Today, ocean and coastal marine resource management is extremely complex. Marine resource managers are charged with conserving and managing many diverse species. Southern kingfish (Menticirrhus americanus), commonly known as whiting, are found from southern New England to Florida. During the fall through winter, western North Atlantic right whales (Eubalaena glacialis) are primarily found in the coastal nearshore waters off South Carolina, Georgia, and Florida, overlapping the whiting's range and habitat.  相似文献

Vietnam's marine fisheries are considered to be small scale and are concentrated in coastal near-shore waters. This has resulted in heavy pressure on near-shore fisheries resources. Near-shore fisheries are considered by fishers and the government to be over-exploited, causing hardship for many coastal communities. This paper reviews and analyzes changes in policy towards small-scale fisheries in Vietnam over the last two decades. The primary issues facing the small-scale fisheries in Vietnam are to restructure the near-shore fisheries and to address over-capacity. Recommended actions include improved fisheries statistics, resources for provincial fisheries staff, and a coordinated and integrated approach involving a mixed strategy of resource management; resource restoration; economic and community development; and new governance arrangements.  相似文献

The status of water quality of Irish estuaries is reviewed; this sheds light on the rationale behind the design of the national monitoring programme. Relative to other EU Member States, Ireland's coastal monitoring programme is relatively young and not as advanced. The monitoring programmes in Ireland pre Water Framework Directive (WFD) were structured on a salinity-based typology, with an emphasis on quantifying the variability of the component elements. Although monitoring is a significant obligation under the WFD, there is little guidance on developing monitoring protocols; Member States are developing ad hoc monitoring programme. The Irish Environmental Protection Agency (EPA), responsible authority, undertook research programmes to assist design and implementation of the WFD. A substantial new national monitoring programme was developed. However, the Irish programme is not optimised; the programme is being refined to include elements not yet covered, notably the biota. New research, by the authors, aims to develop a robust approach towards monitoring integrating data and model results. This paper presents changes in Irish marine water quality monitoring policy and some of the associated research necessary to change policy.  相似文献

Four major phases in the exploitation of Antarctic marine living resources are identified and briefly described, viz. exploitation of seals, whales, finfish and krill Euphausia superba Dana. The pattern of exploitation has shifted from one group of resources to another. The recent efforts of the Commission for the Conservation of Antarctic Marine Living Resources are considered in relation to management of finfish exploitation and to the development of a scientifically based management plan for krill. Special emphasis is given to the data required for the effective management of the krill fishery, per se, given the current limited knowledge of the potential yield of the resource and in the face of uncertainty concerning key aspects of the species' biology/ecology. A recent South African initiative aimed at developing a practical management strategy for the Antarctic krill resource is described.  相似文献

This paper measures willingness to pay (WTP) for public access to additional beach area and trail improvements to a coastal recreational site in the west of Ireland. The Contingent Behaviour model is used to measure the increased number of trips associated with improved public access using a connecting trail between two beach areas along a stretch of Irish coastline. Results show that improving access through the use of the connecting trail increases consumer surplus by €111.15 per person per annum. It is argued that in designing new regulation such as Marine Protected Areas (MPAs) for the management of Ireland's coastline, an understanding of the values the Irish public place on coastal recreational access will be important to manage the resource in a sustainable manner.  相似文献

为全面了解曹妃甸近岸海域海洋生态系统健康状况,促进其合理开发利用海洋资源和建设海洋生态文明,文章根据2010—2014年的相关监测数据,采用区域生态系统健康评价方法,选取海水环境、沉积物环境、生物栖息地、生物残毒和生物5类评价指标,并确定指标标准、赋值和计算方法,从而确定各评价指标的健康指数。研究结果表明:2010—2014年曹妃甸近岸海域海水环境、沉积物环境和生物残毒均为健康状态,生物栖息地均为不健康状态,生物除2011年10月外(不健康)均为亚健康状态;海洋生态系统除2011年10月为不健康状态外,其余年份均为亚健康状态;生物指标决定整个海洋生态系统的健康状态,而围填海活动对生物栖息地的破坏是生物健康指数较低的主要原因。在此基础上,提出应尤其注重对生物环境的保护和修复,加强近岸海域生态环境综合整治和围填海管控。  相似文献

