The closure of the Hawaiian longline swordfish fishery over the period 2001–2004, which was motivated by the protection of endangered sea turtles, created the elements of a natural experiment that allows identification of the market transfer of catch (and sea turtle bycatch) to other regions. This paper exploits the fact that the vessels in the Hawaiian longline fishery sell their catch in the US fresh swordfish market to analyze the pattern of changes in US fresh and frozen swordfish consumption both before and after the closure regulation was imposed. The mechanisms by which any unintended consequences on endangered sea turtles in other fishery locations in the world are shown to take place through the US swordfish market. At the estimated annual market transfer, a bootstrap analysis of the probability distribution of bycatch rates indicates that the regulation led to an additional 2882 sea turtle interactions at the sample means.  相似文献

Many authors have suggested the use of a cap and trade auction system to help reduce bycatch—the incidental take of species by fishing gear targeting other species—of sea turtles in the Hawaii-based swordfish longline fishery. However, we know of no quantitative evaluations of the method. We present a simple mathematical model to serve as a framework to evaluate bycatch auction systems quantitatively. We conclude that cap and trade auction systems have the potential to reduce sea turtle bycatch by creating a financial incentive, while keeping permit costs down to 2–3% of total revenues. While stringent regulations aimed at conserving endangered sea turtles would still be essential, implementation of an auction for issuing transferable bycatch permits would likely enhance the economic efficiency of the fleet. Sea turtle mortality could be reduced further if a shrinking cap on total turtle mortality was introduced, taking advantage of the incentives for reducing turtle mortality that are introduced by the cap and trade auction system.  相似文献

Sea turtles can be incidentally caught in pelagic longline fishing gear targeting tuna and swordfish. Bycatch to fish catch (B/C) ratios can differentiate seafood based on sea turtle impacts. This study demonstrates the use of B/C ratios indexed to the weight of fish catch: (1) to report on the significant progress in reducing sea turtle bycatch in Hawaii's swordfish longline sector and (2) to compare Hawaii and other Pacific longline fisheries by number of sea turtle interactions per weight of catch. Hawaii's longline tuna fishery sets the benchmark of 1 sea turtle interaction per 190,000 kg of tuna caught.  相似文献

In Pacific Mexico, all five sea turtle species have declined over the past century due to intense overexploitation of meat and eggs, fisheries bycatch, and degradation of marine and nesting habitats. One of the most heavily impacted areas has been the Baja California peninsula, where sea turtle populations remain historically low despite existing conservation measures that include a complete moratorium on the use of sea turtles, over three decades of widespread protection of nesting beaches, and in-water monitoring of sea turtles at coastal foraging areas. We recognize the need for alternative sea turtle conservation strategies that rely on increased participation of civil society and Mexican citizens. The purpose of this paper was to identify resident attitudes towards sea turtle conservation and opportunities for enhanced community participation in Bahia Magdalena, a region in Baja California Sur, Mexico experiencing high levels of sea turtle poaching and bycatch in fisheries. Through semi-structured interviews we found that while residents were overwhelmingly interested in participating in sea turtle conservation, peer pressure and conflict within the community presented major challenges. The majority of residents indicated that sea turtle voluntourism would have a positive impact on their community. Economic incentives and increased protection for sea turtles were mentioned as benefits of sea turtle voluntourism, whereas peer pressure, difficulty obtaining permits and producing effective marketing materials, and doubt about direct economic benefits were cited as constraints. We discuss our results in terms of opportunities, challenges, and recommendations for improving community-focused sea turtle conservation throughout the region.  相似文献

Fleet communication systems report near real-time observations of bycatch hotspots to enable a fishery to operate as a coordinated “One Fleet” to substantially reduce fleet-wide capture of protected bycatch species. This benefits the bycatch species per se, reduces waste, and can provide economic benefits to industry by reducing risk of exceeding bycatch thresholds and causing future declines in target species catch levels. We describe case studies of fleet communication programs of the US North Atlantic longline swordfish fishery, US North Pacific and Alaska trawl fisheries, and US Alaska demersal longline fisheries, and identify alternative fleet communication program designs to reduce fisheries bycatch. Evidence supports the inference that these three fleet communication programs substantially reduced fisheries bycatch and provided economic benefits that greatly outweighed operational costs. Fleet communication may be appropriate in fisheries where there are strong economic incentives to reduce bycatch, interactions with bycatch species are rare events, adequate onboard observer coverage exists, and for large fleets, vessels are represented by a fishery association.  相似文献

