The water-energy-food nexus has become a popular concept in environmental change research and policy debates. Proponents suggest that a nexus approach promotes policy coherence through identifying optimal policy mixes and governance arrangements across the water, energy and food sectors. Although the nexus literature identifies some barriers to achieving coherence it does not clearly explain why the barriers are present, what influences them, and how they can be acted upon. These gaps disconnect the nexus literature from the governance processes it ultimately seeks to influence. This paper examines how the integrative environmental governance literature can help to close these gaps. It extracts insights from seven streams of research literature and discusses their relevance for the nexus literature. We argue that connecting the nexus to decision-making processes requires: i) rethinking the boundaries of nexus analysis vis-à-vis other sectors and levels; ii) elaboration of shared principles that can guide decision-making towards policy coherence − or an appropriate form of fragmentation − in different contexts; iii) viewing policy coherence as a continuous process of changing values and perception rather than as an outcome.  相似文献

Despite the recent proliferation of national climate change advisory bodies, very little is known about what advice they provide, to whom, and when. To address these gaps in the literature, this article systematically analyses all 700 of the recommendations made by the UK Climate Change Committee (CCC) in the period 2009–20. The CCC is one of the oldest climate change advisory bodies of its kind in the world and its design has been widely emulated by other countries. For the first time, this article documents how the CCC’s mitigation and adaptation recommendations have changed over time with respect to their addressee, sectoral focus and policy targets. It reveals that they became: more numerous per year; more cross-sectoral in their nature; clearer in targeting a specific addressee; and more focused in referring to specific policy targets. By drawing on Fischer’s synthesis of policy evaluation to derive a measure of policy ambition, it also reveals that despite many of its recommendations being repeated year after year, the CCC has become more willing to challenge the policy status quo. It concludes by identifying future research needs in this important and fast-moving area of climate governance, notably understanding the conditions in which the recommendations of advisory bodies (do not) impact national policy.  相似文献

By 2030 Indonesia aims to reduce its CO2 emissions by 29% while maintaining a 7% annual GDP growth rate, thus making “green economy” a reality. Based on a review of literature and secondary data and interviews with key informants, this article examines the gap between these national ambitions and the reality on the ground, with particular attention to the challenges of multi-scalar environmental governance. It first introduces the green economy concept and discusses the main green growth policies and initiatives at the national level. The article then examines green growth ambitions at the provincial level in East Kalimantan province. Our findings suggest that existing plans to further expand oil palm plantations are at odds with provincial efforts to reduce emissions. This highlights a key paradox we identify at the heart of the green economy concept as it is developing in Indonesia: between a development trajectory based on resource extraction and agro-industrial development, and ‘green’ aspirations linked to environmental protection and greenhouse gas emissions reductions. We conclude that the main challenges to address these contradictions are related to the lack of coordination between different governance scales and a political economy that is not conducive to reforms in the land-based sector. There is a need to align investment, planning, and green growth policies, based on a strong political commitment and an awareness of social and environmental trade-offs. On a more general level the article shows that the green economy concept refers to a form of environmental governance in which authorities and interests may overlap and come into conflict at different scales. Hence, differing priorities may lead the material expression of the green economy to diverge significantly from policy as it is initially laid out.  相似文献

This paper explains why nine criteria and indicator schemes for forest management are little used instrumentally to monitor sustainability, at most being used to structure reports or statistics, and why the schemes lack coherent designs, with only 29% of indicators in five schemes suited to practical monitoring. It outlines a new Knowledge-Action Framework, devised to analyse governing across the spectrum from government to the new style of governance, in which society steers itself. This proposes that conceptual and symbolic uses may be as important in governance as instrumental uses; science is less privileged; and indicator choice must satisfy a wider range of stakeholders than previously. Conceptual uses enable unambiguous learning by multiple stakeholders with conflicting views in governance; symbolic uses promote an ambiguous consensus between them; and the large numbers of indicators accumulated achieve ‘plurality of satisfaction’ but make monitoring impractical. Conceptual and symbolic uses are examples of new procedural policy instruments that facilitate multidirectional interactions between diverse groups in governance. Criteria and indicator schemes are termed procedural policy tools as they combine various procedural instruments. A new generic taxonomy shows continuity as substantive policy instruments long used by governments evolve into procedural instruments. Evaluation of the schemes finds evidence for conceptual and symbolic uses, indicator accumulation and restrictions on scientific inputs. The paper advances global environmental governance theory, and argues that the best way to overcome constraints on sustainability monitoring is through autonomous scientific research.  相似文献

