The Sundarbans region of West Bengal in India is inhabited by small-scale farmers and traditional rice paddy-cum-prawn cultivators. Recent policy initiatives by the Government of India may facilitate expansion of commercial shrimp aquaculture in the future, setting the stage for potential conflicts between local stakeholders. We used qualitative and quantitative methods to analyse the preferences of local stakeholders for alternative management options related to shrimp aquaculture development in the region. We then derived management recommendations for the development of shrimp aquaculture in the region that would minimize the environmental impacts of shrimp aquaculture, distribute the economic benefits of shrimp aquaculture more equally and develop alternative opportunities for income generation, especially for shrimp Fry Collectors.  相似文献

The decline in populations of sea turtles has heightened controversy between two contrasting strategies for their sustainable management: consumptive use versus non-consumptive use. This study investigates perceptions held by individuals in three communities bordering a marine protected area in Costa Rica about consumptive and non-consumptive use of sea turtles on nesting beaches to determine how best to achieve sustainable management of the species. Face-to-face interviews (n=48 community members and n=8 key informants) were conducted in three communities (Cahuita Town, Hone Creek, and Playa Negra) during April and May 2009. The research found that in each community, residents' perceptions about consumptive and non-consumptive use were divided into four categories: norm-activated pro- and anti-environmentalism; and rationally self-interested pro- and anti-environmentalism. Given this perceptual diversity, it seems clear that no single management strategy would work successfully across all three communities, but that customised management measures were required to manage sea turtle populations in each area. The wider implication of this study is that there is no simple panacea for dealing with declining populations of sea turtles: each situation is sui generis, requiring measures tailored exclusively to its particular circumstances.  相似文献

Management interventions to reduce pressures on coral reefs often include attracting fishers to non-extractive non-fishery supplemental livelihoods. We look at the case of coral reefs in Lingayen Gulf, Philippines to understand the impacts of local (i.e., aquaculture and tourism), regional, and national development on the artisanal fisheries sector. Using household surveys and a coral reef interaction index (CRII), we obtained relative levels of dependency and impacts of fisheries, aquaculture, and tourism on coral reefs for livelihood. Results show that overall dependency on coral reefs remains high despite its decreasing quality. Socio-economic profiles reveal steep hurdles in shifting fishers to aquaculture. Both aquaculture and fisheries will continue to grow and eventually compete for space if left unmanaged further resulting in reduced reef quality. Shifts of fishers to tourism-based and other low-capital requirement mariculture (e.g., sea ranching) are more realistic than the expectation of absorbing fishers into current aquaculture businesses. Strengthening local coastal governance capacity to improve proactive responses for micro–macro development interactive synergy will also help reduce the impacts of development on reefs. Improving safety nets for coastal communities through skills enhancement and supplemental livelihood options that facilitate stewardship and reef recovery is an imperative. Transforming the lessons learned at village level actions to sustain municipal scale programs and institutional cooperation among stakeholders such as through marine protected area networks remain a challenge. Sharing forums and joint financing of coastal resource management remain to be realized through public and private partnerships and expansion of development for investments in social enterprises.  相似文献

Emerging fisheries and changes in fishery practices are not always readily apparent, nor are their impacts on non-target species such as seabirds, sea turtles, and marine mammals. Data from several different sources led managers to discover high rates of sea turtle bycatch in an inshore large-mesh gillnet fishery in North Carolina, USA, particularly the emerging deep-water gillnet fishery. This paper reviews the history of how increased numbers of observed stranded sea turtles in 1999 led to the discovery that turtles were becoming entangled in the large-mesh gillnet fishery in Pamlico Sound, North Carolina. It also demonstrates how a variety of data sets from fisheries observers, aerial surveys, and fisheries statistics programs contributed to shaping management of the large-mesh gillnet fishery in Pamlico Sound to decrease turtle bycatch and now point towards the need of additional assessment of gillnet bycatch in other parts of North Carolina. Finally, potential approaches are discussed for a more timely detection of future fishery conflicts and development of a plan to reduce otherwise inevitable bycatch and disruptions to fishing effort.  相似文献

