A changing climate will exacerbate many of the problems currently faced by California’s public health institutions. The public health impacts of climate change include: an increase in extreme heat events and associated increases in heat-related morbidity and mortality, increases in the frequency and severity of air pollution episodes, shifts in the range and incidence of vector-borne diseases, increases in the severity of wildfire, increased risks of drought and flooding, and other extreme events. This article assesses the readiness of California’s public health institutions to cope with the changes that will accompany a changing climate and how they relate to strategies laid out in the state’s Climate Adaptation Strategy. County-level health offices are the front line actors to preserve public health in the face of numerous threats, including climate change. Survey results show that local health officers in California believe that climate change is a serious threat to public health, but feel that they lack the funding and resources to reduce this risk. Local health agencies also have a number of tools in place that will be helpful for preparing for a changing climate.  相似文献

Distributive justice in climate change has been of interest both to the ethics and to the climate policy communities, but the two have remained relatively isolated. By combining an applied ethics approach with a focus on the details of a wide range of proposed international climate policies, this article proposes two arguments. First, three categories of proposals are identified, each characterized by its assumptions about the nature of the ‘problem’ of climate change, the burdens that this problem imposes, and its application of distribution rules. Each category presents potential implications for distributive justice. The second, related, argument is that assumptions about technology, sovereignty, substitution and public perceptions of ethics shape the distributive justice outcomes of proposed policies even though these areas have largely been overlooked in discussions of the subject in either literature. The final lesson of this study is that the definition, measurement and distribution of burdens are all critical variables for distributive justice in climate policy.  相似文献

Climate change tends to negatively affect the power sector, inter alia, by causing cooling problems in power plants and impairing the water supply required for hydropower generation. In the future, when global warming is expected to increase, autonomous adaptation to climate change via international electricity markets inducing reallocations of power generation may not be sufficient to prevent supply disruptions anymore. Furthermore, the consequent changes of supply patterns and electricity prices might cause an undesirable redistribution of wealth both between individual power suppliers and between suppliers and consumers. This study ascertains changes in European power supply patterns and electricity prices caused by on-going global warming as well as the associated redistribution of wealth for different climate change scenarios. The focus of the analysis is on short-term effects. Our results confirm that autonomous adaptation in the power sector should be complemented by planned public adaptation in order to preserve energy security and to prevent undesired distributional effects.  相似文献

Quantitatively estimating the potential health impacts of climate change is facilitated by multi-determinant models that integrate micro- to macro-level exposures and processes that influence disease occurrence, including the public health responses, in order to identify regions and population groups that may be more vulnerable. Although progress has been made in constructing systems-based models, considerable work is required to address key issues of quantification of the climate-health associations and the factors that affect those associations; specification of model(s) appropriate to incorporate climate change, adaptation, and mitigation policies; incorporation of thresholds; incorporation of pathways of public health development; and quantification of uncertainties.  相似文献

The objective of integrated assessment of climate change is to put available knowledge together in order to evaluate what has been learned, policy implications, and research needs. This paper summarizes insights gained from five years of integrated assessment activity at Carnegie Mellon. After an introduction, in Section 2 we ask: who are the climate decision makers? We conclude that they are a diffuse and often divergent group spread all over the world whose decisions are primarily driven by local non-climate considerations. Insights are illustrated with results from the ICAM-2 model. In Section 3 we ask: what is the climate problem? In addition to the conventional answer, we note that in a democracy the problem is whatever voters and their elected representatives think it is. Results from studies of public understanding are reported. Several other specific issues that define the problem, including the treatment of aerosols and alternative indices for comparing greenhouse gases, are discussed. In Section 4 we discuss studies of climate impacts, focusing on coastal zones, the terrestrial biosphere and human health. Particular attention is placed on the roles of adaptation, value change, and technological innovation. In Section 5 selected policy issues are discussed. We conclude by noting that equity has received too little attention in past work. We argue that many conventional tools for policy analysis are not adequate to deal with climate problems. Values that change, and mixed levels of uncertainty, pose particularly important challenges for the future.  相似文献

