Transboundary aquifer (TBA) is an aquifer system that exists in more than one state. As an important component of the groundwater system, proper management and rational utilization in trans-boundary aquifers are significantly important for promoting sustainable development and good-neighbor relationships. The Transboundary Aquifers will not implicate by the country’s political boundary as it follows the natural boundary lines. Within the frame work of the UNESCO''s International Hydrological Programme (IHP-VI & VII) activities for the International Shared Aquifer Resource Management (ISARM), the inventory on TBA in Asia both preliminary and detail has accomplished. Those TBAs are classified in to two types: regional and local grade. A of Asian Transboundary Aquifers Map has advanced. The updated map provides the situation of the regional TBAs identify as the actual shape. Countries with the TBAs should strengthen cooperation for coordination and joint management of groundwater resources in order to achieve sustainable use  相似文献

Karst aquifers contribute substantially to freshwater supplies in many regions of the world, but are vulnerable to contamination and difficult to manage because of their unique hydrogeological characteristics. Many karst systems are hydraulically connected over wide areas and require transboundary exploration, protection and management. In order to obtain a better global overview of karst aquifers, to create a basis for sustainable international water-resources management, and to increase the awareness in the public and among decision makers, the World Karst Aquifer Mapping (WOKAM) project was established. The goal is to create a world map and database of karst aquifers, as a further development of earlier maps. This paper presents the basic concepts and the detailed mapping procedure, using France as an example to illustrate the step-by-step workflow, which includes generalization, differentiation of continuous and discontinuous carbonate and evaporite rock areas, and the identification of non-exposed karst aquifers. The map also shows selected caves and karst springs, which are collected in an associated global database. The draft karst aquifer map of Europe shows that 21.6% of the European land surface is characterized by the presence of (continuous or discontinuous) carbonate rocks; about 13.8% of the land surface is carbonate rock outcrop.

The very complex system of sinking, losing and underground transboundary Karst rivers, lakes and aquifers in the central part of the deep and bare Dinaric karst in Croatia and Bosnia and Herzegovina is analysed. The groundwater and surface water are hydraulically connected through numerous karst forms which facilitate the exchange of water between the surface and subsurface. A complex underground conduit system is an inherent characteristic karst system analysed. Groundwater and surface water exchange with both adjacent and distant aquifers through underground routes or inflows from surface streams and artificial reservoirs. Because of a complex surface and underground karst features, which strongly influenced its hydrological and hydrogeological regime, the main open stream flow, with a longitude of about 106 km, undergoes eight name changes. In this paper, it is noted as “the eight-name river”. In fact, it represents one river with losing, sinking and underground stream sections. Different surface and underground karst forms play crucial roles in the way the water flowing over the surface and on the underground sections of its catchment. The analysed area is full of varied and often spectacular surface landforms, including for example the Blue and Red Lakes and the Kravice Waterfall. The analyses made in the paper show the existence of a decreasing trend of mean annual discharges on the eight-name river, which can cause numerous problems in the regional water resource management of this transboundary river and catchment.  相似文献

A critical overview of transboundary aquifers shared by South Africa   总被引:1,自引:0,他引:1  
Transboundary groundwater commonly implies a body of groundwater intersected by a political border with the attendant potential threat of dispute over a shared resource. This definition is inadequate in many parts of southern Africa. Approximately 96% of South Africa’s borders are underlain by low-yielding aquifers and, coupled with a low demand for water attendant on low population density, the risk of over-pumping or pollution leading to dispute is low, and a modified understanding is required. Examples of transboundary aquifers are used to illustrate implications for policy and management of southern African transboundary groundwater resources, where transmissivities are low and, less commonly, where over-pumping may indeed be a problem. The general lack of technical cooperation, data sharing, training and research between the riparian states on hydrogeology hampers a mutual understanding of the resources. The concept of transboundary groundwater must necessarily include aquifers where little cross-border flow occurs, but where cross-border cooperation will help to ensure sustainable cooperative utilisation of shared aquifer resources. This is imperative if future disputes are to be averted. Agreement between scientists is a necessary precursor to broader transnational governance agreements in regard to shared water resources, and recent initiatives by the Orange-Senqu River Commission promise closer integration.  相似文献