The present study characterised the socio-economic, operational and technical aspects of harvesting the gooseneck barnacle (Pollicipes pollicipes) along the southwestern coast of Portugal. For this purpose, face-to-face interviews were conducted with commercial harvesters of the two most representative fishery associations (covering 51% licensed harvesters) in the area of the Parque Natural do Sudoeste Alentejano e Costa Vicentina. Based on traditional ecological knowledge, this study confirmed the local importance, ancestral character and family traditions of this activity, which constitutes the exclusive occupation of nearly half of the interviewed harvesters and an important source for household incomes. In addition, data was also gathered on preferential fishing zones, harvesting effort and duration, daily catches and selling prices. The main concerns, problems and difficulties experienced in this activity relate to the excessive number of recreational harvesters, creating problems at the levels of exploitation, commercialisation, management and inspection. The study further confirms the rising interest and involvement of the commercial harvesters in enhancing the competences of the local fishery associations. In particular, local harvesters want to encourage the development of a co-management system comprising spatial-temporal measures to avoid conflicts of use over space and resources, as well as innovative marketing strategies to improve the recognition, value and traceability of the shellfish. Overall, the information gathered is most valuable for adopting an alternative approach based on the cooperation and co-responsibility at local and regional levels, involving the stakeholders in the proposal of management measures adapted to the specificities of this area, activity and resource.  相似文献

为促进我国海洋空间规划体系建设,文章采用案例研究法,分析英格兰东部海洋空间规划的制定过程、主要内容和实施现状,总结可供我国借鉴的相关经验。研究结果表明:海洋空间规划的范围应尽可能地与陆域空间规划相对接,以推进陆海统筹理念的落实;设立明确和清晰的海洋开发与保护总目标尤为重要,同时依靠政策、空间规划和海域使用许可制度,逐层将总目标予以细化和落实;公众和利益相关者的参与是海洋空间规划的必要环节,对规划的制定和实施发挥重要的促进作用;海洋空间规划是适应性管理过程,须开展持续性监测和评估,情境监测、过程监测和结果监测三者相结合的综合性监测和评估方式值得参考。  相似文献

Industrial aquaculture has become one of the main protagonists both on the coasts and in international policy aimed at regulating matters concerning the sea. This new role is reflected in the recently adopted Common Fisheries Policy of the European Union, where the need to promote the sector and the involvement with other local actors, specifically artisanal fishers, is highlighted. However, the official promotion of this activity could be overvaluing its benefits while, at the same time, undervaluing the new barriers that it is introducing in fisheries co-management. Centered in Valencian Community (Spain) and through a qualitative methodology, this paper examines the views and positions of stakeholders directly involved in aquaculture activity (biologists, aquaculture businessmen and policy managers) on the possibilities of joint participation. It is concluded, that eroding the detected mistrust among stakeholders through "hybrid forms of participation" would be a necessary prerequisite to setting up a common framework for involvement leading to an effective co-management.  相似文献

In Pacific Mexico, all five sea turtle species have declined over the past century due to intense overexploitation of meat and eggs, fisheries bycatch, and degradation of marine and nesting habitats. One of the most heavily impacted areas has been the Baja California peninsula, where sea turtle populations remain historically low despite existing conservation measures that include a complete moratorium on the use of sea turtles, over three decades of widespread protection of nesting beaches, and in-water monitoring of sea turtles at coastal foraging areas. We recognize the need for alternative sea turtle conservation strategies that rely on increased participation of civil society and Mexican citizens. The purpose of this paper was to identify resident attitudes towards sea turtle conservation and opportunities for enhanced community participation in Bahia Magdalena, a region in Baja California Sur, Mexico experiencing high levels of sea turtle poaching and bycatch in fisheries. Through semi-structured interviews we found that while residents were overwhelmingly interested in participating in sea turtle conservation, peer pressure and conflict within the community presented major challenges. The majority of residents indicated that sea turtle voluntourism would have a positive impact on their community. Economic incentives and increased protection for sea turtles were mentioned as benefits of sea turtle voluntourism, whereas peer pressure, difficulty obtaining permits and producing effective marketing materials, and doubt about direct economic benefits were cited as constraints. We discuss our results in terms of opportunities, challenges, and recommendations for improving community-focused sea turtle conservation throughout the region.  相似文献

