Several tuna regional fisheries management organizations (t-RFMOs) have adopted retention requirements for skipjack, bigeye and yellowfin tunas caught by purse seine vessels to reduce discards, create disincentives to catch small fish, and incentivize the development and adoption of more selective technologies. Although retention policies in the t-RFMOs have been limited to target tunas in purse seine fisheries, some have advocated for an expansion of those policies, and t-RFMOs could consider expanding retention policies to a greater number of species and/or to other gear types. This paper discusses the benefits and costs of broader retention policies for purse seine and longline tuna fisheries in the western and central Pacific Ocean (WCPO). Using bycatch data from observers and logbooks from the U.S. purse seine and longline fleets operating in the WCPO, this paper documents the types and magnitude of fish discarded. For the purse seine fishery, this information was used to estimate direct impacts of having to off-load at the initial point of landing in key Pacific Island ports. For the longline fishery, estimates of direct impacts were limited to Honolulu and Pago Pago, American Samoa, the two primary ports where U.S. catch is landed. Expanding retention policies beyond the target tunas and to other gear types would further reduce discarding and possibly provide stronger incentives to develop and use more selective techniques. Beyond impacts to the ecosystem and fisher behavior, adopting broader retention policies may have other implications, and this paper explores those implications on vessels, processors, and communities. In general, as is the case with most direct interventions on fishing operations, there will be both benefits and costs, and the magnitude of those impacts will depend on the scope and extent of any expanded retention policy.  相似文献

Sea turtles can be incidentally caught in pelagic longline fishing gear targeting tuna and swordfish. Bycatch to fish catch (B/C) ratios can differentiate seafood based on sea turtle impacts. This study demonstrates the use of B/C ratios indexed to the weight of fish catch: (1) to report on the significant progress in reducing sea turtle bycatch in Hawaii's swordfish longline sector and (2) to compare Hawaii and other Pacific longline fisheries by number of sea turtle interactions per weight of catch. Hawaii's longline tuna fishery sets the benchmark of 1 sea turtle interaction per 190,000 kg of tuna caught.  相似文献

The impact of human activities such as fishing has been identified as a main factor in diversity loss in the open ocean. This paper studies the diversity patterns and environmental characteristics of the bycatch assemblages in Fish Aggregating Devices (FADs) and Free School sets (sets made on schools of tuna) from the tropical tuna purse seine fishery in the eastern Atlantic Ocean (35°W–15°E and 20°N–15°S). Data were collected from scientific observer programmes carried out between 2003 and 2011 on board Spanish and French fleets. The results showed different structure and diversity patterns of the bycatch assemblages depending on the fishing mode, with higher number of species and diversity found in FAD sets than in Free School sets. Bycatch assemblages showed preferences for specific oceanographic characteristics of the Atlantic Ocean, such as the equatorial and seasonal coastal upwelling systems, the Cape Lopez front system and the Guinea dome. The type of set and sea surface temperature play an important role to describe the diversity patterns of these species. These results confirm the importance of integrating different methods to study the marine ecosystem towards the correct implementation of the Ecosystem Approach to Fishery Management (EAFM).  相似文献

We describe the process used in the fisheries management system of the Convention for the Conservation of Antarctic Marine Living Resources (CCAMLR) to minimise seabird bycatch, and the risk-assessment methodology developed to assist this. We examine the progress of several Regional Fishery Management Organisations in taking steps to address seabird bycatch. CCAMLR has the most advanced system of management among the RFMOS covered in this review, and has made the most demonstrable progress in reducing seabird bycatch levels in its longline fisheries. A combination of proven mitigation measures, extensive monitoring by independent observers, annual expert review of seabird bycatch rates and evolving fishery and mitigation practices have been instrumental in reducing seabird bycatch in CCAMLR fisheries.  相似文献