This paper reviews the available information (observer programs, estimates, statutes, regulations) for bycatch of marine mammals, sea turtles, and seabirds in fisheries of the United States. Goals of the review were to evaluate the state of knowledge of bycatch and the role of existing protective legislation in shaping bycatch management for different taxa. Pressing issues are identified, as well as knowledge gaps and policy limitations that hinder multi-species bycatch reduction. The USA has made important progress toward reducing bycatch in its fisheries, but the efficacy of its management has been limited somewhat by a focus on taxon- and fishery-specific regulation and the lack of consistent mandate across taxa for taking a cumulative perspective on bycatch. Applying consistent criteria across taxa for setting bycatch limits (e.g., extending the approach used for marine mammals to sea turtles and seabirds) would be the first step in a multi-species approach to bycatch reduction. A population-based multi-species multi-gear approach to bycatch would help identify priority areas where resources are needed most and can be used most effectively.  相似文献

To support implementing an ecosystem approach to fisheries management, ecological risk assessment (ERA) methods have recently been developed for the continuum of data-deficient to data-rich fisheries. A semi-quantitative ERA was conducted for the Marshall Islands longline bigeye tuna (Thunnus obesus) fishery. The study used information from analyses of observer data, surveys of captains and crew and inventories of gear and equipment. Relative risks were evaluated through a consideration of phylogenetic uniqueness, risk of population extirpation, risk of species extinction and importance in ecosystem regulation. The fishery presents a highest relative risk to leatherback (Dermochelys coriacea), hawksbill (Eretmochelys imbricata), green (Chelonia mydas) and olive Ridley (Lepidochelys olivacea) sea turtle Regional Management Units that overlap with the fishery, in that order. The next highest relative risk is to affected stocks of oceanic whitetip (Carcharhinus longimanus), blue (Prionace glauca), and silky (Carcharhinus falciformis) sharks, in that sequence. Seabird bycatch is likely not problematic. There was inadequate information to assess risks to cetacean populations. Risks to stocks of market and non-market species of marine fishes with r-selected life history characteristics were not assessed. This is because estimates of critical threshold levels of local and absolute abundance and current biomass are not known for many of these stocks. Several best practice gear technology methods to mitigate problematic catch of vulnerable species groups are currently employed: monofilament leaders, whole fish for bait, single-hooking fish bait, no lightsticks, and no fishing at shallow submerged features. Setting terminal tackle below 100 m and carrying and using best practice handling and release equipment were methods identified to reduce fishing mortality and injury of vulnerable species. More information is needed to determine if weaker hooks should be prescribed to mitigate cetacean bycatch. The large benefit to sea turtles of replacing remaining J-shaped hooks with circle hooks might outweigh a possible small increase in elasmobranch catch rates. The consumption of 2024 l of fuel per tonne of landed catch, which is within the range of available estimated rates from similar fisheries, could be reduced, reducing greenhouse gas emissions, through more frequent maintenance and upgrading vessel equipment and materials. Observer data quality may be adequate to support a quantitative Level 3 ERA to determine the significance of the effect of various factors on standardized catch rates and to estimate population-level effects from fishing mortality.  相似文献

Overexploitation of bycatch and target species in marine capture fisheries is the most widespread and direct driver of change and loss of global marine biodiversity. Bycatch in purse seine and pelagic longline tuna fisheries, the two primary gear types for catching tunas, is a primary mortality source of some populations of seabirds, sea turtles, marine mammals and sharks. Bycatch of juvenile tunas and unmarketable species and sizes of other fish in purse seine fisheries, and juvenile swordfish in longline fisheries, contributes to the overexploitation of some stocks, and is an allocation issue. There has been substantial progress in identifying gear technology solutions to seabird and sea turtle bycatch on longlines and to direct dolphin mortality in purse seines. Given sufficient investment, gear technology solutions are probably feasible for the remaining bycatch problems. More comprehensive consideration across species groups is needed to identify conflicts as well as mutual benefits from mitigation methods. Fishery-specific bycatch assessments are necessary to determine the efficacy, economic viability, practicality and safety of alternative mitigation methods. While support for gear technology research and development has generally been strong, political will to achieve broad uptake of best practices has been lacking. The five Regional Fisheries Management Organizations have achieved mixed progress mitigating bycatch. Large gaps remain in both knowledge of ecological risks and governance of bycatch. Most binding conservation and management measures fall short of gear technology best practice. A lack of performance standards, in combination with an inadequate observer coverage for all but large Pacific purse seiners, and incomplete data collection, hinders assessing measures' efficacy. Compliance is probably low due to inadequate surveillance and enforcement. Illegal, unreported and unregulated tuna fishing hampers governance efforts. Replacing consensus-based decision-making and eliminating opt-out provisions would help. Instituting rights-based management measures could elicit improved bycatch mitigation practices. While gradual improvements in an international governance of bycatch can be expected, market-based mechanisms, including retailers and their suppliers working with fisheries to gradually improve practices and governance, promise to be expeditious and effective.  相似文献