The purpose of this paper is to explore the extent to which a social wellbeing approach can offer a useful way of addressing the policy challenge of reconciling poverty and environmental objectives for development policy makers. In order to provide detail from engagement with a specific policy challenge it takes as its illustrative example the global fisheries crisis. This crisis portends not only an environmental disaster but also a catastrophe for human development and for the millions of people directly dependent upon fish resources for their livelihoods and food security. The paper presents the argument for framing the policy problem using a social conception of human wellbeing, suggesting that this approach provides insights which have the potential to improve fisheries policy and governance. By broadening the scope of analysis to consider values, aspirations and motivations and by focusing on the wide range of social relationships that are integral to people achieving their wellbeing, it provides a basis for better understanding the competing interests in fisheries which generate conflict and which often undermine existing policy regimes.  相似文献

International environmental policy has evolved from a focus on single issues to more integrated approaches under the framework of sustainable development. This transition has been accompanied by a growing use of targets among international organisations. Targets have long been used in industry and corporate planning, but some have questioned their relevance in the ambit of environmental and sustainable development policy. This paper addresses the question of whether international targets help advance environmental policy integration in international governance. It explores whether the international target of significantly reducing the rate of biodiversity loss by 2010, adopted by the Conference of the Parties to the Convention on Biological Diversity (CBD) in 2002, enabled co-ordination and coherence in international biodiversity governance. The effects of the Target on the cluster of biodiversity-related conventions and their implementation in countries of Latin America and the Caribbean are examined. The analysis is based on official documents and interviews with secretariat officials, international experts and national focal points conducted between September 2011 and April 2012. A claim is made that the 2010 Biodiversity Target was, in essence, a conservation goal that did not fully honour the CBD's sustainable development mission. The Target triggered increased co-operation in the biodiversity cluster without bringing greater alignment of policies and implementation activities around the CBD's sustainability principles. The study suggests that, if targets are to advance EPI among international institutions, they need to be appropriated by relevant stakeholders and supported by implementation strategies that secure their continuous commitment.  相似文献

Maritime shipping is the transmission belt of the global economy. It is also a major contributor to global environmental change through its under-regulated air, water and land impacts. It is puzzling that shipping is a lagging sector as it has a well-established global regulatory body—the International Maritime Organization. Drawing on original empirical evidence and archival data, we introduce a four-factor framework to investigate two main questions: why is shipping lagging in its environmental governance; and what is the potential for the International Maritime Organization to orchestrate emerging private ‘green shipping’ initiatives to achieve better ecological outcomes? Contributing to transnational governance theory, we find that conditions stalling regulatory progress include low environmental issue visibility, poor interest alignment, a broadening scope of environmental issues, and growing regulatory fragmentation and uncertainty. The paper concludes with pragmatic recommendations for the International Maritime Organization to acknowledge the regulatory difficulties and seize the opportunity to orchestrate environmental progress.  相似文献