To support implementing an ecosystem approach to fisheries management, ecological risk assessment (ERA) methods have recently been developed for the continuum of data-deficient to data-rich fisheries. A semi-quantitative ERA was conducted for the Marshall Islands longline bigeye tuna (Thunnus obesus) fishery. The study used information from analyses of observer data, surveys of captains and crew and inventories of gear and equipment. Relative risks were evaluated through a consideration of phylogenetic uniqueness, risk of population extirpation, risk of species extinction and importance in ecosystem regulation. The fishery presents a highest relative risk to leatherback (Dermochelys coriacea), hawksbill (Eretmochelys imbricata), green (Chelonia mydas) and olive Ridley (Lepidochelys olivacea) sea turtle Regional Management Units that overlap with the fishery, in that order. The next highest relative risk is to affected stocks of oceanic whitetip (Carcharhinus longimanus), blue (Prionace glauca), and silky (Carcharhinus falciformis) sharks, in that sequence. Seabird bycatch is likely not problematic. There was inadequate information to assess risks to cetacean populations. Risks to stocks of market and non-market species of marine fishes with r-selected life history characteristics were not assessed. This is because estimates of critical threshold levels of local and absolute abundance and current biomass are not known for many of these stocks. Several best practice gear technology methods to mitigate problematic catch of vulnerable species groups are currently employed: monofilament leaders, whole fish for bait, single-hooking fish bait, no lightsticks, and no fishing at shallow submerged features. Setting terminal tackle below 100 m and carrying and using best practice handling and release equipment were methods identified to reduce fishing mortality and injury of vulnerable species. More information is needed to determine if weaker hooks should be prescribed to mitigate cetacean bycatch. The large benefit to sea turtles of replacing remaining J-shaped hooks with circle hooks might outweigh a possible small increase in elasmobranch catch rates. The consumption of 2024 l of fuel per tonne of landed catch, which is within the range of available estimated rates from similar fisheries, could be reduced, reducing greenhouse gas emissions, through more frequent maintenance and upgrading vessel equipment and materials. Observer data quality may be adequate to support a quantitative Level 3 ERA to determine the significance of the effect of various factors on standardized catch rates and to estimate population-level effects from fishing mortality.  相似文献

For decades, cetacean bycatch has been a major conservation and welfare concern in Europe, with high numbers of harbour porpoises, dolphins and whales continuing to die each year. Despite binding legal requirements to reduce bycatch, there has been limited effective monitoring or mitigation. Bycatch is also an important welfare issue. At this critical juncture, with discussion of incorporating monitoring and mitigation of bycatch of protected species in Europe into the Data Collection Framework and Technical Measures Framework taking place to help deliver the reformed Common Fisheries Policy (CFP), a clear, effective strategy could identify the steps that are required by all EU Member States to reduce bycatch towards zero. Here, implementation of current monitoring and mitigation obligations are reviewed. Recommendations are made for the provision of clear EU guidance in order to improve and unify population surveillance and bycatch monitoring, with enhanced implementation and enforcement from Member States. A more regionalised evidence-based approach to monitoring and mitigation is in line with the move to more regionalised management under the CFP, with Member States robustly showing that bycatch levels are decreasing over a set period of time (e.g. 5 years) by a specified amount. To this end, an EU Action Plan on Cetacean Bycatch, comparable to the existing 2012 Action Plan for reducing incidental catches of seabirds in fishing gear, might be beneficial and could ultimately form a model for an international Food and Agricultural Organisation (FAO) Cetacean Bycatch Reduction Action Plan.  相似文献

Tuna has made a significant contribution to Indonesian and world fisheries. Indonesian tuna fisheries were introduced from Japan, Taiwan and Korea. Longline fishing was introduced in 1962, and purse seine gear was first used in 1974. Many foreign vessels have reflagged to the Indonesian flag. The Indonesian government developed its own tuna fisheries and closed the chartering program in 2006. Through these efforts, Indonesia became the number one tuna production country in 2004 and has further targeted an increase in marine capture fisheries catch of 0.5%/year from 2010 to 2014. Tuna resources remain under pressure globally. The tuna regional fisheries management organizations attempt to manage tuna fisheries by strengthening conservation of stocks. To enhance international cooperation, Indonesia ratified the 1982 Convention on the Law of the Sea in 1985 and the Agreement for the Implementation of the Provisions of the United Nations Convention on the Law of the Sea of 10 December 1982 relating to Conservation and Management of Straddling Fish Stocks and Highly Migratory Fish Stocks in 2005 and became a member of Indian Ocean Tuna Commission and Commission for the Conservation of Southern Bluefin Tuna and a cooperating non-member of Western and Central Pacific Fisheries Commission in the 2000s. Consequently, Indonesia adopted domestic regulations to comply with management measures. For future sustainable development, Indonesia needs to build its capacity, improve its compliance with the tuna RFMOs’ conservation and management measures, strengthen data collection, develop its products to increase their quality and diversification, and enhance its international cooperation.  相似文献