Coastal zones of Eastern Africa are endowed with a diversity of life forms and resources which support large populations of coastal communities. The economies of the countries in the region are dependent on these resources in the form of fisheries and coastal forest products, tourism, shipways and coastal facilities such as ports, industries and urban centers.Population growth, especially in coastal urban centers is increasing the demand for coastal and marine resources. In addition, poverty, lack of awareness and inadequate management have resulted in over exploitation of coastal and marine resources, habitat destruction including shoreline erosion as well as marine pollution. The rate of resource depletion and environmental degradation is on the increase. There is an urgent need for instituting management measure that will reverse the current trend.The governments in the region have accepted and are committed to the implementation of Integrated coastal management (ICZM) as an effective mechanism for addressing and resolving the multiplicity of issues experienced in coastal areas through sectoral coordination and collaborative approaches. However, the process has just begun and there are a number of ICZM initiatives in progress at local, national and regional levels. This paper presents the issues of the coastal zone and reviews some of the progress made to date in the implementation of ICZM.  相似文献

万山群岛海域生态环境日益恶化、渔业资源持续衰退,因此建设万山群岛海洋牧场,修复海域生态环境、实现渔业资源可持续利用迫在眉睫。针对现阶段基于海洋生物资源的海洋牧场适宜性评估的研究较少,本研究利用渔业资源调查和全球物种数据库记录数据及13个环境因素数据,采用物种分布模型MaxEnt对选择的白姑鱼、日本金线鱼、红星梭子蟹和浅缝骨螺潜在分布区进行预测,探讨海洋生物地理分布与海洋环境因素之间的关系进而进行万山海洋牧场生境适宜性评估,结果表明:(1)各模型AUC值均大于0.9,说明构建的模型对这些物种潜在分布的模拟效果较好,后续可采用MaxEnt模型对4种生物的栖息地分布区进行预测;(2)海底浮游植物密度、海底温度以及海底硅酸盐浓度是影响这4种海洋生物栖息地分布的关键环境因子;(3)基于该4种海洋物种MaxEnt模型的HSI分布区所存在重叠区域来看,海洋牧场拟建设区域应为纬度21.85°N~22.15°N,经度113.6°E~114.2°E。研究结果可为万山海洋牧场规划和建设提供科学依据。  相似文献

Coastal areas, and their small-scale fisheries, are important targets for both internal and transboundary migration partly because high mobility is an inherent feature of many artisanal fisheries livelihoods. As climatic changes are forecast to occur, environmental changes may trigger increased flows of migrant fishers. Policies that seek to promote development in ways that do not extensively degrade natural resources will thus have to deal with likely increases in flows of people across administrative boundaries. However, to date little attention has been directed at this issue and little is known about how policies related to coastal resources and development address these issues. This paper addresses this knowledge gap by analyzing policies and legal documents related to coastal resource management and development to examine the extent to which they recognize and integrate fishers' migration in their provisions. Migrant well-being and vulnerabilities are also addressed by examining the extent to which existing policies dealing with socio-economic development and environmental management address migrants and their needs. The analysis shows that policies related to governance of marine resources and coastal development lack an acknowledgment of fishers' migration issues and suggests that this signals an important gap in policy. The implications of this are discussed. The paper also highlights the fact that the invisibility of the issue in policy means that institutions developed to deal with coastal management at the community level may not have sufficient support from legal and policy documents, and may not be developed or equipped to handle the possible conflicts and difficult trade-offs that need to be addressed as a result of current and potentially increasing fishers’ mobility.  相似文献