The South African midwater trawl fishery targets adult horse mackerel Trachurus capensis. The bulk of the catch is taken by a single freezer-trawler, the biggest fishing vessel operating in South African waters. As fishing takes place off the south coast in ecologically sensitive areas, there are concerns about the potential impacts of this fishing operation on non-target species. Fishing behaviour and bycatch of this fishery from 2004 to 2014 were investigated by analysing observer records with regard to catch composition, volume and temporal and spatial patterns. The midwater trawl fishery was estimated to have caught 25 415 tonnes annually, with a bycatch of 6.9% of the total catch, by weight. There are species overlaps with various fisheries, namely the demersal trawl, small-pelagic, line, shark longline and squid fisheries, yet the total bycatch estimates from this fishery are generally small relative to catches taken in the target fisheries. Bycatch species with the highest average annual catches were chub mackerel Scomber japonicus, redeye roundherring Etrumeus whiteheadi, ribbonfish Lepidopus caudatus and hake Merluccius spp. Large-fauna bycatch species included sunfish Mola mola as well as a number of CITES II- and IUCN-listed species, such as Cape fur seal Arctocephalus pusillus, dusky shark Carcharhinus obscurus, smooth hammerhead shark Sphyrna zygaena and thresher sharks Alopias spp. The 97.9% observer coverage is high and the 6.9% bycatch rate low compared to other South African fisheries; however, due to the large size of the individual hauls (average of 46.3 t), the average sampling rate of 1.56% is low. Our analyses suggest that bycatch in the South African midwater trawl fishery has been lower than in other South African fisheries and similar fisheries elsewhere, but due to the combination of high catch volumes and low sampling rates, estimation errors for rare species are high and there is a substantial risk of incidental unmonitored bycatch of rare large fauna and aggregations of small fauna. This could be mitigated by spatio-temporal management of this fishery, to avoid fishing in high-risk areas, and the introduction of an electronic monitoring programme.  相似文献

Despite a powerful, federal legislative framework established to protect threatened and endangered species in the United States, conservation actions can be hindered by the complexity of the full management structure. This is particularly true when state and federal agencies share the responsibility to conserve endangered species. To illustrate this point, this paper describes the management of sea turtle by-catch in commercial fisheries within the state waters of North Carolina. It reviews past and present by-catches, summarizes state and federal efforts intended to reduce sea turtle by-catch, and discusses the challenges posed by the involvement of multiple agencies with conflicting objectives. It concludes by recommending fundamental changes to this management framework and, in particular, proposes the establishment of a multilayered stakeholder group that would work to reduce sea turtle by-catch while supporting vibrant commercial fisheries in the state.  相似文献

The Magnuson-Stevens Fishery Conservation and Management Act (MSA) is the primary law that codifies marine fisheries management in United States federal waters. The MSA was amended in 2006 with Section 610, an international provision that directs the Secretary of Commerce to unilaterally identify foreign nations engaged in the incidental capture (bycatch) of protected living marine resources (PLMRs) under specific conditions. In 2013 the United States identified Mexico for bycatch of a PLMR – the North Pacific loggerhead turtle – representing the first time a nation has been identified for bycatch under section 610. This paper evaluates the initial effects of the identification on loggerhead bycatch management efforts in Mexico and provides policy recommendations for improving the law and its implementation. In the wake of the unilateral identification, Mexico downplayed and denied the bycatch problem that their agencies had previously accepted and cancelled a bycatch research partnership between their federal fisheries science agency and U.S. researchers. Moreover, fishers invested in bycatch reduction and monitoring programs ceased to participate, jeopardizing their understanding of the problem and their co-development of bycatch solutions. However, the identification and subsequent consultation process ultimately resulted in Mexico implementing federal loggerhead bycatch regulations that are temporarily comparable with relevant U.S. measures. These regulations establish a temporary fisheries reserve (authorized for two years) that includes monitoring of bycatch, a loggerhead bycatch mortality cap, temporal and spatial restrictions on fishing gear and practices, and a closure of all finfish fisheries during the summer of 2016. As a result, turtle bycatch was likely substantially reduced in 2016, but at the cost of artisanal fishers' entire seasonal income. Policy recommendations are made, highlighting the need to: 1) better assess the socioeconomic, political, and environmental consequences associated with using the threat of trade sanctions to compel nations to reduce their bycatch; and 2) facilitate a more consistent consideration of bycatch data across nations such that the current policy does not create a disincentive for other nations to assess or report PLMR bycatch.  相似文献

