Growing concern over the threat of global climate change has led to an increased interest in research and development of renewable energy technologies. The ocean provides a vast source of potential energy resources, and as renewable energy technology develops, investment in ocean energy is likely to grow. Research in ocean thermal energy conversion, wave energy, tidal energy, and offshore wind energy has led to promising technologies and in some cases, commercial deployment. These sources have the potential to help alleviate the global climate change threat, but the ocean environment should be protected while these technologies are developed. Renewable energy sources from the ocean may be exploited without harming the marine environment if projects are sited and scaled appropriately and environmental guidelines are followed.  相似文献

Marine renewable energy is seen as an important component of the UK's future energy strategy and contribution to reducing the greenhouse gas emissions responsible for climate change. The UK aims to generate a total of 33 GW (gigawatts) of offshore wind energy. Its implementation strategy includes the development of ten offshore wind farms within Scottish territorial waters. In addition, between 1000 MW (megawatts) and 2600 MW of marine renewable energy generating capacity could be achieved in Scotland using wave and tidal power devices. However, there are negative environmental impacts associated with marine renewable energy. Intense noise is produced during pile driving, drilling and dredging operations with potential consequences for cetaceans. There are also increases in vessel activities during exploration, maintenance and construction with association risks of disturbance and collisions. Some underwater devices will be large and may be positioned in arrays across the habitats that cetaceans frequent. The consequences of encounters between cetaceans and such devices are as yet unknown. It is recommended that the Scottish Government complete full and transparent Marine Spatial Planning, including consideration of cumulative impacts, before moving to license appropriate sites.  相似文献

Many countries now recognise the need for mitigation of climate change induced by human activities and have incorporated renewable energy resources within their energy policy. There are extensive resources of renewable energy within the marine environment and increasing interest in extracting energy from locations with either large tidal range, rapid flow with and without wave interaction, or large wave resources. However, the ecological implications of altering the hydrodynamics of the marine environment are poorly understood. Ecological data for areas targeted for marine renewable developments are often limited, not least because of the considerable challenges to sampling in high energy environments. In order to predict the scale and nature of ecological implications there is a need for greater understanding of the distribution and extent of the renewable energy resource and in turn, of how marine renewable energy installations (MREIs) may alter energy in the environment. Regional ecological implications of a MREI need to be considered against the greater and global ecological threat of climate change. Finally, it is recommended that the identification of species and biotopes susceptible to the removal of hydrokinetic energy could be a suitable strategy for understanding how a MREI may alter flow conditions.  相似文献

Delivering the ambitious renewable energy targets set by the Scottish Government will require significant expenditures. Plans have been set out to develop 1.6 GW of marine (wave and tidal) energy capacity between 2010 and 2020 in the Pentland Firth and Orkney Waters area (off the north coast of Scotland) with construction costs estimated at £6 billion. This paper uses multi-sectoral economic models to explore the impact that these (temporary) expenditures could have on the Scottish economy. It is shown that the standard Input–Output (IO) modelling approach significantly overstates the employment and value added impacts compared to Computable General Equilibrium (CGE) methods—in which short-run scarcity of factors of production are explicitly modelled. CGE results (under myopic and forward-looking model specifications) produce smaller impacts during the timespan of expenditures but, unlike IO methods, identify non-trivial “legacy effects” after the expenditures cease.  相似文献

The Pentland Firth, located between the north coast of mainland Scotland (UK) and the Orkney Islands, is recognised as an excellent location for the utilisation of tidal stream technology. Potential ecological impacts associated with tidal stream technology may ultimately depend on device design, array size and deployment location. Available ecological data for the Pentland Firth is summarised and strategic priorities for assessing ecological impacts are provided. Baseline data on marine species and habitats in the Pentland Firth is severely lacking and consequently the integrity of any environmental impact assessment could be compromised by this lack of data.  相似文献

