There is increasing concern that avoiding climate change impacts will require proactive adaptation, particularly for infrastructure systems with long lifespans. However, one challenge in adaptation is the uncertainty surrounding climate change projections generated by general circulation models (GCMs). This uncertainty has been addressed in different ways. For example, some researchers use ensembles of GCMs to generate probabilistic climate change projections, but these projections can be highly sensitive to assumptions about model independence and weighting schemes. Because of these issues, others argue that robustness-based approaches to climate adaptation are more appropriate, since they do not rely on a precise probabilistic representation of uncertainty. In this research, we present a new approach for characterizing climate change risks that leverages robust decision frameworks and probabilistic GCM ensembles. The scenario discovery process is used to search across a multi-dimensional space and identify climate scenarios most associated with system failure, and a Bayesian statistical model informed by GCM projections is then developed to estimate the probability of those scenarios. This provides an important advancement in that it can incorporate decision-relevant climate variables beyond mean temperature and precipitation and account for uncertainty in probabilistic estimates in a straightforward way. We also suggest several advancements building on prior approaches to Bayesian modeling of climate change projections to make them more broadly applicable. We demonstrate the methodology using proposed water resources infrastructure in Lake Tana, Ethiopia, where GCM disagreement on changes in future rainfall presents a major challenge for infrastructure planning.  相似文献

In the Arkansas River Basin in southeastern Colorado, surface irrigation provides most of the water required for agriculture. Consequently, the region’s future could be significantly affected if climate change impacts the amount of water available for irrigation. A methodology to model the expected impacts of climate change on irrigation water demand in the region is described. The Integrated Decision Support Consumptive Use model, which accounts for spatial and temporal variability in evapotranspiration and precipitation, is used in conjunction with two climate scenarios from the Vegetation-Ecosystem Modeling and Analysis Project. The two scenarios were extracted and scaled down from two general circulation models (GCMs), the HAD from the Hadley Centre for Climate Prediction and Research and the CCC from the Canadian Climate Centre. The results show significant changes in the water demands of crops due to climate change. The HAD and CCC climate change scenarios both predict an increase in water demand. However, the projections of the two GCMs concerning the water available for irrigation differ significantly, reflecting the large degree of uncertainty concerning what the future impacts of climate change might be in the study region. As new or updated predictions become available, the methodology described here can be used to estimate the impacts of climate change.  相似文献

Interest in the impacts of climate change is ever increasing. This is particularly true of the water sector where understanding potential changes in the occurrence of both floods and droughts is important for strategic planning. Climate variability has been shown to have a significant impact on UK climate and accounting for this in future climate change projections is essential to fully anticipate potential future impacts. In this paper a new resampling methodology is developed which includes the variability of both baseline and future precipitation. The resampling methodology is applied to 13 CMIP3 climate models for the 2080s, resulting in an ensemble of monthly precipitation change factors. The change factors are applied to the Eden catchment in eastern Scotland with analysis undertaken for the sensitivity of future river flows to the changes in precipitation. Climate variability is shown to influence the magnitude and direction of change of both precipitation and in turn river flow, which are not apparent without the use of the resampling methodology. The transformation of precipitation changes to river flow changes display a degree of non-linearity due to the catchment’s role in buffering the response. The resampling methodology developed in this paper provides a new technique for creating climate change scenarios which incorporate the important issue of climate variability.  相似文献

Regional climate models (RCMs) have been increasingly used for climate change studies at the watershed scale. However, their performance is strongly dependent upon their driving conditions, internal parameterizations and domain configurations. Also, the spatial resolution of RCMs often exceeds the scales of small watersheds. This study developed a two-step downscaling method to generate climate change projections for small watersheds through combining a weighted multi-RCM ensemble and a stochastic weather generator. The ensemble was built on a set of five model performance metrics and generated regional patterns of climate change as monthly shift terms. The stochastic weather generator then incorporated these shift terms into observed climate normals and produced synthetic future weather series at the watershed scale. This method was applied to the Assiniboia area in southern Saskatchewan, Canada. The ensemble led to reduced biases in temperature and precipitation projections through properly emphasizing models with good performance. Projection of precipitation occurrence was particularly improved through introducing a weight-based probability threshold. The ensemble-derived climate change scenario was well reproduced as local daily weather series by the stochastic weather generator. The proposed combination of dynamical downscaling and statistical downscaling can improve the reliability and resolution of future climate projection for small prairie watersheds. It is also an efficient solution to produce alternative series of daily weather conditions that are important inputs for examining watershed responses to climate change and associated uncertainties.  相似文献