The Intergovernmental Panel on Climate Change has a monopoly on the provision of climate policy advice at the international level and a strong market position in national policy advice. This may have been the intention of the founders of the IPCC. I argue that the IPCC has a natural monopoly, as a new entrant would have to invest time and effort over a longer period to perhaps match the reputation, trust, goodwill, and network of the IPCC. The IPCC is a not-for-profit organization, and it is run by nominal volunteers. It therefore cannot engage in the price-gouging that is typical of monopolies. However, the IPCC has certainly taken up tasks outside its mandate. The IPCC has been accused of haughtiness. Innovation is slow. Quality may have declined. And the IPCC may have used its power to hinder competitors. There are all things that monopolies tend to do, against the public interest. The IPCC would perform better if it were regulated by an independent body which audits the IPCC procedures and assesses its performance; if outside organizations would be allowed to bid for the production of reports and the provision of services under the IPCC brand; and if policy makers would encourage potential competitors to the IPCC.  相似文献

This article proposes a shift toward the integrated governance of watersheds as a basis for fostering health, sustainability and social–ecological resilience. The authors suggest that integrated watershed governance is more likely when different perspectives, including health and well-being, are explicitly understood, communicated, and sought as co-benefits of watershed management. A new conceptual device – the watershed governance prism – is introduced in relation to the multiple facets of governance that characterize contemporary water resources management and examined as an integrative framework to link social and environmental concerns with the determinants of health in the watershed context. The authors assess the diagnostic and communicative potential of such a framework, discussing its utility as a concise depiction of multiple, interacting policy priorities and as a guide to integrate different research and policy domains into the governance of water, health and social–ecological systems.  相似文献

Carbon capture and storage (CCS) is considered by some to be a promising technology to reduce greenhouse gas emissions, and advocates are seeking policies to facilitate its deployment. Unlike many countries, which approach the development of policies for geologic storage (GS) of carbon dioxide (CO2) with nearly a blank slate, the U.S. already has a mature policy regime devoted to the injection of CO2 into deep geologic formations. However, the existing governance of CO2 injection is designed to manage enhanced oil recovery (EOR), and policy changes would be needed to manage the risks and benefits of CO2 injection for the purpose of avoiding GHG emissions. We review GS policy developments at both the U.S. federal and state levels, including original research on state GS policy development. By applying advocacy coalition framework theory, we identify two competing coalitions defined by their beliefs about the primary purpose of CO2 injection: energy supply or greenhouse gas (GHG) emission reductions. The established energy coalition is the beneficiary of the current policy regime. Their vision of GS policy is protective: to minimize harm to fossil energy industries if climate policy were to be enacted. In contrast, the newly formed climate coalition seeks to change existing GS policy to support their proactive vision: to maximize GHG reductions using CCS when climate policy is enacted. We explore where and at what scale legislation emerges and examine which institutions gain prominence as drivers of policy change. Through a detailed textual analysis of the content of state GS legislation, we find that the energy coalition has had greater success than the climate coalition in shaping state laws to align with its policy preferences. It has enshrined its view of the purpose of CO2 injection in state legislation, delegated authority for GS to state agencies aligned with the existing policy regime, and protected the EOR status quo, while creating new opportunities for EOR operators to profit from the storage of CO2 The climate coalition's objective of proactively putting GS policy in place has been furthered, and important progress has been made on commonly held concerns, such as the resolution of property rights issues, but the net result is policy change that does not significantly revise the existing policy regime.  相似文献

The Ramsar Convention is unquestionably the backbone of modern wetland management theory and practice. In the last four decades, it has mainstreamed wetlands in the environmental discourse and fostered the development of a comprehensive institutional framework for wetland governance. However, many of the wetlands that occur in human-dominated landscapes remain acutely threatened. The problem is most alarming in urban areas, especially in the fast expanding cities of the developing world, where unprecedented wetland destruction is leading to recurring environmental disasters. This triggers the question: are these failures in wetland governance purely induced by factors exogenous to Ramsar-based institutions or are they manifestations of conceptual drawbacks within Ramsar conceptual framework. Here, we investigate the success and failures of the application of the Ramsar framework's policy directives and management guidelines for urban wetlands using two rapidly expanding cities in South Asia as case studies – Colombo (Sri Lanka) and Kolkata (India). We conclude that despite its remarkable achievements over the past four decades, the Ramsar framework has several conceptual drawbacks that weaken its effectiveness in complex urban contexts. An inadequate recognition of the complex dynamics of urban social-ecological systems, an inadequate recognition of the political complexity of the policy processes, and a lack of an environmental justice perspective are the main shortcomings contributing to failures in urban wetlands governance. While we acknowledge that some solutions are contingent upon national and transnational level socio-political processes and reforms, we offer a set of technical and strategic modifications to the Ramsar framework that can significantly improve its effectiveness in urban wetlands governance.  相似文献

