Marine protected areas (MPAs) have proliferated globally in the past three decades. However, inadequate funding often prevents these management regimes from fulfilling their missions. Managers have become increasingly aware that successful protection of marine ecosystems is dependent not only upon an understanding of their biological and physical processes, but also their associated social and economic aspects. Unfortunately, economic values associated with MPAs and the natural resources they protect are rarely considered in decision-making and policy development. This study addresses this information gap by examining scuba divers’ willingness to pay for access to quality recreational sites in the Bonaire National Marine Park, Bonaire, Netherlands Antilles. The findings indicate that the US$10 annual diver user fee in effect at the time of the study could be increased substantially without a significant adverse effect on island tourism. Depending on question format, mean willingness to pay for annual access ranged from US$61 to US$134 (2002$). All model specifications support the conclusion that doubling the US$10 user fee would have virtually no impact on visitation rates. The increased revenue generated from this sustainable financing mechanism is more than sufficient to fund both current and enhanced marine park operations.  相似文献

Marine Protected Areas (MPAs) have long been advocated as effective management vehicles for promoting long-term conservation of marine resources and biodiversity. However MPAs are failing in their conservation goals, impeded by insufficient funds and a heavy reliance by low-income populations on natural resources.Investigation into a potential payment for environmental services (PES) program for marine protection was conducted in La Paz, Baja California Sur, Mexico. Surveys elicited tourists' willingness to pay (WTP) to reduce fishing pressure in Espíritu Santo Marine Park. Interviews with local fishermen investigated necessary levels of compensation in order to cease fishing, by proxy of required salaries in alternative employment outside of the fishing sector.Results indicated that required compensation values outweighed WTP by the tourist sector. Median WTP per trip amounted to US$12.50 and US$30, additional to pre-existing price, for day excursions and longer trips respectively. Median willingness to accept of fishermen was approximately US$135 per week, at time of survey, and required compensation was US$60 per week. Aggregated median WTP was able to cover annual compensation costs for approximately half of the fishing population. That fish stocks were not in collapse, thereby not creating sufficient scarcity and decreasing opportunity costs, and potential high transaction costs were identified as constraints of the proposed PES scheme.However, PES for marine protection should not be dismissed entirely; sites which are less productive and where fishermen's opportunity costs are low will be more suited to such a compensation scheme. Marine reserves are places where wildlife and habitats are protected from extractive and depositional uses of the sea. Although considered to be the pinnacle in marine conservation, many permit non-consumptive activities with little or no regulation. This paper examines the potential impacts of 16 non-consumptive activities including scuba diving, sailing, scientific research and motor boating, and how they might compromise the conservation objectives of marine reserves. Examination of 91 marine reserves from 36 countries found little agreement or consistency in what non-consumptive activities are permitted in marine reserves and how they are regulated. The two most common activities allowed without regulation were swimming (mentioned in 80% of marine reserves and allowed in 63% of these) and kayaking (mentioned in 85%, allowed in 53%). Scuba diving was mentioned in 91% and allowed without regulation in 41%. A risk score for the likely level of threat to wildlife and/or habitats that each activity could produce was then assigned based on effects reported in the literature. The risk analysis suggests that motor boating and activities which include or require it have a high potential to negatively impact wildlife and habitats if inadequately managed. Hence protection against extractive or depositional activities alone is insufficient to secure the high standard of protection usually assumed in marine reserves. For this to be achieved activities typically considered as benign must receive appropriate management, especially with increasing recreational use.  相似文献