The catch of non-target species or discarding of target species (bycatch) in commercial fisheries can result in negative species level and ecosystem wide impacts as well as adverse social and economic effects. Bycatch has become one of the foremost, global issues of fishery managers and conservationists, especially when the non-target species is from a protected or threatened population. However, the impact and spatial distribution of bycatch is frequently unknown making it difficult to develop effective, justifiable mitigation regulations. This challenge is exemplified by the bycatch of river herring (alewife, Alosa pseudoharengus, and blueback herring, A. aestivalis) and American shad (A. sapidissima) in the northwest Atlantic mid-water trawl fishery targeting Atlantic herring (Clupea harengus) and Atlantic mackerel (Scomber scombrus). As an alternative to immediate management action, a voluntary bycatch avoidance program was established through an industry, state government, and university partnership. Here the program is described and its impact is evaluated by comparing fleet behavior and bycatch prior to and during the program. The combined results suggest that consistent communication, facilitated by the avoidance program, positively influenced fishing habits and played a role in the approximately 60% decrease in total bycatch and 20% decrease in the bycatch ratio observed during the program. However, the success of small scale move-along strategies to reduce bycatch ratios varied greatly in different areas of the fishery and years. This suggests the program is best viewed as an intermediate or complimentary solution. Overall, this project exemplifies of how collaborative programs can help alleviate difficult management scenarios.  相似文献

The neritic waters of the state of Sergipe in Northeastern Brazil is adjacent to the main nesting area of the olive ridley sea turtles (Lepidochelys olivacea) in the Western Atlantic Ocean and an important area for shrimp trawl fishery. To address the problem of incidental mortality of sea turtles captured during trawling and reduce the risk of overexploitation of shrimp stocks, Projeto TAMAR/ICMBio, a Brazilian sea turtle conservation program, has adopted two main strategies: (1) the implementation of a marine monitoring program and (2) active participation in local forums. This paper describes the conflicts among stakeholders, the arrangements and established mechanisms of negotiation aimed to protect sea turtles and shrimp grounds, and strategies to reduce conflicts between user groups. The analysis of this co-management process highlights the importance of stakeholder participation in resource management decision-making through a cooperative process, the role assumed by non-governmental organizations as mediators, and the factors that influence this system. The key factors and actions learnt from the current study include clear identification of the conflicts, identification of stakeholders – both local and external, and local leaders, encouragement of actors and leaders to participate, support and strengthening of local groups, legitimization of the discussion forums through involvement with government, formalization of decisions taken through legislation, and monitoring of the management efficacy.  相似文献

