This study explores the effects of agricultural trade liberalisation and concomitant changes in agricultural areas and livestock production on greenhouse gas emissions using the coupled LEITAP–IMAGE modelling system. The results indicate that liberalisation leads to an increase in total greenhouse gas emissions by about 6% compared to the reference scenario value in 2015. The increase in CO2 emissions are caused by vegetation clearance due to a rapid expansion of agricultural area; mainly in South America and Southeast Asia. Increased methane emissions in the case of full liberalisation are caused by less intensive cattle farming in regions such as South America and Southeast Asia. This pattern is observed up to 2050. Total global production of milk, dairy and beef do not change with full liberalisation, but production shifts were observed from North America and Europe to South America and Southeast Asia. Results are less pronounced in variants where trade liberalisation is only implemented partially. Remarkably, our study shows in the trade barrier removal scenario larger numbers of dairy cows in Australia and New Zealand (ANZ) then with full liberalisation scenario or a variant in which only milk quota are abolished. This illustrates that different types of liberalisation need to be analysed regionally and per commodity before general conclusions on the impact of trade liberalisation can be drawn. Our study contributes new information on greenhouse gas emissions to a vast number of trade liberalisation studies that focus on economic impacts. The combined economic-environmental impacts need to be assessed in detail before general conclusions on trade liberalisation can be given.  相似文献

Impacts of Climate Change on the Global Forest Sector   总被引:1,自引:0,他引:1  
The path and magnitude of future anthropogenic emissions of carbon dioxide will likely influence changes in climate that may impact the global forest sector. These responses in the global forest sector may have implications for international efforts to stabilize the atmospheric concentration of carbon dioxide. This study takes a step toward including the role of global forest sector in integrated assessments of the global carbon cycle by linking global models of climate dynamics, ecosystem processes and forest economics to assess the potential responses of the global forest sector to different levels of greenhouse gas emissions. We utilize three climate scenarios and two economic scenarios to represent a range of greenhouse gas emissions and economic behavior. At the end of the analysis period (2040), the potential responses in regional forest growing stock simulated by the global ecosystem model range from decreases and increases for the low emissions climate scenario to increases in all regions for the high emissions climate scenario. The changes in vegetation are used to adjust timber supply in the softwood and hardwood sectors of the economic model. In general, the global changes in welfare are positive, but small across all scenarios. At the regional level, the changes in welfare can be large and either negative or positive. Markets and trade in forest products play important roles in whether a region realizes any gains associated with climate change. In general, regions with the lowest wood fiber production cost are able to expand harvests. Trade in forest products leads to lower prices elsewhere. The low-cost regions expand market shares and force higher-cost regions to decrease their harvests. Trade produces different economic gains and losses across the globe even though, globally, economic welfare increases. The results of this study indicate that assumptions within alternative climate scenarios and about trade in forest products are important factors that strongly influence the effects of climate change on the global forest sector.  相似文献

The climate change research community’s shared socioeconomic pathways (SSPs) are a set of alternative global development scenarios focused on mitigation of and adaptation to climate change. To use these scenarios as a global context that is relevant for policy guidance at regional and national levels, they have to be connected to an exploration of drivers and challenges informed by regional expertise.In this paper, we present scenarios for West Africa developed by regional stakeholders and quantified using two global economic models, GLOBIOM and IMPACT, in interaction with stakeholder-generated narratives and scenario trends and SSP assumptions. We present this process as an example of linking comparable scenarios across levels to increase coherence with global contexts, while presenting insights about the future of agriculture and food security under a range of future drivers including climate change.In these scenarios, strong economic development increases food security and agricultural development. The latter increases crop and livestock productivity leading to an expansion of agricultural area within the region while reducing the land expansion burden elsewhere. In the context of a global economy, West Africa remains a large consumer and producer of a selection of commodities. However, the growth in population coupled with rising incomes leads to increases in the region’s imports. For West Africa, climate change is projected to have negative effects on both crop yields and grassland productivity, and a lack of investment may exacerbate these effects. Linking multi-stakeholder regional scenarios to the global SSPs ensures scenarios that are regionally appropriate and useful for policy development as evidenced in the case study, while allowing for a critical link to global contexts.  相似文献