The declining health of marine ecosystems around the world is evidence that current piecemeal governance is inadequate to successfully support healthy coastal and ocean ecosystems and sustain human uses of the ocean. One proposed solution to this problem is ecosystem-based marine spatial planning (MSP), which is a process that informs the spatial distribution of activities in the ocean so that existing and emerging uses can be maintained, use conflicts reduced, and ecosystem health and services protected and sustained for future generations. Because a key goal of ecosystem-based MSP is to maintain the delivery of ecosystem services that humans want and need, it must be based on ecological principles that articulate the scientifically recognized attributes of healthy, functioning ecosystems. These principles should be incorporated into a decision-making framework with clearly defined targets for these ecological attributes. This paper identifies ecological principles for MSP based on a synthesis of previously suggested and/or operationalized principles, along with recommendations generated by a group of twenty ecologists and marine scientists with diverse backgrounds and perspectives on MSP. The proposed four main ecological principles to guide MSP—maintaining or restoring: native species diversity, habitat diversity and heterogeneity, key species, and connectivity—and two additional guidelines, the need to account for context and uncertainty, must be explicitly taken into account in the planning process. When applied in concert with social, economic, and governance principles, these ecological principles can inform the designation and siting of ocean uses and the management of activities in the ocean to maintain or restore healthy ecosystems, allow delivery of marine ecosystem services, and ensure sustainable economic and social benefits.  相似文献

During the past 10 years, the evolution of marine spatial planning (MSP) and ocean zoning has become a crucial step in making ecosystem-based, sea use management a reality. The idea was initially stimulated by international and national interest in developing marine protected areas, e.g., the Great Barrier Reef Marine Park. More recent attention has been placed on managing the multiple use of marine space, especially in areas where conflicts among users and the environment are already clear, e.g., in the North Sea. Even more recent concern has focused on the need to conserve nature, especially ecologically and biologically sensitive areas, in the context of multi-use planning of ocean space. Despite academic discussions and the fact that some countries already have started implementation, the scope of MSP has not been clearly defined. Terms such as integrated management, marine spatial management, and ocean zoning are all used inconsistently. This is one of the reasons why its importance is not more seriously reflected at the levels of policy and decision-making in most countries. This article attempts to deal with this problem. It describes why MSP is an essential step to achieve ecosystem-based sea use management, how it can be defined and what its core objectives are. The article concludes with an analysis of the use and achievements of MSP worldwide, with particular focus on new approaches in Europe.  相似文献

The expansion of offshore activities and the increasing need to meet international and national commitments to biodiversity conservation have led to an enhanced interest in marine spatial planning (MSP) as a tool for sea use management. Several European countries, on their own initiative or driven by European legislation and policy, have taken global leadership in implementing MSP. This article will discuss the Belgian experiences with MSP. It will give a short historical overview based on legal developments and review the implementation process of a ‘Master Plan’ as a spatial management policy for the Belgian Part of the North Sea. Additionally, this article will reflect on the research that has been done in Belgium to apply a land-use planning approach to the marine environment. The MSP process in Belgium shows that a spatial approach to sea use management is possible despite the lack of a legal zoning framework. However, it concludes that a legal basis for MSP, in addition to the current permit system, would provide a more strategic and integrated framework for ecosystem-based, sea use management.  相似文献

Although high seas resources are being exploited, reciprocal legal obligations to protect its environment have not been met. Marine spatial planning (MSP) is clearly a practical way forward, particularly for the high seas, where non-spatial monitoring is difficult, and where data gaps obstruct conventional management approaches. To ensure the effective application of MSP in the high seas, however, some institutional reforms are necessary. This paper outlines the main hurdles, summarizes existing high seas spatial protections, presents an example of a high seas marine protected area that resulted through MSP, identifies three institutional priorities, and suggests three immediate steps.  相似文献

This paper is a comparative analysis of the contribution to UK marine governance of two recent EU initiatives: the Marine Strategy Framework Directive (MSFD) and Marine Spatial Planning (MSP). MSFD imposed a duty on Member States to achieve Good Environmental Status (GES) in four regional seas, while MSP required Member States to replace their fragmented, sector-based system of maritime decision making with an integrated approach. This paper explains MSFD and MSP, examines their relationship, and compares their practicability, concluding that MSP is both the more dominant and the more practicable instrument, reflecting the UK's preference for sustainable development over conservationism in marine policy. A recent proposal by the European Commission to make MSP and integrated coastal management a Directive reinforces the UK position.  相似文献

The world׳s oceans are currently undergoing an unprecedented period of industrialisation, made possible by advances in technology and driven by our growing need for food, energy and resources. This is placing the oceans are under intense pressure, and the ability of existing marine governance frameworks to sustainably manage the marine environment is increasingly being called into question. Emerging industries are challenging all aspects of these frameworks, raising questions regarding ownership and rights of the sea and its resources, management of environmental impacts, and management of ocean space. This paper uses the emerging marine renewable energy (MRE) industry, particularly in the United Kingdom (UK), as a case study to introduce and explore some of the key challenges. The paper concludes that the challenges are likely to be extensive and argues for development of a comprehensive legal research agenda to advance both MRE technologies and marine governance frameworks.  相似文献

