Fish farming has been a recurring topic of debate, not the least in the news media. The media is an important source of information about the aquaculture industry and its products to the public. However, the media is also an important debate arena, enabling representatives of the public, stakeholders, authorities, and the industry to engage in discussions as well as to influence policy and regulations. This paper focuses on the continuous debates in news media, the topics and storylines discussed, the various actors participating, and their arguments. Through a study of the content, positions, and producers of debate contributions in nine Norwegian newspapers, this paper sheds light on the public debate on aquaculture and the present controversies. Drawing on discourse theory, it is argued that the concept of discursive conflicts offers important insights into the controversies surrounding aquaculture. Discourse coalitions unite seemingly dissimilar and independent actors, and shared story lines provide political momentum, reduce complexity and reify the debate. However, such coalitions also contribute to maintaining the debate in a deadlock.  相似文献

ICZM (Integrated Coastal Zone Management) is a decision-making process for sustainable use, development and protection of coastal marine areas and their resources, in continuous realization. Norway is currently dependent upon the commitment and motivations of the municipalities to fulfill its ICZM initiatives. These communities are lacking epistemic communities that can help prevent the simmering conflicts surrounding aquaculture expansion, as demonstrated by media data from 1984–2010. With the forthcoming harvest of the zooplankton redfeed in Norwegian and surrounding waters, the Aquaculture industry could be in a situation of expanded feed resources, which would ensure its expansion if localities are made available. This would also be in line with the Norwegian government's commitment to the expansion of this industry. A government-endorsed growth of the Aquaculture industry will add fuel to these simmering conflicts concerning the use of the eco-system of collective goods and services available along national coastline in Norway for Aquaculture purposes. The suggestions from the recently released report from the Select Committee appointed by the Ministry of Fisheries and Coastal Affairs in Norway on Effective and Sustainable Area Use in the Aquaculture Industry cab be an aid to supporting the growth of epistemic communities and a subsequent successful national ICZM implementation, thereby paving the way for a conflict-less coastal area management.  相似文献

Integrated Multi-Trophic Aquaculture (IMTA) has been put forward as a potential sustainable alternative to single fin fish species aquaculture. In IMTA, several species are combined in the production process. Integrating species has a conceivable dual advantage; the environmental impact can be lowered through nutrient cycling and from an economic perspective there is potential for increased efficiency, product diversification and a higher willingness to pay for more environmentally friendly produced salmon. This paper presents the results from a choice experiment which examines whether the Irish public is willing to pay a premium for “sustainably produced” farmed salmon from an IMTA process. Uniquely, an ecolabel was used in the design, based on familiar energy rating labels, to communicate the environmental pressure of fish farming to respondents. The experiment demonstrates that the Irish public has a willingness to pay a price premium for sustainability in salmon farming and for locally produced salmon.  相似文献

Time series data was used to compute 5-year moving average rates of growth in salmon aquaculture production over time for four of the world's leading salmon farming countries, and globally. This analysis reveals a decline of 1.2% per year in global farmed salmon production since it peaked in 1966. Analysis of production data for all farmed finfish, both marine and freshwater, shows a decline of 0.34% per year in the growth rate from the peak year. These results have implications for global fisheries policy because it means that it is unlikely that aquaculture alone can meet the fish protein needs of humans.  相似文献

In recent years, negative impacts of jellyfish blooms (JB) on marine human activities have been increasingly reported. Aquaculture has been affected by jellyfish outbreaks, mostly documented through repeated episodes of farmed salmon mortalities in Northern Europe; however, the valuation of JB consequences on the aquaculture sector still remains poorly quantified. This study aims to provide the first quantitative evaluation effects of JB on finfish aquaculture in the Mediterranean Sea and to investigate the general awareness of JB impacts among Mediterranean aquaculture professional workers. The aquaculture workers' perception about JB was assessed through a structured interview-based survey administered across 21 aquaculture facilities in central and western Mediterranean. The workers' awareness about JB impacts on aquaculture differed among countries. Italian and Spanish fish farmers were better informed about jellyfish proliferations and, together with Tunisian farmers, they all recognized the wide potential consequences of JB on sea bream and sea bass aquaculture. On the contrary, the majority of Maltese respondents considered JB as a non-significant threat to their activity, mostly based on off-shore tuna farming. This study for the first time shows that JB may negatively affect different Mediterranean aquaculture facilities from Tunisia (Sicily Channel) and Spain (Alboran Sea), by increasing farmed fish gill disorders and mortality, clogging net cages, or inflicting painful stings to field operators, with severe economic consequences. Available knowledge calls for the development of coordinated preventive plans, adaptation policies, and mitigation countermeasures across European countries in order to address the JB phenomenon and its impacts on coastal water activities.  相似文献

