The tuna industry in the Western and Central Pacific Ocean (WCPO) is one of the most valuable fisheries in the world. Taiwan has a long fishing history and is one of the major distant water fishing nations in the surrounding area. This study aimed to review the historical cooperation structure between Taiwanese purse seiners and Pacific Island Countries (PICs). Data were collected by literature analysis and semi-standardized in-depth interviews with experts. The results showed that since 1982, the Taiwanese purse seiners have developed and signed bilateral access agreements with seven PICs under a variety of formats. The fisheries access and licensing arrangements have been transformed to a Vessel Day Scheme (VDS); as a result, the access fees have increased rapidly since 2010. Taiwanese industries have invested in facilities and share ownership with some PICs. Moreover, the Taiwanese purse seiner industries have proclaimed their willingness to follow the Western and Central Pacific Fisheries Commission conservation measures and stated that they will cooperate with PICs. They hold conservative views, however, regarding the further transfer of ownership to PICs. For the conservation of tuna resources in the WCPO, distant water fishing nations and PICs should cooperate to limit fishing capacity and ensure that the access fee benefits PICs.  相似文献

The risk of seabird–fishery interactions in the Western and Central Pacific Ocean (WCPO) was examined by analysing the overlap of seabird distributions with tuna and swordfish pelagic longline fisheries managed by the Western and Central Pacific Fisheries Commission (WCPFC) and its constituent members. The study used spatially-explicit Productivity–Susceptibility Analysis (PSA). Key data inputs were species productivity, fishing effort, likelihood of capture and species density by region. The outputs tailored results to the needs of fisheries- and wildlife-managers, indicating areas of greatest risk of species interactions, species of greatest concern for population impacts, and the flags or fisheries most likely to contribute to the risk. Large albatross species were found to be most likely to suffer population effects when exposed to longline fishing activity, followed by the larger petrels from the genuses Procellaria, Macronectes and Pterodroma. A mixture of coastal states with nesting seabird populations in their Exclusive Economic Zones (New Zealand, Australia and United States of America), distant water fishing nations (Japan, Taiwan) and flags of convenience (Vanuatu) contributed 90% of the risk to seabird populations. Recommendations include enhancing the level of fisheries observer monitoring in areas indicated as high to medium risk for seabird interactions, and consideration of spatial management tools, such as more intensive or more stringent seabird bycatch mitigation requirements in high- to medium-risk areas. The methods used, and similar studies conducted in the Atlantic Ocean could lead to improved targeting of monitoring resources, and greater specificity in the needs for seabird-mitigation measures. This will assist in reducing seabird mortality in longline fishing operations and with more effective use of resources for fishery managers in both domestic fisheries and RFMOs.  相似文献

Defining, strengthening and enforcing rights over fisheries resources is frequently identified as central to overcoming ‘the tragedy of the commons’ and associated environmental and economic challenges in fisheries systems. Though economic theory generally suggests that output control (e.g. quotas) creates the strongest incentives for efficiency and conservation, input controls (e.g. on effort) remain common. This paper explores the rationale for, and implications of, employing a transferable effort scheme in one of the largest and most valuable fisheries. In 2007, eight Pacific Island countries implemented the Vessel Day Scheme with the aims of strengthening their rights over tuna resources and control over economic and environmental trends. Four years since implementation, the scheme has significantly increased economic returns for the island states and generated improvements in data reporting. However, it has not generated a firm limit on fishing effort and its structure has made it difficult to directly target the biological concerns of individual species within the multi-species fishery. In the future, outcomes of the Vessel Day Scheme will continue to be tempered by the structural limitations of effort-based regulatory scheme, market conditions in the sector and the willingness of firms and island states to clarify, abide by and enforce the technical components of the scheme.  相似文献

The tuna industry in the Western and Central Pacific Ocean (WCPO) is one of the largest and most valuable fisheries in the world. Since the 1980s, Pacific island countries have used licensing agreements with foreign fishing interests—known as access agreements—to earn tuna-related revenue and control the environmental impacts of fishing, with only minimal success. To date, there has been little work detailing the structure of access agreements and assessing how this structure relates to economic and environmental outcomes in the sector. This article helps to fill this gap by providing an overview of various access structures and a detailed empirical assessment of how these structures are applied in access agreements between Pacific island countries and the major foreign fishing interests active in the WCPO. This analysis is placed in the context of evolving regional fisheries management structures. The study reveals that while there is no uniform formula for access agreements, each structure is subject to distinct political, economic and environmental considerations that influence outcomes for Pacific island countries. As Pacific island countries develop the mechanism to allocate fishing rights under the new Vessel Day Scheme, drawing on their long history with access agreements will assist efforts to use access to achieve policy objectives. Improved transparency will enable Pacific island countries to identify successes and problems and adapt the Vessel Day Scheme allocation mechanisms accordingly.  相似文献

