The Ilha dos Tigres of Angola is the only sandy island off the coast of the 2 000km-long Namib Desert and it remains the least known coastal wetland on a desert coast rich in shorebirds. Two surveys of the Baia dos Tigres region in 1999 and 2001 indicated a rich wetland bird diversity consisting of 25 species, with a total of 11 000 birds, at a density of 33 birds km?1 of beach. We established breeding by three species of seabirds — two cormorants and the great white pelican Pelecanus onocrotalus — and confirmed northward range extensions for two of these species. The region supports seven regionally threatened Red Data birds. Several threatened marine turtles occur at the nearby Cunene River mouth, and given the possibility that turtles and other Red Data birds may breed at Ilha dos Tigres, it is recommended that it should become an integral part of the Iona National Park on the adjacent mainland.  相似文献

California sea lions (Zalophus californianus) off the coast of Southern California are known to damage both commercial and recreational fishing activities, causing decreases to fish catch and damage to gear. Their increasing population has intensified the potential for conflict between sea lions and anglers, likely requiring changes to current legislation. The recreational fishing community in Southern California is a valuable and largely underutilized source for information and potential solutions to management and legislative problems. This recreational fishing survey-based study conducted in 2013 utilized personal interviews, conducted in the field with recreational anglers and commercial passenger fishing vessel (CPFV) crews in Southern California, to gather data on: (a) the occurrence and impact of sea lion depredation on the local fishing, (b) angler awareness and opinions on current legislation, and (c) the conflict between fishing activities and conservation efforts. Results show that surveyed CPFV operators and private boaters had the most conflict with sea lions and perceive them as more of a problem than anglers on piers, jetties or kayaks. The conflict was also reportedly more prevalent in San Diego County compared to the other counties surveyed (Orange, Los Angeles and Ventura). Participating CPFV operators were overwhelmingly in support of a government culling program for sea lions, while recreational angler respondents did not feel that a control program was necessary. These CPFV operators reported more money lost, and were willing to pay more for an effective deterrent device. There was also a consensus among respondents that fish catch is declining, yet anglers were unsatisfied with the effectiveness of current legislation designed to increase fish stocks. These data will provide a better understanding of California sea lion depredation in Southern California and its effect on recreational anglers in order to aid future mitigation efforts. Additionally, these results provide stakeholder feedback on local marine protected areas and other fisheries management legislation, and build a foundation for future conservation and education programs.  相似文献

Ecosystem-based fisheries management (EBFM) is often discussed by fisheries managers and stakeholders as a potential goal. EBFM is based on a multi-species approach, which varies significantly from the single species fisheries management (SSFM) approach currently practiced under the U.S. Magnuson-Stevens Fishery Conservation and Management Act (MSFCMA). EBFM is “holistic” and considers “all factors,” but it is impossible for management to incorporate all factors into EBFM. This study sought to improve understanding of factors contributing to or preventing progress toward EBFM implementation in the Mid-Atlantic Fishery Management Council (MAFMC) and New England Fishery Management Council (NEFMC), focusing on Council member and stakeholder beliefs, attitudes, and mutual understanding. Objectives included determining mutual understanding between MAFMC and NEFMC members and stakeholders about EBFM and identifying MAFMC and NEFMC member and stakeholder preferences for EBFM definitions, practices, and outcomes, and prioritizing which aspects of EBFM managers and stakeholders find most important. Stakeholders included commercial fishermen, recreational anglers, nongovernmental organization (NGO) leaders, and Scientific and Statistical Committee (SSC) members. Over 1000 survey responses about EBFM from council members and stakeholders in the Mid-Atlantic (MA) and New England (NE) regions were analyzed. The Coorientation Model was used to characterize understanding between the Council and fisheries-related stakeholder groups. For the MA and NE regions, most stakeholders agreed on definitions, practices, and possible outcomes for EBFM. Results suggest that most Council members and stakeholders in the MA and NE regions support a change from SSFM to EBFM at an incremental, intermediate, or complete, gradual (5–10 years) pace. The application of the Coorientation Model to EBFM and the fishery management councils provided insights into how an improved understanding of the attitudes, beliefs, and mutual comprehension of Council members and stakeholder groups could potentially facilitate the implementation of EBFM. Council members and stakeholders responded similarly to, and Council members correctly predicted stakeholder responses about, EBFM definitions, practices, and outcomes. These findings suggest that Council member and stakeholder agreement and understanding are not barriers to MAFMC and NEFMC adoption of EBFM.  相似文献