The ecologically and socio-economically important marine ecosystems of Europe are facing severe threats from a variety of human impacts. To mitigate and potentially reverse some of these impacts, the European Union (EU) has mandated the implementation of the Marine Strategy Framework Directive (MSFD) in order to achieve Good Environmental Status (GES) in EU waters by 2020. The primary initiative for achieving GES is the implementation of coherent networks of marine protected areas (MPAs). Marine reserves are an important type of MPA in which no extraction is allowed, but their usefulness depends upon a number of ecological, management, and political factors. This paper provides a synthesis of the ecological effects of existing European marine reserves and the factors (social and ecological) underlying their effectiveness. Results show that existing European marine reserves foster significant positive increases in key biological variables (density, biomass, body size, and species richness) compared with areas receiving less protection, a pattern mirrored by marine reserves around the globe. For marine reserves to achieve their ecological and social goals, however, they must be designed, managed, and enforced properly. In addition, identifying whether protected areas are ecologically connected as a network, as well as where new MPAs should be established according to the MSFD, requires information on the connectivity of populations across large areas. The adoption of the MSFD demonstrates willingness to achieve the long-term protection of Europe's marine ecosystems, but whether the political will (local, regional, and continent wide) is strong enough to see its mandates through remains to be seen. Although the MSFD does not explicitly require marine reserves, an important step towards the protection of Europe's marine ecosystems is the establishment of marine reserves within wider-use MPAs as connected networks across large spatial scales.  相似文献

Settling particles from duplicate free-drifting sediment traps were collected at 150 m depth in May and July at a landward and a seaward site in the 350 m deep Laurentian Trough. The total organic carbon (TOC) fluxes were high (95–454 mg/m2/d), comparable to those reported for Dabob Bay (a similar moderately productive deep coastal environment) and for the highly productive Peru upwelling region. The TOC (26–67 mg C/g) consisted of lipids (17–37%), carbohydrates (7.9–16%), hydrolysable amino acids (8.4–16%), labile proteins (0.3–2.6%), and a non-characterized fraction (40–64%). Amino acids, proteins and uncharacterized compounds accounted for 24–42, 1–10 and 58–76%, respectively, of total nitrogen (2.3–7.7 mg N/g). The pigment fraction was largely dominated by pheopigments (0.06-1.15 mg/g vs 0.004–0.15 mg/g for chlorophyll a). C/N and C/pigment ratios indicated that on average, about half of the carbon flux was of terrigenous origin. Marine sources included a dominant zooplanktonic contribution, indicated by the abundance of fecal pellets, lipids and pheopigments, and a smaller contribution from fresh algae. Cluster and correlation analyses confirmed the decoupling of pigment and TOC fluxes and the strong zooplanktonic influence of the trap material. Despite large day-to-day and inter-trap variability, clear differences were observed in the fluxes, TOC content and composition at both sampling sites and months. Such trends are attributed to the relative contribution from terrestrial and marine sources and seasonal patterns of primary production.  相似文献

Marine reserves are increasingly being established as a mechanism to protect marine biodiversity and sensitive habitats. As well as providing conservation benefits, marine reserves provide benefits to recreational scuba divers who dive within the reserve, as well as to recreational and commercial fishers outside the reserve through spill-over effects. To ensure benefits are being realised, management of marine reserves requires ongoing monitoring and surveillance. These are not costless, and many marine reserve managers impose an entry fee. In some countries, dive tourism is major income source to coastal industries, and a concern is that high entry fees may dissuade divers. In this paper, the price elasticity of demand for dive tourism in three countries in South East Asia – Indonesia, Thailand and Malaysia – is estimated using a travel-cost model. From the model, the total non-market use value associated with diving in the area is estimated to be in the order of US$4.5 billion a year. The price elasticity of demand in the region is highly inelastic, such that increasing the cost of diving through a management levy would have little impact on total diver numbers.  相似文献

Marine debris is the most conspicuous pollutant that makes beaches aesthetically unappealing to users. The perceptions and reactions of beach users to stranded litter were compared between second-home owners and users (SHOU) and non-recurrent tourists (T). A questionnaire was applied to obtain socio-economic characteristics; assessment of the overall beach quality and perception of beach litter pollution (perception); hypothetical scenarios of marine litter pollution and deterrence (reaction); and potential alternative destinations in the case of deterrence (economic effect). Questionnaires (n = 319) were applied at two Brazilian subtropical beaches, with different physiographical settings (Pontal do Sul, PS, estuarine beach; Ipanema, I, open-ocean beach). Beach users’ groups differed regarding daily expenses (T > SHOU), period of permanence per trip (SHOU > T) and trip frequency (SHOU > T). The open-ocean beach (I) was rated the worst regarding overall beach quality. Marine debris generation was mainly attributed to local “beach users”, in the open-ocean beach (I). “Marine” (or non-local) sources were four times more frequently cited in the estuarine beach (PS). Perception on actual litter pollution and litter deterrence scenarios, did not vary between beaches or groups. More than 85% of beachgoers would avoid a beach visit if a worst scenario (> 15items/m2) occurred and most users would choose a neighboring state beach destination. Stranded litter may potentially reduce local tourism income by 39.1%, representing losses of up to US$ 8.5 million per year. These figures are proxies to support the trade-off local authority's make between investments to prevent/remove beach litter and the potential reduction in income from a tourist destination change.  相似文献

