Local material and symbolic values have to date remained underrepresented in climate change research and policy and this gap is particularly salient in places that have been identified as at significant risk from climate change. In such places, the dominant approach to understanding the effects of climate change has been centred on vulnerability; it has highlighted the social determinants of vulnerability and the differential and uneven distribution of effects. This approach cannot, however, illuminate the diverse and nuanced meanings people attach to specific aspects of their way of life, how the changing climate might affect these, and what this implies for adaptation. To address this gap, this empirical study uses the concept of values, defined as trans-situational conceptions of the desirable that give meaning to behaviour and events, and influence perception and interpretation of situations and events. We develop a set of values from 53 qualitative interviews in two remote communities in subarctic easternmost Canada. It draws on these values to frame how effects of climate change, specifically intangible and subjective effects, are felt, and how responses to them are imagined by those affected. The article argues that values are crucial in shaping perception of climate impacts and adaptation to them. Distinct values, such as tradition, freedom, harmony, safety, and unity shape different interpretations and meaning of impacts, and lead to distinct views on how to adapt to these. Conflicting and competing values can act as barriers to adaptation. The findings imply that adaptation research and policy need to address values explicitly if efforts for planned adaptation are to be perceived as legitimate and effective by those affected by the changing climate.  相似文献

Reconciling food, fiber and energy production with biodiversity conservation is among the greatest challenges of the century, especially in the face of climate change. Model-based scenarios linking climate, land use and biodiversity can be exceptionally useful tools for decision support in this context. We present a modeling framework that links climate projections, private land use decisions including farming, forest and urban uses and the abundances of common birds as an indicator of biodiversity. Our major innovation is to simultaneously integrate the direct impacts of climate change and land use on biodiversity as well as indirect impacts mediated by climate change effects on land use, all at very fine spatial resolution. In addition, our framework can be used to evaluate incentive-based conservation policies in terms of land use and biodiversity over several decades. The results for our case study in France indicate that the projected effects of climate change dominate the effects of land use on bird abundances. As a conservation policy, implementing a spatially uniform payment for pastures has a positive effect in relatively few locations and only on the least vulnerable bird species.  相似文献

This paper reviews the prospects for adaptation in world agriculture in the face of climate change. The record of experience from previous decades demonstrates a considerable capacity to adapt and there is general optimism that successful adaptation will be maintained. There are some grounds for concern because of the uncertainty surrounding global climate projections and the probability of considerable regional variation in impacts. While world production may not be adversely affected, the prospects are not so encouraging for low latitude agricultural regions, in part because of lower capacity to adapt. Attention has focused on the farming community itself as the place where adaptation takes place, but now the processes of globalization are placing adaptation more in the hands of agri-business, national policy makers, and the international political economy. The continued success of adaptation rests more heavily on actions at the national level in the context of changing technology and world trade liberalization. An adaptation policy framework is suggested as a vehicle to help understand and facilitate adaptation in this changing context.  相似文献

International conservation organisations have identified priority areas for biodiversity conservation. These global-scale prioritisations affect the distribution of funds for conservation interventions. As each organisation has a different focus, each prioritisation scheme is determined by different decision criteria and the resultant priority areas vary considerably. However, little is known about how the priority areas will respond to the impacts of climate change. In this paper, we examined the robustness of eight global-scale prioritisations to climate change under various climate predictions from seven global circulation models. We developed a novel metric of the climate stability for 803 ecoregions based on a recently introduced method to estimate the overlap of climate envelopes. The relationships between the decision criteria and the robustness of the global prioritisation schemes were statistically examined. We found that decision criteria related to level of endemism and landscape fragmentation were strongly correlated with areas predicted to be robust to a changing climate. Hence, policies that prioritise intact areas due to the likely cost efficiency, and assumptions related to the potential to mitigate the impacts of climate change, require further examination. Our findings will help determine where additional management is required to enable biodiversity to adapt to the impacts of climate change.  相似文献

The relationship between climate change and biodiversity was a central issue at the 10th Conference of the Parties (COP 10) to the Convention on Biological Diversity (CBD). In this paper we draw from participant observation data collected at COP 10, and related policy documentation, to examine how concerns about climate change are shaping the conservation policy landscape – in terms of the knowledge and rationales used as inputs, networks of actors involved, objectives sought, and actions proposed. We find that debates at the intersection of climate and biodiversity were overwhelmingly framed in relation to, or through the lens of carbon. Through a discussion of four core Climate-Motivated Responses, we illustrate how “carbon-logic”, and the initiatives that it generates, simultaneously creates threats to the objectives sought by some actors, and opportunities for the objectives sought by others. We situate our observations in the context of some of the historical dilemmas that have faced conservation, and discuss this current moment in the dynamic trajectory of conservation governance: a moment when decisions about conserving biodiversity are becoming entangled with carbon-logic and the market. In this case, while some actors seek opportunities for biodiversity ends by riding the coattails of the climate agenda, the threats of doing so may undermine the biological and social objectives of the CBD convention itself.  相似文献