It identifies potential economic, ecological, and administrative benefits (and costs) that might be realized from the implementation of MSP. The state of Rhode Island's Ocean Special Area Management Plan (Ocean SAMP) is the first marine spatial plan in the United States to be formally approved by the federal government as an element of a state's Coastal Management Program. The 3800 km2 Ocean SAMP region includes waters under both state and federal jurisdiction. The Ocean SAMP applies the inclusive, ecosystem-based approach to marine spatial planning recommended by the National Ocean Commission in 2004 that is a feature of the National Ocean Policy promulgated in 2010. It places within a larger spatial planning context the impact assessment process that is the basis for the issuance of leases and permits requested by a developer for a specified activity at a defined marine site. The Ocean SAMP was prepared over a two and a half year period of information generation, analysis, consultation, planning and policy making prompted by the need to identify potentially suitable sites for anticipated offshore wind farms. Its highly consultative approach builds upon the 30 years of experience of the Rhode Island Coastal Program in developing and implementing special area management plans (SAMPs) for coastal and marine areas where conflicts over needs for both development and conservation demand special attention and negotiation among stakeholders with different interests. The phases in the development and approval of the Ocean SAMP, and the prospects for successful implementation are examined through frameworks suggested for the preparation of a governance baseline put forward by the international Land Ocean Interactions in the Coastal Zone (LOICZ) program.  相似文献

Next generation turbines can be installed to exploit tidal energy resource in estuaries. However, the ecological implications of such deployments remain unknown. Accordingly, this study is focused on the impact of tidal farms on intertidal areas and associated waterbird habitats in estuaries. A numerical model simulates the hydrodynamic conditions of the Solway Firth, comprising one of the most extensive intertidal zones in the UK. The effects of tidal farms with different turbine densities have been evaluated in terms of changes to the areas of habitat for wetland bird species of conservation importance. The results suggest that any habitat loss may be minor and that in some cases there may be an increase (also small) in the area of important habitat. The percentage change in intertidal areas is also considerably lower than that expected to result from tidal barrages of similar capacities, implying the potential for tidal farms to present an alternative solution for exploiting tidal energy in highly protected areas. The changes in the extent of intertidal habitat are not proportional to the energy dissipated by the tidal farm. Therefore a range of tidal farm designs should be evaluated in order to optimise installed capacity while minimising habitat loss. However, the site-dependency of the impacts and the complex responses to change of estuarine ecosystems reinforce the requirement for detailed studies to be undertaken for each specific location and array configuration. The methodology presented here is appropriate for such assessments as it can be applied to different locations and turbine types.  相似文献

The adoption of UN Convention of the Law of the Sea in 1982 created optimism for indigenous peoples and marginalised coastal communities that they may (re)gain control of, or improve access to, marine resources. However concerns were also raised that opening the seas to industrial development might create threats for traditional users of the sea. Twenty-five years later the potential enclosure of large areas of coastal seas to marine renewable energy development is reigniting debates about marine governance, access and control over marine resources. Case studies in Scotland, Canada, New Zealand and Australia reveal a dynamic tension between: an economic development ‘blue growth’ agenda requiring the creation of private rights in the sea; and socio-political drivers which seek to address historic injustices and increase access to natural resources by indigenous and marginalised coastal communities. As yet there is little evidence of this tension being adequately addressed by emerging institutional frameworks for managing marine resources.  相似文献

Worldwide demand for energy is growing and predicted to increase by up to three times by 2050. Renewable energy will play a vital role in meeting this demand whilst maintaining global climate change targets. Around the British Isles, development of wind farms has entered Round three, with large, high capacity wind parks being planned to enhance energy security and achieve 2020 renewable energy targets. Such developments place additional pressure on existing sea space and may result in conflicts with other marine activities and users. Co-location of certain activities, marine protected areas, aquaculture and commercial fishing in particular, has therefore been proposed as an option to ease demands on space. Using the UK guided by EU and regional policy, as a case study, following the criteria-based planning system, co-location is legally feasible. Crucially, co-location options will depend on site specific characteristics and site management plans. The biology, ecology and hydrology of the site as well as consideration of important commercial and economic factors will be determining factors of success. For marine protected areas compatibility with conservation objectives for the site will be fundamental. Where possible, it is suggested that activities suitable for co-location will develop in tandem with renewable energy projects. The importance of developing joint projects in this manner is particularly true for aquaculture projects to ensure tenure security and commercial viability. Adaptive management will be a basis for evolution of the concept and practice of co-location. Pilot projects and continued monitoring will be essential in shaping the future of co-location of activities. As the Marine Management Organisation continues the development of marine plans for the English inshore and offshore waters, a study into potential solutions for resolving sea use conflicts is timely. This paper therefore provides a concise overview of the current regulation affecting co-location of key marine activities within wind farm zones and provides suggestions on how co-location projects can be adopted and taken forward, using the UK as a case study.  相似文献