The greenhouse gas emissions scenarios published by the IPCC in the Special Report on Emission Scenarios (SRES) continue to serve as a primary basis for assessing future climate change and possible response strategies. These scenarios were developed between 1996 and 1999 and sufficient time has now passed to make it worth examining their consistency with more recent data and projections. The comparison performed in this paper includes population, GDP, energy use, and emissions of CO2, non-CO2 gases and sulfur. We find the SRES scenarios to be largely consistent with historical data for the 1990–2000 period and with recent projections. Exceptions to this general observation include (1) in the long-term, relatively high population growth assumptions; in some regions, particularly in the A2 scenario; (2) in the medium-term, relatively high economic growth assumptions in the LAM (Latin America, Africa and Middle East) region in the A1 scenario; (3) in the short-term, CO2 emissions projections in A1 that are somewhat higher than the range of current scenarios; and (4) substantially higher sulfur emissions in some scenarios than in historical data and recent projections. In conclusion, given the relatively small inconsistencies for use as global scenarios there seems to be no immediate need for a large-scale IPCC-led update of the SRES scenarios that is solely based on the SRES scenario performance vis-a-vis data for the 1990–2000 period and/or more recent projections. Based on reported findings, individual research teams could make, and in some cases already have made, useful updates of the scenarios.  相似文献

One problem in international climate policy is the refusal of large developing countries to accept emission reduction targets. Brazil, China and India together account for about 20% of today's CO2 emissions. We analyse the case in which there is no international agreement on emission reduction targets, but countries do have domestic targets, and trade permits across borders. We contrast two scenarios. In one scenario, Brazil, China and India adopt their business as usual emissions as their target. In this scenario, there are substantial exports of emission permits from developing to developed countries, and substantial economic gains for all. In the second scenario, Brazil, China and India reduce their emissions target so that they have no net economic gain from permit trade. Here, developing countries do not accept responsibility for climate change (as they bear no net costs), but they do contribute to an emission reduction policy by refusing to make money out of it. Adopting such break-even targets can be done at minor cost to developed and developing countries (roughly $2 bn/year each in extra costs and forgone benefits), while developing countries are still slightly better off than in the case without international emissions trade. This result is robust to variations in scenarios and parameters. It contrasts with Stewart and Wiener (2003) who propose granting ‘hot air’ to developing countries to seduce them to accept targets. In 2020, China and India could reduce their emissions by some 10% from the baseline without net economic costs.  相似文献

This paper analyses structural change in the economy as a key but largely unexplored aspect of global socio-economic and climate change mitigation scenarios. Structural change can actually drive energy and land use as much as economic growth and influence mitigation opportunities and barriers. Conversely, stringent climate policy is bound to induce specific structural and socio-economic transformations that are still insufficiently understood. We introduce Multi-Sectoral macroeconomic Integrated Assessment Models as tools to capture the key drivers of structural change and we conduct a multi-model study to assess main structural effects – changes of the sectoral composition and intensity of trade of global and regional economies – in a baseline and 2°C policy scenario by 2050. First, the range of baseline projections across models, for which we identify the main drivers, illustrates the uncertainty on future economic pathways – in emerging economies especially – and inform on plausible alternative futures with implications for energy use and emissions. Second, in all models, climate policy in the 2°C scenario imposes only a second-order impact on the economic structure at the macro-sectoral level – agriculture, manufacturing and services - compared to changes modelled in the baseline. However, this hides more radical changes for individual industries – within the energy sector especially. The study, which adopts a top-down framing of global structural change, represents a starting point to kick-start a conversation and propose a new research agenda seeking to improve understanding of the structural change effects in socio-economic and mitigation scenarios, and better inform policy assessments.  相似文献

This paper evaluates the role of trade as a mechanism of economic adjustment to the impacts of climate change on agriculture. The study uses a model of the world economy able to reflect changes in comparative advantage; the model is used to test the hypotheses that trade can assure that, first, satisfying global agricultural demand will not be jeopardized, and, second, general access to food will not decrease. The hypotheses are tested for three alternative scenarios of climate change; under each scenario, regions adjust to the climatic assumptions by changing the land areas devoted to agriculture and the mix of agricultural goods produced, two of the major mechanisms of agricultural adaptation. We find that trade makes it possible to satisfy the world demand for agricultural goods under the changed physical conditions. However, access to food decreases in some regions of the world. Other patterns also emerge that indicate areas of concern in relying on trade as a mechanism for the adjustment of agriculture to likely future changes in climate.  相似文献