The Neuse River estuary is part of the large Albemarle/Pamlico estuarine/lagoonal system (APES) of North Carolina. Exchange between the APES and the open ocean is restricted to inlets in the Outer Banks barrier islands. Freshwater discharge of the Neuse River is low in relation to the size of its estuary, so that the estuary is normally brackish over most of the area which accumulates fine-grained sediments. Mud (silt + clay) accumulation rates are low ( 6 mm year−1).From the mud distribution and the dynamics of suspended sediment in the estuary it has been inferred that the Neuse retains fines efficiently, with probable episodic (high discharge) losses seaward, to Pamlico Sound.As part of a study of particle transport, deposition, and accumulation in the Neuse estuary, we have collected radiochemical data (10 cores) and chemical data (seven cores) on sediment cores from the main channel of the estuary between New Bern, North Carolina and the estuary mouth. K/Al increases in the lower estuary, consistent with earlier reports of increasing illite in the clay fraction. Landward transport of sediment from Pamlico Sound is the most plausible explanation for the increasing K/Al (illite). A marine sediment source may, therefore, be important for the lower estuary.The distribution of sediment inventories (quantities per cm2 of sediment column) of particle-reactive radionuclides is consistent with the hypothesis of landward sediment transport. Inventories of excess 210Pb, 137Cs, and 239,240Pu are coherent through the estuary and show the effects of particle redistribution processes on regionally uniform inputs. To obtain excess (anthropogenic) Zn and Cu, we use metal/Al normalization to estimate natural backgrounds. Anthropogenic metal inputs are concentrated at the head of the estuary, and sediment inventories of excess Zn and Cu generally decrease seaward. Normalization of the excess Zn and excess Cu inventories to excess 210Pb inventories corrects the raw metal inventories for effects of lithology and sediment redistribution. The normalized excess Zn inventory decreases smoothly seaward, while the normalized excess Cu inventory shows an unexplained mid-estuary maximum. Low normalized inventories of anthropogenic metals at the estuary mouth indicate that little modern riverine sediment is stored there.Increasing K/Al (illite) and decreasing anthropogenic Zn and Cu in the lower estuary are thus both consistent with a predominantly marine sediment source. We conclude that landward transport of muds from Pamlico Sound has contributed significantly to the sediment balance of the lower Neuse estuary.  相似文献

Fisheries learning exchanges (FLE) can be useful for enhancing fisheries management. Reversing the decline of the North Pacific loggerhead turtle is a priority articulated in US, Japanese, and Mexican natural resources policy. However, by 2005, while nesting beach protection was strong in Japan and bycatch reduction had been achieved in U.S. Hawaii-based longline fisheries, bycatch mortality was very high in Mexican artisanal fisheries and believed to be problematic in Japanese coastal fisheries. Efforts to conserve the population were hindered by lack of understanding and cooperation by and between fishers, conservation practitioners, scientists, and managers of all three countries. The authors produced a trinational FLE with participants from Japan, Mexico, and Hawaii to share bycatch challenges and develop solutions. The trinational FLE gave fishers and other participants new, otherwise unattainable knowledge, perspectives, and experiences that empowered them as leaders among their peers, resulting in unexpectedly strong cultural and conservation outcomes that included: a) understanding of the myriad threats to loggerheads throughout their ranges and lifetimes, b) development of a transpacific conservation partnerships to undertake coordinated recovery efforts, c) participatory research to develop and test bycatch reduction technological and practical solutions for Japan and Mexico, and d) hundreds of juvenile loggerheads spared per yr from bycatch mortality via changes in fishing practices by FLE participants. The authors conclude that the reciprocal FLE can serve as a practical tool with potential for broad application for empowering fishers and other fisheries stakeholders to improve fisheries.  相似文献

Both foreign and domestic pelagic longline fishing vessels operate in South Africa’s Exclusive Economic Zone and adjacent international waters where they kill hundreds of seabirds each year as bycatch. To update assessments of the impact of the pelagic longline fishery on seabirds off South Africa, information on necropsied seabirds and national fisheries observer bycatch records were summarised for 2006–2013. Foreign-flagged (Asian) vessels had 100% observer coverage throughout the study period, whereas only 6% of the fishing effort by South African-flagged vessels was observed (with no coverage in 2011–2013). Vessels with observers caught seabirds at a rate of 0.132 birds per 1 000 hooks, resulting in an estimated mortality of 2 851 individuals (356 per year) comprising 14 species. Extrapolation of the observed fishing sets to the unobserved fishing sets by the South African domestic longline fleet suggested that approximately 750 additional birds were likely killed during the study period, therefore a combined 450 birds were killed per year. White-chinned petrel Procellaria aequinoctialis was the most frequently killed species (66%), followed by ‘shy-type’ albatrosses Thalassarche cauta/steadi (21%), black-browed albatross T. melanophris (7%), Indian yellow-nosed albatross T. carteri (3%), and Cape gannet Morus capensis (2%). The seabird bycatch rates were lower than in 1998–2005. Nationality of the vessel, time of line-setting, moon phase, year, season, fishing area, and seabird bycatch mitigation measures all influenced seabird mortality. Concurrent with 100% observer coverage, significant reductions in the seabird bycatch rate occurred in the Asian fleet in the latter years of the study, and these rates now approximate the national target (0.05 birds per 1 000 hooks). However, seabird bycatch rates remained high in the South African fleet, where no observers were deployed during 2011–2013, highlighting the need for independent observer programmes in fisheries—a matter of global interest. Suggestions are made as to how seabird bycatch by pelagic longline fisheries off South Africa may be further reduced.  相似文献