Climate change presents clear risks to natural resources, which carry potential economic costs. The limited nature of physical, financial, human and natural resources means that governments, as managers of natural resources, must make careful decisions regarding trade-offs and the potential future value of investments in climate change adaptation. This paper presents cost-benefit analysis of scenarios to characterise economic benefits of adaptation from the perspective of a public institution (the provincial government) and private agents (forest licensees). The example provided is the context of assisted migration strategies for regenerating forests that are currently being implemented in British Columbia to reduce future impacts of climate change on forests. The analysis revealed positive net present value of public investment in assisted migration across all scenarios under a range of conditions; however, private sector agents face disincentives to adopt these strategies. Uncertainty about how the costs, benefits and risks associated with climate change impacts will be distributed among public institutions and private actors influences incentives to adapt to climate change (the “principal-agent problem”) and further complicates adaptation. Absent development of risk-sharing mechanisms or re-alignment of incentives, uptake of assisted migration strategies by private agents is likely to be limited, creating longer-term risks for public institutions. Analyzing incentives and disincentives facing principals and agents using a well-known tool (cost-benefit analysis) can help decision-makers to identify and address underlying barriers to climate change adaptation in the context of public lands management.  相似文献

The world’s forests play an important role in regulating climate change through their capacity to sequester carbon. At the same time, they are also increasingly vulnerable to the impacts of climate change. In the western Canadian province of British Columbia, changes in temperature, precipitation, and disturbance regimes are already impacting forests. In response to these observed and anticipated changes, adapted reforestation practices are being developed and proposed as a means to help forest ecosystems adjust to changing climatic conditions. One such practice under consideration is assisted migration—planting species within or outside of the native historical range into areas that are anticipated to be climatically suitable in the future. We used a survey of British Columbia’s population at large (n?=?1923) to quantify levels of support for a range of potential reforestation options (including assisted migration) to adapt to climate change, and to explore what factors can help predict this support. Our findings reveal that the likely location of potential public controversy resides not with the potential implementation of assisted migration strategies per se, but rather with assisted migration strategies that involve movement of tree species beyond their native range.  相似文献

Vulnerability of Aboriginal health systems in Canada to climate change   总被引:1,自引:0,他引:1  
Climate change has been identified as potentially the biggest health threat of the 21st century. Canada in general has a well developed public health system and low burden of health which will moderate vulnerability. However, there is significant heterogeneity in health outcomes, and health inequality is particularly pronounced among Aboriginal Canadians. Intervention is needed to prevent, prepare for, and manage climate change effects on Aboriginal health but is constrained by a limited understanding of vulnerability and its determinants. Despite limited research on climate change and Aboriginal health, however, there is a well established literature on Aboriginal health outcomes, determinants, and trends in Canada; characteristics that will determine vulnerability to climate change. In this paper we systematically review this literature, using a vulnerability framework to identify the broad level factors constraining adaptive capacity and increasing sensitivity to climate change. Determinants identified include: poverty, technological capacity constraints, socio-political values and inequality, institutional capacity challenges, and information deficit. The magnitude and nature of these determinants will be distributed unevenly within and between Aboriginal populations necessitating place-based and regional level studies to examine how these broad factors will affect vulnerability at lower levels. The study also supports the need for collaboration across all sectors and levels of government, open and meaningful dialogue between policy makers, scientists, health professionals, and Aboriginal communities, and capacity building at a local level, to plan for climate change. Ultimately, however, efforts to reduce the vulnerability of Aboriginal Canadians to climate change and intervene to prevent, reduce, and manage climate-sensitive health outcomes, will fail unless the broader determinants of socio-economic and health inequality are addressed.  相似文献

Public participation is commonly advocated in policy responses to climate change. Here we discuss prospects for inclusive approaches to adaptation, drawing particularly on studies of long-term coastal management in the UK and elsewhere. We affirm that public participation is an important normative goal in formulating response to climate change risks, but argue that its practice must learn from existing critiques of participatory processes in other contexts. Involving a wide range of stakeholders in decision-making presents fundamental challenges for climate policy, many of which are embedded in relations of power. In the case of anticipatory responses to climate change, these challenges are magnified because of the long-term and uncertain nature of the problem. Without due consideration of these issues, a tension between principles of public participation and anticipatory adaptation is likely to emerge and may result in an overly managed form of inclusion that is unlikely to satisfy either participatory or instrumental goals. Alternative, more narrowly instrumental, approaches to participation are more likely to succeed in this context, as long as the scope and limitations of public involvement are made explicit from the outset.  相似文献