Taiwan is a major longline fishing nation with an interest in proactive conservation measures. Facing global concerns about the incidental catch in longline fisheries, Taiwan has focused on bycatch issues since the 2000s. This paper reviews the existing information on bycatch and the actions taken by Taiwan in the past ten years, including the establishment of observer programs, education and outreach, adoption of national plans of action and publicizing regulations for mitigation measures. This review suggests that continuing and improving the observer program, ensuring the compliance of mitigation measures, and encouraging information exchange and international cooperation will contribute to the conservation of non-commercial species of concern.  相似文献

Bycatch reduction technologies (BRTs) have been developed to limit the incidental capture of non-target marine species in fishing gear, especially those species of special concern. However, in the absence of enforcement, the proven effectiveness of a BRT alone does not guarantee its adoption by fishermen. Human factors also play a fundamental role. This case study was directed at evaluating the willingness of Sicilian longline fishermen to use relatively large circle hooks (size 16/0) as a BRT for the loggerhead sea turtle Caretta caretta. Fishermen were involved in testing circle hooks with their fishing vessels and their own commercial fishing gear, and their opinions before and after trials at sea were recorded. The present study showed the importance of creating a positive human context for testing a BRT. Findings provided additional confirmation about the usefulness of relatively large circle hooks to reduce the bycatch of loggerhead sea turtles on drifting longlines. Interviews before and after trials at sea indicated that socio-economic and emotional factors are essential for successful uptake of BRTs. Crews of large fishing vessels stated that they would be willing to use circle hooks in months with a high probability of turtle captures (June-September) if an economic incentive was provided and there was also public acknowledgement of their efforts. The fishermen's cooperatives association involved in the project is currently evaluating the creation of a product label identifying the harbors where fishing was performed using circle hooks.  相似文献

Bycatch presents a challenge to optimizing yield in commercial fisheries, where bycatch can total more than 1 million mt per year in the United States. Yet the economic impacts of bycatch have rarely been evaluated in the scientific literature. These economic impacts largely occur from the loss of landings through (1) early closure of fisheries when catch limits of bycatch species are reached; and (2) discards of marketable catch due to regulatory requirements in the fishery. This paper illustrates the economic impacts of early closures due to bycatch in U.S. fisheries by describing past case studies, as well as evaluating the economic impacts of discarding fish in U.S. commercial fisheries. Premature closures in the fisheries reviewed resulted in potential losses ranging from $34.4 million to $453.0 million annually. Nationally, bycatch estimates in the form of regulatory discards are annually reducing the potential yield of fisheries by $427.0 million in ex-vessel revenues, and as much as $4.2 billion in seafood-related sales, $1.5 billion in income, and 64,000 jobs. Our review also shows that some of the most promising work to reduce bycatch over the last decade has been the development of gears or gear modifications, termed “conservation engineering.”  相似文献

Fleet communication systems report near real-time observations of bycatch hotspots to enable a fishery to operate as a coordinated “One Fleet” to substantially reduce fleet-wide capture of protected bycatch species. This benefits the bycatch species per se, reduces waste, and can provide economic benefits to industry by reducing risk of exceeding bycatch thresholds and causing future declines in target species catch levels. We describe case studies of fleet communication programs of the US North Atlantic longline swordfish fishery, US North Pacific and Alaska trawl fisheries, and US Alaska demersal longline fisheries, and identify alternative fleet communication program designs to reduce fisheries bycatch. Evidence supports the inference that these three fleet communication programs substantially reduced fisheries bycatch and provided economic benefits that greatly outweighed operational costs. Fleet communication may be appropriate in fisheries where there are strong economic incentives to reduce bycatch, interactions with bycatch species are rare events, adequate onboard observer coverage exists, and for large fleets, vessels are represented by a fishery association.  相似文献