Tropical shrimp trawl fisheries are unsustainable, and similar sets of management measures are used globally to address the direct and indirect costs of their practices. Yet little is known about shrimp fishers’ perceptions, despite the clear importance of human behaviour in determining the success of fisheries management. This article presents the results of interviews with industrial shrimp trawl fishers from the southern Gulf of California, Mexico, and reveals fishers’ knowledge and attitudes that should be considered when developing management plans for industrial shrimp trawl fisheries. Fishers were asked to comment on problems facing the fishery, management options to address the issues, and the future of the fishery in general. The interviews also elicited new knowledge on effort and valuable components of bycatch, useful to the management process. Among the problems facing the Gulf of California fishery, fishers tended to identify those generated externally—fluctuations in shrimp populations, increases in fishing effort, decreases in shrimp prices and increasing overheads—and thus distance themselves from responsibility for management options. The successes of any mitigation measures for the fishery are likely to depend on proper enforcement and reliable governance, as our study indicates. Should strong enforcement be put in place, then trawl free areas seem to be the most pragmatic way to alleviate problems associated with the fishery; our effort data point to areas that might have greatest acceptance among fishers. A reduction in capacity would clearly complement marine zoning for trawl free areas. In the long run, however, it may be economic extinction of the fishery that reduces pressure on the marine ecosystem.  相似文献

Marine capture fisheries in Vietnam are small-scale, multi-species, multi-gear, and open access regime. Under numerous governmental promotion programs, Vietnamese fishing fleets have expanded at an uncontrollable rate. This research analyzes the economic performance and capacity efficiency of the Da Nang gillnet fishery. Data were obtained from 45 gillnetters in Da Nang using questionnaires, which were administered between April and July of 2011. The results showed that large-scale vessels (engine power≥90 hp) had better economic performance than small-scale vessels (engine power<90 hp) with average gross revenue flows of 1346.7 and 750.7 million VND, respectively. The large-scale vessels further actualized positive profits (15% gross revenue), while the small-scale vessels demonstrated negative results (−0.4% gross revenue). The main operating costs of fuel and labor accounted for 44% and 26%, respectively, of the total operating expenses. However, the results of the data envelopment analysis (DEA) showed that the Da Nang gillnet fishery did not operate at full capacity and that the unused capacity and the technical inefficiency rates were approximately 21.2% and 10.8%, respectively. The over-use of fuel, net sheets, and number of days at sea in the large-scale vessels were 7%, 10%, and 3%, respectively, while these ratios in the small-scale vessels were 7%, 3%, and 7%, respectively. Overcapacity may be separated into two parts, one part resulting from the optimal technical use of inputs and a second part resulting from enhancing the current policies. As such, feasible policies may include implementing the buyback of small and unprofitable vessels, and reviewing subsidy programs.  相似文献

The purpose of this short communication is to describe the Third International Workshop on Sea Turtle Conservation and Fisheries Exchange that took place from April 22–30, 2009 on Cuba’s Isla de la Juventud [Isle of Youth]. A group of 28 fishers, conservationists, marine scientists and fisheries managers from Cuba, Mexico and the U.S. gathered at Siguanea Bay off the island’s southwest coast. The goals of the exchange were to 1) provide a forum for sea turtle experts and fishing communities in Cuba, Mexico, and the U.S. to share experiences on conservation activities, 2) develop the scientific basis for future conservation in this highly biologically important region of Cuba, and 3) increase support by Cuban fishers for local sea turtle conservation efforts. During the exchange, participants met with local Cuban fishers about the challenges of conserving sea turtle populations while maintaining their fishing livelihoods, shared solutions developed by fishers to accomplish the same in Mexico, and undertook field and cultural activities. Key outcomes for the exchange include an improved understanding of sea turtle bycatch off the Isla de la Juventud, enhanced collaboration among the three nations in turtle conservation, and increased motivation by fishers to participate in sea turtle research and conservation. Additionally, as a direct result of this exchange, the community of Cocodrilo on the Isla de la Juventud has hosted annual sea turtle festivals that increase support for turtle conservation efforts by the local community.  相似文献