States have been widely criticized for failing to advance the international climate regime. Many observers now believe that a “new” climate governance is emerging through transnational and/or local forms of action that will eventually plug the resulting governance gaps. Yet states, which remain oddly absent from most discussions of the “new” governance, will remain key players as governance becomes more polycentric. This paper introduces a special issue that explores the ability of states to rise to these interconnected challenges through the analytical prism of policy innovation. It reveals that policy innovation is much more multi-dimensional than is often thought; it encompasses three vital activities: invention (centering on the ‘source’ of new policy elements), diffusion (that produces different ‘patterns’ of policy adoption), and the evaluation of the ‘effects’ that such innovations create in reality. The papers, which range from qualitative case studies to large ‘n’ quantitative studies, offer new insights into the varied roles that states play in relation to all three.They show, for instance that: the policy activity of states has risen dramatically in the past decade; that state innovation is affected to similar degrees by internal and external factors; and that policies that offer flexibility to target groups on how to meet policy goals are most effective but that voluntary reporting requirements are ineffective. This paper draws upon these and many other insights to offer a much more nuanced reflection on the future of climate governance; one that deservedly puts states at the front and center of analysis.  相似文献

Private governance of environmental and social performance of organizations, processes and products is gaining prominence in market and policy arenas, and thus, increasingly influencing sustainability outcomes. This study presents a concept of rival private governance where multiple initiatives compete for rule-setting authority. Specifically, we argue that heterogeneous actors organize in network form to establish legitimacy of new sustainability governance fields. In an effort to preempt threats from these new fields of governance, nonparticipating actors create rival private governance networks and compete based on each network's ability to access unique relational assets from participants. Based on the cases of carbon off-set standards, green building rating systems and sustainable forestry certifications, we suggest that this competitive market vetting results in pressures toward the convergence of governance rules over time, but not a single winning set of rules. Our findings illustrate that multiple and competing networks can provide innovative, legitimate and dynamically evolving governance of sustainability, while presenting new challenges for public and private sector actors.  相似文献

This study seeks to refine literature on boundary work by exploring how stakeholders in the Coral Triangle Initiative, an international agreement between six countries in Southeast Asia and the Pacific, are forging relations across various domains and governance levels, and the outcomes of this process. We do this in an effort to increase its relevance to multi-level environmental governance, and understand the challenges that face such governance. We are also interested in the pathways leading to policy outcomes that are perceived as salient, credible, and legitimate to all stakeholders involved in governance. The study shows that boundary work is challenged by resource inequalities resulting in limited knowledge diversity, blurred boundaries between science and politics, and misaligned scales. We conclude that boundary work has an important temporal dimension that has often been neglected, and that literature on boundary work must provide a conceptual guide to understand tradeoffs arising as a result of stakeholders’ various strategies to engage in boundary work.  相似文献

Failure to address unsustainable global change is often attributed to failures in conventional environmental governance. Polycentric environmental governance—the popular alternative—involves many centres of authority interacting coherently for a common governance goal. Yet, longitudinal analysis reveals many polycentric systems are struggling to cope with the growing impacts, pace, and scope of social and environmental change. Analytic shortcomings are also beginning to appear, particularly in the treatment of power. Here we draw together diverse social science perspectives and research into a variety of cases to show how different types of power shape rule setting, issue construction, and policy implementation in polycentric governance. We delineate an important and emerging research agenda for polycentric environmental governance, integrating diverse types of power into analytical and practical models.  相似文献