Brazilian legislation defines coastal zone as a national patrimony – the geographic space of interaction of air, sea and land formed by the counties directly influenced, but not necessarily by those located in the coastline; also included are those distant until 50 km from the coastline, holding activities of great impact for the coastal zone or its ecosystems. The definition includes also the territorial sea of 12 nautical miles. Coastal management is conducted by a national plan legally enforced, complemented by states and counties plans, and a coastal ecologic-economic zoning limited to small portions of the coastal zone. A resolution of the “Environmental National Council” defines as “permanent preservation areas”, of very restricted use, coastal ecosystems as mangroves, sand dunes, and reproduction sites of wild fauna. One could expect that the Brazilian coast should be more protected and properly managed than other countries where a national management plan is lacking (Argentina) or where the guidelines exist but are not yet legally enforced (South Africa). Notwithstanding, we note today in Brazil an intensification of conflicts opposing small-scale vs. industrial fishermen; shrimp farming vs. mangrove crab harvesting; resorts installation vs. native communities; oil and gas activities vs. NGOs; and conflicts on environmental permit between federal and state governmental agencies. This paper evaluates the possible reasons for the failure of the complex legal suite available in Brazil and suggests that participatory management and concerted actions with relevant stakeholders are the key elements for the successful cases.  相似文献

The Gulf of California is unique because of its geographical location and conformation. It hosts diverse ecosystems and important fisheries that support industry and provide livelihood to coastal settlements. It is also the site of interests and problems, and an intense interaction among managers, producers, and conservationists. In this report, we scrutinize the abiotic (hydrography, climate, ocean circulation, and chemistry) and biotic (phyto- and zooplankton, fish, invertebrates, marine mammals, birds, and turtles) components of the marine ecosystem, and some particular aspects of climate variability, endemisms, harmful algal blooms, oxygen minimum layer, and pollution. We also review the current conditions and conflicts around the main fisheries (shrimp, small and large pelagic fishes, squid, artisanal and sportfishing), the most important human activity in the Gulf of California. We cover some aspects of management and conservation of fisheries, especially the claimed overexploitation of fish resources and the ecosystems, and review proposals for creating networks of marine protected areas. We conclude by identifying main needs for information and research, particularly the integration of data bases, the implementation of models and paleoreconstructions, establishment of monitoring programs, and the evaluation of fishing impacts and management actions.  相似文献

Tourism and fisheries comprise the economic backbone of the Galapagos Islands, Ecuador and the Archipelago of San Andres, Colombia. The health of fishery resources, the environment and their dependant industries is discussed against a background of policy development and user conflicts, supported by a range of technical studies undertaken between 1998 and 2002, setting the scene for an examination of a more participatory and effective role for local stakeholders in the management of their island resources. Local stakeholders have been involved in guiding plans on future management of both islands’ resources including Biosphere Reserve designation of the San Andres Archipelago and the development of a Special Law for Galapagos. Their participation is deemed essential to progress in marine resource management and zoning initiatives within the islands.  相似文献

This project aimed to develop co-management of exploited marine fishery resources in Barbados using the sea urchin fishery as a test case. The approach was to work with stakeholders, primarily the fishers, to establish a co-management mechanism that could be operated by the fishers themselves with technical and advisory support from the Fisheries Division. The project used Technology of Participation (ToP) methodology, developed by the Institute of Cultural Affairs (ICA). ToP methods used included Focused Conversation and Participatory Strategic Planning. To our knowledge, this methodology has not previously been applied in small-scale fisheries co-management. Fishers involvement was developed in stages: identification of groups of fishers in communities and a contact person for the group; dialogue with individuals and the small groups; discussion in larger groups to derive approaches to management; and full group participation to reach consensus regarding the most appropriate approach to management. Key persons identified in communities helped organize meetings to discuss the sea urchin fishery. From these community meetings, individuals were selected to take part in the strategic planning. Two vision meetings with separate groups of fishers, produced similar results. These groups were combined at a planning meeting, where fishers examined the blocks to achieving the vision, developed strategies to overcome the blocks, and an action plan to implement the strategies. Fishers and government officials concluded that the methodology had successfully facilitated the input of both parties and produced a workable, consensual approach.  相似文献

