The SAR(Synthetic Aperture Radar) has the capabilities for all-weather day and night use. In the case of determining the effects of oil spill dumping, the oil spills areas are shown as dark spots in the SAR images.Therefore, using SAR data to detect oil spills is becoming progressively popular in operational monitoring, which is useful for oceanic environmental protection and hazard reduction. Research has been conducted on the polarization decomposition and scattering characteristics of oil spills from a scattering matrix using allpolarization of the SAR data, calculation of the polarization parameters, and utilization of the CPD(Co-polarized Phase Difference) of the oil and the sea, in order to extract the oil spill information. This method proves to be effective by combining polarization parameters with the characteristics of oil spill. The results show that when using Bragg, the oil spill backscattering machine with Enopy and a mean scatter α parameter. The oil spill can be successfully identified. However, the parameter mechanism of the oil spill remains unclear. The use of CPD can easily extract oil spill information from the ocean, and the polarization research provides a base for oil spill remote sensing detection.  相似文献

作者籍以能值和生态炯分析,将海洋生态内在价值补充到溢油损害评估中,并以"塔斯曼海"轮溢油事故为例,分析了生态系统内在价值损害评估的特点。结果表明溢油生态内在价值损害大于对生态服务价值的损害,前者是后者的6.9倍;能值变化反映对资本积累的损害,生态炯更突出了溢油对初级生产力的生态系统的影响。本评价是现有溢油损害评价的补充,可为彻底、有效环境治理、生态修复提供保障,对海洋开发管理决策和公众环保意识的提高将有积极的影响。  相似文献

This paper shows how post-oil spill management measures can affect the general pattern of fishing effort exerted on two particular species of great commercial value in northern Spanish fisheries: anglerfish (Lophius piscatorius and Lophius budegassa) and mackerel (Scomber scombrus). Data time series of catches and fishing efforts were analysed corresponding to the area and time period affected by the oil spill fishing restrictions (December 2002–June 2003) and similar previous and post-spill periods. This was done to detect shifts that could be due to either the oil spill per se or the management measures taken to minimise pollution effects. Then, analyses and simulations with Arcview GIS module FAST (Fishing Activity Simulation Tool v. 1.1) were carried out with the aim of studying the fishing effort spatial distribution. Changes were observed in the Catch Per Unit Effort (CPUE) of anglerfish and mackerel by area or fishery unit. Results show a spatial displacement of fishing effort to other fishing areas in the case of anglerfish, and the transfer of fishing effort between different fishery units in the case of mackerel. Although both effects were caused primarily by the management measures in force after the oil spill, they are considered side or collateral effects. The management measures that have to be taken after any disaster should also consider these kinds of ancillary effects as well as evaluating the likely positive or negative impact of these side effects.  相似文献

为克服典型情景模拟法的缺陷,综合考虑船舶溢油发生的随机性、海洋水动力和风场的不确定性以及环境资源的敏感性,提出基于随机情景模拟的船舶溢油危害后果定量评价方法。通过随机情景模拟和网格化统计得到敏感区的溢油污染概率和最快到达时间,结合环境敏感指数和溢油量等参数计算综合溢油危害指数,并将其作为溢油危害后果定量评价指标。结果表明:台湾海峡北部水域不同季节发生船舶溢油的危害后果大小依次为夏季(27.8)秋季(25.5)春季(21.1)冬季(16.2),夏季溢油事故对牛山岛保护区的污染概率和危害后果相对最大(P=60%,Ck=41.2),达到较高级别;其他季节东甲列岛保护区的溢油污染概率和危害指数均为最高。随机情景模拟能够弥补事故情景,为评价船舶溢油危害后果风险提供一种新方法。  相似文献

作者基于信息熵理论,以溢油事故对海洋天然渔业损害为切入点探讨海洋生态系统可持续承载力损害评估方法。论文从生态系统状态、功能、污染、修复等4个方面构建了熵流和熵产生指标体系,以"塔斯曼海"轮溢油事故为例进行计算和评估,结果表明:溢油使海洋生态系统的价值产出能力下降94.7%、总的承载力下降194.9%,溢油治理的效果小于溢油对生态承载力的损害。本评价是现有溢油生态损害评价的补充,可为长期生态损害评估、生态修复和环境管理决策提供科学依据。  相似文献