In 2007 salmon, mollusk and seaweed aquaculture production in Chile totaled 904 thousand tonnes, making the nation the leading marine aquaculture producer in the western world. Salmonids grown in open cage net pens account for over 73% of the production. This review summarizes the current status of Chilean aquaculture and proposes the establishment of new regulations and monitoring programmes that encourage and accommodate emerging bioremediation technologies. In contrast to a rapidly expanding, well-financed and technologically advanced industry, the regulatory structure in Chile is outdated and based on insufficient science. The number of publications on the environmental impacts of salmon aquaculture in Chile is low relative to its production level. Nevertheless, the impacts of organic and inorganic waste on benthic communities, pelagic organisms and bird populations are documented. The technology to reduce these impacts using integrated multi-trophic aquaculture (IMTA) strategies exists, but has not been implemented at commercial scales. We call on the government and industry to support the creation of a well-financed and politically independent agency responsible for developing and enforcing science-based environmental regulations in Chile. The agency's immediate goal should be to fund research required to develop a transparent, ecosystem-based regulatory framework that promotes IMTA. Monitoring programs and licensing procedures must consider the impacts of individual sites and the cumulative impacts from multiple sites across a wide range of spatial scales. Before such changes are realized, environmental threats and human health risks will remain unacceptably high and salmon farming in Chile will not meet any reasonable definition of sustainability.  相似文献

In aquaculture, harvesting presents an unavoidable risk of disease transmission. The spread of the disease infectious salmon anaemia appears to have been associated with harvesting in both Scotland and Norway. An assessment is made of the relative risks of disease transmission associated with various different means of harvesting farmed salmon based on the assumption that best practice is followed for each harvest method. The assessment is qualitative, quantitative data being absent for most of the processes involved. Slaughter on the farm risks the spread of infection to adjacent farms, whereas, infection at a processing plant may be rebroadcast by well-boats. The risks associated with transporting live fish in cages and of storing live fish near centralised processing plants are discussed. Provided the vessel does not release contaminated water in the vicinity of salmon farms, transport of live fish directly to the processing plant for immediate slaughter by sea may be the safest means of collecting harvest.  相似文献

New Zealand's reputation as a supplier of high quality food products is vital to the national economy; international consumers are acutely aware of food safety issues and markets are increasingly demanding higher standards. Filter feeding bivalves are particularly sensitive to the nature of the environment in which they are grown, and quality assurance is a major preoccupation of the shellfish aquaculture industry. With the exception of a couple of incidents, most notably the Gymnodinium catenatum blooms in 2000–2003, paralytic shellfish toxin (PST) contamination has, to date, not had an important effect on the economics and sustainability of the industry. However, the dinoflagellate species responsible for producing these toxins are not uncommon in New Zealand coastal phytoplankton communities, and it is important that awareness of the potential risk is maintained. This review summarises what we know about the causes and incidence of PST contamination from research and monitoring over the last 20 years, since it was first identified in New Zealand. It describes the dynamics of major events and their consequences, and evaluates what is likely to happen in the future as aquaculture expands into new areas with known histories of this problem.  相似文献

This article addresses the present status of seafood-oriented environmental methods and analyses, and pinpoints areas for further development. A recent study of the CO2 emissions associated with the production of farmed salmon in Norway, following the life cycle from hatching to consumption, is presented. The study was initiated due to the increased focus on environmental impacts from food production among consumer organizations, retailers, and authorities. In general, several methods are being currently applied to measure environmental performance. Unfortunately, different methods provide quite different results. An additional challenge is that most of these methods were originally developed for land-based production. If assumptions about the performance of the seafood industry are established on the basis of incorrect information, consequences for both the management and the market level may not be desirable.  相似文献

There are three milestones in the organization of the Norwegian salmon-farming industry (NSFI). In 1969 the net-pen production technology was established, and formed the basis for all further organization. In 1978, the Fish-Farmers Sales Organization (FSO) was established, and the organizational and institutional apparatus were thus complete. In 1991 the FSO went bankrupt and major amendments in the aquaculture legislation - such as the removal of the ownership regulation - were made. This three-step development is analyzed along two dimensions: the effect of dislocation of decision control from the local level to remote actors, and the changes in the government's aquaculture policy. During the last 20 years the NSFI has changed from a single farm locally-owned industry to a structure of large corporations, while the governments' policy has changed from support to neutral tasks such as control and surveillance. In sum the local residents use rights of coastal areas is severely reduced.  相似文献

