One of Piers Blaikie’s most important contributions to the development of political ecology is his critique of land and resource conservation policy in the global South. In this paper I trace the development of Blaikie’s ideas about the policy relevance of political ecology, focusing particularly on the challenges posed by the introduction of poststructural social theory into the field. I begin by revisiting Blaikie’s earlier critiques of environment and development policy. This will provide the departure point to explore how his thinking on the relationship of theory and policy and of academic and development practices has evolved in subsequent writings. I have invented two personas, “early Blaikie” and “late Blaikie”, to facilitate this task. Second, I want to probe some of the challenges that late Blaikie presents for doing political ecology research, to some extent by pitting early Blaikie against late Blaikie and letting them hash it out. Third, I turn to my own and others’ research and consultation experiences as a way to examine the possibilities for reconciling theoretically driven critiques with policy relevant research.  相似文献

Political ecology (PE) is rooted in a combination of critical perspectives and the hard won insights distilled from field work. The theoretical base of political ecology was joined, by Piers Blaikie and others, to an unflinching commitment to empirical observation of biophysical and socio-economic phenomena in place. To this already ambitious mix was added a practical intent to contribute to material as well as social change: a practical political ecology of alternative development ran beneath the surface of much of this work. For many this led to serious encounters with policy and the machinery of policy research institutions. While seemingly contradictory with the critical tenets of political ecology, Blaikie’s pursuit of this pathway led beyond the ivory tower to Political Ecology in the Key of Policy, initially to inform national and international policy and eventually expanding - through the work of second-generation PE - to address internal policy in social movements and alternative development networks. Among recent variations on political ecology that have built partly on the work of Blaikie, Feminist Political Ecology (FPE) expands PE to address women as a group, and gender as a category. FPE and post-structural PE are based on multiple actors with complex and overlapping identities, affinities and interests. An emergent wave of political ecology joins FPE, post-structural theory, and complexity science, to address theory, policy and practice in alternatives to sustainable development. It combines a radical empiricism and situated science, with feminist post-structural theories of multiple identity and “location”, and alternative development paradigms. This approach honors the legacy of Piers Blaikie and other PE founders yet incorporates the insights and political projects of feminism, post-structural critique and autonomous or alternative development movements.  相似文献

Piers Blaikie’s writings on political ecology in the 1980s represented a turning point in the generation of environmental knowledge for social justice. His writings since the 1980s demonstrated a further transition in the identification of social justice by replacing a Marxist and eco-catastrophist epistemology with approaches influenced by critical realism, post-structuralism and participatory development. Together, these works demonstrated an important engagement with the politics of how environmental explanations are made, and the mutual dependency of social values and environmental knowledge. Yet, today, the lessons of Blaikie’s work are often missed by analysts who ask what is essentially political or ecological about political ecology, or by those who argue that a critical approach to environmental knowledge should mean deconstruction alone. This paper reviews Blaikie’s work since the 1980s and focuses especially on the meaning of ‘politics’ within his approach to political ecology. The paper argues that Blaikie’s key contribution is not just in linking environmental knowledge and politics, but also in showing ways that environmental analysis and policy can be reframed towards addressing the problems of socially vulnerable people. This pragmatic co-production of environmental knowledge and social values offers a more constructive means of building socially just environmental policy than insisting politics or ecology exist independently of each other, or believing environmental interventions are futile in a post-Latourian world.  相似文献

While most contributions to this collection focus centrally on political ecology (PE), this paper approaches the work of Piers Blaikie through a somewhat different lens, situating his political ecological contributions within the broader context of his engagement with related themes in development studies. I trace and discuss his work in approximately chronological terms, from the spatial organization of North Indian villages through the political economy of agrarian change and of peripheral capitalist (under-)development in Nepal to political ecology, pathbreaking work on the HIV/AIDS pandemic in Uganda, more general disaster vulnerability and recoverabililty, and a survey of post-structural challenges in development theory. Not only does this approach provide a distinctive view of Blaikie’s evolving concerns over the course of his career and thematic connections between them, but it also reflects my personal experience of his work and its influence. This foundation then enables an exploration of several issues about current directions in, and possible future extensions of, PE which should help to ensure that PE does not, as some critics claim, have only limited remaining shelf-life.  相似文献