One of the reasons for the failure of some Marine Protected Areas (MPAs) is the lack of respect for their boundaries and regulations, which intensifies the need to assess the attitudes of stakeholders affected by MPAs. To this end, it is necessary to know the perception and behavior of resource users in these areas in relation to the management process. This study addressed the perception of different groups of fishermen in three MPAs that allow sustainable use of resources on the Brazilian northeastern coast. The perception analysis was based on four aspects: biodiversity conservation, flexibility and adaptability of fishermen, participation in management and opinions about the MPA. The interviewed fishermen (n=100) were classified into natives or immigrants,≥than 40 years old or <40, predominant use of selective or nonselective fishing gear and part or full time fishermen. The results showed that younger fishermen and the ones who use selective fishing gear presented a more conservation prone perception; nonselective fishermen and part-time fishermen were more flexible and adaptable to changes; and younger fishermen tended to agree more with the establishment of the MPAs. Taking these differences in perceptions among fishermen into account could serve as a basis for improvements in the management and conservation of fishing resources, besides helping predict possible future behavior due to changes in management policies.  相似文献

Given competing objectives vying for space in the marine environment, the island of Bermuda may be an ideal candidate for comprehensive marine spatial planning (MSP). However, faced with other pressing issues, ocean management reform has not yet received significant traction from the government, a pattern seen in many locations. Spatial planning processes often struggle during the proposal, planning, or implementation phases due to stakeholder opposition and/or government wariness to change. Conflict among stakeholders about management reform has also proven to be a deterrent to MSP application in many locations. With these obstacles in mind, a detailed stakeholder survey was conducted in Bermuda to determine awareness, attitudes and perceptions regarding ocean health, threats to ocean environments, the effectiveness of current ocean management, and possible future changes to management. How perceptions vary for different types of stakeholders and how attitudes about specific concerns relate to attitudes about management changes were examined. Overall, the results indicate a high degree of support for spatial planning and ocean zoning and a high level of concordance even among stakeholder groups that are typically assumed to have conflicting agendas. However, attitudes were not entirely homogeneous, particularly when delving into details about specific management changes. For example, commercial fishers were generally less in favor, relative to other stakeholder groups, of increasing regulations on ocean uses with the notable exception of regulations for recreational fishing. Given the results of this survey, public support is likely to be high for government action focused on ocean management reform in Bermuda.  相似文献

Drawing on a case study in Germany, this contribution explores the practical application of offshore aquaculture within offshore wind farms in view of the different stakeholders involved. Using a transdisciplinary research approach, an understanding of the rationalities and interests among the different involved stakeholder groups was explored. Offshore wind energy is high on the political agenda in Germany. The vast spatial requirements however inherit potential user conflicts with competing, and under current legislation excluded users such as fishermen. Solutions for combining sustainable uses of the same ocean space have thus seen increasing interest within the research community in Germany and in Europe over the past years. This paper was inspired by and presents the outcomes of a stakeholder analysis and in particular a stakeholder workshop. Central focus was placed on academics and private as well as public stakeholders engaged in current research efforts of combining offshore wind farms and aquaculture in the German North Sea. The paper identifies the overall acceptance of such a multi-use scenario in society, opportunities and constraints as perceived by the stakeholders, and key research gaps. The results confirm the assumption that there is a clear need, and also willingness on behalf of the policy makers and the research community, to find sustainable, resource- and space-efficient solutions for combined ocean use.  相似文献