The paper considers the WTO negotiations on fisheries subsidies and the implications that envisaged disciplines will have on coastal developing countries. This is considered in relation to fisheries access agreements in the Central and Western Pacific where several least developed but resource rich island states such as Kiribati and Tuvalu are highly exposed to the risks associated with new WTO fisheries subsidies disciplines that do not consider their particular vulnerabilities. The paper considers some of the issues that coastal developing countries should incorporate into their emerging negotiating positions at the WTO. State-to-Sate fisheries access agreements which are often highly subsidised but where fishing vessel owners pay the equivalent of lump sum tax are paradoxically, the least distortionary and damaging to the environment. While the principle of abstention was established as part of the International North Pacific Fishery Convention in 1952, it was generally overlooked for several decades afterwards. The 1995 Straddling Stocks Agreement says that states parties to the Agreement enjoy a right to access to high seas fishery resources, but on the condition that they respect existing regional conservation and management measures. This Agreement also introduces the concept of a precautionary approach. The end result is that the 1995 Agreement fulfilled the same intent of the original 1952 principle of abstention—that is, it places some kinds of restrictions on high seas fishing. The degree of restrictions depends on the activities and policies of new regional fishery organizations like WCPFC and so on. Even if the new version of the principle of abstention succeeds in excluding distant fishing states from high seas, it will do little to solve the larger problems facing today's ocean fishery resources.  相似文献

The exclusive economic zone (EEZ) became accepted internationally in the 1970s. This transferred resource wealth to the coastal states establishing such zones. The history of the EEZ is reviewed, and its impact on the economic development of the Pacific island states considered. The growth performance and the tuna fishery development of these states are reviewed and possible causes of limited success discussed. The use of trust funds to increase the resource wealth of the Pacific island states is briefly considered.  相似文献

The state of many fisheries and fishery resources requires a major change in development and management policies and strategies, at national and regional levels. The international Code of Conduct for Responsible Fisheries, adopted in FAO in 1995, provides the operational framework for such change, in all fisheries, in the oceans, inland waters, EEZs, international waters, as well as in aquaculture. In their respective areas of competence and in close collaboration, FAO and the World Bank are committed to facilitate the implementation of the Code by fishing and coastal nations. This paper presents the strategy they have developed for the purpose. The paper elaborates on: (1) the main policy-related issues faced by fisheries worldwide (bio-ecological, technological, economic, socio-cultural, institutional and legal, as well as scientific); (2) the Code of Conduct, its background, structure and scope; (3) the basis of the implementation strategy by FAO and the Bank; and the main types of activities involved at global, regional and national levels. In conclusion it describes briefly the main elements of changes imbedded in the strategy and shows that the implementation by FAO and the Bank as well as by the countries has already actively started.  相似文献

Coastal fisheries are complex ecological and social systems, evolving in time with a shift from commercial towards recreational effort. We describe the coastal fisheries of Mallorca (W Mediterranean) and the management policies implemented to show the challenges faced at regional level to handle the different management tools used to conserve biodiversity and the social fabric in the coastal zone. Our example provides evidence of the complexity of fishing rights and how they can be adapted into practical fisheries management by combining fishing rights, open access recreational fishery, community-based management and biodiversity conservation.  相似文献

“Traditional fishing rights” were once universally accepted by the international community. However, under a regime of Exclusive Economic Zones (EEZs) defined by the United Nations Convention on the Law of the Sea (UNCLOS) in 1982, these rights were treated as a reasonable allocation of the surplus of the total allowable catch (TAC) or dependence on phase-out arrangements in bilateral fisheries agreements. This has caused the gradual marginalization of traditional fishing rights. This paper analyzes the transformations and trends affecting the development of fishing industries around the world, especially the growth and decline of traditional fishing rights and EEZs.  相似文献