As the incorporation of probabilistic climate change information into UK water resource management gathers apace, understanding the relative scales of the uncertainty sources in projections of future water shortage metrics is necessary for the resultant information to be understood and used effectively. Utilising modified UKCP09 weather generator data and a multi-model approach, this paper represents a first attempt at extending an uncertainty assessment of future stream flows under forced climates to consider metrics of water shortage based on the triggering of reservoir control curves. It is found that the perturbed physics ensemble uncertainty, which describes climate model parameter error uncertainty, is the cause of a far greater proportion of both the overall flow and water shortage per year probability uncertainty than that caused by SRES emissions scenario choice in the 2080s. The methodology for producing metrics of future water shortage risk from UKCP09 weather generator information described here acts as the basis of a robustness analysis of the North Staffordshire WRZ to climate change, which provides an alternative approach for making decisions despite large uncertainties, which will follow.  相似文献

潮白河流域为北京主要供水源,其水资源量对北京用水保障至关重要,因此开展该流域在全球1.5℃和2.0℃升温下的径流预估研究具有现实意义。利用1961—2001年WATCH数据对SWAT水文模型进行率定和验证,在此基础上,应用第五次耦合模式比较计划(CMIP5)中5个全球气候模式在典型浓度路径(RCP4.5、RCP6.0和RCP8.5)下预估的全球1.5℃和2.0℃升温下的数据驱动SWAT模型,开展了潮白河流域气温、降水及径流量的变化预估研究,并量化评估由气候模式和RCPs导致的水文效应的不确定性。结果表明:(1) SWAT模型基本能较好地模拟潮白河流域的月径流特征,应用该模型进行气候变化对径流量的影响评估是可行的。(2)在全球1.5℃和2.0℃升温下,潮白河流域年平均温度较基准期(1976—2005年)分别增加1.5℃和2.2℃,年平均降水量也增加4.9%和7.0%。预估的年径流量在全球1.5℃升温下总体略有增加,盛夏和秋初的径流量占全年的比例也有所增加;在全球2.0℃升温下,年径流量增幅达30%以上,但夏季径流量占全年的比例明显减少。(3)在全球2.0℃升温下,潮白河流域极端丰水流量明显增加,洪涝发生风险增大。(4)未来气温、降水量和径流量的预估都存在一定的不确定性,在全球2.0℃升温下不确定性更大;相对而言,径流量的不确定性要远大于降水量的不确定性;无论是全球1.5℃升温下还是2.0℃升温下,预估不确定性主要来源于全球气候模式。  相似文献

Climate change scenarios generated by general circulation models have too coarse a spatial resolution to be useful in planning disaster risk reduction and climate change adaptation strategies at regional to river basin scales. This study presents a new non-parametric statistical K-nearest neighbor algorithm for downscaling climate change scenarios for the Rohini River Basin in Nepal. The study is an introduction to the methodology and discusses its strengths and limitations within the context of hindcasting basin precipitation for the period of 1976?C2006. The actual downscaled climate change projections are not presented here. In general, we find that this method is quite robust and well suited to the data-poor situations common in developing countries. The method is able to replicate historical rainfall values in most months, except for January, September, and October. As with any downscaling technique, whether numerical or statistical, data limitations significantly constrain model ability. The method was able to confirm that the dataset available for the Rohini Basin does not capture long-term climatology. Yet, we do find that the hindcasts generated with this methodology do have enough skill to warrant pursuit of downscaling climate change scenarios for this particularly poor and vulnerable region of the world.  相似文献

Ensembles of climate model simulations are required for input into probabilistic assessments of the risk of future climate change in which uncertainties are quantified. Here we document and compare aspects of climate model ensembles from the multi-model archive and from perturbed physics ensembles generated using the third version of the Hadley Centre climate model (HadCM3). Model-error characteristics derived from time-averaged two-dimensional fields of observed climate variables indicate that the perturbed physics approach is capable of sampling a relatively wide range of different mean climate states, consistent with simple estimates of observational uncertainty and comparable to the range of mean states sampled by the multi-model ensemble. The perturbed physics approach is also capable of sampling a relatively wide range of climate forcings and climate feedbacks under enhanced levels of greenhouse gases, again comparable with the multi-model ensemble. By examining correlations between global time-averaged measures of model error and global measures of climate change feedback strengths, we conclude that there are no simple emergent relationships between climate model errors and the magnitude of future global temperature change. Algorithms for quantifying uncertainty require the use of complex multivariate metrics for constraining projections.  相似文献