Work migration is increasing in Norway, particularly in the production sector of the aquaculture industry. This sector is growing rapidly and manual labor needed in the industry is consistently being sought through Eastern European networks and temp-agencies. This article looks at the island community of Frøya, in Sør Trøndelag in Norway, where around 20% of the population is of foreign descent, and where stakeholders in the production line experience a lack of upward mobility due to their lack of Norwegian language skills, and the insecure nature of their employment status. The capacity of the island community to adapt to a 3-fold increase in aquaculture production will depend on this segment of society as well being able to adjust, and on their inclusiveness in society. Based on a stakeholder driven workshop looking at the perceptions of a set of foreign workers in the aquaculture industry,segmented labor market theory was applied to the experience of the workers. The priority issues of the migrant population of Frøya involved in the aquaculture industry was also explained, and their wish for upward mobility and job security, as well as inclusiveness in society elaborated upon. This upward mobility, however, would lead to the bottom segment of the labor market on Frøya – the aquaculture production line – to have to be filled with another lower segment group of workers.  相似文献

For much of the last century, the prerequisites for establishing a new primary industry were property rights to secure access to the required natural resources, the appropriate technology, brood stock and labour, and a willing investor. In contrast, in many western nations although all these prerequisites have been in place for the establishment of new coastal marine farming sectors, fledgling aquaculture operations have failed to establish. A prime reason for this is that under increasingly consultative integrated coastal zone management regimes, local stakeholders are expressing a desire for prospective aquaculture operations to demonstrate that they will be sustainable. Many potential marine farmers and regulatory authorities have stumbled on this demand and the work presented here aims to elucidate the nature of sustainability in a coastal aquaculture context and provide a framework for investigating these critical ‘non-traditional’ factors limiting the establishment and development of coastal aquaculture activities.  相似文献

The cod resources in the Barents Sea constitute the most important fisheries in Norway. In order to reduce resource allocation conflicts among different gear and vessel groups and to ensure profit for all participants throughout the value chain, the sector is thoroughly organized. The institutions established to ensure long-term sustainability, have been developed within the framework of a joint Norwegian–Russian fisheries management regime. However, due to a very high fishing mortality, the cod stock is now under severe pressure. In addition, a major part of the cod fisheries is highly seasonal and unable to be a stable supplier to neither the land-based industry nor demanding international markets. In parallel, cod farming is expected to become a new emerging industry, with potential to copy the success of farmed Atlantic salmon. Many actors within the cod fisheries fear the future competition from the growing cod farming sector. With reference to important attributes that characterize the cod fisheries and cod farming, this paper discusses how a future farming industry may affect the traditional cod fisheries. Moreover, we discuss how the fisheries may be forced to organize in the future to encounter the expected competition from cod farming.  相似文献

The Sustainable Development Goals or SDGs [44] are an ambitious step towards sustainable development, taking a much broader view of sustainability than ever achieved previously, yet practical challenges remain, including how to implement change. The aims of this research were to determine how an influential aquaculture company in Australia - Tassal, Tasmania's largest salmon aquaculture company - perceived the SDGs, and to ascertain the motivations and barriers for Tassal to work towards implementing the goals. Interviews were conducted with leaders, employees and external business partners. Tassal was not aware of the SDGs prior to this project, but were open to considering implementing them in their current sustainability practices. The survey responses were analysed using the Values-Rules-Knowledge (vrk) framework of decision making. Key findings were: 1) corporate and personal values were the key component driving Tassal's positive responses to the SDGs; 2) awareness of the SDGs resulted in Tassal recognising the potential gains from engaging with some of the seemingly less aquaculture-related goals (such as health and wellbeing). These findings demonstrate that businesses can fruitfully engage with the SDGs, even without government requirements or societal expectations, if they are prepared to broaden their interpretation of business sustainability and be reflective about their values. The vrk model is a potentially useful addition to current SDG and sustainability tools, such as those of the UN Global Compact, as a way to diagnose organisational barriers to adopting practices aligned with the SDGs. An emerging area of importance to social, economic and environmental sustainability – social license – was also identified as implicit in many, but not explicit in any of the SDGs.  相似文献