This paper discusses the impact of local and national policies in the Philippines on the participation of indigenous peoples in relation to fisheries management. Specifically, this research focuses on the Tagbanua, an indigenous group in Coron Island, Palawan, on the western side of the Philippines. The struggle of the Tagbanua in reclaiming their ancestral title to the land and sea reflects broader moves toward self-determination, which is critical not only to their ancestral lands and waters, but also to their survival. Indigenous rights are essential in addressing social justice and in giving a greater voice that encourages indigenous peoples towards self-governing institutions and common management of resources. Significantly, the fundamental development of indigenous peoples lies in the recognition of their rights in their ancestral domain and the preservation of their culture, tradition, system, practices and their natural resources. This paper examines the Tagbanua experience, through a critical exploration of institutions and property rights, with attention to corresponding effects in reducing conflict with other stakeholders in the area, and in affecting the sustainability of fishery resources.  相似文献

This study was conducted to identify appropriate sites for shrimp farming development in Haiphong province of Vietnam using geographical information systems (GIS). Thirteen base layers (thematic maps) were grouped into four main land use requisites for aquaculture, namely, (1) potential for pond construction (slope, land use type, soil thickness, elevation), (2) soil quality (soil type, soil texture, soil pH), (3) water availability (distance to sea, and water source), and (4) infrastructure and socio-economical status (population density, distance to roads, local markets, and hatcheries). A constraint layer was used to exclude areas from suitability maps that were not allowed to implement shrimp farming. A series of GIS models was developed to identify and prioritize the most suitable areas for shrimp farming.This study shows that the land evaluation model is useful for identifying suitable areas for shrimp farming and for allocating land for efficient income generation, effective conservation, and sustainable land management. It was estimated that about 31% (2604 ha) of the total land area (8281 ha) in Haiphong was highly suitable for shrimp farming. Since existing shrimp farms cover only 1690 ha of land in the study area, the potential for expanding shrimp farms should take into consideration further political and environmental issues.  相似文献

近年来,随着我国海洋开发利用规模的持续增长,不同项目重叠用海的问题开始凸显,海域立体分层使用模式得到广泛关注。海域立体分层使用以海域的立体性、多宜性等自然属性为基础,以协调竖向空间的用海活动为目的,是未来海洋空间管理制度体系变革的方向之一。现行的海域空间“平面化”管理思路,使海域立体分层使用面临竖向空间边界不清、二维海籍管理模式不适用、缺少立体空间规划及利益相关者协调难度大等问题。通过借鉴土地立体分层使用的经验,结合海域空间自然特征与开发利用特点,分别从海域分层方法、三维海籍信息表达方式、海域立体空间规划、设立海域役权等方面提出对策建议,以期为海域空间立体分层使用提供借鉴。  相似文献

This work is the beginning of a coastal water quality monitoring program to establish the baseline for the implementation of an integrated coastal management of the Yucatán Peninsula tropical ecosystem. Coastal water quality is affected by the increasing economic development. This area has no rivers because of its karst geomorphology, and the coastal freshwater comes from springs or seeps. Coastal water quality was studied in four towns from January to December 2000. Statistically significant differences among water quality variables and processes are discussed. Along with groundwater discharge, domestic and shrimp farming sewage are the main sources of nutrients, predominantly of nitrogen and silica. Salinity dilution is used to estimate the groundwater fraction that influences each area in northwestern Yucatán.  相似文献