Ensembles of historical climate simulations and climate projections from the World Climate Research Programme’s (WCRP’s) Coupled Model Intercomparison Project phase 3 (CMIP3) multi-model dataset were investigated to determine how model credibility affects apparent relative scenario likelihoods in regional risk assessments. Methods were developed and applied in a Northern California case study. An ensemble of 59 twentieth century climate simulations from 17 WCRP CMIP3 models was analyzed to evaluate relative model credibility associated with a 75-member projection ensemble from the same 17 models. Credibility was assessed based on how models realistically reproduced selected statistics of historical climate relevant to California climatology. Metrics of this credibility were used to derive relative model weights leading to weight-threshold culling of models contributing to the projection ensemble. Density functions were then estimated for two projected quantities (temperature and precipitation), with and without considering credibility-based ensemble reductions. An analysis for Northern California showed that, while some models seem more capable at recreating limited aspects twentieth century climate, the overall tendency is for comparable model performance when several credibility measures are combined. Use of these metrics to decide which models to include in density function development led to local adjustments to function shapes, but led to limited affect on breadth and central tendency, which were found to be more influenced by “completeness” of the original ensemble in terms of models and emissions pathways.  相似文献

The sustainability of social-ecological systems depends on river flows being maintained within a range to which those systems are adapted. In order to determine the extent of this natural range of variation, we assess ecological flow thresholds and the occurrence of potentially damaging flood events to society in the context of the Lower Brahmaputra river basin. The ecological flow threshold was calculated using twenty-two ‘Range of Variability (RVA)’ parameters, considering the range between?±?1 standard deviation from the mean of the natural flow. Damaging flood events were calculated using flood frequency analysis of Annual Maxima series and using the flood classification of Bangladesh. The climate change impacts on future river flow were calculated by using a weighted ensemble analysis of twelve global circulation models (GCMs) outputs driving a large-scale hydrologic model. The simulated climate change induced altered flow regime of the Lower Brahmaputra River Basin was then investigated and compared with the calculated threshold flows. The results demonstrate that various parameters including the monthly mean of low flow (January, February and March) and high flow (June, July and August) periods, the 7-day average minimum flow, and the yearly maximum flow will exceed the threshold conditions by 1956–1995 under the business-as-usual A1B and A2 future scenarios. The results have a number of policy level implications for government agencies of the Lower Brahmaputra River Basin, specifically for Bangladesh. The calculated thresholds may be used as a good basis for negotiations with other riparian countries of the basin. The methodological approach presented in this study can be applied to other river basins and provide a useful basis for transboundary water resources management.  相似文献

Sustainable fisheries management into the future will require both understanding of and adaptation to climate change. A risk management approach is appropriate due to uncertainty in climate projections and the responses of target species. Management strategy evaluation (MSE) can underpin and support effective risk management. Climate change impacts are likely to differ by species and spatially. We use a spatial MSE applied to a multi-species data-poor sea cucumber/béche-de-mer fishery to demonstrate the utility of MSE to test the performance of alternative harvest strategies in meeting fishery objectives; this includes the ability to manage through climate variability and change, and meeting management objectives pertaining to resource status and fishery economic performance. The impacts of fishing relative to the impacts of climate change are distinguished by comparing future projection distributions relative to equivalent no-fishing no-climate-change trials. The 8 modelled species exhibit different responses to environmental variability and have different economic value. Status quo management would result in half the species falling below target levels, moderate risks of overall and local depletion, and significant changes in species composition. The three simple strategies with no monitoring (spatial rotation, closed areas, multi-species composition) were all successful in reducing these risks, but with fairly substantial decreases in the average profit. Higher profits (for the same risk levels) could only be achieved with strategies that included monitoring and hence adaptive management. Spatial management approaches based on adaptive feedback performed best overall.  相似文献

This study presents a comprehensive assessment of the possible regional climate change over India by using Providing REgional Climates for Impacts Studies (PRECIS), a regional climate model (RCM) developed by Met Office Hadley Centre in the United Kingdom. The lateral boundary data for the simulations were taken from a sub-set of six members sampled from the Hadley Centre’s 17- member Quantified Uncertainty in Model Projections (QUMP) perturbed physics ensemble. The model was run with 25 km × 25 km resolution from the global climate model (GCM) - HadCM3Q at the emission rate of special report on emission scenarios (SRES) A1B scenarios. Based on the model performance, six member ensembles running over a period of 1970-2100 in each experiment were utilized to predict possible range of variations in the future projections for the periods 2020s (2005-2035), 2050s (2035-2065) and 2080s (2065-2095) with respect to the baseline period (1975-2005). The analyses concentrated on maximum temperature, minimum temperature and rainfall over the region. For the whole India, the projections of maximum temperature from all the six models showed an increase within the range 2.5°C to 4.4°C by end of the century with respect to the present day climate simulations. The annual rainfall projections from all the six models indicated a general increase in rainfall being within the range 15-24%. Mann-Kendall trend test was run on time series data of temperatures and rainfall for the whole India and the results from some of the ensemble members indicated significant increasing trends. Such high resolution climate change information may be useful for the researchers to study the future impacts of climate change in terms of extreme events like floods and droughts and formulate various adaptation strategies for the society to cope with future climate change.  相似文献

