Effective management of artisanal fisheries requires understanding fishers, their behaviors, and the drivers that underpin their choices. Behavioral drivers are critical links in understanding the interactions between social and ecological systems and can help inform effective management approaches. A Bayesian Belief Network modeling approach was used to investigate a diverse range of qualitative and quantitative social and ecological drivers of spatial location choice in a multi-species artisanal dive fishery in Costa Rica. Empirical and observer data used to populate the BBN showed the influence of economic factors, environmental conditions as well as social interactions on the decision-making process of spatial location choice. Good governance scenarios represented by Responsible Fisheries Marine Areas Management were analyzed for both hookah and free diving methods to assess the effects of responsible fishing on the fishers and the fishery. Model based-scenario analysis suggests that management interventions should consider the fisher's potential behavioral responses in the context of environmental variability, dependence on cultural assets, and food security. The results show that there is a need to understand fisher's decisions based on broad socio-ecological system understanding and consider the environmental outcomes alongside food security and the cultural significance of different marine species to fishing communities.  相似文献

Fish producers' organizations (POs) bring together fishers or fish farmers on a voluntary basis so as to ensure the best market conditions for their fish. How fishers perceive and understand their membership experience is crucial to their capacity to learn from each other and adapt when interacting with their environment. These issues are explored by using the case of Propeixe, a Portuguese PO of purse seine fishers. Fishers ‘perceptions’ of their PO experiences are discussed using an analytical framework based on social learning literature. POs appear to stimulate social learning amongst fishers through changes in practices, economic and other incentives, rules and trust in leadership. Moreover, POs add to a simple market structure the properties of network coordination: interdependency and trust as a basis for co-operation. However, POs fail to change modes of interaction and communication amongst fishers. Within the PO network there are informal subnetworks, differing in terms of interests and influences, and disagreeing on problems (e.g. resource status) and on how to deal with them. By enhancing their members' social learning capacity, POs may increase their capacity to learn and cooperate with other actors in the sector. Leadership strategy, to encourage day-to-day dialog and deal with power relations, is essential in this respect.  相似文献

Understanding fishers’ responses to marine spatial closures is important for both resource users and managers. Fishing is a major recreational activity in Australia, and recreational fishers are key local resource users within the Great Barrier Reef Marine Park. In 2004, implementation of a new zoning plan in the park resulted in a reduction in the amount of area available to recreational fishing. A combination of phone, mail, and face-to-face surveys was used to investigate recreational fishers’ choices and spatial redistribution strategies in response to the reduction in fishing area. Approximately 56% of fishers reported losing at least one of their regular fishing locations under the new zoning plan. Fishers generally compensated by shifting their fishing effort to other areas they knew to be good fishing locations, and by finding new areas that they had not exploited previously. Potential implications of these spatial changes in recreational fishing effort for both the marine park and recreational fishers include changes in fishing frequency and satisfaction, reduced fishing quality, restricted access to areas considered to be of high quality for recreational fishing, increased crowding in areas that remain open to fishing, and increased likelihood of localized depletions in popular recreational fishing locations. Identification of the drivers of the spatial distribution of fishing effort, factors affecting fishers’ choices of locations, and adaptation strategies adopted by fishers provide a valuable tool to help understand the impact of spatial fishing closures on fishers and resources.  相似文献

Taiwan has recently implemented a system of voluntary suspension of fishing activities as a means to reduce fishing efforts in offshore fisheries. This system is a top-down management approach but fishers voluntarily participate. Given the economic incentive offered, this system has not convinced a great number of fishers to participate. An understanding of what constitutes the underlying causes leading to fishers’ participation and non-participation provides fisheries managers with the opportunity to refine policy design and delivery. This paper aims to identify factors that may have potential to either promote or hinder fishers’ participation, and investigate the association between factors and fishers’ intention to participate using a logit regression model. The factors were classified into three categories: motive, constraint and fishers’ attitude toward resource use and management. A structured questionnaire including factors to collect empirical data from fishers was applied. The incentives in the form of reward did not seem sufficiently strong to draw fishers’ participation. However, fisher's positive view toward resource use and management enhanced intention to participate. This knowledge points out the importance of internalized resource stewardship among fishers in fishery management and can assist in developing fisheries management strategies aimed at enhancing fishers’ voluntary participation.  相似文献