Much of the debate on climate policy in the USA focuses on the gain or loss to the macroeconomy of alternative policies to reduce greenhouse gas emissions. However, the economy is made up of multiple individuals, not a single representative agent. This article reports the results of alternative ways of distributing emissions allocations across citizens. Macroeconomic effects interact with the policy for distribution, but the distributional weights are more important for the welfare of individual agents than the economy-wide effects of the emissions reductions. Egalitarian distributions of the emissions allowances have the potential to increase the welfare of most people, even if significant emissions reductions are mandated. Focusing on the distribution of emissions allowances (or the revenues generated from an emissions tax) rather than on aggregate GDP may provide guidance in identifying and implementing politically viable solutions to the climate change mitigation problem.  相似文献

Effectively communicating the complexity of climate change to the public is an important goal for the climate change research community, particularly for those of us who receive public funds. The challenge of communicating the science of climate change will be reduced if climate change researchers consider the links between personality types, communication tendencies and learning preferences. Jungian personality type is one of many factors related to an individual’s preferred style of taking in and processing information, i.e., preferred communication style. In this paper, we demonstrate that the Jungian personality type profile of interdisciplinary, early career climate researchers is significantly different from that of the general population in the United States. In particular, Ph.D. climate researchers tend towards Intuition and focus on theories and the “big picture”, while the U.S. general population tends towards Sensing and focuses on concrete examples and experience. There are other differences as well in the way the general public as a group prefers to take in information, make decisions, and deal with the outer world, compared with the average interdisciplinary climate scientist. These differences have important implications for communication between these two groups. We suggest that climate researchers will be more effective in conveying their messages if they are aware of their own personality type and potential differences in preferred learning and communication styles between themselves and the general public (and other specific audiences), and use this knowledge to more effectively target their audience.  相似文献

There is a deep disconnect between scientific and public concern about climate change. One reason is that global climate change is a fairly abstract concept with little perceived relevance, so a key challenge is to translate climate-change projections into locally concrete examples of potential impacts. Here we use climate analog analyses as an alternative method for identifying and communicating climate-change impacts. Our analysis uses multiple downscaled general circulation models for the state of Wisconsin, at 0.1 decimal degree resolution, and identifies contemporary locations in North America that are the most similar to the projected future climates for Wisconsin. We assess the uncertainties inherent in climate-change projections among greenhouse gas emission scenarios, time windows (mid-21st century vs. late 21st-century) and different combinations of climate variables. For all future scenarios and simulations, contemporary climatic analogs within North America were found for Wisconsin’s future climate. Closest analogs are primarily 200–500 km to the south-southwest of their Wisconsin reference location. Temperature has the largest effect on choice of climatic analog, but precipitation is the greatest source of uncertainty. Under the higher-end emission scenarios, the contemporary climatic analogs for Wisconsin’s end-21st-century climates are almost entirely outside the state. Climate-analog analyses offer a place-based means of assessing climate impacts that is complementary to the species-based approaches of species distributional models, and carries no assumptions about the characterization and conservatism of species niches. The analog method is simple and flexible, and can be readily extended to other regions and other environmental variables.  相似文献

Does ??climate change?? seem like a less serious problem than ??global warming?? to Americans and Europeans? Does describing the costs of climate change mitigation in terms of ??higher taxes?? instead of ??higher prices?? reduce public support for such efforts? In an experiment embedded in an American national survey, respondents were randomly assigned to rate the seriousness of ??global warming,?? ??climate change,?? or ??global climate change.?? Contrary to predictions made by a leading political strategist, the full sample and political Independents perceived ??climate change?? and ??global warming?? to be equally serious. Among Republicans, ??climate change?? was perceived to be more serious than ??global warming,?? whereas the reverse was true among Democrats. A similar experiment embedded in a survey of residents of 31 European countries showed that ??global warming?? and ??climate change?? were perceived to be equally serious problems. And an experiment embedded in an American survey showed that describing the increased costs of climate change mitigation legislation via ??higher taxes?? instead of via ??higher prices?? did not reduce popular support for such legislation, also contradicting a political strategy memo. Thus, word choice may sometimes affect public perceptions of the climate change seriousness or support for mitigation policies, but a single choice of terminology may not influence all people the same way, making strategic language choices difficult to implement.  相似文献