The dangers associated with commercial fishing are well documented, and fishermen consistently face one of the highest job-related mortality risks of all US occupations. This study explored fishermen's perceptions of these risks in a representative sample of Maine commercial fishing vessel captains. Data were collected on sociodemographic characteristics and risk preferences during sea boardings of working commercial fishing vessels (n=233) along the full extent of the Maine coastline. Trends in perceived risk were explored across the various sociodemographic categories. Fishermen in this study consistently undervalued their true occupational risk, and rated it as average despite consistent evidence to the contrary. Those more likely to downgrade the risk of fishing included state registered vessels and those found to be non-compliant with existing safety regulations. Less educated fishermen and those who come from a fishing family were also more likely to underrate the risks, as were those fishermen who displayed risk-loving tendencies in other facets of their lives such as smokers and those who did not use seat belts. Middle-aged fishermen were also more likely to underrate the risk than the youngest and oldest groups, suggesting that overconfidence grows and then wanes over time. The results of this study strongly suggest that the current safety training and awareness programs targeting fishermen are inadequate. Furthermore, widespread voluntary participation in organized safety training is unlikely since the majority of fishermen believed that the risks were not relevant to their own activities.  相似文献

Ecosystem-based management is more successful when a great diversity of stakeholders is engaged early in a decision-making process. Implementation of the California Marine Life Protection Act (MLPA) has been stakeholder-based, coordinating the participation of a wide range of people including divers, fishermen, conservationists, local officials, business owners and coastal residents. Although commercial and recreational fishermen have actively participated throughout the MLPA implementation process, and research related to California’s sport and commercial fisheries has been integrated into the process, pier and shore anglers have been relatively unengaged as stakeholders. This study was completed to generate information about pier angler understanding and sentiment towards marine protected areas (MPAs), as well as to educate anglers on the MLPA implementation process in southern California and inform them on involvement opportunities. Of the 3030 pier anglers surveyed over 12 months, 78% only fish for subsistence from piers and from shore (never from boats); 84.6% are of non-White/Euro-American ethnicity and speak English as a second language; and 82% indicated that they were supportive of establishing a strong network of MPAs in southern California, specifically fully-protective no-take marine reserves. This study is an example of an alternative and customized method of outreach designed to reach a unique and previously unengaged stakeholder group, which stands to be affected by the implementation of the MLPA in California. Engaging such non-traditional stakeholders in public policy may be critical for decision makers to gauge all views from those standing to be affected by a policy—not just the views of those that regularly attend policy meetings—and for the ultimate success of policy implementation and community support.  相似文献

The social dimensions of marine protected areas (MPAs) play an important role in MPA success, yet these social dimensions are little understood. We explore the social impacts arising from the establishment of an MPA using Lyme Bay (south west England) as a case study. Through a series of small group semi-structured interviews the social impacts experienced by fishermen (mobile and static gear), recreational users (divers and sea anglers) and recreation service providers (charter boat and dive businesses) were explored. The social impacts expressed varied according to activity in which the stakeholder group engaged. Negative themes included lengthening fishing trips, tension and conflict, fishermen identity, equity and uncertainty in the long-term. Positive themes included improved experiences for both commercial fishermen and recreational users, and expectations for long-term benefits. These impacts need to be understood because they influence stakeholder behaviour. Failure to interpret stakeholder responses may lead to poor decision-making and worsening stakeholder relations. These findings have implications for the success of the MPA in Lyme Bay, but also for the future network of marine conservation zones around the UK. Any assessment of MPA impacts must therefore identify social as well as economic and environmental change.  相似文献