Understanding vulnerability of different types of fishers to the implications of a Marine Protected Area (MPA) is crucial to its long-term sustainability. It helps direct management decisions of the MPA in a way that negative impacts on specific fishers can be mitigated. This study explored the vulnerability within specific groups of fishers, namely, commercial, subsistence and recreational fishers in the context of the largest MPA in the Maldives – the South Ari Atoll Marine Protected Area (SAMPA). SAMPA is subject to a future management plan that is likely to bring changes in how resources can be accessed in the area. In order to explore the vulnerability of the fisher groups, their sensitivity to this change was measured through an exploratory factor analysis and a sensitivity index. It was found that commercial fishers were likely to be the most vulnerable group as the management plan could potentially threaten their livelihood. Subsistence fishers were found to be next, as changes in access to SAMPA will potentially influence how they obtain their dietary protein. Recreational fishers were also found to vulnerable due to the nature of their fishing operation. However, relative to other groups, their vulnerability was likely to be much lower. To ensure strategic measures are designed to alleviate these potential vulnerabilities, this study proposed collaborative stakeholder participation throughout the development process of SAMPA's management plan, and also as a platform to build much needed confidence in MPAs among fishers in the Maldives.  相似文献

Recreational fishing mortality can have a major impact on coastal fish populations, bringing recreational fishers into conflict with commercial fisheries. This article reviews exclusion zones for commercial fishing, or ‘recreational fishing areas’ as a solution to the conflict between commercial and recreational fisheries. Recently designated recreational fishing areas in the state of Queensland, Australia are examined as a case-study. The goal of recreational fishing areas is to enhance recreational fishing and provide economic opportunities through charter fishing. However, recently designated recreational fishing areas in Queensland have not been thoroughly assessed for their social, economic and environmental impacts and they are not integrated within existing management frameworks for fisheries. The designation of recreational fishing areas is thus a shift away from evidence-based management in Queensland's fisheries and has likely occurred solely for political reasons – there are more voters in the recreational fishery than commercial fishery. In Queensland, excluding commercial fishing on its own is unlikely to result in long-term benefits to recreational fisheries because recreational harvest is a major component of fish harvest for some key species and there is no legislated limit to recreational harvest. Current political attention on recreational fishing areas provides an opportunity for fisheries managers, politicians, conservation groups and the public to discuss what is needed to manage sustainable coastal fisheries. In particular, recreational fishing areas need to be combined with efforts to enhance stewardship among recreational fishers if they are to be successful in the long-term.  相似文献

Decline in tuna fish stocks due to weak enforcement of regulations on fishing effort poses a challenge to the sustainability of tuna fishery. Intervention programs to address this problem require an understanding of the operational behaviour of the fishers and how various socioeconomic factors may impact fishers’ decisions to continue or discontinue their fishing efforts. A semi-structured interview questionnaire was developed to find whether fishers are willing to keep, change their fishing strategies or exit the fishery if their regular catch will decline by half. Boat captains, assistant boat captains and crew from General Santos City, Lupon, Mati City and Governor Generoso in the Philippines (n=293) were purposively selected for interviews. Results show that fishers from General Santos City with ancillary industries and Lupon with fewer economic development are more willing to adapt or change their fishing strategies. The catch value or price was found to have a strong influence on the likelihood that anchored FAD tuna fishers will adapt or change their fishing strategy when their catches decline. Fishers whose catch fetched a price of PhP 151.00 (US$ 3.48) and above Php 200 (US$ 4.61) have 80% probability to change their fishing strategy. The proportion of catch sold also had a high influence on the decisions to adapt in the fishery with fishers selling 36% and 73% of their catches have 100% and 70% probability to adapt. The results suggest a reluctance to exit the fisheries even when tuna fishing is no longer economically viable, fishers opt to adapt.  相似文献

New Zealand's Quota Management System (QMS) consists of a two tier operational structure: Quota shares in a fishstock provide an Annual Catch Entitlement (ACE) of the total allowable commercial catch (TACC) of the specific fishstock. Fishers operating in a multispecies fishery need a portfolio of ACE that matches the mix of their annual catch. Fishers may own quota shares, and thereby receive the needed ACE allocations or they may operate without quota shares and rely on acquiring ACE in the ACE market. Whatever the fisher's situation, it is common for fishers to both buy and sell ACE during a fishing year as they seek to balance their actual catch against ACE. The incentive to achieve a balance is strong because at year-end fishers whose catch exceeds ACE are required to pay a fee called ‘deemed value’. For many fishstocks the deemed value fee increases sharply as the percentage by which a fisher's catch exceeds their ACE increases. When no ‘unbalanced’ ACE is available for purchase, an overfished fisher may attempt to mitigate their deemed value liability by engaging in arbitrage trading in ACE whereby they buy ACE from other overfished fishers. This study examines the nature and extent of ACE arbitrage behaviour in the New Zealand quota managed fishery. The study finds that the number of fishstocks where arbitrage trading occurs is relatively small and is declining. However, sizeable deemed value mitigation transactions are still evident.  相似文献