Recent habitat suitability models used to predict the occurrence of vulnerable marine species, particularly framework building cold-water corals, have identified terrain attributes such as slope and bathymetric position index as important predictive parameters. Due to their scale-dependent nature, a realistic representation of terrain attributes is crucial for the development of reliable habitat suitability models. In this paper, three known coral areas and a noncoral control area off the west coast of Ireland were chosen to assess quantitative and distributional differences between terrain attributes derived from bathymetry grids of varying resolution and information content. Correlation analysis identified consistent changes of terrain attributes as grain size was altered. Response characteristics and dimensions depended on terrain attribute types and the dominant morphological length-scales within the study areas. The subsequent effect on habitat suitability maps was demonstrated by preliminary models generated at different grain sizes. This study demonstrates that high resolution habitat suitability models based on terrain parameters derived from multibeam generated bathymetry are required to detect many of the topographical features found in Irish waters that are associated with coral. This has implications for marine spatial planning in the deep sea. Supplemental materials are available for this article. Climate change is altering many environmental parameters of coastal waters and open oceans, leading to substantial present-day and projected changes in the distribution, abundance and phenology of marine species. Attempts to assess how each species might respond to climate change can be data-, resource- and time-intensive. Moreover, in many regions of the world, including South Africa, species may be of vital socioeconomic or ecological importance though critical gaps may exist in our basic biological or ecological knowledge of the species. Here, we adapt and apply a trait-based sensitivity assessment for the key marine species in the southern Benguela system to estimate their potential relative sensitivity to the impacts of climate change. For our analysis, 40 priority species were selected based on their socioeconomic, ecological and/or recreational importance in the system. An extensive literature review and consultation with experts was undertaken concerning each species to gather information on their life history, habitat use and potential stressors. Fourteen attributes were used to estimate the selected species’ sensitivity and capacity to respond to climate change. A score ranging from low to high sensitivity was given for each attribute, based on the available information. Similarly, a score was assigned to the type and quality of information used to score each particular attribute, allowing an assessment of data-quality inputs for each species. The analysis identified the white steenbras Lithognathus lithognathus, soupfin shark Galeorhinus galeus, St Joseph Callorhinchus capensis and abalone Haliotis midae as potentially the most sensitive species to climate-change impacts in the southern Benguela system. There were data gaps for larval dispersal and settlement and metamorphosis cues for most of the evaluated species. Our results can be used by resource managers to determine the type of monitoring, intervention and planning that may be required to best respond to climate change, given the limited resources and significant knowledge gaps in many cases.  相似文献

By reviewing the history of fishery exploitation in the coastal waters of west Canada and east Korea, related with contrasting life history strategies of the dominant species, the fishery management challenges that each country would face in the upcoming decades were outlined. In the ecosystem of the Canadian western coastal waters, the dominant oceanographic feature is the coastal upwelling domain off the west coast of Vancouver Island, the northernmost extent of the California Current System in the eastern North Pacific. In the marine ecosystem of the eastern coasts of Korea (the Japan/East Sea), a major oceanographic feature is the Tsushima Warm Current, a branch of the Kuroshio Current in the western North Pacific. Fishes in the Canadian ecosystem are dominated by demersal, long-lived species such as flatfish, rockfish, sablefish, and halibut. During summer, migratory pelagic species such as Pacific hake, Pacific salmon, and recently Pacific sardine, move into this area to feed. In the late 1970s, Canada declared jurisdiction for 200 miles from their coastline, and major fisheries species in Canadian waters have been managed with a quota system. The overall fishing intensity off the west coast of Vancouver Island has been relatively moderate compared to Korean waters. Fishes in the ecosystem of the eastern Korean waters are dominated by short-lived pelagic and demersal fish. Historically, Korea has shared marine resources in this area with neighbouring countries, but stock assessments and quotas have only recently (since the late-1990s) been implemented for some major species. In the Korean ecosystem, fisheries can be described as intensive, and many stocks have been rated as overfished. The two ecosystems responded differently to climate impacts such as regime shifts under different exploitation histories. In the future, both countries will face the challenge of global warming and subsequent impacts on ecosystems, necessitating developing adaptive fisheries management plans. The challenges will be contrasting for the two countries: Canada will need to conserve fish populations, while Korea will need to focus on rebuilding depleted fish populations.  相似文献