The average annual cost of floods in the United States has been estimated at about $2 billion (current US dollars). The federal government, through the creation of the National Flood Insurance Program (NFIP), has assumed responsibility for mitigating the societal and economic impacts of flooding by establishing a national policy that provides subsidized flood insurance. Increased flood costs during the past two decades have made the NFIP operate at a deficit. This paper argues that our current understanding of climate change and of the sensitivity of the urban environment to floods call for changes to the flood policy scheme. Conclusions are drawn on specific examples from cities along the heavily urbanized corridor of northeastern United States. Mesoscale and global models along with urbanization and economic growth statistics are used to provide insights and recommendations for future flood costs under different emissions scenarios. Mesoscale modeling and future projections from global models suggest, for example, that under a high emissions scenario, New York City could experience almost twice as many days of extreme precipitation that cause flood damage and are disruptive to business as today. The results of the paper suggest that annual flood costs in the United States will increase sharply by the end of the 21st Century, ranging from about $7 to $19 billion current US dollars, depending on the economic growth rate and the emissions scenarios. Hydrologic, hydraulic and other related uncertainties are addressed and a revised version of the NFIP is suggested.  相似文献

利用国家气候中心最新发展的气候系统模式BCC-CSM1.0模拟了相对于B1排放情景,两种不同减排情景(De90和De07,表示按照B1情景排放到2012年,之后线性递减,至2050年时CO_2排放水平分别达到1990和2007年排放水平一半的情景)对全球和中国区域气候变化的影响.结果表明:两种减排情景下模式模拟的全球平均地表气温在21世纪40年代以后明显低于Bl情景,比减排情景浓度低于B1的时间延迟了20年左右;尽管De90减排情景在2050年所达到的稳定排放水平低于De07情景,但De90情景下的全球增温在2070年以后才一致低于De07情景,这种滞后町能与耦合系统(主要足海洋)的惯性有关;至21世纪末,De90和De07情景下的全球增温幅度分别比B1情景降低了0.4和0.2℃;从全球分布来看,B1情景下21世纪后30年的增温幅度在北半球高纬度和极地地区最大,减排情景能够显著减少这些地区的增温幅度,减排程度越大,则减少越多;在中国区域,B1情景下21世纪末平均增温比全球平均高约1.2℃,减排情景De90和De07分别比B1情景降低了0.4和0.3℃,中国北方地区增温幅度高于南方及沿海地区,减排情景能够显著减小中国西部地区的增温幅度;B1情景下21世纪后30年伞球增温在冬季最高,De90和De07情景分别能够降低各个季节全球升温幅度的17%和10%左右.  相似文献

Projections of greenhouse gas (GHG) emissions are critical to enable a better understanding and anticipation of future climate change under different socio-economic conditions and mitigation strategies. The climate projections and scenarios assessed by the Intergovernmental Panel on Climate Change, following the Shared Socioeconomic Pathway (SSP)-Representative Concentration Pathway (RCP) framework, have provided a rich understanding of the constraints and opportunities for policy action. However, the current emissions scenarios lack an explicit treatment of urban emissions within the global context. Given the pace and scale of urbanization, with global urban populations expected to increase from about 4.4 billion today to about 7 billion by 2050, there is an urgent need to fill this knowledge gap. Here, we estimate the share of global GHG emissions driven by urban areas from 1990 to 2100 based on the SSP-RCP framework. The urban consumption-based GHG emissions are presented in five regional aggregates and based on a combination of the urban population share, 2015 urban per capita CO2eq carbon footprint, SSP-based national CO2eq emissions, and recent analysis of urban per capita CO2eq trends. We find that urban areas account for the majority of global GHG emissions in 2015 (61.8%). Moreover, the urban share of global GHG emissions progressively increases into the future, exceeding 80% in some scenarios by the end of the century. The combined urban areas in Asia and Developing Pacific, and Developed Countries account for 65.0% to 73.3% of cumulative urban consumption-based emissions between 2020 and 2100 across the scenarios. Given these dominant roles, we describe the implications for potential urban mitigation in each of the scenario narratives in order to meet the goal of climate neutrality within this century.  相似文献