The role of the Spanish scientific community in the initial assessment of the environmental and socioeconomic damages caused by the Prestige oil spill is analysed. A discussion of the reasons for the failures in the response of the scientific community is presented, highlighting that despite the existence of adequate human capital and infrastructures, failures were related to the weakness of the structures and organisational capacity of the scientific institutions and the public administration. Some developments for an effective response to future catastrophes are proposed: (1) oceanographic and ecological models, including scientific and local knowledge; (2) management systems for scientific information; (3) organisational and incentive systems to allow the creation of temporary, large and well-organised multidisciplinary teams; (4) protocols for rapid, “real-time”, damage assessments; and (5) participation of different social groups (NGOs, fishers’ organisations, aquaculture industry or volunteer groups) in plans for the assessment and management of crises.  相似文献

The key point for rational allocation of emergency resources is to match the oil spill response capacity with the risk of oil spill. This paper proposes an innovative risk-based model for quantitative regional emergency resource allocation, which comprehensively analyzes the factors such as oil spill probability, hazard consequences, oil properties, weathering process and operation efficiency, etc. The model calculates three major resources, i.e., mechanical recovery, dispersion and absorption, according to the results of risk assessment. In a field application in Xiaohu Port, Guangzhou, China, and the model achieved scientific and rational allocation of emergency resources by matching the assessed risk with the regional capacity, and allocating emergency resources according to capability target. The model is considered to be beneficial to enhancing the resource efficiency and may contribute to the planning of capacity-building programs in high-risk areas.  相似文献

The Prestige oil spill may be considered as one of the worst in last years, because of the amount spilled (59,000 tons at the moment) and the wide zone affected: almost all the coastline in Galicia (Spanish region with a very important coastal fishing activity) and some points in the North Spain and in the Southwest France. In this paper, we estimate the short-term economic damages from the Prestige oil spills in the Galician coastal fishing and aquaculture sectors by great areas. 选择厦门市海沧化工园区为典型案例区,以二甲苯为研究对象,采用数值模拟技术,对海岸带化工园区化学品泄漏的环境风险与生态效应进行了预测和识别,评估了海洋生态服务功能、水质、生物、潮滩生境4种对象的价值损失.结果表明,泄漏地点、风向、潮时以及泄漏量是影响化学品泄漏环境风险差异的主要因素.当泄漏量较小、泄漏点靠近化工泊位时,E风低潮时对海洋生态影响最大,此时最大生态价值损失约为3994万元;当泄漏量较大、泄漏点位于靠近外海的船舶锚地时,SSW风高潮时对海洋生态影响最大,生态价值损失最大为18732万元.在4种对象中,生态服务功能损失和生物损失对价值损害的贡献最大.  相似文献

海域溢油环境敏感性评价工作是溢油应急规划的基础,有利于溢油事故的应急处理。本文对海岸线的溢油环境敏感型的主要评价方法和选取的评价指标进行了总结;在溢油环境敏感性评价中采用的方法主要包含指数法、层次分析法、德尔菲法、模糊综合评价法等;在研究中,各类方法具有不同特点,多为各种方法同时使用。目前,国内外研究中选取的各类指标可总结归为物理指标、生物指标、社会-经济指标三大类,并且针对部分指标选取的理论依据进行了论述。探讨了较为系统化的评价指标体系的构建。综述了海岸线溢油环境敏感性评价的国内外的主要研究进展。最后指出当前溢油环境敏感性评价中存在的不足,如评价体系系统性差、评价指标科学性低及评价过程主观性强等,而加强学科交叉的同时对目前研究中不足深入研究将是后续的研究重点。  相似文献

为深入认识深海溢油输运过程和提高深海溢油事故的应急响应能力,文章以2010年墨西哥湾“深水地平线”事故为例,采用深海溢油输移扩散模型,以三维流场和海面风场为主要环境动力,数值模拟溢油深海泄漏后的浮射扩散、水体中输移扩散以及在风场和流场共同作用下在海面上输移扩散的全过程,同时模拟实施海底消油剂喷注处理措施后溢油输移轨迹和扩散范围的变化。研究结果表明:数值模拟结果与相关报道的悬浮油带实际观测结果以及美国国家海洋与大气管理局的海水异常遥感监测结果总体相符,可为更加全面和精细的深海溢油输移扩散数值模拟研究奠定良好的基础。  相似文献

In the last decades, Galician Coast has suffered the consequences of several oil spills such as Polycommander and Erkowit (1970), Urquiola (1976), Andros Patria (1978), Casón (1987) and Aegean Sea (1992). The recent Prestige Oil Spill (2002) has affected more than 1000 km of the Galician Coast, having unquestionable economical, ecological and social effects. Before providing an economical assessment of the disaster, in this paper we analyse the compensatory instruments for oil spill damages existing under the European legislation. A first evaluation of their ability to repair the real damage suffered by the Galician population after the Prestige Oil spill is also presented.  相似文献