This paper assesses the key contributions made by Piers Blaikie to the field of political ecology. Those contributions relate to the way in which this scholar has sought to dismantle barriers to thought by: (1) integrating the insights of political economy with those from environmental science, (2) opening up theoretical space in political ecology by engaging fruitfully with post-structural critiques, (3) moving beyond a narrow area-studies and development studies focus, and (4) helping to internationalise the research field beyond its core American base. The paper also highlights ambiguity in the role played by Blaikie in political ecology, as stances that he has taken in his work have provoked wider debate over the field’s purpose and coherence. Ensuing tensions over theory and practice as well as single versus multiple truths persist yet, pace Blaikie and others (e.g. Robbins), a robust political ecology is nonetheless able to consider what people ‘do’ from a healthy diversity of theoretical positions. The multiple contributions of Piers Blaikie underpin a reputation for having produced a pioneering body of work that has inspired scholars across theoretical, empirical and disciplinary boundaries, thereby ensuring that his will be a reputation that is interpreted and re-interpreted for many years to come.  相似文献

Geography is not the grand synthesiser, the only discipline which can explain the big picture, and arrogant claims that it is are counter-productive, both within and outwith the discipline. Over the past few decades there has been a turn toward ‘the everyday’ in the social sciences and humanities. For some authors, this turn is about making the everyday a new repository of authority of some sort, political, social, cultural or otherwise. For others, however, any turn toward the everyday interrupts any such evaluation. Focusing upon Stanley Cavell and the philosophical lineage that he continues from Emerson, Nietzsche, Thoreau and Wittgenstein, this paper examines Cavell’s interest in the menace and power of scepticism as key to understanding the everyday as a lived experience. As an introduction to this particular part of Cavell’s work for many Geographers, the paper puts Cavell in relation to more familiar approaches to the everyday, including de Certeau, critical Human Geography, non-representational theory, affect theory, psychoanalysis and pragmatism.  相似文献

The status of nature in food systems is the subject of this paper, which looks into the ecological embeddedness of the Austrian food system both on the national level and in a regional case study. By a first attempt to measure and map ecological embeddedness, the author intends to contribute to the operationalisation of the embeddedness concept, which is characterised as ambivalent, fuzzy and dynamic (see e.g., [Goodman, D., 2003. The quality ‘turn’ and alternative food practices: reflections and agenda. Editorial. Journal of Rural Studies 19 (1), 1-7; Markusen, A., 1999. Fuzzy concepts, scanty evidence, policy distance: the case for rigour and policy relevance in critical regional studies. Regional Studies 33, 869-884; Hess, M., 2004. ‘Spatial’ relationships? Towards a reconceptualization of embeddedness. Progress in Human Geography 28 (2), 165-186]). The paper starts with a critical outline of the academic discourse on embeddedness in food chain studies. In the second section, general developments in the Austrian food system and their ecological implications are illustrated for the national level. Thereafter in a case study, the author tries to map and measure the ecological embeddedness of two conventional bread chains. The focus on conventional food chains provides a contrast with the growing body of embeddedness studies concentrating on alternative food chains. The author concludes that for both conventional as well as alternative food chains, the mode of ecological embeddedness or the degree of a food chain’s commitment to particular landscapes could become important factors for the maintenance, enhancement and capture of ecological value.  相似文献

Understanding people’s willingness to participate in projects and programmes of payments for ecosystem services (PES) has not been a key analytical concern of the scholarly literature around this new field of environmental policy and practice. This paper analyses participation in four communities benefiting from payments for biodiversity and carbon fixation in Mexico, and contrasts the results for each case with neighbouring communities that do not receive payments. We take a holistic approach that accounts for procedural rules, actors’ interactions, institutions and values, and individuals’ characteristics. We show that the nature of PES rules and the effectiveness of communication with government officers and NGOs influence resource managers’ ability and willingness to participate. We highlight community size, resource managers’ ability to diversify livelihood activities and local perspectives on the conservation of common forests, particularly sacred values and intergenerational concerns on forest conservation, as critical participation drivers. This analysis provides insights on why and how these new institutions may be attractive for some resource managers and permits to draw some recommendations for the future design of PES projects and programmes.  相似文献