Climate change and land use conversion are global threats to biodiversity. Protected areas and biological corridors have been historically implemented as biodiversity conservation measures and suggested as tools within planning frameworks to respond to climate change. However, few applications to national protected areas systems considering climate change in tropical countries exist. Our goal is to define new priority areas for biodiversity conservation and biological corridors within an existing protected areas network. We aim at preserving samples of all biodiversity under climate change and facilitate species dispersal to reduce the vulnerability of biodiversity. The analysis was based on a three step strategy: i) protect representative samples of various levels of terrestrial biodiversity across protected area systems given future redistributions under climate change, ii) identify and protect areas with reduced climate velocities where populations could persist for relatively longer periods, and iii) ensure species dispersal between conservation areas through climatic connectivity pathways. The study was integrated into a participatory planning approach for biodiversity conservation in Costa Rica. Results showed that there should be an increase of 11 % and 5 % on new conservation areas and biological corridors respectively. Our approach integrates climate change into the design of a network of protected areas for tropical ecosystems and can be applied to other biodiversity rich areas to reduce the vulnerability of biodiversity to global warming.  相似文献

The usefulness of adaptation strategies to changing climate depends on the characteristics of the system that must adapt. Divergent views on whether climate change will seriously affect society and what society can do about it can be traced, in part, to divergent views on these characteristics of systems. Issues of scale and how impacts are measured are also important. We identify a set of fundamental characteristics of natural systems and social systems that help to make underlying assumptions in climate change adaptation studies explicit. These are: Short-run autonomous flexibility; short-run non-autonomous flexibility; knowledge and capacity to undertake short-run actions; long-run autonomous flexibility; long-run non-autonomous flexibility; and knowledge and capacity to plan for and undertake adaptations that require changes in long-lived assets. Applications to crop agriculture and ecosystems illustrate how these portraits can be used. We find that if empirical research is to resolve questions of adaptability, more careful specification of the exact measure of impact and far richer models of the process of adaptation, able to test implicit assumptions in much of the existing empirical research, are needed.  相似文献

This paper investigates how transportation sector managers perceive and utilize climate science, and subsequently, how they appropriate the climate change problem. The analysis focuses on which devices they qualify as useful for translating between knowledge, policy and practice concluding with a discussion of what this suggests in the development of efficient climate adaptation strategies. The paper demonstrates that although transportation sector managers accept the findings of climate science knowledge presented to them, their understanding of the climate change problem and the range of qualifying anchoring devices used in the development of climate adaption strategies are differentiated according to where they are located in the institutional context. For transportation sector managers on the regional and district level, the climate problem is largely perceived through the occurrence of extreme weather rather than through climate science. However, this knowledge basis is not considered sufficient to support ‘knowing how to act’ and has resulted in waiting for the authorities to make standards and regulations that would translate climate change knowledge into methods of practice. We argue that the development of standards and regulations might be underestimated in relation to user demands in climate adaptation work that involves reconciling scientific information.  相似文献

In this essay, we explore the contribution of establishing off-grid community micro-hydropower systems in the Dominican Republic to climate change mitigation and adaptation. Forty-five micro-hydropower systems were set up over 16 years that are sustainably and autonomously managed by the local groups and provide access to electricity to communities in remote areas while reducing CO2 emissions and favoring carbon sequestration. In addition to mitigating climate change by avoiding emissions and reforestation of more than 28,000 t of CO2 per year, these initiatives have improved the adaptive capacity of the local communities through contributing to biodiversity protection, climate policy development, and governance; as well as enhancing the wellbeing of families through increased savings, improved education, and increased income generation opportunities. The ocean plays a major role in regulating Earth's climate system, and is highly vulnerable to climate change, but continues to receive little attention in the ongoing policymaking designed to mitigate and adapt to global climate change. There are numerous ways to consider the ocean more significantly when developing these policies, several of which offer the co-benefits of biodiversity protection and support of marine-dependent human communities. When developing forward-thinking climate change policy, it is important to understand the ways that the ocean contributes to global climate and to fully inventory the services that the ocean provides to humans. Without more inclusive consideration of the ocean in climate policy, at all levels of governance, policy makers risk weaker than necessary mitigation and adaptation strategies.  相似文献

Cities in the USA engage in action on climate change, even as the federal government remains resistant to comprehensive climate policy. While experts generally agree that local level adaptation and mitigation policies are critical to avoiding the worst climate impacts, the degree to which cities communicate climate change issues to their constituents has yet to be fully explored. In this article, we evaluate how US cities communicate climate change-related issues, problems, and policies. We use a computer-assisted approach to evaluate climate change efforts by cities by examining the full text of press releases of 82 large cities in the USA. We first identify who discusses climate change, finding that many large cities in the USA address climate change in their public communication. Second, we examine the content of these discussions. Many cities discuss weather-related concerns in conjunction with broad collaborative efforts to address global warming, while city-based policy discussions focus more on energy and transportation efforts. Third, we evaluate the local factors associated with these discussions. We find that the city’s climate vulnerability is particularly influential in shaping the level and timing of climatic communication.  相似文献