Marine aerosol samples collected from the North Pacific atmosphere were studied for molecular distributions of dicarboxylic acids by using a capillary gas chromatography and mass spectrometery. A homologous series of dicarboxylic acids (C2–C10) was detected in the marine aerosol samples as dibutyl esters. All the samples showed that the smallest diacid (oxalic acid: C2) was the most abundant and comprised 41–67% of the total diacids. The second most abundant species was malonic acid (C3) or succinic acid (C4). The diacids with more carbon numbers were generally less abundant. Total diacid concentration range was 17–1040 ng m–3, which accounted for up to 1.6% of total aerosol mass. This indicates that low molecular weight dicarboxylic acids are important class of organic compounds in the marine atmosphere. The concentrations were generally higher in the western North Pacific and lower in the central North Pacific. The major portion of diacids is probably derived from the Asian Continent and East Asian countries by long-range atmospheric transport and partly fromin situ photochemical production in the marine atmosphere.  相似文献

Marine Protected Areas (MPAs) often fail to meet ecological, social or economic objectives due to lack of effective management by government institutions. Partly in response to this failure, a number of marine reserves managed by the private sector, Hotel Managed Marine Reserves (HMMRs), have recently been established. In this study, we investigate changes to the social and economic conditions faced by local fishermen, following the establishment of two small reserves adjacent to a hotel in Vietnam, as well as their perceptions of the reserves' ability to produce spillover. The findings are used to gauge management performance and effectiveness of the HMMRs. Two surveys with different survey designs, targeting fishermen with different fishing techniques, produced conflicting results. Fishermen mainly dependent on beach seining mostly opposed the HMMRs and the prospect of more protected areas being established. Fishermen using other fishing techniques were generally in favor of the HMMRs, welcoming more protection and confirming spillover of fish, including large food fishes.  相似文献

Rapid warming of Large Marine Ecosystems   总被引:4,自引:1,他引:3  
The need to understand local effects of global climate change is most urgent in the Large Marine Ecosystems (LMEs) since marine ecosystem-based management requires information on the LME scale. Reported here is a study of sea surface temperature (SST) change in the World Ocean LMEs in 1957–2006 that revealed strong regional variations in the rate of SST change. The rapid warming in 1982–2006 was confined to the Subarctic Gyre, European Seas, and East Asian Seas. These LMEs warmed at rates 2–4 times the global mean rate. The most rapid warming was observed in the land-locked or semi-enclosed European and East Asian Seas (Baltic Sea, North Sea, Black Sea, Japan Sea/East Sea, and East China Sea) and also over the Newfoundland–Labrador Shelf. The Indian Ocean LMEs’ warming was slow, while two major upwelling areas – California and Humboldt Currents – experienced a slight cooling. The Subarctic Gyre warming was likely caused by natural variability related to the North Atlantic Oscillation. The extremely rapid surface warming in the enclosed and semi-enclosed European and East Asian Seas surrounded by major industrial/population agglomerations may have resulted from the observed terrestrial warming directly affecting the adjacent coastal seas. Regions of freshwater influence in the European and East Asian Seas seem to play a special role in modulating and exacerbating global warming effects on the regional scale.  相似文献

Marine reserve networks are an essential and effective tool for conserving marine biodiversity. They also have an important role in the governance of oceans and the sustainable management of marine resources. The translation of marine reserve network theory into practice is a challenge for conservation practitioners. Barriers to implementing marine reserves include varying levels of political will and agency support and leadership, poorly coordinated marine conservation policy, inconsistencies with the use of legislation, polarised views and opposition from some stakeholders, and difficulties with defining and mapping conservation features. The future success of marine reserve network implementation will become increasingly dependent on: increasing political commitment and agency leadership; greater involvement and collaboration with stakeholders; and the provision of resources to define and map conservation features. Key elements of translating marine reserve theory into implementation of a network of marine reserves are discussed based on approaches used successfully in New Zealand and New South Wales (Australia).  相似文献