New environmental policy instruments (NEPIs) (market-based instruments and environmental agreements) have moved to the forefront of environmental policy in recent years. From an economic theory perspective, NEPIs offer substantial benefits over ‘command-and-control’ regulation, yet empirical evaluations of their deployment and performance remain rare. This paper argues for a strong geographical contribution to this research agenda, utilising cross-national comparisons and actor-oriented perspectives to provide critical assessment and refinement of established NEPI theory. To illustrate this potential, this paper examines United Kingdom and German climate policy, using postal surveys and semi-structured interviews to assess corporate, industry association and policy-maker views on the effectiveness of eco-taxes, tradable permits and agreements in curbing greenhouse-gas emissions. Divergences between theoretical and practitioner perspectives on NEPIs are discussed, leading to suggested strategies for enhancing the environmental effectiveness of market-based instruments. The influence of national policy styles on NEPI design and industry reactions to these instruments was also identified as severely under-represented within economic theories of environmental regulation. Whilst industry assessments of environmental policy are unavoidably coloured by vested interests, cross-national and actor-oriented analyses nevertheless provide important insights into processes of policy diffusion and the strengths and weaknesses of different NEPIs.  相似文献

The ‘era of interdisciplinarity’ heralds collaborative inquiry as effective for addressing complex issues at the nexus of disciplinary interests. Geographers have long argued that they are particularly well-suited to contribute to interdisciplinary endeavors because of the breadth and depth that the discipline enfolds. However, within the literature about geography and interdisciplinarity, we find only two rather limiting conversations. The first conversation is concerned with the role(s) and position of geography within academia and focuses on what geographers can do to distinguish themselves while also improving their interactions with scholars from other disciplines. The second conversation largely revolves around how best to conduct interdisciplinarity ‘in the lab and classroom’ and focuses on practical issues associated with making collaborative research operate smoothly for multiple, disciplinary participants. We propose opening up intellectual space for a third conversation about the benefits, challenges and contributions of individual disciplines in interdisciplinary environments. Using survey data, we analyze how geography was perceived by collaborators from various disciplines in an interdisciplinary Urban Ecology program at the University of Washington. We offer this pilot study as a heuristic for others wishing to perform similar small-scale reflexive exercises and advance this “third conversation”.  相似文献

Conclusions: the Future Relevance of Medical Geography in the Third World This article has deliberately ranged widely and suggested various research themes to which medical geographers interested in health and development might turn their attention. The International Geographical Union Commission on Health and Development established in 1988 suggested a research agenda which includes many of them (see IGU Commission on Health and Development, Circular Letter No. 1 published in GeoJournal 17, 4, 659–660 (1988)). The achievement of even part of such an agenda will call for close international collaboration in research amongst medical geographers and allied disciplines.Increasingly, medical geographers are gaining applied experience in health and health care in the developing world. They are obtaining breadth and depth of knowledge and are now, for example, cogniscant of financial matters such as those involved in the cost explosion in health care worlwide which has particularly sinister implications for the health of Third World countries (Josephg and Phillips 1984). They, too, are now increasingly comfortable in dealing with epidemiological and demographic data. Geographers now no longer focus solely on phenomena such as distance decay or environments for disease. They are aware that human resources, intelligence, aspirations, attitudes and finance are all potent variables influencing successful health care and health in populations.In the future, therefore, the wide-ranging ambit of medical geography will increasingly become relevant to health and health care research in the Third World. Contributions of value will emerge both from those geographers adopting more socio-political stances and those adopting a more empiricist approach. However, it is the holistic nature of geography, with its wide academic links, and the courage of geographers to research in new topics and gain sound understanding of them which will increasingly be recognized. The days of extempore contributions to political, policy and practical debates on health and development are now largely past. Well researched, solid and sound medical geography contributions will, it is hoped, forge ahead.  相似文献