To support implementing an ecosystem approach to fisheries management, ecological risk assessment (ERA) methods have recently been developed for the continuum of data-deficient to data-rich fisheries. A semi-quantitative ERA was conducted for the Marshall Islands longline bigeye tuna (Thunnus obesus) fishery. The study used information from analyses of observer data, surveys of captains and crew and inventories of gear and equipment. Relative risks were evaluated through a consideration of phylogenetic uniqueness, risk of population extirpation, risk of species extinction and importance in ecosystem regulation. The fishery presents a highest relative risk to leatherback (Dermochelys coriacea), hawksbill (Eretmochelys imbricata), green (Chelonia mydas) and olive Ridley (Lepidochelys olivacea) sea turtle Regional Management Units that overlap with the fishery, in that order. The next highest relative risk is to affected stocks of oceanic whitetip (Carcharhinus longimanus), blue (Prionace glauca), and silky (Carcharhinus falciformis) sharks, in that sequence. Seabird bycatch is likely not problematic. There was inadequate information to assess risks to cetacean populations. Risks to stocks of market and non-market species of marine fishes with r-selected life history characteristics were not assessed. This is because estimates of critical threshold levels of local and absolute abundance and current biomass are not known for many of these stocks. Several best practice gear technology methods to mitigate problematic catch of vulnerable species groups are currently employed: monofilament leaders, whole fish for bait, single-hooking fish bait, no lightsticks, and no fishing at shallow submerged features. Setting terminal tackle below 100 m and carrying and using best practice handling and release equipment were methods identified to reduce fishing mortality and injury of vulnerable species. More information is needed to determine if weaker hooks should be prescribed to mitigate cetacean bycatch. The large benefit to sea turtles of replacing remaining J-shaped hooks with circle hooks might outweigh a possible small increase in elasmobranch catch rates. The consumption of 2024 l of fuel per tonne of landed catch, which is within the range of available estimated rates from similar fisheries, could be reduced, reducing greenhouse gas emissions, through more frequent maintenance and upgrading vessel equipment and materials. Observer data quality may be adequate to support a quantitative Level 3 ERA to determine the significance of the effect of various factors on standardized catch rates and to estimate population-level effects from fishing mortality.  相似文献

At the north coast of Rio Grande do Sul state, southern Brazilian coast, the Wildlife Refuge of Ilha dos Lobos (29°20′S; 49°43′W), is a full protection area and a seasonal resting refuge for South American sea lions (Otaria flavescens). The regular presence of sea lions on the island is not only a touristic attraction in the region, but also a problem to the fishery community. This community faces economic impacts in its activities due to fish depredation caused by sea lions. Because of this issue, the perceptions and attitudes of different stakeholders from the region are important to be considered by managers, so that a realistic and decentralized action plan can be designed. The goal of this study was to analyze how different local stakeholders perceived the Wildlife Refuge of Ilha dos Lobos. Additionally, how these stakeholders differed from each other in terms of attitudes, knowledge and perceptions. In October 2011, January and March 2012, face-to-face interview surveys were conducted with fishermen and tourists, and drop-off questionnaires surveys with business, and tourism professional and teachers, in a total of 150 questionnaires, 30 for each group. The results indicated existence of differences across the five stakeholder groups. It was also suggested that non-direct stakeholders had a more favorable view of the Wildlife Refuge of Ilha dos Lobos and the sea lion, whereas direct stakeholder (the fishermen) saw it as an obstacle to their fisheries activities.  相似文献

为了科学有效地掌握海域使用信息、管理海域权属,为海域资源调查、管理、规划、保护、合理利用提供服务,为违法、违规、违章用海项目得到有效遏制,减少用海矛盾,有必要开展海域使用动态监测,作者以连云港近海为研究区,利用4个时相Landsat遥感影像(2002、2008、2013、2016年)通过面向对象算法提取弱水背景下的紫菜养殖区信息,揭示空间分异规律,并分析其驱动原因。研究结果表明:4期影像提取连云港近海紫菜养殖区信息的精度分别是87.5%、92%、91.7%和94.6%。紫菜养殖区空间分布的变化规律为紫菜养殖面积不断增加且整体向深海方向推进。赣榆港口航运区和田湾核电站特殊利用区存在少量紫菜养殖区,项目用海不符合连云港市海洋功能区划(2016~2020年)。连云港近海紫菜养殖区空间分异的驱动因子主要是自然条件、养殖技术、海洋经济和社会发展四大因素。  相似文献