The social acceptability of aquaculture is linked to its perceived environmental impact, and this clearly poses a challenge to policy makers in deciding what weight to attach to such a concern within a governance framework for the industry. Using salmon farming in Scotland as a case study, we have developed a survey-based approach to evaluating public and stakeholder attitudes towards the environmental performance of aquaculture. The survey of the general public finds marked regional variations in attitudes towards salmon farming, while the results of the stakeholder survey raise issues over how far the preferences of particular interest groups are truly representative of the community as a whole.  相似文献

Public participation in decision-making about development has many benefits especially in the coastal zone and in the near-shore marine environment. This research expands the discussion of public involvement in decisions about marine resource use by examining public participation in environmental impact assessment as relevant for offshore renewable energy facilities. A review of empirical and theoretical research supports the development of a framework for further analysis. The framework consists of five main features: (1) effective communication, (2) broad-based inclusion, (3) prioritization, (4) early three-way learning, and (5) alternatives analysis. The paper's concluding sections explore the relevance of such a framework and indicate possible applications.  相似文献

水产养殖业在我国渔业产业结构中占据重要地位,在促进我国渔业经济发展中发挥着重要作用。当前渔业正处于由要素驱动向创新驱动转型的新旧动能转换时期,这也对水产养殖业的转型升级提出了更高要求。文章根据产业演化路径及其运行机理,从资源、技术、市场、制度4个方面构建指标体系,采用1998—2019年的指标数据,通过灰色关联分析和岭回归分析,探索影响产业演化的因素,探讨不同影响因素对水产养殖业演化发展的影响程度,以期为促进中国水产养殖产业的发展,增强水产养殖业的竞争力提供理论支撑。结果表明,城镇居民人均水产品消费量对中国水产养殖产业演化影响程度最大,GDP及单位面积产量的影响显著,水产技术推广经费支出影响最小。基于此,为促进我国水产养殖业的转型升级提出做好水产品消费需求引领与管理、拓展国内国际消费市场;增加科技投入,发展养殖技术;加大资源保护力度,推进绿色发展;着力解决养殖水产品质量安全问题等相应对策建议。  相似文献

This paper presents the results of a nationwide survey in Ireland that explored the values, concerns and preferences of individuals towards the Irish marine environment. The results of the Irish survey are also compared to the results from similar surveys carried out in other maritime countries in the EU. The results of the Irish survey demonstrate a reasonable level of knowledge of the main threats facing Ireland׳s marine environment and of the importance of non-market as well as market ecosystem services provided by the seas around the Irish coast. The results also suggest that the Irish public are sceptical of the ability of government and private industry to manage the Irish marine economy but instead place a large amount of trust in the competency of scientists. The perception of whether or not they consider where they live as being a coastal area would also suggest that the Irish public hold a much more narrow view of what constitutes a coastal area than that held by statistical agencies such as Eurostat.  相似文献

The Salmon industry in Norway includes three sectors, namely sea and river fishing for wild salmon, and salmon farming, or aquaculture. The three sectors provide different social, economic and cultural benefits to society, but also face many problems and challenges. They have different interests, practices, traditions and audiences, and are also administered by different authorities and regulated under varying management regimes and legislations. On the one hand, they complement each other in terms of product supply, employment creation and income; on the other hand, they face conflicts over management objectives and strategies. This paper provides an overview of the salmon sectors associated with their status, challenges and management regimes. It further analyzes their interests and conflicts over economic contribution and management. Finally, some potential solutions are suggested in an attempt to solve these conflicts.  相似文献

Aquaculture is an increasingly important economic activity in coastal waters. The fluid environment means spatial management is an important tool for protecting fish health. Scottish aquaculture (largely Atlantic salmon) uses a range of different types of area to group farms for different management or reporting purposes related to fish health. Farm Management Areas are defined by local knowledge and used by industry for co-operation among groups of farms, including in the management of sea lice. Disease Management Areas, defined using a simple but robust model, are used by the Scottish Government for control of notifiable diseases. Particle dispersal models are used to assess areas affected by treatment residue around farms, and to manage maximum allowable area biomass for environmental protection. Sophisticated models of sea lice transport have been developed to help inform management of this key parasite. Large regional areas are used for a variety of purposes, such as a policy presumption against new farms covering the entire east and north coasts of Scotland, and five reporting areas for official production statistics. Scottish aquatic environments are shared by many interest groups and spatial management is proving essential for sustainable development by aquaculture and other users.  相似文献