As in much of Oceania, Palauan society of the pre-European contact era practiced sophisticated systems of tenure and management that extended to the fish and other resources of the surrounding coral reefs and lagoons. With its colonial experiences, the opening up of economic and social links with the outside world, and the introduction of highly efficient fishing technologies, Palau’s customary marine resource management systems have eroded.Like most Pacific Island countries, the Republic of Palau only recently gained independence from a western administrating nation. Its constitution, being based on western models, emphasizes democratic and egalitarian ideals. At the same time, it seeks to preserve and revitalize many aspects of customary Palauan society, particularly its institutions and processes of chiefly authority. These customs, however, are based on titled elitism and other principles contrary to those emphasized in the constitution. Through a combination of a series of court decisions that illustrate the incompatibility of the two bodies of law and a lack of any legislative initiative that could reconcile them, the exercise of purely customary authority has been relegated to matters of only minor importance. Thus, as in many Pacific Island nations, independence has contributed to the erosion of traditional tenure and management systems.Some recent village-level initiatives, however, may portend an important shift back toward decentralized, if not exactly traditional, control over the use of Palau’s inshore resources. The constitution’s critical provision that inshore resources are owned by the 16 states has allowed these relatively new village-level political and social units, with their mix of titled and elected leaders, to exert increasing control over inshore resources. They have done so in response to increasing resource scarcity owing to increasing fishing pressure, increasing demand by the booming marine-based tourism sector, and impending resource degradation from physical development. The effectiveness of these emerging local-level management regimes will be determined largely by the degree of support offered by the national government. Little has been forthcoming. The executive branch has been hesitant to support the marine property rights of the states, the judiciary has interpreted the constitution in a manner that has limited the authority of traditional leaders, and the legislature has not enacted laws that might guide the other two branches in interpreting and implementing the constitution with regard to either customary law or state ownership of marine resources.  相似文献

Many African, Caribbean and Pacific (ACP) countries sell fishing licenses to distant water fleets. Fishing agreements have the potential to improve the performance of local fishing sectors. They create income that can be reinvested into domestic industries and often go along with partnerships in management and enforcement. However, many fishing agreements run a serious risk of undermining sustainable resource management. The present study critically reviews trends in distant water fishing as well as identifies those tropical host countries most dependent on fishing agreements. It is shown that traditional, more responsible distant water fleets (DWFs) are being displaced by less responsible, low-cost DWFs and that the most vulnerable host countries are small coastal states with large exclusive economic zones that lack the ability to benefit from value adding processes associated with fishing. The results suggest that the once-promising concept of fishing agreements is gradually posing a threat to both economic development and environmental sustainability of ACP countries.  相似文献

渔获物平均营养级(Mean trophic level of fishery landings,MTL)是目前评估人类捕捞活动影响的研究中使用最广泛的生物多样性指标之一。根据联合国粮农组织FAO提供的渔获生产统计数据,结合Fishbase提供的相关鱼种营养级数据,本文评估了1950-2010年太平洋、大西洋和印度洋各沿海国海洋渔业开发状态。研究发现,在全球三大洋75个主要捕捞国中,43个国家MTL呈显著下降趋势,发生了Pauly于1998年提出的“捕捞降低海洋食物网”现象;但是,仅16个国家MTL的下降是由于高营养级种类的衰退,而27个国家属于“捕捞沿着海洋食物网”的下降机制。此外,20个国家MTL呈恢复上升趋势,但是,该恢复上升趋势通常伴随着传统低营养级种类产量的大幅下降;在上述20个国家中,11个国家的低营养级鱼类产量呈显著下降趋势。需谨慎分析“捕捞降低海洋食物网”现象,掌握MTL的潜在变化机制。  相似文献

Recreational fishing mortality can have a major impact on coastal fish populations, bringing recreational fishers into conflict with commercial fisheries. This article reviews exclusion zones for commercial fishing, or ‘recreational fishing areas’ as a solution to the conflict between commercial and recreational fisheries. Recently designated recreational fishing areas in the state of Queensland, Australia are examined as a case-study. The goal of recreational fishing areas is to enhance recreational fishing and provide economic opportunities through charter fishing. However, recently designated recreational fishing areas in Queensland have not been thoroughly assessed for their social, economic and environmental impacts and they are not integrated within existing management frameworks for fisheries. The designation of recreational fishing areas is thus a shift away from evidence-based management in Queensland's fisheries and has likely occurred solely for political reasons – there are more voters in the recreational fishery than commercial fishery. In Queensland, excluding commercial fishing on its own is unlikely to result in long-term benefits to recreational fisheries because recreational harvest is a major component of fish harvest for some key species and there is no legislated limit to recreational harvest. Current political attention on recreational fishing areas provides an opportunity for fisheries managers, politicians, conservation groups and the public to discuss what is needed to manage sustainable coastal fisheries. In particular, recreational fishing areas need to be combined with efforts to enhance stewardship among recreational fishers if they are to be successful in the long-term.  相似文献

A coastal state benefits from importing the services of a distant water fishing nation (DWFN) fleet if the DWFN has a comparative advantage in exploiting the fishery, based on factors such as market access, costs or technology. The paper compares the activities of the Australian and Japanese vessels in the east coast tuna longline fishery and finds the Australian vessels receive higher prices, have higher costs and use a different technology from the Japanese fleet. These differences suggest a pattern of comparative advantage which can lead to Australia benefitting from importing the services of the Japanese fleet.  相似文献