A challenge of managing data poor fisheries lies in overcoming uncertainties associated with a lack of information on biological and socio-economic conditions. This paper focuses on site prioritisation for marine protected areas, a process that usually imposes moderate to heavy demands on data, time, local expertise, and funds. A fuzzy logic decision support tool for zoning marine areas that is suitable for use in data poor conditions is developed. This tool, the Protected Area Suitability Index (PASI), assesses the suitability of sites for protection based on fishers’ preferences for that site and the site’s conservation value. Only eight input attributes are required to run the PASI, which operates on a series of heuristic rules to estimate a site suitability score that ranges from 0 to 10, where 10 indicates that a site is highly suitable for being protected from fishing. Sensitivity analysis reveals that the PASI is relatively robust, and produces reliable results even as the system is degraded by the loss of data. Eighteen actively fished sites and 11 sites that are closed to fishing are assessed to evaluate how well the PASI is able to distinguish differences between sites. The estimated scores are significantly different (p<0.05), whereby non-fished sites are scored as being more suitable for protection than fished sites. The PASI can be used as a decision support tool to facilitate systematic marine spatial management under data poor conditions, especially in the task of identifying suitable sites for protection.  相似文献

The ecologically and socio-economically important marine ecosystems of Europe are facing severe threats from a variety of human impacts. To mitigate and potentially reverse some of these impacts, the European Union (EU) has mandated the implementation of the Marine Strategy Framework Directive (MSFD) in order to achieve Good Environmental Status (GES) in EU waters by 2020. The primary initiative for achieving GES is the implementation of coherent networks of marine protected areas (MPAs). Marine reserves are an important type of MPA in which no extraction is allowed, but their usefulness depends upon a number of ecological, management, and political factors. This paper provides a synthesis of the ecological effects of existing European marine reserves and the factors (social and ecological) underlying their effectiveness. Results show that existing European marine reserves foster significant positive increases in key biological variables (density, biomass, body size, and species richness) compared with areas receiving less protection, a pattern mirrored by marine reserves around the globe. For marine reserves to achieve their ecological and social goals, however, they must be designed, managed, and enforced properly. In addition, identifying whether protected areas are ecologically connected as a network, as well as where new MPAs should be established according to the MSFD, requires information on the connectivity of populations across large areas. The adoption of the MSFD demonstrates willingness to achieve the long-term protection of Europe's marine ecosystems, but whether the political will (local, regional, and continent wide) is strong enough to see its mandates through remains to be seen. Although the MSFD does not explicitly require marine reserves, an important step towards the protection of Europe's marine ecosystems is the establishment of marine reserves within wider-use MPAs as connected networks across large spatial scales.  相似文献

Marine spatial planning (MSP) is the leading tool for managing human activities at sea. It is designed to assist in decision making for marine resource access and use by considering the actions of those using the resources, interactions between these groups, and their cumulative impact on the natural environment. Being informed by ecosystem based management, MSP recognises that socio-natural systems are complex and that stakeholder and public input are key components of well-informed decision making. Therefore, MSP is rooted in the principles of good governance, including those of participation and transparency. This paper considers MSP processes in Scotland's inshore waters in the context of these good governance principles. The focus is on the institutional arrangements that allow stakeholders and the public to contribute to planning Scotland's seas and coasts. Whilst acknowledging the significant challenges faced by planners, and the work conducted so far, this research suggests that improvements could be made in how – and when – engagement takes place. It appears that at an early stage of introducing MSP in Scotland powerful stakeholders shaped the images, values and principles that guide it, and that including a broader range of actors early on might positively affect the legitimacy and acceptance of MSP in its later stages. The current institutional arrangements do not appear to allow for this. Ultimately, MSP in Scotland is in danger of institutionalising – and thus legitimising – existing power relations between marine resource users, and it does little to level the playing field.  相似文献