This article analyses the interactions between agricultural policy measures in the EU and the factors affecting GHG emissions from agriculture on the one hand, and the adaptation of agriculture to climate change on the other. To this end, the article uses Slovenia as a case study, assessing the extent to which Slovenian agricultural policy is responding to the challenges of climate change. All agricultural policy measures related to the 2007–2013 programming period were analysed according to a new methodological approach that is based on a qualitative (expert evaluation) and a quantitative (budgetary transfers validation) assessment. A panel of experts reached consensus on the key factors through which individual measures affect climate change, in which direction and how significantly. Data on budgetary funds for each measure were used as weights to assess their relative importance. The results show that there are not many measures in (Slovenian) agricultural policy that are directly aimed at reducing GHG emissions from agriculture or at adaptation to climate change. Nevertheless, most affect climate change, and their impact is far from negligible. Current measures have both positive and negative impacts, but overall the positive impacts prevail. Measures that involve many beneficiaries and more budgetary funds had the strongest impact on aggregate assessments. In light of climate change, agricultural policy should pay more attention to measures that are aimed at raising the efficiency of animal production, as it is the principal source of GHG emissions from agriculture.

Policy relevance

Agricultural policy must respond to climate challenges and climate change impact assessment must be included in the process of forming European agricultural policy. Agricultural policy measures that contribute to the reduction of emissions and adaptation, whilst acting in synergy with other environmental, economic and social goals, should be promoted. The approach used in this study combines qualitative and quantitative data, yielding an objective assessment of the climate impact of agricultural policy measures and providing policy makers with a tool for either ex ante or ex post evaluations of climate-relevant policy measures.  相似文献

An effective policy response to climate change will include, among other things, investments in lowering greenhouse gas emissions (mitigation), as well as short-term temporary (flow) and long-lived capital-intensive (stock) adaptation to climate change. A critical near-term question is how investments in reducing climate damages should be allocated across these elements of a climate policy portfolio, especially in the face of uncertainty in both future climate damages and also the effectiveness of yet-untested adaptation efforts. We build on recent efforts in DICE-based integrated assessment modeling approaches that include two types of adaptation—short-lived flow spending and long-lived depreciable adaptation stock investments—along with mitigation, and we identify and explore the uncertainties that impact the relative proportions of policies within a response portfolio. We demonstrate that the relative ratio of flow adaptation, stock adaptation, and mitigation depend critically on interactions among: 1) the relative effectiveness in the baseline of stock versus flow adaptation, 2) the degree of substitutability between stock and flow adaptation types, and 3) whether there exist physical limits on the amount of damages that can be reduced by flow-type adaptation investments. The results indicate where more empirical research on adaptation could focus to best inform near-term policy decisions, and provide a first step towards considering near-term policies that are flexible in the face of uncertainty.  相似文献

Climate change is one of the most compelling challenges for science communication today. Societal reforms are necessary to reduce the risks posed by a changing climate, yet many people fail to recognize climate change as a serious issue. Unfortunately, the accumulation of scientific data, in itself, has failed to compel the general public on the urgent need for pro-environmental policy action. We argue that certain metaphors for the human-environment relationship can lead people to adopt a more nuanced and responsible conception of their place in the natural world. In two studies, we tested properties of multiple metaphors with the general public (study 1) and experts on climate change (study 2). The metaphor “the earth is our home” resonated with climate experts as well as diverse subpopulations of the general public, including conservatives and climate-change deniers.  相似文献

中国高度重视适应气候变化工作,实行减缓与适应并重的应对气候变化原则,已出台适应气候变化相关的战略、规划等一系列政策文件。但总体来看,中国适应气候变化政策与行动尚处于起步阶段,面临着法规制度缺位、监测评估不足、组织协调机制不完善等挑战,适应气候变化政策的类型、数量和力度都明显弱于减缓。为完善中国适应气候变化政策与机制的框架设计,文中梳理了相关研究、《联合国气候变化框架公约》下的适应气候变化国际机制及主要国家经验,提出了一套完整闭环的适应气候变化核心决策流程及关键支撑机制,并重点从开展法制建设、制定适应战略(计划)、建立监测评估机制、构建协调机制和完善资金机制等五方面,归纳了主要国家的经验与启示,最终研究提出完善我国适应气候变化政策与机制框架设计的建议,包括加快建立和完善适应气候变化法制建设、加快构建国家适应气候变化的政策体系、加快完善国家适应气候变化的机制设计、加强适应气候变化支撑能力建设、推动适应气候变化的国际合作等。  相似文献
