This study explores possible futures of Mediterranean migration based on an evaluation of past, current and future drivers of migration in the region. Since 1950, structural shifts in the political economy of the region have fundamentally changed the Mediterranean migration map. Particularly the rise of Gulf economies and south European growth and EU expansion has transformed the northern Mediterranean and the Gulf into new immigration poles. The main drivers of these changes are economic and political. Contrary to conventional beliefs, the role of environmental and also demographic factors seems comparatively limited, probabilistic and indirect. Future climate change and environmental stress may affect internal movement but are unlikely to result in massive international migration. Under most scenarios, Turkey and other North African countries may well evolve into immigration countries coinciding with increasing immigration from sub-Saharan Africa to the entire Mediterranean.  相似文献

Claims have been made that global environmental change could drive anywhere from 50 to almost 700 million people to migrate by 2050. These claims belie the complexity of the multi-causal relationship between coupled social–ecological systems and human mobility, yet they have fueled the debate about “environmentally induced migration”. Empirical evidence, notably from a 23 case study scoping study supported by the European Commission, confirms that currently environmental factors are one of many variables driving migration. Fieldwork reveals a multifaceted landscape of patterns and contexts for migration linked to rapid- and slow-onset environmental change today. Migration and displacement are part of a spectrum of possible responses to environmental change. Some forms of environmentally induced migration may be adaptive, while other forms of forced migration and displacement may indicate a failure of the social–ecological system to adapt. This diversity of migration potentials linked to environmental change presents challenges to institutions and policies not designed to cope with the impacts of complex causality, surprises and uncertainty about social–ecological thresholds, and the possibility of environmental and migration patterns recombining into a new patterns. The paper highlights fieldwork on rapid- and slow-onset environmentally induced migration in Mozambique, Vietnam, and Egypt. Current governance frameworks for human mobility are partially equipped to manage new forms of human mobility, but that new complementary modes of governance will be necessary. The paper concludes with challenges for governance of environmentally induced migration under increasing complexity, as well as opportunities to enhance resilience of both migrants and those who remain behind.  相似文献

Multiple cropping systems provide more harvest security for farmers, allow for crop intensification and furthermore influence ground cover, soil erosion, albedo, soil chemical properties, pest infestation and the carbon sequestration potential. We identify the traditional sequential cropping systems in ten sub-Saharan African countries from a survey dataset of more than 8600 households. We find that at least one sequential cropping system is traditionally used in 35% of all administrative units in the dataset, mainly including maize or groundnuts. We compare six different management scenarios and test their susceptibility as adaptation measure to climate change using the dynamic global vegetation model for managed land LPJmL. Aggregated mean crop yields in sub-Saharan Africa decrease by 6–24% due to climate change depending on the climate scenario and the management strategy. As an exception, some traditional sequential cropping systems in Kenya and South Africa gain by at least 25%. The crop yield decrease is typically weakest in sequential cropping systems and if farmers adapt the sowing date to changing climatic conditions. Crop calorific yields in single cropping systems only reach 40–55% of crop calorific yields obtained in sequential cropping systems at the end of the 21st century. The farmers’ choice of adequate crops, cropping systems and sowing dates can be an important adaptation strategy to climate change and these management options should be considered in climate change impact studies on agriculture.  相似文献

Urban greening can enhance quality of life by generating ecosystem services and has been proposed as a way of mitigating adverse consequences of global warming for human health. However, there is limited knowledge on global trends in urban vegetation and their relation to economic development and climate change. Here we studied 1,688 major cities worldwide and show that 70% (1,181) show an increase in vegetation derived from satellite observations (2000–2018). For 68% (1,138) of the cities studied, the increase in the urban vegetation is less strong as compared to the vegetation increase found in the surroundings of these cities. Overall, positive vegetation trends are widely observed in cities in Europe and North America, whereas negative vegetation trends in cities occur primarily in Africa, South America and Asia. Gross Domestic Product growth, population growth as well as temperature are found to be the main underlying drivers of the observed contrasts in changes in urban vegetation as compared to surrounding areas across continents. From a global synthesis of urban vegetation change, we quantify the role of social-economic development and climate change in regulating urban vegetation growth, and the contrasting imprint on cities of developed and developing countries.  相似文献