三维业务化溢油应急预报系统不仅能提供逐时的海洋环境信息预报和溢油漂移扩散,还能对溢油事件进行后报数值模拟。2011年6月4日在渤海湾蓬莱19-3B采油平台发生溢油事件,同月17日19-3C平台也发生溢油事件。此次溢油事故造成了数千平方公里海水受污染。本文采用国家海洋环境预报中心自主研发的溢油模型对蓬莱19-3溢油事件进行长期后报数值模拟,在风流海洋环境场的驱动下,模拟了2016年6月到2016年8月,两个平台溢油的漂移扩散情况、影响范围,靠岸时间和影响岸段等。风场采用基于WRF模型模拟得到的再分析风场,并用实测风对再分析风场进行订正,流场采用基于POM模式在再分析风场驱动下得到的海流。后报结果显示,溢油主要向西北方向漂移,并最终靠岸,其扫过的海域也主要在平台的西北方向,这与观测结果一致,验证了后报的可靠性。  相似文献

溢油应急预报对溢油事故现场处理具有重要指导意义。国内外已开展大量溢油数值预报技术研究,但由于各类误差的引入(尤其风和流数值预报误差的引入)以及模型本身的不完善等各种原因导致溢油数值预报无法满足日益提高的溢油预报精度需求。随着现场观测技术和监测水平的提高,如何充分利用实时观测数据提高业务化溢油应急预报精度,并满足应急预报迅速快捷的要求,成为目前业务化溢油应急预报的首要问题。国家海洋环境预报中心于2008年实现了渤海溢油业务化预报系统的建立和业务化应用,本文针对当前渤海溢油业务化应急预报中存在的现实问题,利用已有渤海海上5个石油平台从2010年1月至2011年2月的风场观测数据,初步开展最优插值方法(optimal interpolation assimilation method,OI)同化技术在国家海洋环境预报中心渤海溢油应急预报系统风场订正的应用研究。本文采用交错订正方法,确定了OI同化技术中相关尺度因子的选取,从而实现在这5个观测站地理分布情况下,OI同化技术应用中参数的最优化,之后在理想实验和实际案例的应用中,该同化方法明显提高渤海溢油预报精度。本文为如何进一步利用同化方法迅速快捷地实现溢油应急预报精度的提高提供了一定研究基础。  相似文献

本文应用水动力模型及溢油模块对代表性风况下钦州湾金鼓江的溢油事故进行情景模拟,且水动力模型结果与实测潮位和实测潮流吻合较好。低潮时发生溢油,不同风况下油粒子在5.5-8.5h后漂到金鼓江上游养殖区。高潮时发生溢油,油粒子在不同风况下漂移轨迹差别较大,例如无风时油粒子在钦州湾颈和三墩外海附近往复运动,而南风3.3m/s工况下油粒子将最终影响大榄坪港区的东南端。另外,高风速下不利风向会缩减油膜抵达敏感区的时间,同时风速越大,蒸发越快。因此风场对溢油模型有重要意义,今后将在精细化WRF模型基础上优化溢油模型并构建溢油决策系统,为地方经济发展和海洋环境保护提供科技支撑。  相似文献

为探讨福建宁德三都澳油品泊位码头溢油事故对大黄鱼保护区影响的发生途经、影响过程及影响方式,通过二维“油粒子”海域溢油风险评价模型,预测3#油品泊位码头前沿操作性泄漏和船舶航道泄漏在几种不利环境组合条件下的溢油风险影响行为,分析其溢油事故风险对大黄鱼保护区的影响后果.通过预测分析表明,3#油品泊位码头溢油事故对大黄鱼保护区海洋生态环境将产生极大不利影响,尤其是在大黄鱼保护区内发生溢油事故,将产生严重影响.因此,须对溢油事故采取防范措施和应急预案处理.  相似文献

溢油对海洋环境造成的危害越来越大,及早发现对于减灾防灾具有重要意义。目前,运用极化SAR进行溢油探测已成为遥感监测的一个重要方面,本文基于SIR-C数据,开展极化SAR的溢油监测,提取极化参数熵H,散射角α和反熵A,运用SVM监督分类方法,进行溢油信息提取。结果表明,基于SVM的分类精度要强于基于H-α分类的分类结果。  相似文献