Worldwide experience has shown that interstate economic integration can help states in strengthening of management of transboundary waters and international water law serves as a reference for developing of relevant interstate cooperation. Transboundary waters in Central Asia play important role in the economic cooperation among riparian states, including those who are members of the Eurasian Economic Union (EAEU). At the current stage of transboundary waters management in Central Asia, the obsolete legal status is evident. The international water law sources developed under the United Nations’ auspices have no binding application due to luck of formal membership of the EAEU states in these treaties. Also the regional set of regulations, especially for the Aral Sea Basin, needs further enhancement and more efficient implementation. The bilateral interstate regulatory framework of the managemennt of waters shared by EAEU states in Central Asia requires development of additional rules to enable better accommodation of challenges existing in terms of the current interstate cooperation. Having said that can one further assume that EAEU could serve as a new legal framework for more effective cooperation on transboundary watercourses in Central Asia? The answer might be yes, but… the current stage of the legal framework for cooperation on transboundary waters within the EAEU requires sufficient enhancements in terms of developing its legal and institutional framework. The first condition for EAEU to serve as framework for cooperation on transboundary waters of Central Asia is to strengthen the regulatory framework for the cooperation of EAEU member states regarding environmental issues in general and transboundary water relations in particular, able to accommodate two main goals: environmental protection on the one hand and economic development on the other hand. The EAEU legal framework shall also lead to improvement of existing institutional cooperation and a dispute settlement mechanism on transboundary waters shared by the member states of the EAEU.  相似文献

Transboundary aquifer (TBA) management, in part, seeks to mitigate degradation of groundwater resources caused either by an imbalance of abstraction between countries or by cross-border pollution. Fourteen potential TBAs were identified within a hydrogeological mapping programme based on simple hydrogeological selection criteria for the Southern African Development Community (SADC) region. These have been reassessed against a set of data associated with five categories: (1) groundwater flow and vulnerability (which is perceived as the over-arching influence on the activity level of each TBA), (2) knowledge and understanding, (3) governance capability, (4) socio-economic/water-demand factors, and (5) environmental issues. These assessments enable the TBAs to be classified according to their need for cross-border co-operation and management. The study shows that only two of the 14 TBAs have potential to be the cause of tension between neighbouring states, while nine are potentially troublesome and three are unlikely to become problematic even in the future. The classification highlights the need to focus on data gathering to enable improved understanding of the TBAs that could potentially become troublesome in the future due to, for example, change in demographics and climate.  相似文献

The implementation of laws relating to transboundary aquifers necessitates field knowledge so that the laws can be coincident with reality on the ground. The definition of ‘shared aquifer’ is more complex than the mere physically shared body of groundwater flowing from country A to country B. The border between Ethiopia and Kenya is characterized by low-volume groundwater storage and low transboundary flows. However, groundwater has visible environmental, social and economic functions. The characteristics of groundwater flow and storage in aquifers shared between Ethiopia and Kenya are different from those used in setting the foundation of the international legal framework on shared aquifers. By describing the characteristics of the groundwaters that are shared between Ethiopia and Kenya, this work demonstrates that the international legal framework is inadequate when applied in this region. The main inadequacies are: (1) international law does not specify the minimum volume of transboundary flow in an aquifer for it to qualify to be treated under the law, and (2) the physical aspects of water get more emphasis than the functions of groundwater. A more adequate international legal framework would be one that considers specific types of groundwater and local needs.  相似文献

Whilst groundwater vulnerability mapping and the delineation of resource and source protection zones have become an appropriate set of management tools for Britain as incorporated in European policy, much of semi-arid Africa is still dealing with more pressing issues centred on water supply coverage. There are a number of fundamental differences with Britain which disallow conventional vulnerability mapping and land zonation in much of Africa. Firstly, the scale of groundwater occurrence in weathered basement aquifers does not encourage vulnerability mapping to be undertaken at a field scale, whereas the Karoo and some of the larger areas of unconsolidated sedimentary aquifers could more readily be zoned according to aquifer vulnerability. Secondly, analysis needs to disregard the productivity (or recharge potential) of the aquifer so that poorly productive but socially important aquifers can be assessed. Such practice also avoids the need to identify a value for effective rainfall, a problematical value in semi-arid climates given current uncertainties. Thirdly, it is difficult to protect the many small and dispersed groundwater supply sources typical of many African communities when compared with the fewer and larger sources characteristic of Britain and Europe. Some aspects of European groundwater management practice have been transferred to the African context, notably by South Africa, but there are other practices that should not be attempted. Lessons from experience in South Africa highlight capacity to implement as a key inhibiting factor. Examples of vulnerability assessment and land zonation in a variety of African settings indicate only limited success so far with standard vulnerability assessment and land zonation techniques. Alternative means of quantifying the problem of the optimum proximity of the pit latrine from the well are highlighted, with a minimum separation of 10 m suggested for typical weathered basement rocks.  相似文献