Occurrence of the depth differences in pigment composition and photosynthetic properties of marine phytoplankton were examined in relation to the spectral changes of light with depth. Phytoplankton were taken from various depths in the northwestern North Pacific, and their absorption spectra were determined with intact cells and in 90% acetone extract. The photosynthetic activities of phytoplankton were concurrently measured under blue, green, red and white light. The difference in absorption spectra for the surface and deeper samples was considerably small, indicating that the prevailing green or blue light in the deeper layers may have little significance for depth-variations of the pigment composition in marine phytoplankton. The depth differentiation in the shape of the light-photosynthesis curve was marked in a well stratified water column but no active response of deeper phytoplankton to green light could be confirmed. The photosynthetic efficiencies of phytoplankton for blue and green light were approximately 105–115 % and 80–90 % of white light, respectively, irrespective of sampling depth.Contribution No. 261 from Shimoda Marine Biological Station  相似文献

Marine colloidal material (1 kDa–0.2 μm) was isolated by cross-flow ultrafiltration followed by diafiltration and freeze-drying from surface waters of the Gulf of Mexico and the Middle Atlantic Bight (MAB), as well as from estuarine waters of Galveston Bay. Elemental characterization of isolated colloidal material included organic carbon (OC) and selected trace metal (Cu, Pb, Zn, Cd, Co, Ni, Cr, Be, Fe, Al, Mn, V, Ba, and Ti) determinations. It was found that levels of these metals in marine colloids ranged from <0.1 to 50 μg/g colloidal matter, except for Fe which generally had a concentration >120 μg/g. Most metals (Cu, Pb, Zn, Ni, Al, Mn, V, and Ti) had an average concentration >1 μg/g while concentrations of Cd, Co and Be were usually <1 μg/g. Metal concentrations (μg/g) in isolated colloids were, in general, higher in Galveston Bay than in the Gulf of Mexico, suggesting either high abundance of trace metals in estuarine waters or differences in organic matter composition. Higher colloidal metal concentrations in the MAB than in the Gulf of Mexico might be due to higher terrestrial inputs in the MAB. Colloidal metal concentrations (μg/g) were generally lower than those in average soils, continental crust and suspended particles. However, metal/aluminum ratios (Me/Al) in isolated marine colloids were significantly higher than those for average soils and continental crust. Most importantly, colloids had a metal composition and metal/OC ratio (Me/C) similar to humic substances and marine plankton, suggesting that marine colloids largely originate from planktonic sources and are composed of predominately organic components. The Me/C ratios of Galveston Bay colloids followed the sequence of Cu>Ni, Cr, Zn>Mn>Co>Pb, Cd, which is similar to the Irving–Williams order except for Mn, suggesting that the interaction of metals with marine colloids is determined by the affinity of metals for specific organic ligands.  相似文献

为促进我国沿海地区海洋经济社会和海洋生态环境协调可持续发展,文章采用成熟的海洋经济社会系统评价指标体系,综合运用环境库兹涅茨曲线、耦合协调度模型和逐步回归法,测算2006-2016年我国沿海地区海洋经济社会发展指数,分析海洋经济社会系统与近海水质间的拟合关系、弹性、耦合度和耦合协调度,并从系统、状态和指标3个层面解析影响近海水质的海洋经济社会因素。研究结果表明:2013年以前海洋经济社会发展与近海水质基本呈反向变化关系;近海水质的海洋经济社会系统弹性自2014年开始转为正值,但二者的耦合度和耦合协调度均较低;海洋社会发展对近海水质存在明显负向影响,海洋第三产业发展、海洋科技成果转化和海洋自然保护区建设有利于近海水质改善。建议严控陆源排污入海,提高海洋科技成果转化效率,优化海洋产业结构,持续加强海洋自然保护区建设,提升近海水质。  相似文献