Public participation is a key ingredient of good governance and there are many advantages of involving stakeholders in the decision-making process. The European Commission identified the lack of stakeholder involvement as one of the major weaknesses of the Common Fisheries Policy (CFP). As such, the 2002 Reform of the CFP aimed to improve its system of governance by increasing the involvement of stakeholders in decision-making. Over the last decade, Scottish inshore waters have seen an increase in management measures focused on involving fishers, delegating responsibilities and decentralizing management. The present document investigates commercial inshore fishers’ perceptions of participation in the decision-making process and attitudes towards a new management regime – the Inshore Fisheries Groups (IFGs) – which aims to increase participation in and decentralization of inshore fisheries management. A survey was conducted, through face-to-face interviews, and ordered logistic and multiple regression models created to identify which characteristics influence fishers’ perceptions and attitudes. The present analysis concluded that, 5 years subsequent to the reform of the CFP, the majority of inshore fishers perceive themselves not to be consulted or involved in the decision-making process. However, and despite the fact that fishers are not completely certain of the potential of the IFGs to increase their participation in the management process, they have an overall positive attitude towards their implementation.  相似文献

The recent moratorium on the commercial at-sea driftnet fishery for wild Irish Atlantic salmon (Salmo salar L.) attempts to halt the decline witnessed in these stocks over the past three decades. The research investigated stakeholder attitudes to the perceived effects on stock recovery, in Irish rivers and estuaries, of seal predation and seal culling. Structured interviews conducted with 10 key stakeholders during June 2007 revealed divisive attitudes and a feeling of powerlessness in relation to stock recovery, which are impeding successful management of salmon stocks. However, areas of common ground exist between stakeholders, which lay the foundation for a sustainable way forward.  相似文献

The ecosystem approach to fisheries management (EAFM) methodology is currently considered the preferred option for long-term sustainability of fisheries and ecosystem services and is widely popularised. Manuals, guidelines and training have been given to many nations, but the actual existence and execution of an EAFM plan is rare. The applicability and relevance of biological and socioeconomic tools to follow EAFM planning guidelines in a data absent area were explored in Kalpitiya, northwest Sri Lanka, where there is a population of spinner dolphins that the local community are especially dependent on through tuna-dolphin association fishing and dolphin-watching tourism. This paper provides background to the design and collection of information leading to the formulation of an EAFM management plan. Scoping and the determination of a fishery management area were completed through stakeholder consultations using a combination of interviewer-administered questionnaires, interviews, meetings, dolphin distribution data and existing management plans. Threats and stakeholder prioritisation were compiled and the final agreed fisheries management area covers a total area of 2445 km2 adjacent to the Kalpitiya peninsula. The completed EAFM plan contains 4 goals, 16 actions and 72 sub-actions agreed by stakeholders. It was concluded that both willingness of higher level stakeholders responsible for implementing regulations and working with grass-root level stakeholders are critical in developing a realistic and implementable EAFM plan. This work also highlights how data absence should not remain the bottleneck that hinders moving forward with EAFM approaches.  相似文献

Political decision-making in Denmark can be characterised as negotiated economy. Negotiated economy works through an institutional setup, where advisory boards consisting of stakeholders advise the relevant Minister. Formally, the system is centralised, but in reality the stakeholders have a strong voice.Focusing on two Danish case studies (herring (Clupea harengus) fisheries and pound net fishermen versus cormorant (Phalacrocorax carbo) management), the article sheds light on different aspects of negotiated economy. The cases provide insight into the abilities of the system to work when facing external changes. The changes relate both to the institutional frameworks, the processes of decision-making and interaction between the stakeholders and decision-makers. The cases show that the system of negotiated economy does not always ensure a democratic decision-making process, as representation of the stakeholders requires skills they do not necessarily possess. Following the developments of the system, the tendency towards increasing demands on the stakeholders will continue.  相似文献