Groundwater is an important and readily available source of fresh water in the Mekong-Lancang River Basin. With a rapid population growth and increasing human activities, an increasing number of countries in the Mekong-Lancang River Basin are experiencing depleted and degraded groundwater supplies. In transboundary river basins, such as the Mekong-Lancang River, prioritizing the use of the shared aquifer by one riparian government may affect the opportunities of other riparian governments and lead to potential water conflicts between neighboring countries. To promote the sharing of strategies and information for the sustainable and equitable use of water resources of the shared basin, international collaborative workshops on groundwater resources have been organized for all Mekong-Lancang River countries. These workshops provide an opportunity to communicate and discuss nationally sensitive issues on groundwater by the associated countries, with topics covering multiple aspects of groundwater, such as the groundwater status in the basin, quality issues, water use conflicts, hydrological information gaps, management policies and capacity building for successful water resource management. Consensus has been reached by all countries on the importance of catchment-based groundwater management and the need for close communication among the countries. Strategies for managing transboundary aquifer issues must foster international collaboration based on the regional network, influence national networks and enhance the capacity to building maps and monitoring systems based on associated databases. The sustainability of water resources cannot be achieved without the integrated involvement and contributions by multiple countries and various stakeholders. Therefore, collaborative workshops provide a great opportunity to further our understanding of the hydrologic processes of the Mekong River Basin, share the benefits of the aquifer and provide a strategy and vision for sustainable water resource management in the Mekong-Lancang River countries.  相似文献

The coastal aquifer systems of Africa are comprised of various geological formations. These aquifer systems consist of either folded, continental or alluvial deposits. Groundwater resource availability along the coastal areas of Africa is briefly reported and the current state of seawater intrusion has been summarized. A select number of notable examples are given to highlight the effect of saline intrusion on coastal development of cities and regional aquifers. The role of conflict resolution is briefly discussed, as well as management approaches, which include monitoring of contamination and governmental accountability. Regional cooperation is presented as a method of ensuring a sustainable water resource in an area, as well as strengthening social and political alliances.  相似文献

Geometry and connectivity of high-permeability zones determine groundwater flow in karst aquifers. Efficient management of karst aquifers requires regional mapping of preferential flow paths. Remote-sensing technology provides tools to efficiently map the subsurface at such scales. Multi-spectral remote sensing imagery, shuttle radar topography data and frequency-domain airborne electromagnetic (AEM) survey data were used to map karst-aquifer structure on the Yucatan Peninsula, Mexico. Anomalous AEM responses correlated with topographic features and anomalous spectral reflectance of the terrain. One known preferential flow path, the Holbox fracture zone, showed lower bulk electrical resistivity than its surroundings in the AEM surveys. Anomalous structures delineated inland were sealed above by a low-resistivity layer (resistivity: 1–5 Ωm, thickness: 5–6?m). This layer was interpreted as ejecta from the Chicxulub impact (Cretaceous/Paleogene boundary), based on similar resistivity signatures found in borehole logs. Due to limited sensitivity of the AEM survey, the subsurface configuration beneath the low-resistivity layer could not be unambiguously determined. AEM measurements combined with remote-sensing data analysis provide a potentially powerful multi-scale methodology for structural mapping in karst aquifers on the Yucatan Peninsula and beyond.  相似文献

为把握和吸取科罗拉多河近百年来水权分配的规律及经验,对科罗拉多河在美国境内及美国和墨西哥之间的水权分配历程进行了全面梳理和归纳,重点阐述了各条约及措施的背景、目的、内容及相互联系.从科罗拉多河水权分配历程可以看出,流域水权的保障是工程措施和非工程措施协同发展的结果,同时应考虑自然条件、区域社会经济发展、生态环境和国际环境等综合因素;在水权条约的框架下,灵活的市场机制能够提高水资源利用效率,是应对水资源供需变化的有效方式.科罗拉多河水权分配历程对于中国国际河流水权维护及国内水资源优化配置具有重要的借鉴价值.  相似文献