In 2008 the US amended the century-old US Lacey Act to prohibit the import of illegally harvested or traded timber. Together with similar policies in the EU and Australia, this initialized a paradigm shift in global forest governance towards a legality (verification) regime that could substantially contribute to environmental and social stewardship in the forest sector. The analysis of the formation and implementation of these new policies in the US, Europe and Australia is, however, only just beginning.Based on 31 semi-structured interviews with key stakeholders, 19 informal conversations, more than 100 documents, and participant observation data, we analyze the policy making and implementation of the 2008 US Lacey Act amendment. Our results suggest two essential drivers for this policy change: (1) the deployment of discursive divide-and-conquer strategies and (2) a shift away from sustainability to legality, on both the international level and in the US. Based on the Discursive Agency Approach, we illustrate how carefully deployed discursive and governance strategies were crucial for building a coalition between environmentalists and parts of the wood (products) industry. This coalition was able to create a powerful storyline that muted the opposition and presented a politically attractive amendment proposal. We further show how these strategies have significant effects on the perception of the amended Lacey Act and its implementation. During implementation, coalitions as well as discursive and governance strategies shifted substantially but were still determined by the pre-amendment policy discourse. We conclude by exploring the importance of our findings for what we might expect from the concept of legality in global forest and environmental governance.  相似文献

Research on the governance of social-ecological systems often emphasizes the need for self-organized, flexible and adaptive arrangements to deal with uncertainty, abrupt change and surprises that are characteristic of social-ecological systems. However, adaptive governance as well as transitions toward alternative forms of governance are embedded in politics and it is often the political processes that determine change and stability in governance systems and policy. This paper analyses five established theoretical frameworks of the policy process originating in political science and public policy research with respect to their potential to enhance understanding of governance and complex policy dynamics in social-ecological systems. The frameworks are found to be divergent in their conceptualization of policy change (focusing on incremental or large-scale, major changes), highlighting different aspects of bounded rationality in their model of individual behavior and focusing their attention on different aspects of the policy process (role of information, attention, beliefs, institutional structure, particular actors, etc.). We discuss the application of these frameworks and their potential contribution to unravelling the political dimension in adaptive governance and transformations.  相似文献

Interest in nature-based approaches for climate change adaptation in cities is growing. Whilst there is a growing field of scholarship in a European and North America setting, research on the policy and governance of urban greenspace for climate adaptation in subtropical Asia is limited. Given the different development patterns, environmental characteristics and governance arrangements in subtropical cities, plus their comparatively large population and high climate risk, this is a significant knowledge gap. In response, this paper evaluates competences – skill sets, capabilities, and supporting policy and legislation – to enact adaptation through greenspace across different governance contexts; and assesses how international rhetoric on nature-based adaptation becomes localised to subtropical Asian city settings. We conduct interviews with stakeholders, plus review of relevant policy and city-specific research, for three cities with different governance and development contexts: Hanoi (Vietnam); Taipei (Taiwan); and Fukuoka (Japan). Across all three cases, we find that institutional structures and processes for connecting different remits and knowledge systems are a bigger challenge than a lack of appropriate policy or individuals with the required technical knowledge. However, opportunities for civil society participation and consideration of justice issues vary between the cities according to the socio-political context. These findings illustrate the value of individuals and organisations able to work across institutional boundaries in linking greenspace and adaptation agendas for subtropical Asian cities; and the importance of competence in collaboration with developers and civil society so that the rapid development or regeneration seen in subtropical Asian contexts does not tend towards green climate gentrification. More broadly, our findings show that the diverse nature of subtropical Asian cities means the role of greenspace in climate adaptation is likely to be context-specific, and thus that caution must be exercised against uncritically importing best practices from exemplar cases elsewhere.  相似文献