This paper presents the results of a survey of US halibut IFQ holders exploring market participation, opinions about IFQs, and perceived fishery and community effects of IFQs. A four-step mail survey was sent to a stratified random sample of 14% of the total population of quota holders, producing a response rate of 46%, or 506 returned surveys. Survey results suggest that while there is a wide diversity of opinions and perceptions of IFQs, there are some predictable trends in the ways that different groups of fishery participants experience and respond to these programs. Gender, income, age, employment and ethnicity are linked to IFQ market behavior. Income, residency, and ethnicity are linked to attitudes about IFQs. A discriminate function analysis indicates that older individuals, individuals who make less money, and indigenous fishermen are more likely to sell quota and less likely to buy quota. Women and those who are primarily employed in fishing are more likely to be buyers of quota rather than sellers. Fishermen who identify as Alaska Native, residents of small remote fishing communities in the Gulf of Alaska, and low-income fishermen show the least support for IFQ management. Quota holders who have high incomes, do not consider their communities to be dependent on fishing, and residents of Community Development Quota communities express the most support for IFQs. Overall, 84% of survey respondents believe that IFQs are changing the fishing lifestyle; 75% state that IFQs are changing the values in fishing; and 75% perceive of IFQs as private property. A majority of surveyed IFQs holders perceive both positive and negative impacts of IFQs to fisheries and to communities. Perceived positive impacts include: improved safety; improved price; market stability; improved management; consumer benefits; environmental benefits; longer fishing season; and professionalization and stability of the fishing fleet. Perceived negative impacts include: limitations on access and barriers to entry; consolidation and job loss; inequities experienced by small boats, rural fishermen, and crew; creation of a privileged class of fishermen; negative environmental impacts; and less local participation.  相似文献

Conflict surrounding commercial fisheries is a common phenomenon when diverse stakeholders are involved. Harvesting reef fish for the global ornamental fish trade has provoked conflict since the late 1970s in the State of Hawaii. Two decades later the state of Hawaii established a network of marine protected areas (MPAs) on the west coast of the island of Hawaii (“West Hawaii”) to protect and enhance the fish resources and alleviate conflict between stakeholders, principally between commercial dive tour operators and aquarium fishers. The perceptions held by these stakeholders on West Hawaii and Maui were evaluated to understand how MPAs influenced conflict dimensions, as the former location had a well-established MPA network designed to alleviate conflict, while the latter did not. This was accomplished by analyzing the following questions: (1) perceptions about the effectiveness of MPAs to alleviate conflict and enhance reef fish; (2) perceived group encounters and threats to coral reefs; (3) willingness to encourage fishing; and (4) value orientations toward the aquarium fish trade. The results indicate the MPAs in West Hawaii were moderately effective for alleviating conflict, encounters between stakeholders occurred on both islands, dive operators strongly opposed commercial fishing and perceived aquarium fishing as a serious threat to the coral reef ecosystem, and polarized value orientations toward the aquarium fish trade confirms pervasive social values conflict. The conflict between these groups was also asymmetrical. MPAs are inadequate for resolving long term conflict between groups who hold highly dissimilar value orientations toward the use of marine resources. Future marine spatial planning and MPA setting processes should include stakeholder value and conflict assessments to avoid and manage tensions between competing user groups.  相似文献

The neritic waters of the state of Sergipe in Northeastern Brazil is adjacent to the main nesting area of the olive ridley sea turtles (Lepidochelys olivacea) in the Western Atlantic Ocean and an important area for shrimp trawl fishery. To address the problem of incidental mortality of sea turtles captured during trawling and reduce the risk of overexploitation of shrimp stocks, Projeto TAMAR/ICMBio, a Brazilian sea turtle conservation program, has adopted two main strategies: (1) the implementation of a marine monitoring program and (2) active participation in local forums. This paper describes the conflicts among stakeholders, the arrangements and established mechanisms of negotiation aimed to protect sea turtles and shrimp grounds, and strategies to reduce conflicts between user groups. The analysis of this co-management process highlights the importance of stakeholder participation in resource management decision-making through a cooperative process, the role assumed by non-governmental organizations as mediators, and the factors that influence this system. The key factors and actions learnt from the current study include clear identification of the conflicts, identification of stakeholders – both local and external, and local leaders, encouragement of actors and leaders to participate, support and strengthening of local groups, legitimization of the discussion forums through involvement with government, formalization of decisions taken through legislation, and monitoring of the management efficacy.  相似文献