Public support for stringent climate policies is currently weak. We develop a model to study the dynamics of public support for climate policies. It comprises three interconnected modules: one calculates policy impacts; a second translates these into policy support mediated by social influence; and a third represents the regulator adapting policy stringency depending on public support. The model combines general-equilibrium and agent-based elements and is empirically grounded in a household survey, which allows quantifying policy support as a function of effectiveness, personal wellbeing and distributional effects. We apply our approach to compare two policy instruments, namely carbon taxation and performance standards, and identify intertemporal trajectories that meet the climate target and count on sufficient public support. Our results highlight the importance of social influence, opinion stability and income inequality for public support of climate policies. Our model predicts that carbon taxation consistently generates more public support than standards. Finally, we show that under moderate social influence and income inequality, an increasing carbon tax trajectory combined with progressive revenue redistribution receives the highest average public support over time.  相似文献

This paper argues that information collected in the field of Public Health has the potential to provide a valuable contribution to the forecasting and evaluation of the impact of climate change. The well-developed sets of social and environmental health data collected to monitor the health of human populations could also offer sensitive indicators of the effects and potential effects of climate change. City collections of public health data and general demographic information are reviewed as examples of the availability of such monitoring systems.The interests of those monitoring climate change and those monitoring health march together in other ways as well. Changes in radiation, rainfall and temperature will change food and building safety levels, as well as waste disposal capacity. People who are on the poverty line or ill, or both, have little opportunity to respond to such changes, or the strategies designed to control them. Since the Canadian Lalonde Report of 1974, health services have increasingly linked their social and physical health information to environmental data. Coordinated planning using a multidisciplinary data base and responses to change which give due regard to equity are both central considerations in responding to changes in the environment as well as to risks to human health.  相似文献

Plants and animals are responding to climate warming with predictable changes in distribution and physiology. Ectothermic animals are dependent upon environmental temperature, and their seasonal activity patterns are constrained by temperature. Ectotherms (such as snakes) may alter their activity patterns in concordance with climatic change, and we tested this hypothesis in a Mediterranean region (SE Spain) with the Montpellier snake (Malpolon monspessulanus). Temperature showed an increasing trend of 0.07°C per year in the study area between 1983 and 2004, and activity period in this species increased in concert with annual mean temperature. These snakes had a wider dispersion in activity dates and the annual last record was delayed as years progressed, suggesting that the activity period for this snake has increased over time in response to climatic change. These results were not influenced by the elevation at which samples were taken, and annual variation in the number of snakes recorded, sex-ratio, or precipitation. Therefore, this study reports a definite phenological shift for a reptile in response to climatic change.  相似文献

Communication researchers and practitioners have suggested that framing climate change in terms of public health and/or national security may make climate change more personally relevant and emotionally engaging to segments of the public who are currently disengaged or even dismissive of the issue. To evaluate these assumptions, using a nationally representative online survey of U.S. residents (N?=?1,127) conducted in December, 2010, we randomly assigned six previously identified audience segments on climate change to one of three experimental conditions. Subjects were asked to read uniquely framed news articles about climate change emphasizing either the risks to the environment, public health, or national security and the benefits of mitigation and adaptation-related actions. Results show that across audience segments, the public health focus was the most likely to elicit emotional reactions consistent with support for climate change mitigation and adaptation. Findings also indicated that the national security frame may possibly boomerang among audience segments already doubtful or dismissive of the issue, eliciting unintended feelings of anger.  相似文献

As the debate on potential climate change continues, it is becoming increasingly clear that the main concerns to the general public are the potential impacts of a change in the climate on societal and biophysical systems. In order to address these concerns researchers need realistic, plausible scenarios of climate change suitable for use in impacts analysis. It is the purpose of this paper to present a downscaling method useful for developing these types of scenarios that are grounded in both General Circulation Model simulations of climate change, and in situ station data. Free atmosphere variables for four gridpoints over the Missouri, Iowa, Nebraska, Kansas (MINK) region from both control and transient simulations from the GFDL General Circulation Model were used with thirty years of nearby station data to generate surface maximum and minimum air temperatures and precipitation. The free atmosphere variables were first subject to a principal components analysis with the principal component (PC) scores used in a multiple regression to relate the upper-air variables to surface temperature and precipitation. Coefficients from the regression on station data were then used with PC scores from the model simulations to generate maximum and minimum temperature and precipitation. The statistical distributions of the downscaled temperatures and precipitation for the control run are compared with those from the observed station data. Results for the transient run are then examined. Lastly, annual time series of temperature for the downscaling results show less warming over the period of the transient simulation than the time series produced directly from the model.  相似文献