We describe an investigation into the reactivity of dissolved organic carbon (DOC), produced from marine algae, to conventional persulphate and ultraviolet (UV) oxidation methods. Marine algae were grown in batch culture in the presence of 14C bicarbonate and filtered samples of the phytoplankton dissolved organic carbon (PDOC) were oxidized with persulphate and UV techniques. The amount of fixed label found in solution after the oxidation procedures was compared with the initial amount of labelled DOC. Marine algae examined in this way included: the diatoms, Chaetoceros gracilis, Skeletonema costatum, Phaeodactylum tricornutum; the flagellate, Isochrysis galbana; and the cyanobacterium, Synechococcus strain DC2. It was found that 5–18% of the DOC produced by these phytoplankton resisted persulphate oxidation. Samples were also measured for their resistance to UV oxidation by an autoanalyzer method. It was found that 15–27% of these samples resisted UV oxidation. However, 95% of PDOC was oxidized after exposure for 6 h to high intensity UV irradiation using a variable exposure time system. P. tricornutum and Synechococcus PDOC samples were ultrafiltered into low molecular weight (< 10 000 Da) and colloidal (> 10 000 Da) size fractions. Both species produced mainly (> 68%) low molecular weight material. Slightly greater resistance to persulphate oxidation was generally found for the colloidal Synechococcus PDOC (15–22%) than for the low molecular weight material (14–17%). However, the opposite was found for the P. tricornutum PDOC which generally showed less resistance for the colloidal fraction (5–12%) than for the low molecular weight fraction (10–15%).Experiments were also conducted to determine the effects of short-term (days) and long-term (months) ageing of PDOC solutions in the presence of microbial populations from coastal seawater. Long-term ageing decreased the amount of PDOC that resisted oxidation in all cases. However, the fraction of PDOC resisting persulphate oxidation increased by small amounts over a short-term experiment. Increased resistance was attributed to preferential degradation of biologically and chemically labile components of PDOC by bacteria.The percentages of phytoplankton-produced (and microbially aged) DOC found in this study to resist UV or persulphate oxidation were low (5–27%), compared with those values (50–65%) reported for DOC in surface seawater on the basis of recent high temperature catalytic oxidation analyses.  相似文献

2011年至今,我国已批复建立海洋保护区类的国家级海洋公园有48处。国家级海洋公园的建设是海洋生态文明建设的具体体现,不仅推动海洋生态保护的可持续性,也为滨海旅游业的发展提供保障,为实现人民群众追求美好生活提供了高质量的滨海休憩空间。通过掌握国内海洋保护区类的海洋公园的建设及管理的现状,对海洋公园管理办法的出台提供一些借鉴性依据,文章从国内外海洋保护区管理的背景分析开始,并选取两个典型的海洋保护区类的国家级海洋公园为例,分析了国家海洋公园管理体制存在问题及其原因,并提出:完善海洋公园相关的法律法规,理顺保护区的管理体制;建立完善的海洋公园管理机构,创新海洋公园管理模式;强化监视监测系统的建设,提高信息化科学化管理技术水平;加强执法装备的建设规划,提高依法行政的管理水平;对公园原住民实施相关经济补偿;创新宣传模式,发挥宣传载体作用;善于学习借鉴,加强国内国外合作等管理建议。为今后开展海洋公园规范化建设提供思路。  相似文献

The fish and macro-crustacean community of the Vaccarès lagoon (Rhône River delta, South France) was sampled monthly from 1993 to 2002. The lagoon salinity shifted from 15 in 1993 to 5 in 1994–1997 and went back to 15 in 1999–2002. Connections with the sea also varied during the study period with larger openings in 1996–1997. During the study period, the community changed to revert in 2002 to a state similar to 1993. These changes consisted of a sequence of increased and decreased patterns of freshwater species and some marine species. Typical lagoon species tended to resist to salinity changes. Freshwater species colonised the lagoon when the salinity was low. Marine species may have varied both in relation to connections with the sea and to indirect effects of freshwater outflow. This study shows that community changes following environmental variations can be delayed in time, and emphasises the need for long-term studies.  相似文献