Drastic reductions of greenhouse-gas (GHG) emissions are required to meet the goal of the 2015 Paris climate accord to limit global warming to 1.5–2.0 °C over pre-industrial levels. We introduce the material stock-flow framework as a novel way to develop scenarios for future GHG emissions using methods from social metabolism research. The basic assumption behind our exploratory scenario approach is that nearly all final energy is required to either expand and maintain stocks of buildings, infrastructures and machinery or to provide services by using them. Distinguishing three country groups, we develop GDP- and population-driven scenarios for the development of these material stocks and the corresponding energy requirements based on historically calibrated model parameters. We analyze the results assuming different future pathways of CO2 emissions per unit of primary energy. The resulting cumulative carbon emissions from 2018 to 2050 range from 361 Gt C in the lower GDP-driven to 568 GtC in the higher population-driven scenario. The findings from the population-driven scenarios point towards the huge implications of a hypothetical convergence of per-capita levels of material stocks assuming current trajectories of technological improvements. Results indicate that providing essential services with a considerably lower level of material stocks could contribute to large reductions in global resource demand and GHG emissions. A comparison of different stock levels in 2050 demonstrates that complying with ambitious climate targets requires much faster declines of CO2 emissions per unit of primary energy if growth of material stocks is not limited.  相似文献

Long-term global emission scenarios enable the analysis of future climate change, impacts, and response strategies by providing insight into possible future developments and linking these different climate research elements. Such scenarios play a crucial role in the climate change literature informing the Intergovernmental Panel on Climate Change’s (IPCC) Assessment Reports (ARs) and support policymakers. This article reviews the evolution of emission scenarios, since 1990, by focusing on scenario critiques and responses as published in the literature. We focus on the issues raised in the critiques and the possible impact on scenario development. The critique (280) focuses on four areas: 1) key scenario assumptions (40%), 2) the emissions range covered by the scenarios and missing scenarios (25%), 3) methodological issues (24%), and 4) the policy relevance and handling of uncertainty (11%). Scenario critiques have become increasingly influential since 2000. Some areas of critique have decreased or become less prominent (probability, development process, convergence assumptions, and economic metrics). Other areas have become more dominant over time (e.g., policy relevance & implications of scenarios, transparency, Negative Emissions Technologies (NETs) assumptions, missing scenarios). Several changes have been made in developing scenarios and their content that respond to the critique.  相似文献

Researchers explore future economic and climate scenarios using global economic and integrated assessment models to understand long-term interactions between human development and global environmental changes. However, differences in trade modeling approaches are an important source of uncertainty in these types of assessments, particularly for regional projections. In this study, we modified the Global Change Analysis Model (GCAM) to include a novel logit-based Armington trade structure, to examine two approaches to modeling trade: (1) an approach that represents segmented regional markets (SRM), and (2) an approach that represents integrated world markets (IWM). Our results demonstrate that assuming IWM, i.e., homogeneous product modeling and neglecting economic geography, could lead to lower cropland use (i.e., by 115 million hectares globally) and terrestrial carbon fluxes (i.e., by 25%) by the end of the century under the default GCAM scenario, compared with the logit-based Armington SRM structure. The results are highly heterogeneous across regions, with more pronounced regional trade responses driven by global market integration. Our study highlights the critical role that assumptions about future trade paradigms play in global economic and integrated assessment modeling. The results imply that closer harmonization of trade modeling approaches and trade parameter values could increase the convergence of regional results among models in model intercomparison studies.  相似文献

Because of large economic and environmental asymmetries among world regions and the incentive to free ride, an international climate regime with broad participation is hard to reach. Most of the proposed regimes are based on an allocation of emissions rights that is perceived as fair. Yet, there are also arguments to focus more on the actual welfare implications of different regimes and to focus on a ‘fair’ distribution of resulting costs. In this article, the computable general equilibrium model DART is used to analyse the driving forces of welfare implications in different scenarios in line with the 2?°C target. These include two regimes that are often presumed to be ‘fair’, namely a harmonized international carbon tax and a cap and trade system based on the convergence of per capita emissions rights, and also an ‘equal loss’ scenario where welfare losses relative to a business-as-usual scenario are equal for all major world regions. The main finding is that indirect energy market effects are a major driver of welfare effects and that the ‘equal loss’ scenario would thus require large transfer payments to energy exporters to compensate for welfare losses from lower world energy demand and prices.