This paper seeks to explore the radical democratic potential in urban artistic interventions. It does so through bringing Gramsci’s concept of nature together with his ‘cultural writings’ and broader debates around avant-garde artistic practice. Empirically, I focus on the work of City Mine(d), a Brussels-based interventionist collective, and Siraj Izhar, a London-based artist-activist. Within Gramsci’s writings, I argue, socio-natural relationships emerge through sensuous activity or work. Making a somewhat more ambitious claim, I suggest that Gramsci’s concept of nature rests on what geographers have come to understand as the production of nature. Whilst attention has only recently turned to this implicit political ecology, much greater attention has been focussed on Gramsci’s cultural insights. For Gramsci, cultural struggles are an integral part of the effort to shape a new reality. Whilst he emphasises the ‘bottom up’ nature of such struggles, the intervention of enlightened outsiders is often a necessary and frustrating complement. However, by turning attention to the manner in which hegemony relates to the production of nature, and through bringing this into dialogue with radical artistic practice, such implicit elitism might be challenged. City Mine(d) and Izhar, I argue, develop a non-vanguardist politics that sees the contestation of hegemony as a struggle integral to the day-to-day nature of cities.  相似文献

This article presents a case study of the World Bank’s relationship with South Africa to argue that the Bank uses its knowledge brokering role as a device to facilitate the development of a lending relationship with countries that may initially be reluctant to enter into this kind of engagement. This article reviews the World Bank’s 10-year effort to develop a lending relationship with South Africa. The Bank inserted itself into the country in the early 1990s at the outset of its democratic transformation. Throughout the decade, South Africa acceded to the Bank’s policy interventions through technical assistance rather than through a concerted lending programme. In doing so, South Africa internalized the Bank’s market-driven political economy framework underlying its technical assistance programme. The country’s application of the Bank’s knowledge has had questionable outcomes for its development agenda. While the Bank’s ‘expert’ interventions may have offered valuable technical insights, it neglected the politics of distribution that are embedded in a more localized knowledge formation process. The result has led to the instrumentalization of local governance and undermined the engagement of civil society actors in the construction of a democratic state at the local level.  相似文献

Geographers have been slow to address issues about abstinence, drinking and drunkenness, but the importance of alcohol on the social and political agenda has underpinned recent growth in this field. Explorations of the gendered geographies of drinking are one important strand in this emerging field, but there is currently a paucity of research on women and gender (as opposed to men), and a dearth of research which looks beyond a rather narrowly specified range of public drinking environments. This paper addressed these short-comings through a quantitative and qualitative examination of different men’s and women’s alcohol consumption in private as well as diverse public drinking environments in 21st Century Britain. The paper emphasises the importance of gendered moralities in shaping gender and intra-gender differences in drinking levels, locations and motivations, and explores the connections between apparently separate public and private drinking environments.  相似文献

Introducing the special issue on “Mobilizing policy,” the paper contrasts orthodox approaches to policy transfer with an emerging body of work in the interdisciplinary field critical policy studies. The governing metaphors in this latter body of work are those of mobility and mutation (rather than transfer, transit, and transaction), policymaking dynamics being conceived in terms of reproduction across and between sites of innovation/emulation (rather than interjurisdictional replication). Distinctive contributions of the following collection of papers are highlighted in the context of an emergent “policy mobilities” approach.  相似文献

This paper demonstrates a spatial approach towards the definition of localities for health care planning. Recent international decentralisation of health care provision, and more specifically devolution within the United Kingdom, emphasises the need to develop a geographical focus in the delimitation of local structures for health care planning. Geographers, but most especially those applying Geographical Information Science (GIS) techniques, have made enormous contributions in this field and more generally in research related to health services. This paper considers some of these previous approaches and moves on in the light of new technologies, and more importantly the availability of appropriate data, to create localities that reflect dynamic spaces of social interaction, administration and policy. The paper’s focus is placed on the importance of flow data that reflects␣the spatial interaction between services and the population. This data, divided into three sub-groups of administration, education and health, allows us to identify the population’s allegiance to place and ultimately create spatially bounded functional localities that reflect this. Whilst the approach is largely technology driven, it also incorporates the expertise of local health care professionals thus recognising the importance of collaboration and multi-sectoral engagement. Although this combined approach impacted upon the way in which the final localities were defined, crucially it enabled us to incorporate features of both rigorous spatial analysis and a wealth of local knowledge.  相似文献