Globalization increases the interconnectedness of people and places around the world. In a connected world, goods and services consumed in one country are often produced in other countries and exchanged via international trade. Thus, local consumption is increasingly met by global supply chains oftentimes involving large geographical distances and leading to global environmental change. In this study, we connect local consumption to global land use through tracking global commodity and value chains via international trade flows. Using a global multiregional input–output model with sectoral detail allows for the accounting of land use attributed to “unusual” sectors – from a land use perspective – including services, machinery and equipment, and construction. Our results show how developed countries consume a large amount of goods and services from both domestic and international markets, and thus impose pressure not only on their domestic land resources, but also displace land in other countries, thus displacing other uses. For example, 33% of total U.S. land use for consumption purposes is displaced from other countries. This ratio becomes much larger for the EU (more than 50%) and Japan (92%). Our analysis shows that 47% of Brazilian and 88% of Argentinean cropland is used for consumption purposes outside of their territories, mainly in EU countries and China. In addition, consumers in rich countries tend to displace land by consuming non-agricultural products, such as services, clothing and household appliances, which account for more than 50% of their total land displacement. By contrast, for developing economies, such as African countries, the share of land use for non-agricultural products is much lower, with an average of 7%. The emerging economies and population giants, China and India, are likely to further increase their appetite for land from other countries, such as Africa, Russia and Latin America, to satisfy their own land needs driven by their fast economic growth and the needs and lifestyles of their growing populations.  相似文献

For the first time in history, the majority of the world population now lives in cities. Global urbanization will continue at high speed; the world's urban population is projected to increase by more than 3 billion people between 2010 and 2050. Some of this increase will be the result of high urban fertility rates and reclassification of rural land into urban areas, but a significant portion of future urbanization will be caused by rural-to-urban migration. This migration is expected to be particularly prevalent in countries and regions most affected by the changing climate. While urban populations generally enjoy a higher quality of life, many cities in the developing world have large slums with populations that are largely excluded from access to resources, jobs, and public services. In the environmental security literature, great rural resource scarcity, causing rural to urban migration, is seen as an important source of violent conflict. This study investigates how population growth affects patterns of public unrest in urban centers within the context of crucial intervening factors like democracy, poverty, economic shocks. It utilizes a newly collected event dataset of urban social disturbance covering 55 major cities in Asia and Sub-Saharan Africa since 1960. The empirical analysis provides little support for the notion that high and increasing urban population pressure leads to a higher risk or frequency of social disorder. Instead, we find that urban disorder is primarily associated with a lack of consistent political institutions, economic shocks, and ongoing civil conflict.  相似文献

In recent decades there has been a sustained and substantial shift in human diets across the globe towards including more livestock-derived foods. Continuing debates scrutinize how these dietary shifts affect human health, the natural environment, and livelihoods. However, amidst these debates there remain unanswered questions about how demand for livestock-derived foods may evolve over the upcoming decades for a range of scenarios for key drivers of change including human population, income, and consumer preferences. Future trends in human population and income in our scenarios were sourced from three of the shared socioeconomic pathways. We used scenario-based modeling to show that average protein demand for red meat (beef, sheep, goats, and pork), poultry, dairy milk, and eggs across the globe would increase by 14% per person and 38% in total between the year 2020 and the year 2050 if trends in income and population continue along a mid-range trajectory. The fastest per person rates of increase were 49% in South Asia and 55% in sub-Saharan Africa. We show that per person demand for red meat in high-income countries would decline by 2.8% if income elasticities of demand (a partial proxy for consumer preferences, based on the responsiveness of demand to income changes) in high-income countries decline by 100% by 2050 under a mid-range trajectory for per person income growth, compared to their current trajectory. Prices are an important driver of demand, and our results demonstrate that the result of a decline in red meat demand in high-income countries is strongly related to rising red meat prices, as projected by our scenario-based modeling. If the decline in the income elasticity of demand occurred in all countries rather than only in high-income countries, then per person red meat demand in high-income countries would actually increase in 2050 by 8.9% because the income elasticity-driven decline in global demand reduces prices, and the effect of lower prices outweighs the effect of a decline in the income elasticity of demand. Our results demonstrate the importance of interactions between income, prices, and the income elasticity of demand in projecting future demand for livestock-derived foods. We complement the existing literature on food systems and global change by providing quantitative evidence about the possible space for the future demand of livestock-derived foods, which has important implications for human health and the natural environment.  相似文献