 Groundwater modelling studies have been found to be a potential tool in planning the pre-development management of groundwater resources in newly developing aquifer systems. One such study was attempted in Upper Thamalakane River valley, Okavango Delta, Botswana (southern Africa). There are three major aquifers separated by two aquitards in the valley portion. The top two aquifers are freshwater bearing zones and the bottom one is saline. The hydrological set-up of the basin is complex, as the groundwater flow directions are opposite in the upper-unconfined and in the lower-confined aquifers. A preliminary multilayer model was developed for this aquifer system by making use of only available data. The hydrodynamic behavior was then studied under two prediction scenarios to evolve appropriate management decisions for locating the well field (large diameter wells) in the upper aquifer by making use of induced river infiltration during the flood season. 随着人口的激增和水资源压力的不断增大,跨界含水层在地下水利用和供水安全保障方面处于越来越重要的位置。目前,围绕跨界含水层主要开展了以下三个方面的工作:联合国教科文组织国际水文计划联合其他相关机构,对世界各主要大洲进行了跨界含水层的标示及划分工作;在总结完善相关跨界含水层法律条文的基础上,联合国国际法委员会于2008年向联合国大会上提交了跨界含水层草案条款,该项草案条款的出台对共享含水层各国开发和管理地下水具有重要的指导意义;在联合国教科文组织及其他机构的推动下,各大洲已逐步开展对跨界含水层的研究,并建立了相关的合作机构。分析表明,跨界含水层的研究需要相关国家间的进一步协商与合作。  相似文献

Tracer concentration data from field experiments conducted in several carbonate aquifers (Malaga province, southern Spain) were analyzed following a dual approach based on the graphical evaluation method (GEM) and solute transport modeling to decipher flow mechanisms in karst systems at regional scale. The results show that conduit system geometry and flow conditions are the principal factors influencing tracer migration through the examined karst flow routes. Solute transport is mainly controlled by longitudinal advection and dispersion throughout the conduit length, but also by flow partitioning between mobile and immobile fluid phases, while the matrix diffusion process appears to be less relevant. The simulation of tracer breakthrough curves (BTCs) suggests that diffuse and concentrated flow through the unsaturated zone can have equivalent transport properties under extreme recharge, with high flow velocities and efficient mixing due to the high hydraulic gradients generated. Tracer mobilization within the saturated zone under low flow conditions mainly depends on the hydrodynamics (rather than on the karst conduit development), which promote a lower longitudinal advection and retardation in the tracer migration, resulting in a marked tailing effect of BTCs. The analytical advection-dispersion equation better approximates the effective flow velocity and longitudinal dispersion estimations provided by the GEM, while the non-equilibrium transport model achieves a better adjustment of most asymmetric and long-tailed BTCs. The assessment of karst underground flow properties from tracing tests at regional scale can aid design of groundwater management and protection strategies, particularly in large hydrogeological systems (i.e. transboundary carbonate aquifers) and/or in poorly investigated ones.  相似文献

Groundwater, as a precious resource hidden underground, is an important component of the global water system. Transboundary aquifers containing substantial amount of groundwater often carry crucial ecological and social implications. Yet, it is unfortunate that transboundary aquifers have hardly been in the forefront of political and scientific discussions, and have not received due attention by policymakers. This article attempts to summarize the investigation on the eight transboundary aquifers that China shares with the neighboring countries. An overview on the groundwater resources in China, including its distribution, exploitation and challenges is also provided. Hydrogeological condition of the Heilongjiang-Amur River Basin aquifer, which is one of the eight major aquifers, is further elaborated. Cooperative activities carried out by China and Russia on monitoring and management of this aquifer are also presented.  相似文献

In Africa, the development of water resources for irrigation is seen as crucial for the recovery from current crises. This paper examines two issues generated by the geography of river systems which pose political as well as technical and economic questions. First is the problem of inter-state cooperation, where river systems cross political boundaries. Second is the domestic debate that arises from the differential access to water supply through the pattern of water rights. These issues are illustrated with material from Swaziland, a small landlocked state in southern Africa. Here, regional political tensions exacerbate the problems of long-term water development.  相似文献