During the implementation process of the Marine Strategy Framework Directive (MSFD), Member States are expected to cooperate and coordinate at the regional sea level as wells as arrange stakeholder involvement. However, the MSFD does not specify any governing structures to do so. The aim of this paper is to address these key challenges of the MSFD by developing four governance models for regional cooperation and assess their impact on governance performance. The four models are based on the building blocks of stakeholder involvement (low or high) and decision-making power (binding or non-binding decisions): (1) Cross-border platforms; (2) Regional Sea Convention-PLUS; (3) Advisory Alliance and (4) Regional Sea Assembly. Secondly, the paper will do an ex ante assessment on how the alternative models will have an impact on governance performance. The assessment criteria for governance performance are: (a) costs to set up and run a model; (b) capacity to cooperate; (c) policy coordination; (d) institutional ambiguity; and (e) implementation drift. In addition to this assessment of the performance based on expert judgement (i.e. scientists of WP7 of the ODEMM project), 4 roundtable discussions have been undertaken in which stakeholders from the four regional seas did an assessment of the four models. The main conclusion is that increasing stakeholder participation, a much desired development in regional organisation of marine management as expressed by the stakeholder community, will increase the costs of the policy making process. If stakeholder participation is not embedded in a wider institutional setting in which the participation of stakeholders is directly related to the policy process and the degree to which decisions taken are binding, the increase of costs does not lead to a more smoothly running model.  相似文献

The decline in populations of sea turtles has heightened controversy between two contrasting strategies for their sustainable management: consumptive use versus non-consumptive use. This study investigates perceptions held by individuals in three communities bordering a marine protected area in Costa Rica about consumptive and non-consumptive use of sea turtles on nesting beaches to determine how best to achieve sustainable management of the species. Face-to-face interviews (n=48 community members and n=8 key informants) were conducted in three communities (Cahuita Town, Hone Creek, and Playa Negra) during April and May 2009. The research found that in each community, residents' perceptions about consumptive and non-consumptive use were divided into four categories: norm-activated pro- and anti-environmentalism; and rationally self-interested pro- and anti-environmentalism. Given this perceptual diversity, it seems clear that no single management strategy would work successfully across all three communities, but that customised management measures were required to manage sea turtle populations in each area. The wider implication of this study is that there is no simple panacea for dealing with declining populations of sea turtles: each situation is sui generis, requiring measures tailored exclusively to its particular circumstances.  相似文献

This study reports three interaction events between the whale shark (Rhincodon typus) and fisheries in Brazilian waters. Two events were described as incidental captures in a gillnet fishery on the northern coast of Rio de Janeiro State, in southeastern Brazil. The last event took place at the Royal Charlotte Oceanic Bank (RCOB), in the southern region of Bahia State, where five fishermen filmed their interaction with a juvenile specimen. For one of the incidental captures, the fish was landed and consumed by locals, and for the other, the shark was released. In the RCOB, the fishermen touched the whale shark with their hands, wooden sticks and even rode on it. In addition, 74 interviews were conducted with fishermen from Bahia about sightings and possible interactions with R. typus. According to statements made by the fishermen, although not frequent, the conduct reported for the RCOB occasionally takes place in the region. Evaluating information of this nature is important to support government plans that regulate fishing activities in order to reduce incidental captures and the harassment of whale sharks. Encouraging the participation of fishermen in a collaborative monitoring program for R. typus may be a good way to better understand the threats to the species at a reduced cost, particularly for developing countries, such as Brazil.  相似文献

The discovery at Stewart Island of a hauling‐out ground regularly used by Hooker's sea lions (Phocarctos hooked) is described, and recent sightings of sea lions in southern New Zealand are reported.