Anecdotal data sources may constitute an important component of the information available about an exploited species, as record keeping may not have occurred until after exploitation began. Here, we aimed to fill any gaps in the exploitative history of the sparid snapper (Pagrus auratus), using social and historical research methods. Social research consisted of interviews with recreational fishers, focusing on the most and largest snapper they had caught. In addition, the diary‐logs of two recreational fishers were analysed. Historical research consisted of investigation of old books, photos, archives and unpublished sources unconventional to fishery science. Interviews with fishers demonstrated no or weak trends in snapper abundance or size, and were likely impeded by a lack of ability to detect change in a fish stock that may still be considered abundant. The fishers’ perception of change, however, largely reflected recent experiences (last c. 10 years), when biomass is understood to have increased, and mostly did not consider experiences before the 1980s. Alternatively, diary‐logs of fisher catch rates produced a pattern that matched formal stock assessments of snapper biomass, suggesting declines in abundance up until the 1990s and an increase in biomass after that time. Historical research, although more qualitative, had the ability to investigate periods where formal records were not kept and described a fishery vastly different from the current one. Snapper were easily caught, in great abundance and in unusual locations. Localised depletion of snapper was first noticed in the early 20th century, despite spectacular catches of snapper occurring after that time. Snapper behaviour was also likely different, with visual sightings of snapper by onlookers a common occurrence. Although predictions from stock assessment models are consistent with that of the anecdotes listed here (i.e., high biomass in the past), these anecdotes are valuable as they explain lost biomass in a perspective meaningful to all. This perspective may be valuable for managers trying to consider the non‐financial value of a shared fishery but, if unrecognised, represents a shifting baseline.  相似文献

Bangladesh's hilsa shad (Tenulosa ilisha) comprises the largest single-species fishery in the country, constituting 11 per cent of the total catch and employing 2.5 million people directly or indirectly. Since 2003, following a sharp decline in catch figures, the hilsa fish has been the subject of a government conservation programme offering fishers economic incentives or payments for ecosystem services (PES). While PES schemes are widely used to conserve natural resources such as forests and watersheds, Bangladesh's programme is a rare example of PES for sustainable fishery management. Catch figures have improved since the programme was introduced; but concerns remain about fishers’ socioeconomic conditions and the long-term sustainability of Bangladesh's hilsa fishery. This paper analyses the conservation scheme's legal and institutional frameworks, identifying challenges to its design and implementation, and makes recommendations to overcome them.  相似文献

Many of the world's fish populations are overexploited, including Ghana's fish resources. This study examines spatio-temporal trends in fish species composition in relation to biotic, abiotic and anthropogenic factors, towards achieving better-informed management of the beach-seine fisheries. Fishery-dependent data were collected between November 1999 and October 2001 from 94 beach-seine hauls fished at two stations along the Ghanaian coast. The catch consisted of fish, crustaceans, other invertebrates, and macroalgae. Generally, juveniles of species that are exploited by offshore fisheries were found in the catches. Species abundance and their occurrence generally peaked between November and January. Duration of solar radiation and tide level appeared to be important predictors of fish biomass. It is important to exploit the nearshore fish assemblage sustainably because of its nursery role. A co-managed (fishers and government) three-month ban on beach-seining (between May and July) is recommended as the most appropriate control measure towards the sustainability of Ghanaian fish stocks.  相似文献