Civil conflicts have swept through many parts of sub-Saharan Africa in the past half century. Recently, scholars from backgrounds as diver as climate science, economics, political science, and anthropology have explored the effects of climate change on these civil conflicts, with mixed results. Our empirical results confirm effects of temperature on the incidence of civil conflict. The key findings are as follows: (i) between 1970 and 2012 in sub-Saharan Africa, a high temperature during maize growing season reduced the crop’s yield, which in turn increased the incidence of civil conflict and (ii) future expected warming is expected to increase civil conflict incidence by 33% in the period 2031–2050, and by 100% in the period 2081–3010, compared to levels between 1981 and 2000. These results highlight the importance of sufficient food supplies and adaptation to increased climate warming to facilitate peace in sub-Saharan Africa.  相似文献

We examine how weather variability affects agricultural landownership rates in Africa, where at least half of the population depends on agriculture to earn a livelihood. In the absence of effective adaptation strategies, households that experience difficulties farming due to environmental stress might leave their land. With implications for demography – through migration – and political instability – when affected populations express grievances – changing landownership patterns could make existing development challenges on the continent even more difficult. We test our hypothesis that drier than average growing seasons will reduce landownership rates using Demographic and Health Surveys (DHS). Our DHS dataset includes interviews with 850,961 households in 35 African countries between 2005 and 2017. Compared to regions experiencing weather near the historical average, those with five consecutive dry growing seasons before the DHS experienced a 6.93% decline in the landownership rate. For every additional dry growing season during the five years before each survey, the landownership rate fell by 1.38%. A host of robustness checks support our general conclusion that drying conditions are associated with lower landownership rates.  相似文献

The influence of the environment and environmental change is largely unrepresented in standard theories of migration, whilst recent debates on climate change and migration focus almost entirely on displacement and perceive migration to be a problem. Drawing on an increasing evidence base that has assessed elements of the influence of the environment on migration, this paper presents a new framework for understanding the effect of environmental change on migration. The framework identifies five families of drivers which affect migration decisions: economic, political, social, demographic and environmental drivers. The environment drives migration through mechanisms characterised as the availability and reliability of ecosystem services and exposure to hazard. Individual migration decisions and flows are affected by these drivers operating in combination, and the effect of the environment is therefore highly dependent on economic, political, social and demographic context. Environmental change has the potential to affect directly the hazardousness of place. Environmental change also affects migration indirectly, in particular through economic drivers, by changing livelihoods for example, and political drivers, through affecting conflicts over resources, for example. The proposed framework, applicable to both international and internal migration, emphasises the role of human agency in migration decisions, in particular the linked role of family and household characteristics on the one hand, and barriers and facilitators to movement on the other in translating drivers into actions. The framework can be used to guide new research, assist with the evaluation of policy options, and provide a context for the development of scenarios representing a range of plausible migration futures.  相似文献

Climate change and land degradation result in decreasing yields and crop failures in Northern Ghana and have caused further impoverishment of Ghana’s poorest region. Farmers have diversified their livelihoods to adapt to uncertain environmental conditions in various ways. While traditionally a diversification of the production and migration were the prime means of adaptation, many farmers have started to intensify their production by adopting shallow groundwater irrigation for vegetable gardening for Ghana’s urban markets. This has helped to cope with a changing environment, ameliorated poverty and reversed rural–urban migration, while the local hydrology curbed an over-exploitation of groundwater resources, commonly associated with an uncontrolled farmer-driven expansion of groundwater irrigation. This research confirms that farmer-driven small-scale irrigation can play an important role in the process of climate change adaptation. However, while farmers tried to integrate in the larger economy, they have become subject to market failures that in their essence are caused by unfair and unpredictable patterns of global trade. It is this double exposure to global environmental change and economic globalization that need to be taken into consideration when local adaptive capacities are discussed. Many convincing arguments call for the revision of some of the most unfair and devastating economic practices; however, the need to enhance adaptive capacity towards global climate change for poor parts of the population in the south should be added to the discussion.  相似文献