This paper investigates how using different regional climate model (RCM) simulations affects climate change impacts on hydrology in northern Europe using an offline hydrological model. Climate change scenarios from an ensemble of seven RCMs, two global climate models (GCMs), two global emissions scenarios and two RCMs of varying resolution were used. A total of 15 climate change simulations were included in studies on the Lule River basin in Northern Sweden. Two different approaches to transfer climate change from the RCMs to hydrological models were tested. A rudimentary estimate of change in hydropower potential on the Lule River due to climate change was also made. The results indicate an overall increase in river flow, earlier spring peak flows and an increase in hydropower potential. The two approaches for transferring the signal of climate change to the hydrological impacts model gave similar mean results, but considerably different seasonal dynamics, a result that is highly relevant for other types of climate change impacts studies.  相似文献

本文回顾了西北干旱区气候变化事实及其对水资源影响的最新研究进展,从气候变化和人类活动两个角度综述了水资源变化的原因,以及未来西北干旱区水资源变化与适应对策。研究表明:1961年以来西北干旱区呈现明显暖湿化趋势,其中冬季增温最快,夏季降水增加速率最大。伊利河谷、塔城等地区增温趋势最大,北疆降水量增加最多。受气候变暖导致冰雪快速消融和山区降水增加的影响,西北干旱区西部河流黑河、疏勒河、塔里木河出山口径流量显著增加。由于东部河流石羊河径流的补给主要靠降水,降水的减少导致径流呈现下降趋势。不合理人类活动造成石羊河、黑河和开都河中下游径流减少。本文提出了西北干旱区亟待深入研究的任务:极端天气气候事件的变化规律及其对水资源影响;未来气候变化和水资源的预估;气候变化归因研究;气候变化-社会经济活动一体化适应策略选择;水资源科学合理定量分配等。  相似文献

IPCC AR6 WGII评估了气候变化对城市、住区和关键基础设施的影响、风险及应对。气候变化对城市影响的程度和范围逐渐增加,全球城市化的过程与气候变化相互作用加剧了城市和住区的风险。通过社会基础设施、基于自然的解决方案和灰色/工程基础设施所采取的适应措施对气候恢复力发展均有贡献,而城市适应差距在世界各地普遍存在。气候恢复力发展需要多方协作、弥合政策行动差距、提升适应能力。评估报告的经验和案例为我国城乡地区适应和应对气候变化风险提供借鉴。  相似文献

Various frameworks related to climate change and adaptations that have been developed to date have notable benefits as well as significant limitations. It is not always practical to implement advanced climate change frameworks in situations with limited data availability. Social aspects, such as people’s experience and perception, are often under-prioritized. Therefore, this study introduces an integrated framework linking social and physical aspects of climate change to assess its impacts on water resources and to evaluate differing adaptation options in poorly gauged basins. A case study of the Kali Gandaki River Basin (KGRB) in western Nepal is presented to demonstrate the applicability of this framework. Results of the study show that people of the mountainous Mustang district in the KGRB have perceived climate change or climate variability, its impacts on water resources, as well as other water-related issues and potential adaptations or responses. Furthermore, evaluation of people’s perception using available physical data confirms the increase in temperature and average annual discharge in the Kali Gandaki River as well as poor water use, as a major problem at all levels in the basin. Despite increasing water availability, a concurrent increase in water use is difficult due to topographic constraints on irrigation development. However, the impacts of climate change are particularly severe in Mustang, owing to the fact that a large proportion of the population depends on a climate-sensitive livelihood like agriculture. Therefore, various adaptation options are identified in the agricultural sector, and one relevant option is further evaluated. The framework developed in this study has the potential to be further applied to other poorly gauged basins.  相似文献

Brazilian strategic interest in the Madeira River basin, one of the most important of the southern Amazon tributaries, includes the development of hydropower to satisfy the country’s growing energy needs and new waterways to boost regional trade and economic development. Because of evidences that climate change impacts the hydrological regime of rivers, the aim of this study was to assess how global climate change and regional land cover change caused by deforestation could affect the river’s hydrological regime. To achieve this goal, we calibrated a large-scale hydrological model for the period from 1970–1990 and analyzed the ability of the model to simulate the present hydrological regime when climate model simulations were used as input. Climate change projections produced by climate models were used in the hydrological model to generate scenarios with and without regional land-use and land-cover changes induced by forest conversion to pasture for the period from 2011–2099. Although results show variability among models, consensus scenarios indicated a decrease in the low-flow regime. When the simulations included forest conversion to pasture, climate change impacts on low flows were reduced in the upper basin, while, in the lower basin, discharges were affected along the whole year due to the more vigorous land-use conversion in the Brazilian region of the basin.  相似文献