Policy relevance

A successful future climate regime requires ‘fair’ burden sharing. Many proposed regimes start from ethical considerations to derive an allocation of emissions reduction requirements or emissions allowances within an international emissions trading scheme. Yet, countries also consider the expected economic costs of a regime that are also driven by other factors besides allowance allocation. Indeed, in simplified lab experiments, successful groups are characterized by sharing costs proportional to wealth. This article shows that the major drivers of welfare effects are reduced demand for fossil energy and reduced fossil fuel prices, which implies that (1) what is often presumed to be a fair allocation of emissions allowances within an international emissions trading scheme leads to a very uneven distribution of economic costs and (2) aiming for equal relative losses for all regions requires large compensation to fossil fuel exporters, as argued, for example, by the Organization of Petroleum Exporting Countries (OPEC).  相似文献

Local in its causes and global in its impacts, climate change still poses an unresolved challenge for scientists, politicians, entrepreneurs, and citizens. Climate change research is largely global in focus, aims at enhanced understanding, and is driven by experts, all of which seem to be insufficient to anchor climate change action in regional and local contexts. We present results from a participatory scenario study conducted in collaboration with the municipality of Delta in SW British Columbia, Canada. This study applies a participatory capacity building approach for climate change action at the local level where the sources of emissions and the mechanisms of adaptation reside and where climate change is meaningful to decision-makers and stakeholders alike. The multi-scale scenario approach consists of synthesizing global climate change scenarios, downscaling them to the regional and local level, and finally visualizing alternative climate scenarios out to 2100 in 3D views of familiar, local places. We critically discuss the scenarios produced and the strengths and weaknesses of the approach applied.  相似文献

The objective of this paper is to emphasize theresponsibility of developed countries to implement the Climate Convention, as well as the role ofdeveloping countries in CO2 emissions controlwhile sustaining their rights to increase energyconsumption per capita during the development process. Itis shown that the growth in CO2$ emissions fromfossil fuel consumption in North America, excludingMexico, from 1990 to 1996 was 3.7 times higherthan that of Latin America in absolute terms. Thecumulative contribution to global warming, expressedas the mass of the gas multiplied by time (GtCy), can becalculated as the integration of the atmosphericconcentration of the emitted gas along time, witha weight function in the integrand to simulate theclimate response. To simulate climate response,we used the superposition of exponential decay functions with different decay constants. Thehistorical contributions of the OECD countries,the Eastern European countries and theex-Soviet Union, and from all developingcountries are considered. The future contributionsare computed in three scenarios. In this study, the strength of the regional changes in near-surface climate associated with a global warming of 2°C with respect to pre-industrial times is assessed, distinguishing between 26 different regions. Also, the strength of these regional climate changes is compared to the strength of the respective changes associated with a markedly stronger global warming of 4.5°C. The magnitude of the regional changes in climate is estimated by means of a normalized regional climate change index, which considers changes in the mean as well as changes in the interannual variability of both near-surface temperature and precipitation. The study is based on two sets of four ensemble simulations with the ECHAM5/MPI-OM coupled climate model, each starting from different initial conditions. In one set of simulations (1860–2200), the greenhouse gas concentrations and sulphate aerosol load have been prescribed according to observations until 2000 and according to the SRES A1B scenario after 2000. In the other set of simulations (2020–2200), the greenhouse gas concentrations and sulphate aerosol load have been prescribed in such a way that the simulated global warming does not exceed 2°C with respect to pre-industrial times. The study reveals the strongest changes in near-surface climate in the same regions for both scenarios, i.e., the Sahara, Northern Australia, Southern Australia and Amazonia. The regions with the weakest changes in near-surface climate, on the other hand, vary somewhat between the two scenarios except for Western North America and Southern South America, where both scenarios show rather weak changes. The comparison between the magnitude of the regional changes in near-surface climate for the two scenarios reveals relatively strong changes in the 2°C-stabilization scenario at high northern latitudes, i.e., Northeastern Europe, Alaska and Greenland, and in Amazonia. Relatively weak regional climate changes in this scenario, on the other hand, are found for Eastern Asia, Central America, Central South America and Southern South America. The ratios between the regional changes in the near-surface climate for the two scenarios vary considerably between different regions. This illustrates a limitation of obtaining regional changes in near-surface climate associated with a particular scenario by means of scaling the regional changes obtained from a widely used “standard” scenario with the ratio of the changes in the global mean temperature projected by these two scenarios.  相似文献