This paper examines soil carbon sequestration in developing countries in sub-Saharan Africa as part of regional and global attempts to mitigate greenhouse gas emissions and the possibility that the development of greenhouse gas mitigation projects will offer local ancillary benefits. The paper documents the improvements in agricultural practices and land-use management in sub-Saharan Africa that could increase agricultural productivity and sequester soil carbon. During the first five-year commitment period of the Kyoto Protocol, only afforestation and reforestation projects will be eligible for crediting under the Clean Development Mechanism, but soil carbon sequestration and broader sink activities could become eligible during subsequent commitment periods. However, very few cost estimates of soil carbon sequestration strategies exist, and available data are not readily comparable. It is uncertain how large amounts of carbon could be sequestered, and it is unclear how well site-specific studies represent wider areas. It is concluded that there presently is a need to launch long-term (>10 years) field experiments and demonstration and pilot projects for soil carbon sequestration in Africa. It will be important to monitor all environmental effects and carbon `costs' as well as estimate all economic benefits and costs of projects.  相似文献

Today Africa is a small emitter, but it has a large and faster-than-average growing population and per capita income that could drive future energy demand and, if unconstrained, emissions. This paper uses a multi-model comparison to characterize the potential future energy development for Continental and Sub-Saharan Africa under different assumptions about population and income. Our results suggest that population and economic growth rates will strongly influence Africa’s future energy use and emissions. We show that affluence is only one face of the medal and the range of future emissions is also contingent on technological and political factors. Higher energy intensity improvements occur when Africa grows faster. In contrast, climate intensity varies less with economic growth and it is mostly driven by climate policy. African emissions could account for between 5 % and 20 % of global emissions, with Sub-Saharan Africa contributing between 4 % and 10 % of world emissions in 2100. In all scenarios considered, affluence levels remain low until the middle of the century, suggesting that the population could remain dependent on traditional bioenergy to meet most residential energy needs. Although the share of electricity in final energy, electric capacity and electricity use per capita all rise with income, even by mid-century they do not reach levels observed in developed countries today.  相似文献

The reconciliation of national development plans with global priority to mitigate environmental change remains an intractable policy controversy. In Africa, its resolution requires integrating local knowledge into impact assessments without compromising the scientific integrity of the assessment process. This requires better understanding of the communication pathways involved in progressing from frame construction to political action on various environmental issues. The impacts of environmental factors on human health are a common concern in Africa, and it is examined here as a platform for negotiating controversies surrounding the arrogation of global support for local assessments of vulnerability and mitigation. The study focused on the particularities of projected impacts of climate change, and specifically on considerations of the health sector within the context of multivalent international agreements to conduct and use environmental assessments. The analysis addresses limitations of cross-scale communication nodes that are embedded in boundary institutions such as the Country Study Program which is hosted by industrialized nations. The translation of rhetoric into action frames through dynamic vulnerability assessments and critical frame reflection can equally engage indigenous and aided capacity for adapting to environmental change.  相似文献

A dominant image of the West African Sahel is one of periodic, and sometimes permanent crisis in terms of food production, environmental degradation, provision of public services and education, and widespread poverty. Recent research, including the West Africa Long-Term Perspective Study (WALTPS) study, offers modifications to this view. Close observation demonstrates that the Sahel, far from stagnating, is undergoing profound change, which may take the form of progress in some areas, and crisis or even regression in others. Two changes of note are the 10-fold increase of the population within the span of a century, and the opening up of the region to the world economy, as globalization advances. These two factors are radically altering West African systems of production and are forcing States and civil society to change radically and quickly. The paper argues that, as has been the case for many other developing regions of the world, intra-regional and domestic migration, urbanization and the densification of population are necessary conditions for the transformation of agriculture, and contribute to long-term regional food security and to the improvement of living standards. Encouraging free circulation of people, goods and services requires that the Sahelian nations not be considered in isolation from the rest of the continent, as it is too often the case.  相似文献