Fatal entanglements in fishing gear threaten marine mammal populations worldwide. The management of entanglements of large whales, such as the North Atlantic right whale (Eubalaena glacialis), with commercial fisheries, is a challenge given the species’ small population size, economic consequences of regulations, and the general lack of data on entanglements. The U.S. Marine Mammal Protection Act (MMPA) requires development of programs to limit marine mammal entanglement in commercial fishing gear. Following a retrospective look at implementing aspects of the MMPA, a set of guiding principles were developed with associated best practices useful in reducing fatal large whale entanglement in fishing gear. Among these are: 1) involve stakeholders early in the decision making process; 2) establish a transparent management strategy that includes critical needs to guide research; 3) use a variety of tools such as an established process for receiving new information and ideas; and 4) incorporate adaptive management which considers the constraints of dynamic (rapid) changes to some fixed fishing gear. Efforts to reduce worldwide marine mammal bycatch will typically occur in a data-limited environment as experienced with U.S. Atlantic large whale entanglements. The guiding principles will remain as key tools for reducing large whale bycatch in fisheries as they build upon common practices. These insights developed over two decades of management can potentially help others to address similar bycatch problems.  相似文献

Mitigating the environmental impact of commercial fishing, by avoiding, minimizing and compensating for adverse effects, is core business for fisheries management authorities globally. The complex interplay of ecological, economic, and social considerations has often resulted in bycatch management being reactive, confrontational and costly. In many cases it has been difficult to demonstrate success and to establish whether bycatch management has been efficient or effective. This article proposes standards for bycatch management following reviews of literature, international agreements and Australian domestic fishery management policies, and consideration by many technical experts and several stakeholder representatives. The standards have been developed using Australian Commonwealth fisheries – and the international fisheries agreements to which Australia is party – as a baseline, but should be applicable to both domestic and regional/international governance systems. The proposed standards involve quantifying fisheries bycatch, agreeing on operational objectives, assessing the effects of fishing on bycatch populations, establishing the cost-effectiveness of mitigation measures, and evaluating performance. The standards encourage domestic management measures that are consistent with the guidance and requirements of international agreements and regional fisheries management organisations. The importance of engaging stakeholders throughout the process is recognised. The standards provide a framework for measuring performance and a checklist of actions for managing bycatch at a fishery level. They have the potential to facilitate the development of more strategic and effective approaches to bycatch management, with defined goals, monitoring systems, and adaptive decision-making. This review of past bycatch management, including the application of the proposed standards to the mitigation of shark bycatch in an Australian longline fishery, demonstrates that the proposed standards are operationally feasible but that they have not always been applied. Specifically, monitoring the performance of bycatch management measures has not always followed their implementation.  相似文献

Emerging fisheries and changes in fishery practices are not always readily apparent, nor are their impacts on non-target species such as seabirds, sea turtles, and marine mammals. Data from several different sources led managers to discover high rates of sea turtle bycatch in an inshore large-mesh gillnet fishery in North Carolina, USA, particularly the emerging deep-water gillnet fishery. This paper reviews the history of how increased numbers of observed stranded sea turtles in 1999 led to the discovery that turtles were becoming entangled in the large-mesh gillnet fishery in Pamlico Sound, North Carolina. It also demonstrates how a variety of data sets from fisheries observers, aerial surveys, and fisheries statistics programs contributed to shaping management of the large-mesh gillnet fishery in Pamlico Sound to decrease turtle bycatch and now point towards the need of additional assessment of gillnet bycatch in other parts of North Carolina. Finally, potential approaches are discussed for a more timely detection of future fishery conflicts and development of a plan to reduce otherwise inevitable bycatch and disruptions to fishing effort.  相似文献

