about the nature and extent of animal objectification with commercial dairy farming, and consider the intricate moral geographies [re]created within the individual farm. The discursive and material ‘placings’ of animals are considered alongside an exploration of how the intricate temporality and spatiality of these are disturbed and disrupted by the move to retirement. In discussing these relations the paper examines how animals are central to the everyday lives and identities of farmers and how separation from them alters farmers’ attachment to particular practices, places and social networks.  相似文献

Models have become so fashionable that many scientists and engineers cannot imagine working without them. The predominant use of computer codes to execute model calculations has blurred the distinction between code and model. The recent controversy regarding model validation has brought into question what we mean by a ‘model’ and by ‘validation.’ It has become apparent that the usual meaning of validation may be common in engineering practice and seems useful in legal practice but it is contrary to scientific practice and brings into question our understanding of science and how it can best be applied to such problems as hazardous waste characterization, remediation, and aqueous geochemistry in general. This review summarizes arguments against using the phrase model validation and examines efforts to validate models for high-level radioactive waste management and for permitting and monitoring open-pit mines. Part of the controversy comes from a misunderstanding of ‘prediction’ and the need to distinguish logical from temporal prediction. Another problem stems from the difference in the engineering approach contrasted with the scientific approach. The reductionist influence on the way we approach environmental investigations also limits our ability to model the interconnected nature of reality. Guidelines are proposed to improve our perceptions and proper utilization of models. Use of the word ‘validation’ is strongly discouraged when discussing model reliability.  相似文献