Climate change affects ocean conditions, fish stocks and hence fisheries. In West Africa, climate change impacts on fisheries were projected to be mainly negative through multi-facet ways. However, analysis of adaptation responses of fishers to climate change impacts is scarce. This paper reviews the impacts on climate change on fisheries in West Africa and discusses the potential adaptation strategies adopted by both the artisanal and industrial fishing sectors. Overall, climate change and over-exploitation have altered species composition of fisheries catches in West Africa. The effect of ocean warming on fisheries is indicated by the increase in dominance of warmer water species in the landings, shown from an increase in Mean Temperature of Catch, in the region. Climate change induced changes in potential catch and species composition, which inherently have similar symptoms as over-exploitation, are expected to have repercussions on the economic and social performance of fisheries. Both artisanal and industrial sectors may adapt to these changes mainly through expansion of fishing ground that increases operation costs. Our results highlight that historical changes in target species are more common in industrial than artisanal fisheries. This result challenges the prevailing assumption that artisanal fisheries, given their limited movement capacity, would adapt to climate change by shifting target species and/or gear type.  相似文献

Fishers' responses to changes in resource access through the imposition of marine protected areas can be a critical factor influencing the likelihood of achieving management objectives.Face-to-face interviews with 114 commercial and charter fishers were conducted to investigate their responses and adaptation strategies to the increase in the size and number of no-take zones imposed by the 2004 Great Barrier Reef Marine Park zoning plan. Despite holding positive attitudes towards marine biodiversity protection, fishers were generally unsupportive of the new zoning plan 5 years after its implementation. Fishers' lack of support was related to the perception that they had not been adequately engaged in the rezoning process and the perception of significant impacts of the zoning plan on fishing businesses. Fishers generally believed that the new zoning plan had a negative impact on their access to productive fishing areas, the numbers of fish they catch, the profitability of their fishing business, and their personal income. In response to the new no-take zones, fishers tended to redistribute their fishing activity to locations closer to their home port, and to locations already known to them through their previous fishing, resulting in an increase in high density fishing locations within the park. Despite the impacts that fishers experienced, most reported that they have adapted their fishing activity and fishing business at least moderately well to the new zoning plan, suggesting that many of the impacts experienced by fishers might be short-term and may decline over time as fishers learn to adapt to the new zoning system. The information provided should prove valuable as a baseline for continued monitoring of the costs and benefits of the Great Barrier Reef Marine Park rezoning into the future.  相似文献

Artisanal fisheries throughout the Mediterranean region are managed mostly by applying gear specific regulations. The data about the extent and dynamics by which littoral fish resources respond to commonly proposed changes of such regulations are lacking. Here the results of a 15 year (1995–2009) monitoring programme of littoral fish resources in a pilot region of island Vis aquatorium, central Adriatic Sea, are reported with the scope of investigating whether a more restrictive fishing regime (encompassing an increase in minimum inner layer mesh size of trammel net from 28 to 40 mm and excluding the trammel net from subsistence artisanal fishing) that has progressively been put in place during the study period has been accompanied by expected positive changes of littoral fish resources’ abundance, biomass and structure. Significant increases over time were observed in most of the community indices analyzed (abundance and biomass catch per unit effort, diversity indices) as well as a directional change in abundance and biomass catch composition of littoral fish resources. Positive responses were, however, primarily related with a recovery of Mullus surmuletus stock. Additionally, time-series analysis of ABC curves and their corresponding W index revealed that fish community in the study area was still moderately disturbed. Limited extent of conventional management restorative potential is further exacerbated by social issues – noncompliant behavior mainly among subsistence artisanal fishers and consequent resentment of commercial artisanal fishers. In order to improve further the state of the resources a more comprehensive set of management measures incorporating closed areas and a new approach actively involving fishers in the management process should be adopted.  相似文献

Marine Recreational Fishing (MRF) is an important activity in Europe, with 9 million fishers and generating annually € 6 billion in direct expenditures. However, there is a lack of data and understanding of MRF in Europe, particularly in Southern countries, which prevents a number of fish stocks from being effectively assessed and managed. In November 2016, a participatory workshop on MRF was held in Vigo (Spain) to identify challenges and opportunities for data collection, and to diagnose key research gaps and management issues for MRF in the Southern European Atlantic. Experts from a wide range of disciplines (researchers, policy makers, fisheries managers and commercial and recreational fishers) highlighted that the management of MRF is a challenge due to complex and dispersed legal frameworks, with multiple administrations involved, and overlapping uses of space with commercial fishing, aquaculture, navigation and tourism, among others. The lack of strong and representative fishing associations hampers research and management initiatives. Effective communication between recreational fishers, researchers and fisheries managers is also lacking. Despite the ecological, social and economic relevance of MRF, there is no systematic and comprehensive collection of information on fishing effort, recreational catches, expenses, social profile and access conditions of European recreational fishers. These data would be useful to avoid biases in the assessment of recreational fisheries due to the great diversity of ecosystems, species and typologies of users. Strategic recommendations and research priorities were also identified to address knowledge gaps and are discussed in the context of the management of MRF across Europe.  相似文献