The risk of seabird–fishery interactions in the Western and Central Pacific Ocean (WCPO) was examined by analysing the overlap of seabird distributions with tuna and swordfish pelagic longline fisheries managed by the Western and Central Pacific Fisheries Commission (WCPFC) and its constituent members. The study used spatially-explicit Productivity–Susceptibility Analysis (PSA). Key data inputs were species productivity, fishing effort, likelihood of capture and species density by region. The outputs tailored results to the needs of fisheries- and wildlife-managers, indicating areas of greatest risk of species interactions, species of greatest concern for population impacts, and the flags or fisheries most likely to contribute to the risk. Large albatross species were found to be most likely to suffer population effects when exposed to longline fishing activity, followed by the larger petrels from the genuses Procellaria, Macronectes and Pterodroma. A mixture of coastal states with nesting seabird populations in their Exclusive Economic Zones (New Zealand, Australia and United States of America), distant water fishing nations (Japan, Taiwan) and flags of convenience (Vanuatu) contributed 90% of the risk to seabird populations. Recommendations include enhancing the level of fisheries observer monitoring in areas indicated as high to medium risk for seabird interactions, and consideration of spatial management tools, such as more intensive or more stringent seabird bycatch mitigation requirements in high- to medium-risk areas. The methods used, and similar studies conducted in the Atlantic Ocean could lead to improved targeting of monitoring resources, and greater specificity in the needs for seabird-mitigation measures. This will assist in reducing seabird mortality in longline fishing operations and with more effective use of resources for fishery managers in both domestic fisheries and RFMOs.  相似文献

鲣鱼是印度洋重要的金枪鱼种类之一,其资源丰度与海洋环境关系密切。本研究根据1980-2010年印度洋鲣鱼围网生产统计数据以及海洋环境与厄尔尼诺-南方涛动(ENSO)指数等,对印度洋鲣鱼围网资源渔场时空分布,以及厄尔尼诺年和拉尼娜年等不同尺度气候条件下鲣鱼资源渔场时空变动及其与海洋环境因子的关系进行分析。研究结果表明,1980-2010年印度洋鲣鱼围网渔获量基本保持不断增加的趋势,但CUPE值变化幅度较大,最低仅为0.68 t/d(1997年),最高达到1.58 t/d(2002年)。同时鲣鱼资源丰度(CPUE)与Ni?o3.4区指数存在显著的负相关关系,即厄尔尼诺年,鲣鱼CPUE 随之下降,拉尼娜年,CPUE 随之上升。ENSO现象对鲣鱼渔场时空分布也有显著影响,厄尔尼诺发生时,鲣鱼围网作业渔场重心会向东、向北移动,而拉尼娜年则向西、向南移动。  相似文献

Technical change in fisheries is an under-researched area in resource economics and management. This is surprising, because technical progress is the main driver of the development in fishing power and capacity. This article reviews the recent research and development in technology that have occurred in fisheries. New policy implications of introducing technical change into the standard bioeconomic model are illustrated. Bycatch saving technical change is critical to bycatch reduction and ecosystem based fisheries management, and optimal policies cost-effectively reduce bycatch, create incentives to induce bycatch saving technical change, and establish technology policy for research and development.  相似文献

The use of drifting fish aggregating devices (FADs) has become the dominant practice in tropical tuna purse seine fishing. However, just as FADs can increase fishing efficiency, their use has been associated with several negative ecosystem impacts, and moves are being made to manage the use of FADs. In the evaluation of potential management options it is important to consider how fishers will respond to the introduction of control measures, which first requires an understanding of fishery and fleet dynamics. This paper addresses this need by characterising the past and present use of FADs in the Indian Ocean tropical tuna purse seine fishery. The paper describes historical trends in fishing practices, summarises spatiotemporal patterns in the use of FADs and establishes and attributes variation in FAD fishing strategies within the fleet. It also provides an overview of current FAD management policies in the Indian Ocean and examines the observed effects of existing measures on the behaviour of the purse seine fleet. Using this comprehensive understanding, the potential impact on the purse seine fleet of a number of plausible FAD management options are discussed and inferences are drawn for the future sustainability of tropical tuna purse seine fishing in the Indian Ocean.  相似文献