The Falkland Islands has successfully met many challenges in the management and development of its fisheries resources over the last 20 years. To meet a new set of challenges the current licensing system based on the allocation of non-transferable, variable duration licences to individual vessels is being replaced by a system of long-term individual transferable rights owned by Falkland Islanders. The anticipated gains are enhanced economic performance of the sector because fishing businesses have increased security and flexibility, rapid diversification from harvesting into value-added activities and increased international competitiveness as poorly performing companies sell rights to well performing companies. Implementing a rights-based regime in a small coastal state is challenging. Thin markets for rights, a desire to maintain local control of fishing rights, and a dependence on foreign direct investment in the fisheries sector are key considerations in the design of an effective and efficient management regime. Starting operation in 2006/07, the new rights-based management system provides a model for small coastal states or small industrial fisheries that previously had considered rights-based systems too complex to implement and administer, despite the inherent advantages of rights-based management.  相似文献

Socio-economic development of small-island fishing communities is greatly dependent on local coastal and marine resources. However, illegal fishing and aggressive practices in insular ecosystems lead to over-exploitation and environmental deterioration. Moreover, a lack of scientific data increases uncertainty and prevents the adequate monitoring of marine resources. This paper focuses on the integration of local fishing communities into decision-making processes with the aim of promoting artisanal fishing on the Island of Tenerife (the Canary Islands), as a way to preserve the marine ecosystem and socio-economic development of traditional cofradias (fishers' organisations). A qualitative methodological framework, based on participatory problem-solution trees and focus groups, was used to identify the main factors impeding the sustainable development of the artisanal fishing sector on the island and to elaborate collective proposals with policy implications. The fishing community involved identified four main issues that are maintaining an unsustainable island fishery: 1) Over-exploitation; 2) Poor self-management of cofradias and commercialisation problems; 3) Fisher individualism and low co-management strategies, and 4) Illegal fishing increase vs. artisanal fishing decline. Results show the required policy enhancements to tackle them and the need to adapt regulations to the local situation.  相似文献

The Western and Central Pacific Ocean is home to the world's most productive tuna fisheries, with the majority of tuna catches occurring inside the exclusive economic zones (EEZs) of the region's developing coastal States. It is important that these fisheries are managed effectively throughout their range, both within and between EEZs and on the high seas. Unrestrained exploitation in a particular EEZ or on the high seas has the potential to significantly impact on catches elsewhere with potentially devastating consequences for developing coastal States, some of which have few alternate resources. The Western and Central Pacific Fisheries Commission (WCPFC) was established in 2004 to manage the region's highly migratory tuna fisheries. However, the WCPFC has since repeatedly failed to adopt conservation and management measures that are sufficient to meet the WCPFC's conservation and sustainable use objectives. This paper analyses catch data from the WCPFC and suggests that the weak position of bigeye (in a strategic political context), the unwillingness of members to compromise their interests and the lack of a transparent framework for distributing the burden of conservation are key factors in the WCPFC's failure to adopt sufficiently strong conservation and management measures.  相似文献

This is the first regional study of artisanal fisheries in Pacific Island countries and territories that demonstrated that the future of the region's artisanal fishery sector and the livelihood of coastal communities will be highly dependent on alternative subsistence and income sources, which are necessary to reduce fishing pressure to a sustainable level to maintain ecosystem services and food security. The overall objective of this study was to identify socio-economic indicators and drivers to improve the understanding of the dynamics between socio-economic conditions and current exploitation levels of finfish and invertebrates of coastal communities in 17 Pacific Island countries and territories. We showed that exploitation rates and thus possible overexploitation are not solely the consequence of a simple demographic growth process but are in fact a result of the choices people have. Our results confirmed a close relationship between resource exploitation rates and economic development at the national level and the availability of alternative income opportunities at the community level. Multivariate analysis results suggest that communities in countries with somewhat unfavourable conditions and limited access to alternatives and fishing households in communities with overall favourable economic conditions are at highest vulnerability as they have the highest dependence on coastal fisheries resources. Alternative economic opportunities at the national scale and availability of alternative income at the community level vary significantly between cultural groups. Based on our results, the development of management strategies with realistic expectations of ensuring livelihood of coastal communities and sustainable resource use in Pacific Island countries and territories requires a hierarchical and integral approach. Major drivers identified at the regional, cultural and local levels should be used to identify priorities, to assess overall advantages and limitations at the different levels as well as the vulnerability of communities targeted, and to develop strategies accordingly.  相似文献