It is believed that the ecological balance and productivity of marine coastal environments are directly related to nutrient supplies from various sources including riverine-estuarine-coastal exchange, upwelling, precipitation, nitrogen fixation, and nutrient regeneration. In south Texas coastal waters, where phytoplankton productivity is comparable to other high productive coastal areas, many nutrient sources are suspected, but are not equally important in supplying sufficient nutrients to drive coastal production dynamics. Nitrogen regeneration from the benthos is implicated from a 2.5-y study of the nutrient cycling processes important in contributing to production levels in these waters. Sediments of the south Texas coastal habitat appear to exhibit a sensitive coupling with overlying waters, where a strong negative correlation exists between the random periodicity of external supplies of ‘new’ nitrogen to the coastal system and the rate at which nitrogen is recycled by sediments. This pattern buffers these waters against extended periods of low input of nutrients from external sources. The development of a conceptual scheme for nutrient cycling in this coastal habitat has provided a more holistic framework from which we can derive an objective assessment of the importance of mechanisms in the system. All data collected so far suggest that the primary production of organic matter and passage through the benthic habitat of these coastal waters is an important pattern responsible for the continued maintenance of productivity in the south Texas coastal ecosystem.  相似文献

Human migration is a considerable issue for many coastal societies, affecting the ways that people use and manage natural resources. This paper examines reasons for migration in 14 coastal communities in Papua New Guinea (PNG) and compares coastal resource use and socioeconomic conditions between migrants and non-migrants to test the hypothesis that migrants have different levels of coastal resource use than non-migrants. Migrants had lower participation in the fishery, ranked fishing as a less important livelihood strategy, and had lower involvement in village decision-making, but had higher levels of human development. Common property systems such as tenure rights may prevent migrants from accessing marine resources. However, migrants' marginalization in decision-making processes may become increasingly contested where resources are scarce and migrants desire an increasing say in how they are allocated. The current limited use of coastal resources by migrants may be a latent problem that needs to be considered by resource managers, particularly in areas where rapid socioeconomic change is occurring and tenure institutions are fragile.  相似文献

This article examines the role of the concept of sovereignty over national resources in the management of resources. Resource management as opposed to resource exploitation is more desirable both for the protection of the environment and for the sustainable development of resources. It is argued that the national right over resources is an essential element in rational resources management which in turn is indispensable to carrying out a policy of sustainable development. The article first describes the Southeast Asian seas environment. Second, the article examines the regime of archipelagic waters according to the UN Convention on the Law of the Sea, 1982 and its significance for the right of the management of natural resources in the Indonesian marine space. Third, utilization of living resources in the national marine space is reviewed. Fourth, the article deals with the mechanism for a rational management of non-living resources: the Kontrak Karya and production sharing systems for hard minerals and oil and gas respectively.  相似文献

Habitat use by the European eel Anguilla anguilla in Irish waters   总被引:2,自引:0,他引:2  
The apparent use of marine and freshwater habitats by European eel Anguilla anguilla was examined by analyzing the strontium (Sr) and calcium (Ca) concentrations in otoliths of the eels collected from Irish coastal and fresh waters. The age and growth of eels were also examined using their otolith annuli. The sizes and ages of the female eels were greater than those of the males. The somatic growth rates ranged from 15 to 62 mm/year, which is typical for Ireland and other European countries. Analyses of Sr:Ca ratios along a life history transect in each otolith showed peaks (maximum more than 25 × 10−3) between the core and elver mark corresponding to the period of their leptocephalus and early glass eel stages in the ocean. Outside the elver mark, the Sr:Ca ratios indicated that eels had remained in different habitats that included freshwater (average Sr:Ca ratios, 0.98–1.78 × 10−3) and areas with relatively high salinities (average Sr:Ca ratios, 6.73–8.89 × 10−3). Some individuals showed clear evidence of shifts from sea to fresh waters. These findings suggest that Irish eels have the same behavioral plasticity regarding whether or not to enter freshwater or remain in marine environments as has been recently documented in this species and several other temperate anguillid species. However, patterns of habitat use in Irish waters were somewhat different than those previously reported for other habitats.  相似文献

The realisation that the world’s oceans play an important role in climate regulation and many territory activities, notably food production, coupled with economic changes and the rapid advancement in ocean technology have seen a shift in the perception of the importance of marine resources. This increased focus on marine resources means that governments and policy-makers require accessible and reliable information regarding the role of the marine sector. This information may then be used to formulate new environmental and economic policy measures. The aim of this paper is to define, describe and quantify the value of the marine sector in Ireland. This paper outlines a methodology that provides a robust analysis of the Irish marine sector for 2007. It was found that in 2007 the Irish marine sector contributed €1.44 billion in GVA to the wider Irish economy and employed over 17,000 individuals in full time equivalents.  相似文献