Globally, the area of sugarcane is rising rapidly in response to growing demands for bioethanol and increased sugar demand for human consumption. Despite considerable diversity in production systems and contexts, sugarcane is a particularly “high impact” crop with significant positive and negative environmental and socio-economic impacts. Our analysis is focused on Sub-Saharan Africa (SSA), which is a critical region for continued expansion, due to its high production potential, low cost of production and proximity, and access, to European markets. Drawing on a systematic review of scientific evidence, combined with information from key informants, stakeholders and a research-industry workshop, we critically assess the impacts of sugarcane development on water, soil and air quality, employment, food security and human health. Our analysis shows that sugarcane production is, in general, neither explicitly good nor bad, sustainable nor unsustainable. The impacts of expansion of sugarcane production on the environment and society depend on the global political economy of sugar, local context, quality of scheme, nature of the production system and farm management. Despite threats from climate change and forthcoming changes in the trade relationship with the European Union, agricultural development policies are driving national and international interest and investment in sugarcane in SSA, with expansion likely to play an important role in sustainable development in the region. Our findings will help guide researchers and policy makers with new insights in understanding the situated environmental and social impacts associated with alternative sugar economy models, production technologies and qualities of management.  相似文献

This article reports findings from a study of settlement abandonment and the interactions between environmental and non-environmental factors that may give rise to it. Through a modified systematic review of scholarly literature, an inventory of 246 ancient and modern examples of settlement abandonment was generated. Common spatial and temporal parameters were identified and a typology created to summarize environmental and non-environmental drivers common across cases. Dynamic interactions of drivers that lead to a progression from vulnerability to population decline and abandonment were examined in the cases of Plymouth, Montserrat, abandoned due to volcanism in the 1990s; recent rural depopulation in northeastern Iraq and the southern marshes; outmigration from the southern Aral Sea region; and, neighbourhood abandonment and a proposal to convert abandoned lands in Detroit to commercial farming. The study finds that with growing vulnerability to environmental change across many regions, there is greater potential for increased numbers of abandonments. However, abandonment should be seen as only one possible outcome of environment and population interactions that create vulnerability and stimulate environmental migration. The study concludes with a series of observations relevant to anticipating and planning for potential population decline and settlement abandonment in the face of future global environmental change.  相似文献

One of the major unresolved questions in the study of vulnerability to climate change is how human migration will respond in low and middle-income countries. The present study directly addresses this lacuna by using census data on migration from 4 million individuals from three middle-income African countries over a 22-year period. We link these individuals to climate exposures in their origins and estimate climatic effects on migration using a fixed-effects regression model. We show that climate anomalies affect mobility in all three countries. Specifically, mobility declines by 19% with a 1-standard deviation increase in temperature in Botswana. Equivalent changes in precipitation cause declines in migration in Botswana (11%) and Kenya (10%), and increases in migration in Zambia (24%). The mechanisms underlying these effects appear to differ by country. Negative associations between precipitation anomalies, unemployment, and inactivity suggest migration declines may be due to an increased local demand for workers to offset production risk, while migration increases may be indicative of new opportunities in destinations. These country-specific findings highlight the contextually-specific nature of climate-migration relationships, and do not support claims that climate change is widely contributing to urbanization across Africa.  相似文献

We describe the global climate system context in which to interpret African environmental change to support planning and implementation of policymaking action at national, regional and continental scales, and to inform the debate between proponents of mitigation v. adaptation strategies in the face of climate change. We review recent advances and current challenges in African climate research and exploit our physical understanding of variability and trends to shape our outlook on future climate change. We classify the various mechanisms that have been proposed as relevant for understanding variations in African rainfall, emphasizing a “tropospheric stabilization” mechanism that is of importance on interannual time scales as well as for the future response to warming oceans. Two patterns stand out in our analysis of twentieth century rainfall variability: a drying of the monsoon regions, related to warming of the tropical oceans, and variability related to the El Niño–Southern Oscillation. The latest generation of climate models partly captures this recent continent-wide drying trend, attributing it to the combination of anthropogenic emissions of aerosols and greenhouse gases, the relative contribution of which is difficult to quantify with the existing model archive. The same climate models fail to reach a robust agreement regarding the twenty-first century outlook for African rainfall, in a future with increasing greenhouse gases and decreasing aerosol loadings. Such uncertainty underscores current limitations in our understanding of the global climate system that it is necessary to overcome if science is to support Africa in meeting its development goals.  相似文献