Agricultural GHG mitigation policies are important if ambitious climate change goals are to be achieved, and have the potential to significantly lower global mitigation costs [Reisinger, A., Havlik, P., Riahi, K., van Vliet, O., Obersteiner, M., & Herrero, M. (2013). Implications of alternative metrics for global mitigation costs and greenhouse gas emissions from agriculture. Climatic Change, 117, 677–690]. In the post-Paris world of ‘nationally determined contributions’ to mitigation, the prospects for agricultural mitigation policies may rest on whether they are in the national economic interest of large agricultural producers. New Zealand is a major exporter of livestock products; this article uses New Zealand as a case study to consider the policy implications of three global policy scenarios at the global, national and farm levels. Building on global modelling, a model dairy farm and a model sheep and beef farm are used to estimate the changes in profit when agricultural emissions are priced and mitigated globally or not, and priced domestically or not, in 2020. Related to these scenarios is the metric or GHG exchange rate. Most livestock emissions are non-CO2, with methane being particularly sensitive to the choice of metric. The results provide evidence that farm profitability is more sensitive to differing international policy scenarios than national economic welfare. The impact of the choice of metric is not as great as the impact of whether other countries mitigate agricultural emissions or not. Livestock farmers do best when agricultural emissions are not priced, as livestock commodity prices rise significantly due to competition for land from forestry. However, efficient farmers may still see a rise in profitability when agricultural emissions are fully priced worldwide.

Policy relevance

Exempting agricultural emissions from mitigation significantly increases the costs of limiting warming to 2 °C, placing the burden on other sectors. However, there may be a large impact on farmers if agricultural emissions are priced domestically when other countries are not doing the same. The impacts of global and national climate policies on farmers need to be better understood in order for climate policies to be politically sustainable. Transitional assistance that is not linked to emission levels could help, as long as the incentives to mitigate are maintained. In the long run, efficient farmers may benefit from climate policy; international efforts should focus on mitigation options and effective domestic policy development, rather than on metrics.  相似文献

Long-term emissions scenarios have served as the primary basis for assessing future climate change and response strategies. Therefore, it is important to regularly reassess the relevance of emissions scenarios in light of changing global circumstances and compare them with long-term developments to determine if they are still plausible, considering the newest insights. Four scenario series, SA90, IS92, SRES, and RCP/SSP, were central in the scenario-based literature informing the five Assessment Reports of the Intergovernmental Panel on Climate Change (IPCC) and the sixth assessment cycle. Here we analyze the historical trends of carbon dioxide (CO2) emissions from fossil fuel combustion and industry and emissions drivers between 1960 and 2017. We then compare the emission scenario series with historical trends for the period 1990–2017/2018. The results show that historical trends are quite consistent with medium scenarios in each series. As a result, they can be regarded as valid inputs for past and future analyses of climate change and impacts. Global CO2 emissions 1960–2018 (and 1990–2018) comprised six (and three) overall subperiods of emissions growth significantly higher and lower than average. Historically, CO2 emissions (in absolute numbers and growth rate) are tightly coupled with primary energy and indirectly with GDP. Global emissions generally followed a medium-high pathway, captured by “middle-of-the-road” scenario narratives in the earlier series, and by combinations of “global-sustainability” and “middle-of-the-road” narratives in the most recent series (SRES and SSP-baselines). Historical non-OECD trends were best captured by “rapid-growth” and “regional-competition” scenarios, while OECD trends were close to regional-sustainability and global-sustainability scenarios. Areas where the emissions scenarios captured the historical trends less well, are renewable and nuclear primary energy supply. The fact that the actual historical development is consistent with rapid-growth narratives in the non-OECD regions might have important implications for future greenhouse gas emissions and associated climatic change.  相似文献