Virtually every coastal country in the world is affected by harmful algal blooms (HABs, commonly called “red tides”). These phenomena are caused by blooms of microscopic algae. Some of these algae are toxic, and can lead to illness and death in humans, fish, seabirds, marine mammals, and other oceanic life, typically as a result of the transfer of toxins through the food web. Sometimes the direct release of toxic compounds can be lethal to marine animals. Non-toxic HABs cause damage to ecosystems, fisheries resources, and recreational facilities, often due to the sheer biomass of the accumulated algae. The term “HAB” also applies to non-toxic blooms of macroalgae (seaweeds), which can cause major ecological impacts such as the displacement of indigenous species, habitat alteration and oxygen depletion in bottom waters.Globally, the nature of the HAB problem has changed considerably over the last several decades. The number of toxic blooms, the resulting economic losses, the types of resources affected, and the number of toxins and toxic species have all increased dramatically. Some of this expansion has been attributed to storms, currents and other natural phenomena, but human activities are also frequently implicated. Humans have contributed by transporting toxic species in ballast water, and by adding massive and increasing quantities of industrial, agricultural and sewage effluents to coastal waters. In many urbanized coastal regions, these inputs have altered the size and composition of the nutrient pool which has, in turn, created a more favorable nutrient environment for certain HAB species. The steady expansion in the use of fertilizers for agricultural production represents a large and worrisome source of nutrients in coastal waters that promote some HABs.The diversity in HAB species and their impacts presents a significant challenge to those responsible for the management of coastal resources. Furthermore, HABs are complex oceanographic phenomena that require multidisciplinary study ranging from molecular and cell biology to large-scale field surveys, numerical modelling, and remote sensing from space. Our understanding of these phenomena is increasing dramatically, and with this understanding comes technologies and management tools that can reduce HAB incidence and impact. Here I summarize the global HAB problem, its trends and causes, and new technologies and approaches to monitoring, control and management, highlighting molecular probes for cell detection, rapid and sensitive toxin assays, remote sensing detection and tracking of blooms, bloom control and mitigation strategies, and the use of large-scale physical/biological models to analyze past blooms and forecast future ones.  相似文献

Toxic algal species of marine and brackish-water plankton, as well as nontoxic microalgae, which are capable of initiating harmful blooms, cause a detriment to human health (seafood poisoning) and often lead to a total crisis of coastal water ecosystems. The Russian coastal waters are inhabited by dozens of toxic and bloom-causing algal species, their toxins are accumulated in the tissues of edible mollusks, and there have been incidents of human poisonings and marine fauna mortality due to these blooms. An analysis of the current situation concerning the problem of toxic algae and harmful blooms of nontoxic species in the seas of Russia provides evidence that it is necessary to create a system of compulsory governmental monitoring of the exploited marine areas to serve as the basis of ecological safety control in the exploitation of the biological resources of the Russian Federation, as well to introduce compulsory sanitary control of diarrheic, paralytic, and amnesic phycotoxins. The compiled summary of algal toxic and potentially toxic species met in the European and Far Eastern seas of Russia is given with notes on their toxicity type and its manifestations.  相似文献

Commercial fishermen in many parts of the world perceive marine mammals as competitors for a scarce resource: fish. The importance of predation by marine mammals can be evaluated crudely by considering the marine mammal as a rival fishery whose operation is constrained by physiology and energetic requirements, rather than by catch limits and gear restrictions. Evidence collected from grey seals Halichoerus grypus in the United Kingdom, southern elephant seals Mirounga leonina and beluga whales Delphinapterus leucas shows that published information on distribution, based on the location of breeding sites and sightings in shallow water, may give an unrealistic picture of foraging distribution. Studies of diet and distribution can give an impression of the static nature of the inter-action between a marine mammal and the fishery. However, it is the dynamics of the interaction which are important. A critical question to be posed is how will the consumption of a particular prey species vary with its availability to the predator?  相似文献