The need for alternative strategies to assist in the monitoring and sustainable management of many commercially important fish stocks is widely recognized. In recent years, greater utilization of fishers’ knowledge has been advocated as a potentially valuable source of ecological data in the assessment and management process. In this study changes in the distribution and relative abundance of common megrim Lepidorhombus whiffiagonis in the North Sea were investigated by comparing three data sources: fishers’ knowledge collected through a structured questionnaire; a vessel’s haul-by-haul catch data from the personal diaries of a single skipper over a 10-year time-series, and catch rates from fishery-independent surveys (IBTS Q1 and Q3). Trends in the distribution and relative abundance of megrim were broadly comparable between the three data sources. The results of the study indicate that, in the northern North Sea, fishers’ knowledge and catch data can provide valid data sources which can contribute to the assessment and management process. A structured approach consisting of a formal agreement, full transparency and commitment between all stakeholders is needed to provide and utilize the necessary data required to provide the most effective and inclusive approach to resource management.  相似文献

In the past decade, the European Commission has developed the Marine Strategy Directive and the Maritime Policy. Both policies aim at governing the marine environment; yet the two policies have a differing signature in policy formulation and implementation. From a fisher's perspective these policies present a change in institutional setting; major policy measures no longer descend from the EU Common Fisheries Policy alone, but increasingly are derived from general environmental policy developments. In this paper, the policy arrangement approach is used to analyse the differences between the two maritime policies, and the way in which they can affect fisheries management.  相似文献

An in-depth assessment was conducted on the functioning of a Taiwanese Sakuraebi (Sergia lucens) fishery management institution to understand the role of leadership in the context of long-term incentive creation. Interviews with relevant stakeholders and statistical analysis of fisheries data indicated that the daily vessel quota system and fishers’ collective efforts to influence the market resulted in increased sales value, while simultaneously allowing for the equitable distribution of benefits from the Sakuraebi fishery in Donggang, Taiwan. Local fishers expressed a high level of satisfaction with the corresponding activities initiated by the fisher's organization. Interview respondents felt that promotional marketing activities led by the organization to enhance domestic consumption were particularly effective, and statistical analysis suggests that these activities helped to reduce the dependency of Taiwanese Sakuraebi fishers on export markets. A notable characteristic of this fishery is that it combines a large-scale sales organization, which enables the exertion of market influence, with a small-sized subsidiary organization for fisheries management. An annually rotating leadership system for managing fishery operations also provides members with the opportunity to share a sense of participation and responsibility, while keeping long-term policy goals. This study reinforces previous findings that leadership, social cohesion, and the nature of the resource are key factors determining the effectiveness and success of fisheries management.  相似文献

Commercial fisheries management in Australia and New Zealand is increasingly based on better definition of the rights and responsibilities of resource users. At the same time recreational fishers are claiming a greater share of resources largely based on perceptions of superior economic returns to the community from their activities. The basis of the conflict between traditional, recreational and commercial resource users is moving from physical competition for fish to economic and legal arguments over social priorities. Advantages and disadvantages of increased use of property rights in resource allocation are investigated. It is argued that the recreational sector needs better definition of its claim for priority access to resources.  相似文献

There is a demand for a management mechanism that can reduce the discarding problems of EU fisheries. Catch quota management (CQM) seems to be a promising candidate for such a mechanism. Drawing on a principal–agent model, the objective of this study is to develop and test a method for investigating if the CQM mechanism is efficient in providing fishers with incentives for participating in CQM and complying with the rules. The study uses the 2011 Danish CQM trial project as its empirical basis. The results indicate that CQM fishers have a higher average gross income compared to fishers harvesting according to the conventional rules. Hence, there is an incentive for fishers to participate in the trial. However, with the possibility to cheat, CQM fishers may achieve even higher gross income. It is not obvious that the CQM mechanism׳s payoff structure (incentives) is attractive enough to ensure that the fishers comply with the rules. The empirical data illustrate that without discarding the CQM fishers achieve a lower average price for their catches. Therefore, to make the CQM mechanism sufficiently attractive to fishers, the participating fishers must be compensated.  相似文献
